Higher education institutions (HEIs) in Armenia and Belarus have been conducted doctoral and postgraduate programs since Soviet Union times. In both countries consisted of two successive scientific (research) degrees: Candidate of Sciences and Doctor of Sciences. The main purpose of research education has been the creation of new investigation; moreover, it gave bigger importance to the results of scholarship rather than formation of scholars with specific knowledge, capacities, and skills, including teaching skills for higher education, dealing with modern technologies, and so on. In contemporary post-industrial societies, knowledge becomes outdated very quickly, making the training of versatile, innovative doctoral candidates a high priority. Their future career and employment opportunities are not limited to scholarly endeavors or teaching activities in traditional academic environment. The new generation of researchers should be competent not only in their professional area, but also have general broad preparedness, including communication, management and entrepreneurial skills. Our article also offers a mixed-method perspective on the investigation of determinants of effectiveness in quality assurance at higher education institutions.

There have been numerous discourses around millennials and some of them may sound worrisome. To discuss millennials and moral panic, this study looks at three different areas (i.e., criminal justice, teaching at higher education institutions, and transitions to adulthood in South Korea) with some issues pertinent to millennials and younger generations faced in society currently. Drawing on a wide range of the literature, this study attempts to recognize unique characteristics of our younger generations, to find ways to better understand them using multiple angles, and to identify reasons why we should stay hopeful about the future. Our society will continue to change, often in unpredictable ways, and there will always be a new generation on the horizon. Efforts should be made to work with younger generations, learning from each other and finding ways to work together.

AbstractThe development of higher education system of Azerbaijan reflects the country’s historical transformations. The system started developing with the foundation of the first higher education institution before the establishment of the Soviet Union, expanded during the Soviets and grew into current systems of 52 institutions since independence. Institutions changed in number and nature with the entrance of private universities into the higher education market and increase in number of state universities. Three-cycle higher education was introduced and institutions utilising Western university practices of management and teaching emerged. Despite the changes, the system still reflects much of the Soviet period. The typology of higher education institutions (HEIs) in Azerbaijan was built based on their educational, research, internationalisation activities and financial capacity. Institutions were classified as leading state and private higher education institutions, which excel in research and rank high in country ranking lists. The second group of institutions are known for good quality education but do not give a heavy weight on research. The last type of higher education institutions serve the purpose of preparing teachers and other public sector employees.

In an era characterized by a move towards a “knowledge society”, universities are central in fostering “knowledgeability”, that is the reflexive understanding of knowledge in knowledge societies. The objective of “knowledgeability” can be met through creating a stronger link between education and research. Furthermore, overall student performance, for example in critical thinking and problem solving, can be improved if research-related activities are incorporated into the curriculum. The aim of this paper is to use inter-national examples to discuss the research- education nexus from four different perspectives, namely context, policy, im- plementation and quality, with case studies from higher education institutions in Singapore and Sweden. We suggest that different integrative technologies can be used to enhance the links, but it will be essential to consider the inputs of training, service and support in using new technology. Interestingly, the act of evaluating the link between edu- cation and research will increase awareness of this linkage by stakeholders involved in both education and research. In turn the link can be strengthened, contributing to increased quality in both education and research.

In today’s world, with the globalization process, the mission and functions of higher education instittutions have changed within the framework of new strategies and collaboration models. In this process, the potential of higher education institutions to increase local, regional, national and international development and competitiveness has become increasingly important, especially through innovation development capabilities. Within the framework of education, research and innovation missions, universities clarify their role especially in regional development by developing cooperation models with other actors. The most effective way of transferring the knowledge -that is produced in the academic field- to the production process is ensured university-industry collaboration. This collaboration provides both using the scarce resources rationally and constituting the driving force of national and regional development. Higher education institutions reflect the physical, political, socio-economic and cultural characteristics of region. Universities must respond to the opportunities offered in the regional context by developing research agendas that reflect these characteristic. As a result, universities are the focal point of the regional innovation system. In general, universities and their collaborations bring direct, indirect and stimulated effects on the region through research, education and public service functions. This study deals with the university-industry collaboration models and their effects on regional economy. Extended English summary is in the end of Full Text PDF (TURKISH) file. ÖzetGünümüz dünyasında küreselleşme süreci ile birlikte yükseköğretim kurumlarının misyon ve işlevleri, yeni stratejiler ve işbirliği modelleri çerçevesinde değişim göstermiştir. Bu süreçte yükseköğretim kurumlarının özellikle inovasyon geliştirme yetenekleri aracılığıyla yerel, bölgesel, ulusal ve uluslararası kalkınma ve rekabet gücünü arttırma potansiyeli gittikçe önem kazanmıştır. Eğitim, araştırma ve inovasyon misyonları çerçevesinde üniversiteler, diğer aktörlerle işbirliği modelleri geliştirerek, özellikle bölgesel kalkınmadaki rolünü netleştirmektedir.      Akademik alanda üretilen bilgi birikiminin üretim sürecine aktarılmasının en etkin yolu, üniversite-sanayi işbirliğinin sağlanmasıdır. Söz konusu işbirliği, hem kıt kaynakların rasyonel kullanımını sağlamakta, hem de ulusal ve bölgesel kalkınmanın itici gücünü oluşturmaktadır. Yükseköğretim kurumları, bölgenin fiziki, siyasi, sosyo-ekonomik ve kültürel karakteristiklerini yansıtmaktadır. Üniversiteler, bu karakteristikleri yansıtan araştırma gündemlerini geliştirmek suretiyle bölgesel bağlamda sunulan imkanlara yanıt vermek ve bölgesel inovasyon sisteminin odak noktası olup, süreci tetiklemek durumundadır. Genel olarak ele alındığında üniversiteler (işbirlikleri), araştırma, eğitim ve topluma yönelik kamusal hizmet fonksiyonları aracılığıyla bölge bazında doğrudan, dolaylı ve uyarılmış etkiler meydana getirmektedir. Bu çalışmada, üniversite sanayi işbirliği modelleri ile bu oluşumların bölge ekonomisi üzerindeki etkileri incelenmektedir.

The article outlines the tasks facing higher education institutions in the context of digitalization and acceleration of the knowledge updating process, which are aimed at creating a sustainable system for acquiring competencies, entrepreneurial skills and civic duties among students, teachers and employees. Performance indicators of all-Ukrainian student Olympiads, All-Ukrainian competitions of research works in Ukraine in 2009–2019 analyzed, to find out the patterns of organization of various intellectual competitions of students and their regional features. The factors contributing in the growth of participation of students from higher education institutions in these events were determined. It is indicated that the share of new organizational forms of Olympiads such as business games, blitz tournaments, solving situational problems, performing essay tasks, practical tours with employers’ support and participation is increasing. The results of a survey of 200 higher education institutions on student participation in international competitions held abroad and their prizes in 2015 and 2019 are presented. The tendencies of student involvement in international competitions abroad, in international, all-Ukrainian conferences, seminars for students and young researchers are outlined. Areas for improvement of intellectual competitions of students with account to priorities of modernization and technological development of the Ukrainian economy, employer needs and social demands are formulated. It is proposed to introduce comprehensive forms and methods for stimulating students' interest in learning and self-development, obtaining high-quality education through intellectual games such as scholarship, grant or competitive ones. Evidence is given of the need to reform the nomenclature of specialties with highlighting the disciplines or the modules of disciplines in which the following types of all-Ukrainian intellectual competitions of students should be held: subject Olympiads, competitions of student research works, professional competitions.

The article analyzes the problems of transition of higher education institutions of the Russian Federation to the educational standards of the new generation, which introduce the concept of universal competencies into the educational process. In the process of mastering these competencies, there is a problem of defining the indicators of competence achievement in the form of generalized characteristics that reveal the structure of competence in the process of actions that can be performed by a graduate who mastered this competence to some extent. The article examines the historical experience of the introduction of the concept of competence in the educational process of European universities that joined the Bologna Agreement. The proposals of a number of research centers of Russia to determine the list of indicators of competence achievement are studied. Some examples of formation of universal competences in SSUGT are considered. A number of problems of introduction of educational standards of new generation to educational process of University are designated.

The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

AbstractAs key elements in research and development systems, higher education institutions have been taking a leading role when it comes to communicating science and technology, but their performance has been inconsistent so far. In this critical and comparative study of the UK public engagement model and the Spanish scientific culture model, eighteen practitioners from higher education institutions across both regions were interviewed. A mixed qualitative data analysis has been performed identifying similarities and differences that unravelled the science communication management model in the two different higher education systems. This article provides evidence on how the institutionalisation of science communication is strongly influenced by key driving forces in the higher education context as well as the policies of administrations and other agents.

In the context of a social and cultural situation of post-industrial society, and also in a social political situation of “the transformed society” the article examines the problem of an involvement and degree of the last in the processes happening in the organization. Authors suggest to look at system of relations from social and psychological interrelation between a corporate and organizational culture. Relevance of this consideration is caused by the fact that in cases of the small and growing organizations there is no side between organizational and corporate cultures owing to their formation. Using system approach, authors consider a corporate culture in the conditions of modern service that means from a line item of quality characteristics of the product received “at the exit”. On the example of activities of research university authors come to a conclusion that the corporate culture represents the system characteristic of the organization, creating service level as service qualities. In this sense transition on new education forms at the higher school predetermines new features and, in general, understanding of education as system of educational services. Improvement of training methods in view of a strong competition among higher education institutions for students are caused not by cynical conditions of crisis of education and culture, but by the real social and economic, and also demographic situation. All parameters of activity of the organization are connected among themselves and with the product, – in this case –with the result of training. So, fixed professional growth creates a favorable competitive environment in the organization for the staff of higher education institutions that promotes the fixed growth of advanced training (including defense of theses and getting degree etc.).

Sociology as sciences and a subject matter has been researched, the phenomenon of significant influence of individual features and knowledge of creators of sociology on its development at an initial stage has been proved, the reasons of differences in evolution of sociology in the Western Europe, the USA and in the East Europe have been analyzed. Improvements of a statement of this period in textbooks for higher schools are offered. The inaccuracy of the statement distributed in modern textbooks about absence of sociological researches in Soviet Union is revealed. It is specified on the facts of their development in 20-30th years in the form of searches of "the scientific organization of work" and in 60-70th years as realization of "social forecasts". Significant and completely new information was obtained during the study of structural and didactic characteristics of the sociological education sector in Ukraine. The analysis of reference books for entrants higher education institutions of Ukraine during the years of independence made it possible to trace the evolution of the names of specializations in sociological education of Ukraine and to obtain data on how many higher education institutions offer students different types of learning. The fact of great differences between the classifiers of professions and what was offered and is offered by higher education institutions has revealed and analyzed. The introduction of the new Classifier of Professions DK 0003: 2005 should cause changes in the activities of the higher education institutions. Ways to accelerate the development and improvement of the sociological education sector in the domestic higher education system are proposed, taking into account the Bologna process and other integration processes, in particular, the need to include Ukraine in creating a common European space Union to continue building its human potential through the creation and accumulation of "development knowledge", an important part of which is sociological knowledge. Restoration of sociology and formation of sociological education in the USSR 80th years, development and permanent changes of sociological education in independent Ukraine is investigated. Curricula and other aspects of preparation of experts of sociology in several universities and other higher schools are investigated, is specified on existence of a nonagreement of terminology of formulations in diplomas of higher schools with the official Qualifier of trades.
