Abstract – Research PPKBK 2014 (phase II) as acontinuation of the previous. The research focus is the planning and design of the tourism village of Kampung Tajur Kahuripan. This research into the link between the desire of the Government of Purwakarta Regency Village Tajur Kahuripan plans to develop into a tourist village in West Java support the Visit Year and Visit Indonesia Year 2014-2015. This research aims to make the planning and design of the tourist village based Sundanese Traditional of Architecture. Research sites in Kampung Tajur Kahuripan Bojong District of Purwakarta. Research method using descriptive-qualitative approach, by observing and exploring the potential of Kampung Tajur Kahuripan and communities to provide inputin the planning and designing tourist village. These results have two important formulas, namely: (1) Planning tourist village which includes: master plan, site plan which involves a series of provision of facilities for tourists, development potential, zoning functions, as well as reforestation; (2) The design of the tourist village which include: the design of the building occupants and visitors typology based on Sundanese Traditional of Architecture, such as: imah panggung, leuit, saung lisung, bale sarwaguna, homestay, and so forth. The shape of the roof of the building which includes: julang ngapak, jolopong, capit gunting, sontog, badak heuay, and tagog anjing. The concept of planning and design of Village Tourism of Tajur Kahuripan with the inspiration Sundanese Traditional of Architectural. Social and cultural life of the community is an important factoras an attraction for tourists, such as: the process of working the fields, the attitude of mutual cooperation, protecting the environment, tolerance between people, traditional arts, as well as atraditional ceremonies implementation life cycle. Keywords – tourism village, inspiration, planning-design, attraction, facilities

Based on Law Number 23 of 2014, the potential for improving community welfare is an optional affair by the government. This encourages every local government to develop a tourist village. Therefore, this study provides an overview of the application of the rules in order to develop the Kepuharjo Tourism Village in Cangkringan District, Sleman Regency. Furthermore, this study uses the type of rule application from George C. Edward III. In the preparation of this research, the researcher used a descriptive qualitative approach. This means that the types of data sources used are primary and secondary data. Based on the results of interviews and observations, it can be concluded that the implementation of the policy for developing the Tourism Village of Kepuharjo Village is not optimal. The implementation of the program is not optimal because there are several factors that influence the development of tourism villages, namely from the resources and bureaucratic structures. Meanwhile, the driving factors for the development of the tourism village are aspects of communication and disposition.

This study aims to determine the quality of mobile library service which is one of the innovative services in the field of literacy organized by the Government of West Java. Literacy Program is an effort made to prepare human resources to realize the internalization of a mental revolution to face the demographic bonuses in West Java. Consequently, the local government of West Java in collaboration with DISPUSIPDA released several literacy programs, one of the programs is mobile library which includes all districts and cities in West Java. The method in this study uses a descriptive method with a qualitative approach. The data collection technique is done through data that is directly observed in the field (observation) and through interviews. From the result of the study found that service is effective and able to run well. This mobile library service is expected to be able to foster public interest in reading, especially students in West Java to support the demographic bonus in which it shapes the character of students in accordance with the concept of mental revolution which includes work ethic, integrity and mutual cooperation.

The unequal distribution of the population in Indonesia is caused by the concentration of the population of Java, which led the government to create a population movement program called transmigration. The types of transmigration carried out by the Indonesian government are general transmigration and self-employment transmigration. West Borneo, which is the destination for transmigration, is Rasau Jaya District, Kubu Raya Regency. Of the six villages in the Rasau Jaya sub-district, there are only four villages that are the placement areas for transmigrants, namely Rasau Jaya Satu Village, Rasau Jaya Dua Village, Rasau Jaya Tiga Village and Bintang Mas Village. Rasau Jaya Tiga Village in 1975-1977 became the most transmigration destination area because it had the largest land area among other villages. The method used is descriptive with a qualitative approach and the object under study is the transmigrant who came from West Java.

The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. ABSTRACT Port infrastructure in the transport system is a valuable asset for the national economy in order to face the globalization of free trade. Problems of provision of port infrastructure constraints in general is a factor financing. One of the government's efforts to overcome the problems in the provision of infrastructure financing is through the Public Private Partnership (PPP). This research was conducted in order to determine the opportunities and constraints of PPP implementation in the provision of port infrastructure by Master Plan Tanjung Emas Semarang. This study used a qualitative approach with a qualitative descriptive analysis techniques conducted on the characteristics of the PPP, the perception of government and stakeholders, as well as regulatory and institutional policies related to the implementation of the PPP. From this research it is known that in the construction and development of the port of Tanjung Emas does not currently use the PPP scheme because of the ownership status of Tanjung Emas port assets that are still in data collection, and a lack of understanding of the parties implementing the PPP. But the chances of implementing a PPP scheme is still possible in the area of ownership of assets remain below the government. Keyword: opportunities, constrains, PPP, infrastructure, port ABSTRAK Infrastruktur pelabuhan dalam sistem transportasi merupakan aset berharga bagi perekonomian nasional dalam rangka menghadapi globalisasi perdagangan bebas. Kendala permasalahan penyediaan infrastruktur pelabuhan pada umumnya adalah faktor pembiayaan. Salah satu upaya pemerintah untuk mengatasi permasalahan pembiayaan dalam penyediaan infrastruktur adalah melalui program Kerjasama Pemerintah Swasta (KPS). Penelitian ini dilakukan dengan tujuan untuk mengetahui peluang dan kendala pelaksanaan KPS dalam penyediaan infrastruktur pelabuhan berdasarkan Rencana Induk Pelabuhan Tanjung Emas Semarang. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis deskriptif kualitatif yang dilakukan terhadap karakteristik KPS, persepsi pemerintah dan stakeholder, serta peraturan dan kebijakan kelembagaan terkait pelaksanaan KPS. Dari hasil penelitian tersebut diketahui bahwa dalam pembangunan dan pengembangan pelabuhan Tanjung Emas pada saat ini tidak menggunakan skema KPS dikarenakan status kepemilikan aset pelabuhan Tanjung Emas yang masih dalam pendataan, dan kurangnya pemahaman pihak-pihak pelaksana KPS. Namun peluang penerapan skema KPS masih mungkin dilakukan pada kawasan yang status kepemilikan asetnya masih berada dibawah pemerintah.

In 2013 village Batulayang subdistrick Cisarua, distric Bogor West Java into tourist village because dates from outbound managed by the local people. The purpose of this research objectives is to determine the positive impact on welfare and economic growth with the application of the concept of tourist village in the village Batulayang, Bogor Districts, West Java. Research methods that were used to the research is the quantitative methods with Cartesian used diagrams of evidence. In this research researchers uses a questionnaire that will be distributed to resident of the village of Batulayang. The result and the discussion in a quadrant I namely foreign exchange earnings having a high priority because if there are guests foreign tourists and experienced a lack of financial in rupiah, so foreign tourists can use the currencies of his country in cash and bank which is to use. In a quadrat II to, government revenues employment generation, and development of local economies in dimension which means the means the means to uphold are very important. In a quadrant III, no in other words no effect on economic growth. On quadrant IV infrastructure development in a quadrant is considered less important because tourists be preoccupied with activities in the village and the tourist will use smartphone, before going to sleep but to signal and electricity are adequate. The conclusions researchers is tourist village very helpful for the economy residents and can grow economy. As a suggestion the government can cooperate with Batulayang village and private sector to create artificial attraction in Batulayang village to build marketing in the village and increase a vacancy for local residents.

Abstract West Java is one of the provinces in Indonesia that possesses the most critical land area, approximately 714,000 of 911,000 hectares (ha) in total. So that to deal with that severe issue, the Forestry Office of West Java has established an eminent program named “Gerakan Tanam dan Rawat 50 Juta Pohon (The Movement of 50 Million Trees Planting and Caring)”. This research aims to analyze the reforestation program in West Java Indonesia viewed from an agile governance perspective. The study employed the qualitative approach with the descriptive case study method. In addition, in-depth interviews and literature studies were utilized in collecting the data. Moreover, to ensure validity, this study uses the triangulation technique. This study showed that the Planting and Preserving 50 million Trees Program carried by the stakeholders has applied agile governance. The government has made the program in collaboration with various media and technology. However, several activities must be fulfilled more appropriately among multiple parties, especially the government, which is the leading sector.

This paper is an analytical study of the "Peace Creative Tourism Village" initiated by the Creative and Peace Srumbung Gunung Society (CPSS). The analysis is carried out using sustainable tourism theory and socio-theological perspective through exploring the meaning of shalom. Srumbung Gunung Hamlet has the potential, both physically and non-physically, to be developed into a Peace Tourism Village. The physical potential of Srumbung gunung hamlet includes beautiful mountain views, traditional arts, and historical sites. Meanwhile, the non-physical potential is having local traditions and culture, having local wisdom, still living the values of harmony and mutual cooperation in the plural Srumbung Gunung community. All of these potentials are synergized into the capital to build a peace tourism village with an emphasis on the dimension of peace as its branding. The research results show that DWK "P" can be a model for a tourist village to bring peace (shalom) in the midst of the threat of national disintegration. Abstrak Tulisan ini adalah kajian analisis “Desa Wisata Kreatif Perdamaian” yang diinisiasi oleh Creative and Peace Srumbung Gunung Society (CPSS). Analisis dilakukan dengan menggunakan teori sustainable tourism dan perspektif sosio-teologis melalui menggali makna shalom. Dusun Srumbung Gunung mempunyai potensi, baik secara fisik maupun non-fisik untuk dikembangkan menjadi Desa Wisata Perdamaian. Potensi fisik yang dimiliki dusun Srumbung Gunung, antara lain pemandangan pegunungan yang indah, kesenian-tradisional, dan situs-situs bersejarah. Sedangkan potensi non-fisiknya adalah memiliki tradisi dan budaya lokal, memiliki kearifan lokal, masih hidupnya nilai-nilai kerukunan dan kegotongroyongan dalam masyarakat Srumbung Gunung yang plural. Semua potensi tersebut disinergikan menjadi modal untuk membangun desa wisata perdamaian dengan penekanan pada dimensi perdamaian sebagai branding. Hasil analisis menunjukkan, DWKP dapat menjadi salah satu model desa wisata sebagai sebuah upaya untuk menghadirkan damai (shalom) di tengah-tengah ancaman disintegrasi bangsa.

AbstrakProses demokratisasi di Indonesia saat ini menempatkan publik sebagai pemilik dan pengendali utama ranah penyiaran. Namun permasalahan utama dalam penyiaran di negeri ini adalah tidak konsistennya kebijakan pemerintah sebagai salah satu regulator penyiaran, lemahnya lembaga regulator pengawas penyiaran dan ketidaktaatan penyelenggara penyiaran. Jawa Barat dengan budaya yang beragam telah memiliki lembaga penyiaran, namun pada praktiknya di lapangan belum menampilkan keberagaman isi siaran dan keberagaman kepemilikan. Oleh karena itu persoalannya adalah bagaimanakah implementasi Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran memberikan perlindungan hak kebebasan berekspresi masyarakat khususnya di Jawa Barat. Metode penelitian ini menggunakan pendekatan kualitatif serta menganalisa substansi, konteks, dan relasi antara lembaga penyiaran, pemerintah daerah serta masyarakat dilihat dari aspek Hak Asasi Manusia. Hasil penelitian menunjukkan bahwa berlakunya Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran belum sepenuhnya memberikan jaminan perlindungan terhadap hak kebebasan berekespresi yang dimiliki pemerintah, lembaga penyiaran serta masyarakat di Provinsi Jawa Barat, masih ditemukan permasalahan terkait keberagaman isi siaran, sentralisasi kepemilikan lembaga penyiaran, kurangnya pemanfaatan lembaga penyiaran publik dan teguran serta sanksi yang diberikan seringkali diabaikan oleh para pelaku penyiaran.Kata Kunci: Kebebasan Berekspresi, Regulasi, Hak Asasi Manusia.AbstractDemocratization process in Indonesia is currently putting the public as the owner and the ultimate controller in broadcasting sphere. The main problem in Indonesia is the inconsistent governments policy as one of broadcasting regulators, the weak regulatory of monitoring agencies and the disobedient broadcasting operators. West Java as one of the provinces that has cultural diversity have a brodcasting operator, in practice, they do not present the diversity of broadcast content and diversity of ownership. The question is how the implementation of Law No. 32 of 2002 on Broadcasting in terms of protecting the freedom of expression, especially in West Java. This research applies qualitative approach, conducted analysis of the substance, context and relationships between broadcasters,local governments and community from a human rights perspective. The result shows that the enactment of Law No. 32 of 2002 on Broadcasting has not fully guarantee the protection of the right to freedom of expression owned by the government, broadcasters and communities in West Java province, other problems are related to: the diversity of broadcast content, centralization of ownership of broadcaster, the lack of utilization of public broadcasters, and the reprimands and sanctions are often overlooked by the broadcasters.Keywords: Freedom of Expression, Regulation, Human Rights.

Public should receive an easy, fast, accurate, and secured services in getting any licenses they need. In order to that, the purposes of this research are to understand how the issue of building permit process is done, reveal the meaning of the whole phenomenon according to the public and the Government, and to know the obstacles or problems faced by BPPTPM Cianjur in West Java as the unit in charge of licensing areas. This research applied descriptive study with qualitative approach. From the results of the analysis, it could be concluded that the quality of licensing which is measured through four (4) dimensions: easiness, speed of service, accuracy, and security had not been going well yet. It happened because of some factors such as: unsolid organizational structure, imbalances of human resources in both quantitative as well as qualitative, inadequate and out of date infrastructure and technology, and complicated procedure.Keywords : BPPTPM, IMB, Quality of ServiceDalam mengurus perizinan, publik seharusnya menerima pelayanan secara mudah, cepat, tepat, dan aman. Tujuan penelitian ini adalah untuk memahami bagaimana proses pelayanan perizinan mendirikan bangunan dilakukan dan mengungkap makna pelayanan menurut publik dan pemerintah dan mengetahui kendala atau permasalahan yang dihadapi BPPTPMKabupaten Cianjur Jawa Barat sebagai penanggung jawab bidang perizinan.Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Dari hasil analisis menunjukkan bahwa kualitas perizinan mendirikan bangunan yang diukur melalui 4 (empat) dimensi yakni dimensi kemudahan, dimensi kecepatan, dimensi ketepatan, dan dimensi keamanan cenderung belum berjalan baik,hal demikian terjadi akibat faktor-faktor kendala yang mempengaruhi antara lain struktur organisasiyang belum solid, ketimpangan sumber daya manusia baik kuantitatif maupun kualitatif,daya dukung infrastruktur dan teknologi perkantoran yang kurang memadai dan tidak up to date, dan kerumitan prosedur yang belum terurai.Kata kunci: Kualitas Pelayanan, IMB, BPPTPM
