It is now recognized that the social relationships between men and between communities are conditioned by their technological relationship to water. This is especially clear in studies dealing with the social concomitants of irrigation at the state level. Karl Wittfogel, for example, argues that particular techno-environmental settings are associated with specific socio-political correlates. Agricultural systems predicated upon integrated irrigation networks, according to him, tend to generate despotic states and elaborate bureaucracies. Yet irrigation systems vary greatly in space and time, and it seems reasonable to expect that the specific local form of irrigation agriculture will affect social and political patterns as well as cropping patterns and associated economic potentialities. As local irrigation systems shift, we may anticipate associated adaptations of a sociocultural sort. Prediction of the probable direction and character of such adaptations depends ultimately upon an awareness of which features go with which kinds of irrigation systems.

Recent empirical work suggests that phubbing, a term used to describe the practice of snubbing someone with a phone during a face-to-face social interaction, harms the quality of social relationships. Based on a comprehensive literature review, this chapter presents a framework that integrates three concurrent mechanisms that explain the relational impact of phubbing: expectancy violations, ostracism, and attentional conflict. Based on this framework, theoretically grounded propositions are formulated that may serve as guidelines for future research on these mechanisms, the conditions under which they operate, and a number of potential issues that need to be considered to further validate and extend the framework.

Importance: Social media is widely used by various segments of society. Its role as a tool of communication by the Public Health Departments in the U.S. remains unknown. Objective: To determine the impact of the COVID-19 pandemic on social media following of the Public Health Departments of the 50 States of the U.S. Design, Setting, and Participants: Data were collected by visiting the Public Health Department web page for each social media platform. State-level demographics were collected from the U.S. Census Bureau. The Center for Disease Control and Prevention was utilized to collect information regarding the Governance of each State’s Public Health Department. Health rankings were collected from “America’s Health Rankings” 2019 Annual report from the United Health Foundation. The U.S. News and World Report Education Rankings were utilized to provide information regarding the public education of each State. Exposure: Data were pulled on 3 separate dates: first on March 5th (baseline and pre-national emergency declaration (NED) for COVID-19), March 18th (week following NED), and March 25th (2 weeks after NED). In addition, a variable identifying the total change across platforms was also created. All data were collected at the State level. Main Outcome: Overall, the social media following of the state Public Health Departments was very low. There was a significant increase in the public interest in following the Public Health Departments during the early phase of the COVID-19 pandemic. Results: With the declaration of National Emergency, there was a 150% increase in overall public following of the State Public Health Departments in the U.S. The increase was most noted in the Midwest and South regions of the U.S. The overall following in the pandemic “hotspots,” such as New York, California, and Florida, was significantly lower. Interesting correlations were noted between various demographic variables, health, and education ranking of the States and the social media following of their Health Departments. Conclusion and Relevance: Social media following of Public Health Departments across all States of the U.S. was very low. Though, the social media following significantly increased during the early course of the COVID-19 pandemic, but it still remains low. Significant opportunity exists for Public Health Departments to improve social media use to engage the public better.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

This study is the analysis of child rape incidence in Karnataka. This is a socio legal study of Laws regulation and case studies in relation to minor child rape victims from 2010 to 2016, and few data till June 2017 of Karnataka. The results show that at the state level total minor rape victims continuously increased during the study period and the major proportion of rape victims belong to Bangalore Metropolitan city ,the study also states that young kids have most often more vulnerable of rape than the adolescences’. Earlier the offences of child abuse is tried under different Acts, in the state of Karnataka but after implementation of POSCO Act 2012 (Protection of Children from sexual offences), cases of child rape are tried under POSCO Act 2012. The maximum punishment awarded to the offender under this Act is 10 years. To find out solution to the social evil there is a strong need to strictly implement the judicial and legislative recommendation in reasonable manner along with strict punishment to accused so that people afraid to do such crimes.

Foreign policy analysis benefits from careful attention to state identity. After all, identity defines the field itself by making it possible to speak both of policies and of a domain that is foreign. For some scholars, identity has proven useful as a guide to agency and, in particular, to agent preferences. For others, identity has served as a guide to social or institutional structure. Theories of state identity can be divided into three categories: conditions internal to agents, social interactions among agents, and “ecological” encounters with a broader environment. Internal conditions refer to either processes or constraints that operate within the agent under consideration. In the case of the state, these may include domestic politics, the individual characteristics of citizens or other internal actors, and the collective attributes of these citizens or other actors. Although internal causes are not social at the state level, they nevertheless have social implications if they give rise to state identity, and they may themselves be social at a lower level. The social interactions of states themselves constitute a second source of identity, one that treats states as capable of interacting like persons. This approach essentially writes large social and psychological theories, replacing individuals with the state. Finally, the ecological setting or broader environment is a third possible source of identity. The environment may be material, ideational, or discursive, and treated as an objective or a subjective influence.

AbstractThis is a study of agricultural intensification on the household scale in a Mixtec cacicazgo of Oaxaca, Mexico, during the Postclassic period (A.D. 800–1521). Through archaeological, ethnohistorical, and ethnographic methods this study investigates the roles of the state and the independent farming household in the emergence and operation of intensive agricultural systems, and agricultural terracing. I present data on two Postclassic houses and residential and agricultural terraces excavated at the site of Nicayuju in the municipality of San Juan Teposcolula, Oaxaca. Artifact and architectural data are reported. Ethnographic information is presented and used to create a model for terrace construction that is tested against the terrace excavation data presented in this article. It is argued that Robert Netting’s agrarian smallholder model may characterize the social organization of intensive agricultural production in prehispanic Mixtec society and that intensification may have functioned without direct state direction. The application of the agrarian smallholder model in Prehispanic Mesoamerica is significant in that it suggests that long-lasting and environmentally viable methods of agricultural production may originate and operate at the household and community levels.

Joint action is central to human nature, enabling collectives to achieve goals otherwise unreachable by individuals. It is enabled by humans’ capacity to understand and engage in joint commitments. Joint commitments are evidenced when partners in interrupted joint actions reengage one another. To date, there is no clear evidence whether nonhuman animals understand joint commitment, suggesting that only humans experience it. Here, we revisit this claim by interrupting bonobos engaged in social activities. Bonobos reliably resumed the activity, and the likelihood of resumption was higher for social compared to solitary activities. Furthermore, communicative efforts deployed to suspend and resume social activities varied depending on partners’ social relationships and interactive roles. Our results suggest that bonobos, like humans, engage in joint commitment and have some awareness of the social consequences of breaking it.

RESUMONesses escritos são retomadas algumas passagens da educação pública no estado do Maranhão, desde os anos em que o Brasil esteve sob a égide do regime militar, instalado pela força em 1964, até a retomada democrática no país, realizada a partir dos meados da década de 1980. Tem-se como objetivo analisar os embates que se produziram entre as forças políticas estabelecidas no aparato estatal e os trabalhadores em educação nesse controverso período histórico. Imbuídos dessa perspectiva, os autores buscam delinear o percurso educacional vivenciado pelo maranhenses, a partir da compreensão crítica do contexto sociopolítico daquele momento, da análise das disposições políticas educacionais no domínio federal e sua incidência na esfera localizam as possíveis modificações ocorridas no ensino com a ascensão de novos sujeitos políticos ao governo, como também os pontos nevrálgicos que estão presentes nas lutas deflagradas pela valorização da docência num tempo social reconhecidamente conturbado. Com o estudo dessas trajetórias e suas repercussões nos movimentos associativistas e sindicais dos trabalhadores em educação, procura-se contribuir para ampliação de pesquisas de cunho históricoeducacional e, sobretudo, da história social daqueles que fazem a educação no Maranhão em sua cotidianidade.Palavras-chave: APEMA. Imbued with this perspective, the authors seek to outline the educational journey experienced by maranhense people, from the critical understanding of the socio-political context of that time, the analysis of education policy provisions in the federal domain and its impact on the state level; thereby locate the possible changes occurredin education with the rise of new political subjects to the government, as well as the hot spots that are present in the struggles triggered by the appreciation of teaching in an admittedly troubled social time. Within the field of guilt and shame, two competing perspectives have been advanced. The first, the social-adaptive perspective, proposes that guilt is an inherently adaptive emotion and shame is an inherently maladaptive emotion; thus, those interested in moral character development and psychopathology should work to increase an individual’s guilt-proneness and decrease an individual’s shame-proneness. The functionalist perspective, in contrast, argues that both guilt and shame can serve a person adaptively or maladaptively—depending on the situational appropriateness, duration, intensity, and so forth. This paper reviews the research conducted supporting both positions, critiques some issues with the most widely used guilt- and shame-proneness measure in the social-adaptive research (the TOSCA), and discusses the differences in results found when assessing guilt and shame at the state versus trait level. The conclusion drawn is that although there is broad support for the functionalist perspective across a wide variety of state and trait guilt/shame studies, the functionalist perspective does not yet have the wealth of data supporting it that has been generated by the social-adaptive perspective using the TOSCA. Thus, before a dominant perspective can be identified, researchers need to (1) do more research assessing how the social-adaptive perspective compares to the functionalist perspective at the state level, and (2) do more trait research within the functionalist perspective to compare functionalist guilt- and shame-proneness measures with the TOSCA.

The paper summarizes the arguments for a scientific discussion on solving the problem of improving the efficiency of the enterprise in the context of social and economic security of the state. The main purpose of the study is to evaluate the effectiveness of the enterprise and on its basis to identify innovative measures and methods, effective marketing tools to improve it. The systematization of literary sources and scientific approaches showed that, based on a comprehensive assessment of the activity of the enterprise, there remained several unsolved problems regarding the improvement of the social and economic security of the state. The urgency of solving this scientific problem lies in ensuring social and economic security that is an extremely important problem in the current conditions of the country’s development. Methodical tools of the study are such methods as a logical generalization, systematic, comparison, mathematical calculations, graphical, method of expert assessments. The study period is 2014-2018. The object of the study is the sanatorium and resort enterprise since the social and economic security of the state on the micro-level is formed based on the activity of such enterprises. The research of the identified problem in the paper is carried out in the following logical sequence. The significance of the activity of enterprises as an integral part in shaping the country's economy in market conditions is outlined. The important role of domestic enterprises in ensuring the employment of the country's population, the formation of social relations and support of social stability, the social and economic security of the state at the micro-level is noted. The problems of provision of enterprises economic development as a component of socioeconomic security of the state in need of research are highlighted. The list of risks, which domestic enterprises are subjected to in daily activity, is described. It is noted that the economic development of enterprises is one of the components of securing social and economic security of the country at the micro-level. In this context, the theoretical basis for the formation of economic security of enterprises is investigated based on the evaluation of the efficiency of the activity on the example of sanatorium and resort institutions. An evaluation of the efficiency of activity of sanatorium-resort enterprises from the standpoint of the economic entity efficiency based on the calculation of integral index and directly by consumers with the help of an expert method is conducted. Based on the estimation of the integral coefficient of efficiency of the sanatorium and resort services provision on the example of the past five years, the unevenness of the fluctuations of the main economic indicators of activity, reduction of the coefficient of financial and economic activity efficiency has been proved. Based on surveys of consumers, the average mark of the effectiveness for the provided sanatorium services was set at 3.7 points, which at the five-point scale proves the need for improving the activity of sanatorium and resort facilities under present conditions and developing special events using effective instruments stimulating the development of such enterprises. To significantly improve the efficiency of sanatorium and resort enterprises and the impact on the improvement of social and economic security in the country, a set of actions and marketing tools based on the innovative technologies at the enterprise, regional and state level. The results of the conducted research can be used by sanatorium and resort establishments in practical activity and public authorities, local self-government bodies at the level of regions and territorial communities in developing projects of development of territories and taking measures to ensure social and economic security in the country.
