Purpose. The issue settlement of building production optimizing for contracting companies is an urgent task and is becoming more acute with regard to the current dynamic transformations in building market in context of Ukrainian regions. Methodology. The leading role of optimization models lies in discretization and modernization to organizational processes of building production for contracting companies, which are the basic structures for delivery of completed building projects. The study focuses on determination of need to optimize building processes and analysis of calculating concept the implementation efficiency of optimization models in contracting company. Findings. It has been considered the current state of domestic building market on the basis of analytical and statistical data; established that conjuncture of building markets has average, mainly low competitiveness indicators, there is a non-rhythmic development and formation of domestic building sector. Originality. Analytical and theoretical foundations were developed for actualization and conceptualization to implementation of optimization models and development of fundamentally new ones. Practical value. The theoretical and methodological foundations of analysis are scientific impetus to the practical formation of innovative approaches to organization of building production at the current stage of building market development in Ukraine.

Agricultural education and training in the former Czechoslovakia has traditionally focused on fostering the position of cooperatives and state farms. The destruction of socialist agriculture and the reduction of commuting opportunities in the urban space during the transition have resulted in the handicapped socio-economic position of the Slovak countryside and its population. The role of education and training in fostering agribusiness growth and rural development could therefore become a crucial strategy. The aim of this article is to analyse the current state of education and training for agribusiness and for rural development in Slovakia using the methods of literature research and document analysis. The article interprets general trends in the development of adult education in Slovakia during the transition period. The main priorities and perspectives formulated in the national strategy for education in agriculture (for the period 2007-2013) are discussed in the mentioned context. With a focus on the leading role of the Slovak University of Agriculture in Nitra, the paper assesses the current status of formal and further agricultural education and training offered in academic and other educational institutions. The paper concludes by discussing implications, recommendations and challenges for developing education and training initiatives for agribusiness and rural development.

Background Intracranial arterial dissections might be attributed to the particular biomechanical properties of their specific layers. Also, knowledge of adventitia properties would be crucial in the context of intracranial balloon angioplasty. Aims The purpose of this work was to determine the rupture pressure of separated adventitia and compare it to intact cerebral arterial segments. Methods Brain specimens were harvested from 14 autopsy subjects (age range from 23 to 86 years). Pressure-inflation tests were conducted on proximal segments of middle cerebral arteries and separated adventitia layers from contralateral arteries to assess the rupture pressure values. Results The averaged rupture pressure of adventitia layers was 1.41 SD 0.25 atm (1072 SD 190 mmHg), whereas for intact arterial segments it was 2.32 SD 0.70 atm (1763 SD 532 mmHg) and diminished with age according to nonlinear regression trends. The difference beetween the aformentioned rupture pressures was positively correlated with rupture pressure of intact arterial segments ( R2 = 0.88; p < 0.001). Conclusions The obtained experimental results indicate a leading role of adventitia in building arterial strength under supraphysiological pressure conditions. The greater the rupture pressure of complete cerebral arteries, the smaller the contribution of adventitia in overall wall resistance.

The article studies the current economic situation in Russia: problems of economy development, the role of stateowned corporations and small and medium business in economy, problems of their interaction and key lines in development in the near future. The structure of domestic product of the country was described, as well as the role of certain industries of business in its formation. The chief goal of state is to re-orientate from resource-mining to resource – processing, which complies with the concept of added value and shall ensure the sustainable development of economic growth. The authors come to the conclusion that only interaction of big, medium and small business in the country can provide certain success in development, that human factor, interest of workers in results of enterprise work can become a decisive factor on the current stage. Key vectors of economy development in Russia have been identified. It was underlined that state must become an important regulator of market processes in the country. Today Russia must choose its future strategy: it can be either an inertial way of neo-liberal reforms and degrading of scientific potential or mobilization of intellectual resources to restructure economy on principles of developed market with the leading role of state.

cThe article is devoted to the study of the current situation in the drug use by juvenile onvicts serving sentences in educational colonies. The data of official statistics illustrating the growing dynamics of the number of persons convicted of crimes related to drug trafficking are presented. The leading role of socio-psychological factors in the development of drug-addicted behavior of juvenile criminals is noted. The aim of the study is to identify the most significant socio-psychological factors contributing to the determination of drugaddicted behavior, to determine possible areas of work for personnel of educational colonies to prevent the drug-addicted behavior. The methodological basis of the research was formed by the questionnaire, statistical method, analysis, synthesis, induction, system-structural and formallogical methods. As a result of the work carried out, it was established that the level of drug use among convicted juveniles is significantly higher than both officially recognized and declared by the adolescents themselves. The most significant sociopsychological factor leading to such behavior is the family, mistakes in family upbringing, family problems or lack of education. Attention is drawn to the fact that one of the areas of educational colonies work in the prevention of drug addicted behavior can and should be the work not only with the inmates, but also with their parents. It is proposed to strengthen the responsibility of parents for drug addicted behavior of children. Implementation of the conclusions and proposals made will help stabilize the situation and reduce juvenile delinquency related to drug trafficking.

BACKGROUND. Determining the pathogenetic mechanisms of small-caliber renal artery remodeling in chronic glomerulone­phritis (GN) is an urgent task of nephrology, the implementation of which will allow establishing new diagnostic and therapeutic approaches to patients management. THE AIM: To evaluate the influence of hemodynamic, tubulointerstitial, and endothe- liotropic risk factors on the probability of remodeling of interlobular arteries in an experimental model of glomerulonephritis. MATERIALS AND METHODS. The experiment included 45 individuals of white mongrel rats, 3 of which were used to prepare an antigen suspension (AS), and 42 rats were divided into 4 groups: 9 individuals in the main groups (with the introduction of only AS, with the introduction of an incomplete Freund adjuvant, with AS and sodium chloride, with AS and perindopril) and 6 ratsin the control group. Glomerulonephritis was formed in the main groups of the experiment. Systolic blood pressure (SAD), the protein level in the urine, and the presence of edematous syndrome were monitored initially, on the 15th, 30th, and 60th day of the experiment. The size of the interlobular artery (MA) was determined by the morphological study, and the expression of VEGF and TGFp in the kidneys. RESULTS. Morphological signs of glomerulonephritis were obtained in all the main groups of the experiment as early as day 15. The greatest increase in SAD, protein in the urine, the presence of edematous syndrome in groups with the introduction of AS and AS with sodium chloride was found. The highest expression of VEGF and TGFp was found in these groups of rats. In the group with AS with perindopril, normotension was formed, the protein level was lower than in rats with AS with or without the use of sodium chloride, and there was no edematous syndrome. The expression of VEGF and TGFp was minimal. Interlobular artery remodeling in established groups of AS an AC with sodium chloride. In the remain­ing groups of rats, the size of the interlobular arteries was comparable to the control group. CONCLUSION. The leading role of systemic blood pressure in the remodeling of small-diameter kidney arteries in glomerulonephritis has been established. Despite the presence of active glomerulonephritis in rats, the structure of small arteries does not change during the formation of normotension.

AbstractThe role of subsequent state practice in the procedural law of treaties, and in the determination of consent in the implementation of treaties have become the subject of much scholarly debate in recent times. The UN International Law Commission has devoted copious amounts of study time into these issues under the distinguished guidance of Georg Nolte as Special Rapporteur. Ph.D. theses and research monographs, journal articles and commentaries have appeared on the matter, but the debate persists. At one end of this debate are treaty-text loyalists that reject the potential of subsequent state practice to modify what they regard as ‘solemn oaths’ taken by states when they conclude and adopt a treaty. That ‘temporal declaration of consent’ by states to be bound by a treaty regime is for them sacrosanct. At the other end are analytical jurisprudence scholars who appear to insist upon a purpose test approach to the matter. This article evaluates treaty-text loyalists’ arguments under current state practice on treaty implementation across a number of disciplines. It shows that the view that ‘temporal consent’ supremely prohibits the modification of treaties through subsequent state practice is exaggerated. Moreover, the ‘solemn oaths’ perception of treaties is not supported by recent examples of treaty implementation.

Subject. The article analyzes the competition of the world leading currencies in the global economy, specifics of the current stage, trends in the role of particular currencies in the global market. Objectives. The purpose is to review the current positions of the U.S. Dollar, Euro and Yuan in the global financial markets, assess prospects for maintaining the leading role of the U.S. Dollar, development trends in the position of Euro and Yuan. Methods. I applied the content analysis of available sources, provide a historical overview of issues under consideration, scrutinized the estimates of financial analysts. Results. The paper unveils reasons for increased competition of the leading currencies (U.S. Dollar, Euro, Yuan) in the global foreign exchange market, which include an increase in the scale of payment transactions in the global financial and commodity markets. It also reveals trends in the use of particular currencies in foreign trade and financial transactions, evaluates prospects for the use of specific world currencies in the global economy. Conclusions. At present, U.S. Dollar maintains its leading positions. However, in the future, an increase in the use of Euro- and Yuan-denominated transactions should be expected in the commodity and financial markets due to enlarged presence of Chinese companies in the global economy. Further development of European integration can ensure the expansion of the single European currency in the global financial market. The share of Yuan in foreign exchange reserves of central banks tends to increase. Private investors' demand for Yuan is also expected to grow.

This article is devoted to the description of the theoretical foundations of tourism development management. Based on the theoretical review, the authors reveal the content of the key concepts “development”, “development management”, “tourism industry development management”. The authors try to explain the factors of the progressive direction of development, the multiple nature of the development of the industry, its dependence on the level of development of its enterprises. The article reflects various approaches of the modern management theory, emphasizes the understanding of the current definition of “sustainable development”, reveals the trinity of its tasks, assesses the possibility of application in modern conditions of Kazakhstan. The authors assess the existing opinions regarding the development of the project approach reflecting the management vision. The authors consider the actions of management that ensure the development and competitive advantages of tourism. The article presents the vision of the tourism industry development management system proposed by the authors, describes its components, the mechanism of functioning, and the sequence of actions. The authors noted the principles of managing the development of tourism in the country. The article notes the need for interaction of all parties interested in the development of the industry, and outlines the leading role of public administration. The authors proposed measures to stimulate innovative mechanisms for the development of the industry and increase the competitiveness of tourism services.

The methodological approaches and tendencies of the study on communicative needs are analyzed, their essence in the structure of intercourse process is revealed in the article. It is shown that communicative needs are an integral part of the motivational aspect of communication, and they cause to establish relationships with other people, express the need for communication and demonstrate its significance and value for a person. It is revealed that intercourse is an integral mechanism, which is studied in the integrative unity with need and motivational aspects. The role of the need sphere in the system of communicative interaction is specified. It is proved that needs are the main driver of communicative activity of participants in intercourse. The levels of formation of communicative needs among boys and girls are determined, and the role of communication in the youth is confirmed on the basis of the experimental analysis of the problem. In the course of the study, the significance of different types of communicative needs for students is established. The leading role of their ego-directed needs in the process of intercourse is stated, including the need to be heard, and understood; the desire to receive help, support and care; the need for empathy and compassion. According to the results of their experimental research, it is found that the vast majority of subjects under study is observed to have higher mean and average levels of communicative needs, that confirms the importance of intercourse at this age. According to the results of the differential-content analysis, two groups of communicative needs are characterized. It is established that ego-directed communicative needs are more important, among them there are: the need to be heard and understandable; the need for care, assistance and support from others; compassion and empathy. It is found out that the needs in care of other people; help and support others; joint leisure activities take the first place among sociogenic needs. All of them have a sensual-emotional coloring. According to the results of the study, it is found that the average indicator of the importance of ego-directed needs is in priority than the average indicator of value of sociogenic needs. This indicates the ego-oriented character of the need and motivational component of intercourse. On the basis of the data of the methodological and empirical research and the generalizations carried out, the program of experimental work is developed. It is used to study communicative needs as important drivers of the communicative process. It is proved that at the same time, the needs of the collectivist-status orientation occupy the last ranks, which should be noticed in correctional and developmental work. Therefore, we consider appropriate to formulate the need for establishing business relations; leadership, domination and control; belonging to a particular community, which is important for the communicative self-determination of young people as the basis of a professional communicative competence.
