On the onset of the COVID-19 pandemic, the overcrowding in prisons led to efforts to decarcerate in order to prevent and control outbreaks in prisons. This study analyses how public support for such exceptional measures are determined by cognitive and ideological factors known to create and maintain racial biases in the criminal system. Participants were asked to express their level of agreement with the early-release of hypothetical prisoners. Results showed participants to be less favourable to the early-release of Black compared to White prisoners, when they had committed a stereotypically Black crime. As expected, the congruency between the crime stereotypicality and the colour of the prisoner’s skin did not emerge for White prisoners. Moreover, the difference between the agreement with the release of the Black vs. the White prisoner when both committed a stereotypically Black crime was higher as the level of endorsement of Meritocracy increased. Contrastingly, Anti-egalitarianism only predicted an overall disagreement with prisoners’ early-release. This paper highlights the cumulative explanation by different levels of analysis of this current problem and implications for the development of the public opinion on penal subjects.

Abstract A season-long set of 5-day simulations between 1200 UTC 1 June and 1200 UTC 30 September 2000 are evaluated using the observations taken during the Central California Ozone Study (CCOS) 2000 experiment. The simulations are carried out using the fifth-generation Pennsylvania State University–NCAR Mesoscale Model (MM5), which is widely used for air-quality simulations and control planning. The evaluation results strongly indicate that the model-simulated low-level winds in California’s Central Valley are biased in speed and direction: the simulated winds tend to have a stronger northwesterly component than observed. This bias is related to the difference in the observed and simulated large-scale, upper-level flows. The model simulations also show a bias in the height of the daytime atmospheric boundary layer (ABL), particularly in the northern and southern Central Valley. There is evidence to suggest that this bias in the daytime ABL height is not only associated with the large-scale, upper-level bias but also linked to apparent differences in the surface forcing.

This article defines the content of model characteristics of handball players training in competitive activity, which is based on the construction of group and individual training activities. The latest method of “programming” enables the scientist in the system of physical education and sports to systematize the training of athletes, to optimize the training and competitive process. Modeling activities in sports is the main difference between this method. A separate athlete is taken as the basis, or the type of activity (competition, training) separates the excess and creates a model indicated by direction. It has been established that a correctly selected model at the initial stages allows one to determine the general training strategy, select methods and tools during the training period, evenly distribute and optimize the loads. The model of competitive activity in the sports world is considered as a combination of data and the relationships between them, which positively affect the requirements for general activity. In training, as during the training period, it becomes possible to create model characteristics of real conditions in the competitive period and of individual parts of the game (attack, defense). One of the features of this approach is that in some cases, the performance of athletes is recorded by the maximum values of the indicators that are applied in the form of a model. The difference in the data obtained during the examination of athletes and indicators of model values are recorded in the protocol. The data obtained with this allow us to identify shortcomings and the potential for further solving problem shortcomings.

Abstract The paper attempts to determine an optimum structure of a directional measurement and control network intended for investigating horizontal displacements. For this purpose it uses the notion of entropy as a logarithmical measure of probability of the state of a particular observation system. An optimum number of observations results from the difference of the entropy of the vector of parameters ΔHX̂ (x)corresponding to one extra observation. An increment of entropy interpreted as an increment of the amount of information about the state of the system determines the adoption or rejection of another extra observation to be carried out.

This paper explores the comparative analysis of the financial controlling, who is a result from the common controlling concept and the financial management. In the specialized literature, financial controlling is seen as an innovative approach to financial management. It is often presented as the most promising instrument of financial diagnostics. Generally speaking, financial controlling is seen as a process of managing the company`s assets which are valued in monetary measures. The difference between the financial management and the financial controlling is that the second covers all functions of management, analysis and control of finances, aiming at maximizing their effective use and increasing the value of the enterprise. Financial controlling is often seen as a function of the common practice of financial management. Its objective is to preserve the financial stability and financial sustainability of enterprises operating in a highly aggressive business environment.

High performance sport has a major impact on the physiological adaptations of the respiratory system. The importance of the optimal functioning of this system is essential to achieve top results in high performance sport but also in maintaining a long term health status. Science journals present numerous studies that highlight the benefits of practicing Tai Chi on the general population, with effects ranging from improving cardiac function, to influencing the immune system. The purpose of this study is to identify whether by practicing Tai Chi forms a athlete can change their breathing pattern and develop their respiratory amplitude. The subjects of the study were 22 fencing practitioners, accredited at the Iași Municipal Sports Club (C.S.M. Iași), aged between 14 and 18 years, with over 3 years of competitive activity. Materials and method: The study participants were evaluated initially and at the end of 7 months of practice. The frequency was 3 sessions per week, and the duration of each session was 20-30 minutes. The evaluation consisted in measuring the circumference of the thorax at 3 different levels: subaxillary, medial thorax (T6-T7) and lower rib (diaphragmatic) in maximal inspiration and expiration. Conclusions: A constant evolution is observed in most of the exposed cases. In cases where this evolution is not visible, a change in the breathing mode can be noticed, transforming from an upper rib breathing into a thoracic or abdominal breathing. With the exception of one case, all subjects had an improvement of the value in the lower rib level.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The main principle of vibration-based damage detection in structures is to interpret the changes in dynamic properties of the structure as indicators of damage. In this study, the mode shape damage index (MSDI) method was used to identify discrete damages in plate-like structures. This damage index is based on the difference between modified modal displacements in the undamaged and damaged state of the structure. In order to assess the advantages and limitations of the proposed algorithm, we performed experimental modal analysis on a reinforced concrete (RC) plate under 10 different damage cases. The MSDI values were calculated through considering single and/or multiple damage locations, different levels of damage, and boundary conditions. The experimental results confirmed that the MSDI method can be used to detect the existence of damage, identify single and/or multiple damage locations, and estimate damage severity in the case of single discrete damage.
