The remit of the article is regional development strategizing. Regional development strategy as part of regional regulatory environment could ensure the task of sustainable development due to determining priorities for resource conservation, development of a “green” economy, and restoration of natural resources. This is especially important for the extractive economies of the Russian regions. On the contrary, the research revealed the preservation of extractive policies in most of the Ural regions. The manuscript contains the description of the ecological and economic position of the regions of the Ural macroregion, that have a high anthropogenic impact on the environment because of their nature of economy. We analysed the content of the development strategies of the regions of the Ural macroregion and the issues of sustainable development. The Chelyabinsk region and the Republic of Bashkortostan didn’t include sustainable development in the top priorities. It leads them to stick their place in the tail of the National Environmental Rating of Russian Regions. Orenburg region’s strategy conclude the most quality mechanisms for ensuring environmental safety in regional strategic documents. The author highlighted the comprehension of the deep interrelationships of ecological well-being with all spheres of human life in the development strategy of the Sverdlovsk region. The regional development strategy is an important mechanism for ensuring a balance between industrial growth and environmental conservation. Therefore, the authority of traditional industrial regions of the Urals should strengthen the component of sustainable development in their strategies.

The article is devoted to the analysis of the essence of the intellectual content of green growth in the framework of the global course of mankind for sustainable development. The gradual transition in scientific works from information economy and knowledge economy to intellectual economy, which is characterized by directing human intellectual activity to environmentally friendly activities aimed at achieving global goals of sustainable development, has been analyzed. It has been noted that the intellectual economy is the foundation of green growth and the importance of knowledge, skills, theoretical and practical competencies, creativity, which act as a driver of development of green sectors of the economy has been highlighted. It has been determined that there are nine types of human capital, of which the intellectual plays a leading role at the present stage of development of socio-economic processes. In the conditions of building a green economy, capital acquires green features, which is manifested through green intellectual capital, the main components of which are green human capital, green organizational capital and green relational capital. The interaction of green human and green organizational capital forms green relational capital, which is expressed in the form of green jobs, inclusiveness and gender equality. It has been noted that in the long run the development of green intellectual capital leads to the effect of decoupling, which is manifested in the gap between indicators of economic prosperity and environmental degradation. That is why strategies for the development of green intellectual capital should be the basis for the development of countries around the world to achieve global goals of sustainable development in terms of green growth.

Research background: Despite the fact, that green growth is one of the main goals of the European Union, a sufficient attention is still not given to it in conditions of Slovakia. The green growth represents compliance of the need to protect environment with economic development of society. So far, a comprehensive survey has not been carried out in Slovakia, which would focus on the issue of green growth and sustainable development in enterprises in the Slovak wood-processing industry. Purpose of the article: The aim of the presented paper is to identify key external and internal determinants preventing the implementation of green growth and sustainable development in enterprises in the Slovak wood-processing industry. Methods: Current information on the research issue was obtained through an empirical survey in the form of a questionnaire. Subsequently, the results were processed descriptively and graphically. Findings & Value added: The achieved results show that the key internal determinant preventing the implementation of green growth and sustainable development in enterprises in the Slovak wood processing industry is the orientation of production to the end of the production process in the context of environmental pollution. The enterprises consider insufficient state support to be the main external determinant.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The article defines the sustainable development of the old industrial regions of Ukraine (Slobozhanskiy, Prydniprovskiy, Donetsk Economic Area) using the methodology for determining the criteria and quantifying the processes and stages of their industrial, post-industrial and neo-industrial modernization. In the course of the study, a methodological toolkit was used to assess the level and conditions of industrial, post-industrial and neo-industrial modernization of the economy based on taking into account the quantitative parameters of the ecological, economic and social components of sustainable development. The results of assessing the stages of modernization of the regions of Ukraine in 2005-2019. confirmed the industrial development of Donetsk (Donetsk and Lugansk regions) and Prydniprovskiy (Dnipropetrovsk, Zaporizhzhia and Kirovograd regions) Economic Area. According to the results of the assessment of post-industrial modernization, the Slobozhanskiy Economic Area (Poltava, Sumy and Kharkiv regions) received the highest index. This region is the undisputed leader in terms of indicators reflecting innovation in knowledge and knowledge transfer (the difference is tens of points in comparison with the corresponding indices of other regions). Assessment of the stage of neo-industrial modernization showed the existence of a negative trend that has developed in all economic regions – a steady decrease in funding for innovations in knowledge. As a result, the overall index of knowledge indicator groups showed no signs of growth, and even decreased in some areas. The Slobozhanskiy Economic Area became an optimistic exception. The development and implementation of a methodology for assessing modernization processes will increase the efficiency of management decision-making by state authorities, improve the quality of strategies and targeted comprehensive programs for socio-economic development. To ensure post-industrial and neo-industrial modernization of the economy based on sustainable development in the conditions of insufficient efficiency and effectiveness of the traditional instruments of state policy, it is necessary to form institutions of regional development. Analyzed the current state of the presence of regional development institutions in the areas of activity. It was determined that the institutional structure is heterogeneous, the regions are different in the quality of labor and natural resources, which actually determines the specialization of the regional economy, therefore, for them it is necessary to use differentiated support measures from the development institutions.

This chapter aims to analyze a strategic transformational transition of green economy, green growth, and sustainable development from the institutional perspective. The analysis begins questioning the implications of the concepts and principles of green economy, green growth, and sustainable development from different perspectives in the transformational transition considering the investment, trade, and capacity building though the design and implementation of strategies and policies as well as measures from an institutional analysis. The methodology followed was the analytical review of the literature to derive inferences, challenges, proposals, and conclusions. It is concluded that the green economy concept addresses current challenges delivering economic development opportunities and multiple benefits for the welfare of all human beings.

The works, performed for the last three years at the request of various ministries and departments for decision-making on transition of the Russian Federation to green economy, are considered and critically analysed in the article. The purpose is to formulate the main approaches to the measurement of green economy, the concept of transition, measures for realization, etc. The results, received by the authors of this research, were used within the preparation of the meeting of the State Council, held on December, 27, 2016, and they can become the basis for the development of the scientifically proved Concept of transition of the Russian Federation to green economy and for the preparation of “Methodological recommendations on the inclusion of an ecological component in investment projects of regions in Russia”. The research was carried out on the basis of the Russian practice. However the research materials can be used both by domestic and foreign experts, who are engaged in studying green economy, green growth, green technologies, sustainable development, greening of economy, and for the heads, who are responsible for the economy development.

The new concept of “green growth” appears to be an economic growth model, which balances environment sustainability and fostering of economic growth. Yet, much of the green growth research has failed to address the real extent of interconnections and complexity of the relationship between governance and economic, social, and environmental structures. Furthermore, current green growth research tends to focus on the country level, such as the Millennium Development Goals and sustainable development indices, which risks ignoring the additional impacts on micro industrial economies. The lack of connection between green growth and good governance—known as environmental governance—is a crucial gap in practical adoption. Therefore, this study uses Foucault’s governmentality lens to view green growth as a technique of government, seeking an environmentally focused eco-governmentality. We examine the transformation, differential definitions, and critical dimensions of green growth in relation to particular case studies taken from China and South Korea and frame them for future sustainable studies. The findings of this study highlight the significant role of interdisciplinary research, as well both bottom-up and top-down initiatives, on enabling the transition to green growth. The proposed research framework and implementation strategy also identifies new avenues for future research and practices in the field of sustainable development, making it one of the study’s key contributions to the literature.

Green information technology systems (Green ITS) are proposed as a strategy to reduce greenhouse gases (GHGs) emissions and other environmental impacts while supporting ecological sustainable development. The Green ITS concept combines both Green information technology (IT) and Green information system (IS) applications. The Green ITS concept has the potential to combat the carbon emission problem globally, beyond simply Green IT, because it combines management, organizational, and technology dimensions of climate change mitigation and adaptation, especially if supported by global policy. Examples include life cycle assessment software for measuring GHG emissions, and software for monitoring GHG emissions. Previous studies on environmental burdens such as GHGs, water and air pollution, energy losses and other forms of waste alongside socio-economic dependent variables including renewable resources and climate change policies are reviewed and synthesized. The research analysis conjointly points to the usage of renewable resources such as solar and wind as a critical strategy to scale back GHG emissions and enhance green growth. Empirical evidence shows that developed countries can reduce their carbon emissions while developing countries can utilize carbon emission-free technologies as they aspire to achieve development. The two significant benefits of the Green ITS strategy are first, to provide the environmental benefits of reducing greenhouse emissions and other environmental impacts and second, to enhance global green growth, which supports achievement of ecological sustainable development. Green ITS tools support achievement of the UN SDG 7, 13 and 15, which emphasize clean energy, climate action and ecological sustainable development, respectively. Future research directions include the formulation of a strategy to combat GHGs and design of a system to monitor carbon emissions and other waste remotely.

This scientific work analyzes the current state and problems of implementing the concept of sustainable development in industrial regions, in particular, in Poland and Ukraine. Emphasis is placed on slowing down the implementation of the main provisions of this doctrine, in particular, the violation of environmental requirements and non-compliance with ecological standards by industrial enterprises. The aim of the article is to find effective innovative tools for intensifying the process of implementing the strategy of sustainable development in industrial regions. The paper uses theoretical methods—analysis and synthesis, formalization, hypothetical-deductive modeling, mental modeling, systematization and generalization—as well as empirical: observation, description and comparison. The main result of the work is the substantiation of the scientific idea that the implementation of a sustainable development strategy in industrial regions is possible by intensifying the process of ecological marketing through the use of new information and communication technologies (ICT) and their innovative tools—methodologies, digital systems, the Internet, cloud technologies, and systems of product design, manufacture and sale—due to accelerated communication links. The authors’ approach to the development of the mechanism of creation and functioning of the single information space (field) of the ecological marketing of the industrial region is offered in this work, and also, the classification of modern ICT and their tools, which it is expedient to use in this mechanism, is carried out. Their purpose and the expected results from the introduction of ecological products for market research, the development of ecological technologies for the life cycles of ecological products and, thus, the impact on the acceleration of sustainable development in industrial regions are determined.
