Object. Research the modern approaches to ecologization of hotels. Explore the current state of implementation of environmental technologies in the Carpathian region hotel industry. Methodology. In the article such methods were used: literary, comparative, statistical, expert evaluations. Results. The role of ecologization of hotels for achievement of sustainable development of the territory is determined. The present state of implementation of environmental technologies in Carpathian region hotel industry is explored. The most typical directions of ecologization of research territory hotels are described. The ways of implementation of environmental technologies in the region hotels are outlined. Scientific novelty. The most typical ecological innovations used in Carpathian region hotels are analyzed. Practical significance. Implementation of environmental innovations in the hotel enterprise allows to improve the hotel's economic activity by saving resources, as well as improving the ecological status of the region. The most typical environmental innovations in Carpathian region hotels are investigated, which allows to determine the directions of further ecologization of the hotel industry. The importance of ecological certification for the balance between the needs of the hotel industry and preservation of the environment has been analyzed.

This study aims to investigate the direct impact of green motives (GM) and green business strategies (GBS) on sustainable development (SD) in the hospitality sector. It explores the direct links between GM and SD. Moreover, the mediating role of GBS between GM and SD was tested. The research relies on the stakeholders’ theory, which states that the organization’s success and future development depends on the satisfaction of stakeholders. Data were collected from 451 top managers and owners from 54 hotels (5, 4 and 3-star hotels) operating in Pakistan. Quantitative analysis including correlation, regression, confirmatory factor analysis and structural equation model techniques were used. The mediating role of GBS was assessed using the bootstrapping method. Results proved that GM and GBS enable hotel industry to achieve the targets of SD. Finding also proved that GBS act as a mediator between the GM and SD link. The hotel industry needs attention to achieve the targets of SD and customers’ inclination towards more hygienic and environmental issues after the worldwide COVID-19 pandemic situation has forced the hotel industry to adapt GBS initiated through GM. The current research articulated this upcoming issue and offered a SD model for the hotel industry.

This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

Summary The following paper explores circular economy as a model of management within the framework of sustainable development. Its structure comprises 4 parts. The first part illustrates the role of sustainable development as an emerging paradigm in the theory of modern economics and in the recent policy of the European Union. In the second part, the authors demonstrate the applicability of sustainable development based on the relevant management models on the micro, meso and macro levels of economy. The third part discusses the concept of circular economy, in particular the various definitions of the phenomenon, its advantages over the linear economy, the role of innovations in its development and how to overcome barriers to its application. The fourth part outlines the current state of implementation of the circular economy in the EU in regard to its normative implications for the member countries. The conclusions close the exploration. The paper is theoretical, based on the review of the international literature on the subject. The unique contribution of the authors consists of the systematic analysis of the term circular economy as a holistic model of sustainable development and of illustrating the benefits of its promotion in the management practice.

The article is devoted to the study of methodological issues related to the current state of functioning of civil society. In this vein, the author analyzed current trends in the development of global civil society on the example of such a union of people as the institution of entrepreneurship in the context of implementing the concept of sustainable development. It is proved that the role of sustainable economic development is necessary for the health and longevity of any civil society. This requires a symbiotic relationship between the economic and social component of the functioning of civil society.

A thorough analysis of liability for administrative offence is not possible without clear understanding of its preconditions. The problem of preconditions for administrative responsibility is directly related to administrative delictization of offenses, effectiveness of the fight against delict, prominent state policy in the field of law enforcement and law order. In this aspect, the role of the preconditions for administrative responsibility is a lot more important because they formulate proper foundations for achieving its general objectives. Thus, they determine the effectiveness of administrative responsibility at sectoral and general social levels. The importance of the definition is due to the urgent needs of rule-making and law enforcement practice, the effectiveness of which directly depends on how reasonable and appropriate each administrative delict norm is. Unfortunately, despite all its scientific and practical significance, the issue of preconditions for administrative liability has not been resolved yet. Therefore, there is a need to form unified, consistent scientific approach to understanding the grounds for administrative liability. To this end, the article provides a critical analysis of the basic doctrinal concepts of the preconditions of administrative responsibility. A wide range of social, economic, technical and other factors that determine the effectiveness of administrative responsibility, its current state, its dynamics and prospects for its development have been studied. Discovered the role of these factors in creating a favorable socio-economic and information-technical environment for the implementation of the main tasks of administrative responsibility, in particular: offences prevention, reliable protection of public relations and education of citizens in the spirit of law. The author concluded the scientific and practical expediency of the systematic study of the preconditions for establishing administrative responsibility (preconditions for administrative delictization) and the preconditions for the effectiveness of administrative responsibility.

The aim of the research is to identify the directions of accounting and economic analysis in the context of globalization and electronic data processing. The role of accounting and economic analysis in managing sustainable development of the national economy and economic entities is determined. The theoretical and methodological design of improved systems of accounting and economic analysis of  enterprises’ economic activity including expanded and updated functions, tasks and principles in accordance with current conditions of digitalization and globalization of public relations is presented. It allows creating appropriate organizational and methodological provision of accounting and analytical support of managing enterprises’ activity to increase reliability and relevance of accounting information. The authors prove that  improved components of the accounting and economic analysis system of enterprises’ economic activity in the conditions of digitalization and globalization of economic relations will enhance application of  accounting techniques, procedures, methodological support, management and internal control.

The formation of the new economy, which is replacing the industrial economy and has a multi-vector dimension1, causes deep transformations in all spheres of social existence, leads to the emergence of new forms and methods for organizing interactions between institutions that function in the area of socio-economic development. The relevance of the study is caused by the necessity of theoretical and applied substantiation of the new subjective composition and network interaction of these institutions. The scientific and practical significance of the research is to substantiate the formation and development of modern institutions and to establish a new format for their interaction within the framework of the new economy. The results of the study are aimed at identifying the latest trends in the modernization of institutes’ functions in the triad “market – state – business”. The subject of the study is the theoretical and applied principles of the social phenomenon “market – state – business”. The methodological basis for achieving this goal is systematic and interdisciplinary approaches to the study of redistribution of roles among these institutions and the improvement of their interaction in the process of ensuring sustainable development. The purpose of the research is a scientific and theoretical substantiation of the new configuration of the social phenomenon “market – state – business”. The principal position of the authors is their belief that a new interpretation should be given if not to all, but to the majority of categories and concepts that reflect the phenomena and processes occurring in the chain “market – state – business”. There is a need for a new, unorthodox, unconventional understanding of most of the phenomena and processes associated with the functioning of the leading institutions of the economy and society. The article presents the authors’ view on the contemporary role of each of the mentioned institutions, their interaction in the process of ensuring sustainable development. Particular attention is paid to the substantiation of the transformation of functions of the state and business under the current conditions. The authors demonstrate that the contemporary role and place of the leading institutions, which have to ensure sustainable development, need a new understanding.

The results of Russia’s economic activity over the years of its reform, the indicators of economic development of the regions allow us to conclude that the liberal market approach to economic management has completely discredited itself. The current state of the Russian economy requires a revision of the previously established model of its reforming. A new model should be primarily focused on the new industrialization, the priority revival of the high-technological sector of the economy as the main goal of industrial policy. The author proves that the revival of the industrial potential of the country should be provided on the basis of scientific-based Strategy of innovative development and system-dialectical approach to economic management, which is based on the strengthening of economic and social functions of the state, on the usage of planning and economic mechanisms of state regulation.

Goal. The purpose of the paper is to provide a theoretical and methodological study of the experience of Georgia in the development of tourism in the period from 2009 to this time. Method. The methodological basis of the research is the basis of scientific dialectics. Expeditionary, historical, comparative-geographical, statistical methods of research have been applied. Results. The role of the public sector in the development of tourism in Georgia and the activities of the National Tourism Administration are analyzed. The current state of tourism of Georgia is highlighted, which has considerably improved after the conflict. The role of tourist information centers in the development of tourism of the country in the post-conflict period is determined. The strategic goals of development of tourism of Georgia were grounded, due to the implementation of which they managed to reach growth in the industry. It has been established that the development of infrastructure, marketers' efforts and attracting new investments has been the driving force behind the growth and progress in the tourism industry in Georgia. Scientific novelty. Scientific novelty is to begin systematizing the experience of various countries affected by the conflict, in the development of tourism. It is stressed that the experience of Georgia will be useful for Ukraine in this direction. Practical significance. The results of the study can be the basis for further analysis of the possibilities of developing tourism in the post-conflict period in other countries. Ukraine has many similarities with Georgia, especially in terms of overcoming the conflicts in the tourism industry. It is suggested to use the positive experience of Georgia in Ukraine in order to achieve high indicators of the level of tourism organization.
