The article systematizes the main approaches to the development of the regions of the Far North and equivalent areas, and identifies trends in the demographic development of the Russian North at the present stage. The necessity of developing this macroregion is substantiated, taking into account the disproportion between the size of the country’s space and the size of its population. In Russia, there is an urgent need to move away from the costly “extensive” development type. In the North of the country, it is necessary to focus on the point-by-point development of individual relatively large urban settlements and ports that could play the role of “growth poles” and infrastructure corridors that allow retaining these sparsely populated areas.

The article examines the settlement system of the Russian North, which was previously determined by decisions of ministries and departments, and now it is changing under the influence of resource corporations' activities. The focus is on small and medium-sized towns that are part of the supporting framework of settlement, ensuring connectivity of the northern territories. The authors analyze the dynamics of population, including urban one, and the population of small and medium-sized cities. The study identifies periods of upward and downward dynamics for each population group and settlements. If the country is drawing the population to the west, then in the North it is concentrated in the Asian part. The article shows that urban settlements were created multifunctional, with the monopoly of a city-forming enterprise, which, on the one hand, made them economically vulnerable, and on the other hand — more adaptable to external conditions. According to the author's methodology, small and medium towns are ranked according to the share of the population of these cities in the total population of the region. The authors have identified four groups of regions that have an insufficient, medium, high and excessive share of the population of small and medium towns; the optimal boundaries of this share are proposed. The study revealed the similarity (concentration of the population in large cities) and the difference in the structure of settlements in the North (the share of the population living in small and medium urban settlements, is lower in the countryside). Based on the analysis of All-Union Population Census of 1926 and a wide range of general and regional scientific research, the author studies the processes of demographic and economic development of territories located in the Russian North and conventionally designated by the author as regions of Euro-pean, Ural, Siberian and Far Eastern North. The paper identifies key trends and features of Northern re-gions' development in the 1920s, caused by the first Soviet reforms of the administrative-territorial struc-ture of the country, economic development and national state policy, which had an impact on the demo-graphic processes in the regions including population size, its composition and settlement structure. It is found that the economic development was the most active in the bordering areas, where intensive development of industry and transportation implied the need to strengthen national defense and expand trade and economic ties. This mainly concerned the regions of the European and Far Eastern North. The regions that were rich in natural resources, especially gold deposits, such as Yakutia, also developed more actively. Other regions of Ural and Siberian North developed in a more traditional way, based on growth of wood harvesting and fishing industry. Improving of living conditions of the indigenous peoples of the North, material support for their farms, medical care and legal assistance, introduction of education among the population in the 1920s had a positive impact on the economic and demographic development of the indigenous population.

The article discusses some controversial issues of coexistence of the Arctic locus and the global civilization. Main investigations on this topic are analyzed in the article. The author indicates some features of the Yakut traditional culture, reveals the specific types of traditions which allow discovering the “cultural core” of the indigenous peoples of the North at the present stage of the region’s development. Special attention is focused on the role of human in the strategic culture and cultural modernization of Yakutia.

The problem of the use of violence as an argument in communication in the North-East Caucasus before the start of Russian policy activation is considered. An assessment of the mountaineers' raiding practice to adjacent territories is given. That had the most painful effect on the situation in Georgia, which even had to buy off enemy invasions, which had acquired a regular, seasonal character. The influence of this factor on the specifics of Russian-North Caucasian relations is being clarified. After Russian settlements began to appear in the region, the vector of the mountain invasion moved from the south to the north. This could not but cause a response, a very harsh reaction from the empire. The question about the role of hunting trips in the socialization of mountain youthis raised. The circumstances of the use of raids to reduce social contradictions within local societies, their role in the selection of the nobility are examined. One of the consequences of such steps will be the spread of the slave trade. It is suggested that the ideology formed as a result of these actions will become the foundation for the teaching of Muridism in the future. An attempt of the Russian Empire to force the mountaineers to abandon such actions will cause a hostile reaction and result in fierce resistance.

This work is a logical continuation of our article published in the 10th issue of the journal, devoted to such a factor of influence on the processes of self-development of territorial communities of the North and the Arctic as the ongoing COVID-19 pandemic. Since the basis of both articles is sociological information obtained from the results of an expert survey of heads of municipalities conducted in June-July 2021, we found it possible not to dwell on the methodological and methodological approaches described in the previously published work. This article focuses on determining the role and significance of national projects in the processes of self-development of municipalities in the regions of the Russian North and the Arctic. The scale of participation of municipalities in national projects, assessment of the process of their implementation are revealed, the main problems hindering the effective implementation of national projects are identified.

The features of population settlement in the North of Russia have been highlighted in the article.  The interest and necessity of such research can be explained by the determining role of the North for Russia’s national economy, escalation of various socioeconomic problems in the related region and progressing depopulation of these underpopulated areas. The article reveals the major contradictions in the development of Russia’s northern territories at the present stage. This problem has been studied from two viewpoints.  Firstly, on the basis of the authors’ own methodology the demographic indicators of Russia’s northern territories were compared with the average ones within the Russian Federation. Secondly, we have made an attempt to assess how special the management of these northern territories is in comparison with other Russian regions. According to the results of our research, directions in migration and population resettlement management have been proposed. These directions will contribute to ensuring higher social and economic efficiency of Russia’s northern regions.

The paper discusses conditions for a polycentric development of cities and their systems. Suggestions for possible correction of our country’s regional structure considering changed external interaction course and demographic potential development tendencies. Reasoning is based on attitudes sustained by scientific and global practice which nowadays are respected in different international programmes. The following propositions of accomplished analysis can be formulated: 1. Polycentric development of countries, regions and major cities is an approved strategy of sustainable development. This strategy is successfully evolved in Lithuania since 1957. During the period of intensive urbanization (1970–1990) it enabled to develop a group of small towns which became centres and subcentres of regions. 2. New directions of international integration and a regressive demographic development of the country initiate correction of its regional structure for a better consolidation of demographic and material resources. Such opportunities are provided by: a) the growing role of Klaipėda city and region which is oriented to the Baltic region; b) the fact that the international communication corridors of Via Baltica and Rail Baltica, emphasizing the importance of the north-south direction, are becoming a reality. 3. Urban planning and regional development require the government’s attention, adequate to the importance of the tasks to be solved. The country’s consolidated regional structure with 8 regions instead of 10, stronger Utena region, with growing seaport and Kaunas region, dominating in the centre of the country, would give more dynamics and opportunities for the progress of the state. Samprotavimai paremti mokslo ir pasaulinės praktikos patvirtintomis nuostatomis, kurios dar 1957 m. buvo pradėtos diegti Lietuvos gyvenviečių sistemoje ir išlieka veiksmingu instrumentu darniai plėtojant šalies socialinį, kultūrinį ir eko nominį potencialą.

Features of population settlement on the North of Russia are highlighted in this article. The determining role of the North for Russia’s national economy is explained, however, it is also accompanied by the growth of various socioeconomic problems in the recent years, including those directly related to depopulation. Population settlement has been considered by the authors from two interrelated positions: as the process of settling on a certain territory in the course of migration and as the final result of this process - the resettlement in various regions and zones.  The article reveals the major contradictions in the development of Russia’s northern territories at the present stage of their socioeconomic development. On the basis of the authors’ own methodology the demographic indicators of Russia’s Northern territories were compared with the average Russian ones. Then, it has been estimated how peculiar is the management of the Northern territories in comparison with other Russia’s regions.  According to the results of our research, directions in the migration and population settlement management have been proposed. Taking these directions into account will contribute to ensuring the socioeconomic efficiency of Russia’s Northern regions.

The article examines the urban population of the Russian North and the Republic of Belarus after 1989. Thepurpose of the article is to comparatively analyze the demographic dynamics of urban settlements, considering the differences between the two countries. The text provides an analysis at three levels: state, regional and at the level of urban settlements. The article presents the general dynamics of the population of Russia, its northern territories and the Republic of Belarus; shows the role of demographic components in population dynamics and their transformation at the end of the twentieth century – the beginning of the XXI century. The authors considered the effectiveness of the migration exchange of the northern territoriesof Russia and the Republic of Belarus, showing the scale of migration losses. The article analyzes the dynamics of the number and population density of urban settlements by type in 1989–2020. In terms of the number of urban settlements, small and mediumsized cities are leading, at the same time, by place of residence, most of the population lives in cities over 100 thousand people. The authors note that the Russian North is highly urbanized, surpassing both Russia and Belarus in this indicator. Particular attention is paid to the spatial analysis of the dynamics of the population of urban settlements. The study revealed patterns in thedependence of the demographic development of urban settlements on the spatial distribution. The results allow us to assess the prospects for the further development of urban settlement systems in the Russian North and in the Republic of Belarus, which will find application in strategies and measures for the spatial development of territories. Further research should be aimed at identifying differences in the demographic behavior of residents of settlements with different economic specialization.

The article covers unified issues of the long-term strategy development, the role of science as well as democracy development in present-day Russia. The problems of budget proficit, the Stabilization Fund issues, implementation of the adopted national projects, an increasing role of regions in strengthening the integrity and prosperity of the country are analyzed. The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. Global trends of the world development and expert functions of the Russian science are presented as well.
