THE GENDER ASPECT OF ASSURANCE OF DEMOCRATIC CIVIL CONTROL IN THE SECTOR OF SECURITY AND DEFENSE OF THE STATE

The effective command and control of the Armed Forces of Ukraine and other elements of the defense forces with the aim toachieve the high-level of defense capability of the state which are inextricably related with the appropriate normalization andexercising the practical events of democratic civil control of the military organization of the state.The process of reforming the defense sector is aimed at transforming the system of unified command and control andmilitary command of the Armed Forces of Ukraine. The establishment of a new system of command and control provides for aclear delimitation of authority between the Ministry of Defense and the Armed Forces of Ukraine, the functioning of new typesand branches of troops (forces). Additionally, it is provided for the separation of the functions of planning, generation andimplementation of means and forces within the Armed Forces, and the Ministry of defense has transformed from the body ofmilitary command to the central body of executive authority, responsible for the reform and implementation of the state policy inthe military sphere and the sphere of defense, the military policy in terms of staff, the technical policy and the policy in terms ofdefense purchases etc. One of the major tasks of the Ministry of Defense is the exercise within the framework of authority ofdemocratic civil control of the activity of the Armed Forces of Ukraine, the military-political and administrative command andcontrol of the military organization.The gender equality requires the establishment of equal rights and opportunities for men and women in the matters ofmilitary service, participation in the protection of the state – not only on a legislative but also on a practical level. For a longperiod of time the military profession was solely masculine. It has been related with the significant physical, moral-psychologicalpressure on a human being, the necessity to be firm in overcoming the hard and difficult daily military routine. Currently, the roleof the woman in a society has undergone significant changes. The latter have also touched the military sphere. It is therefore theissue of democratic civil control of the military organization of the state is to be considered through the prism of its genderaspect. For the sole, gender element of this control is the finest measure of its effectiveness, the indicator of absolute control ofcivic society in the military sphere, which assures the accountability of military to civil personnel and totally includes thepossibility of a military coup d’état in a state.

Subject The political role of the armed forces. Significance The armed forces have recently assumed an unusually high political profile. The current government has appointed generals to high-level positions and ordered a large-scale intervention led by the army in Rio de Janeiro state security institutions. These measures, many of them unprecedented, are an attempt by President Michel Temer to boost his popularity as a ‘tough-on-crime’ leader. The armed forces are one of the few public institutions enjoying high levels of trust among Brazilians. Impacts Despite recent protest calls for a military coup, support for such a move is restricted to a radical minority. Resistance against further reliance on the military for domestic law enforcement will rise, including among senior officers. Bolsonaro will focus his message on crime, promising to bring more military members into his cabinet, including the Education Ministry.

Abstract The adaptation of the fighter to the combat situations within the different missions, as well as the need to face any request coming up during the confrontations, imposes an extremely complex training system. Having an essential role in combat, the fighter must acquire qualities both in terms of mental, biological and physical features. Due to the threats that hang over the fighters at any time in this type of conflicts, the emphasis in their training is aimed at training in conditions as close to the existing reality as possible, with a focus on the impact that the battlefield has on his psyche and physique, so that at the same time he can adapt his systems of action of the body to the requirements of any nature imposed by each mission. The paper highlights that the process of training this type of fighters includes, among the training pillars, physical and mental training as a support for exceptional training and effective exercise of roles and missions entrusted to the military organization in peacetime, in situations of crisis and especially at war. In the economics of the formative process, physical and mental training represents the essence of a high level of acquiring the qualities specific to the successful conduct of combat, a fact for which their development has been and will always remain a priority objective throughout the continuous training of fighters.

The article deals with the main problems of military development, which were solved by Ukraine in the early 2000s. A special emphasis is on the development of the legal framework for the functioning of the domestic security and defense sector. The dynamics and main features of the state programs on reforming the Armed Forces of Ukraine (ZSU) as the main element of the functioning of the security and defense sector and the military organization of Ukraine are highlighted. The problematic internal political situation in the country forced the authorities to develop and reform the Ukrainian army on the principle of defense sufficiency, which consisted of creating a compact but highly professional army capable of fulfilling its tasks. The Armed Forces reforming was accompanied by a legislative increase in the number of state bodies related to the national security sector and intended to improve the quality of the military organization of the state in case of a crisis. Practically, the essence of the reforms was to reduce the number of personnel. It should reduce state budget expenditures, as well as increase bodies of the military organization, which due to legislation drafting errors, often doubled functions, thereby decreasing its efficiency. At the same time, the legislators did not pay attention to numerous urgent problems of the Armed Forces, mainly socio-economic. Despite many attempts to provide legal support for military construction in Ukraine in the early 2000s, all of them neither had the proper effect nor significantly influenced the strengthening of the state's defense capabilities. A large number of defense structures proved to be ineffective when the Armed Forces funded on a residual principle. This, in turn, nullified any attempt to reform Ukraine's Armed Forces fully. Abstract At present the approach and application of management within the military organization is marked by the rethinking of managerial positions, scientific breakthroughs and know-how on one hand, and the concern related to the functionality and performance of departments on the other. Such aspects have demonstrated the utmost necessity of an intense and balanced approach to prediction, organization, training, coordination and control-evaluation. In the context of the contemporary globalized business environment, internal auditing has become an essential tool in the leadership of any organization, determining changes and transformations within its constitutive systems (accountancy, decision-making, information, etc.) as well functionality at a high level of performance. The purpose and importance of auditing lies in its stimulation and increase of efficiency within the organization or system it is conducted in, all the more so since it is applied impartially and without compromise, revealing the reality to the leading staff, assuring them that their strategy is correctly applied and that the expected effects in the use of supplies, efficiency and efficacy are the ones predicted.

The intensification of the air threat resulting from the emergence of hypersonic weapons in the immediate vicinity of Poland has become a significant challenge for the Polish armed forces, including anti-aircraft defense. The capabilities of the new type of weapon determine not only the need to modernize and acquire systems designed to engage aerial targets, but also the command and control systems that control them. Due to the nature and the limited scope of the article, the deliberations presented in it are generalized results of a research on the scale of the threat posed by hypersonic weapons in the airspace and the need to modernize anti-aircraft defense command and control subsystems, which may be involved in combating them as part of the national air defense system. The presented conclusions also concern the problems of multiplying the current level of automation of the command and control  subsystem. This is related to the need for the effectiveness of the military decision-making process as well as uninterrupted and efficient cooperation with the national and allied elements of the air reconnaissance and air defense assets subsystems, including the components of missile defense, which is predestined to engage hypersonic weapons.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

The study is devoted to the Moscow Military Railway School activities in the command and control staff qualifying for the Special Corps of Railway Troops during its existence from 1932 to 1941. The relevance of the research is due to the lack of the issues of construction and training studies of the Special Railway Corps military personnel and the little studied aspects of command and control staff training in the Moscow Military Railway School during the period of Russian historiography. Factor analysis of justification of Railway School foundation historical necessity is carried out. We reveal the main activities of the military authorities, management and teaching staff of the school to train specialists for the Railway troops of the Workers’ and Peasants’ Red Army. The experience of deploying the material and training base of the military school within a limited time frame is analyzed. The specificities of the school’s variable staffing system are also noted. The background for the school establishment discontinuing is analyzed, and the conclusion is drawn that this reorganization in March 1941 on the eve of the Great Patriotic War is unjustified, as well as the need to restore historical memory of the school.

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.
