The article presents the results of the new strategy outlines development for organizational and managerial activities support in the framework of the previously support considered areas: personnel policy; assessment of competencies; infrastructure and digital environment; specialized medical care; scientific policy; quality assessment policy. The basis of the methodological framework is formed by the strategic approach in economics and management. During the empirical part of the study, the following methods were used: the method of expert assessments, the method of SWOT analysis. The resources, external and internal factors, strengths and weaknesses, opportunities and threats of implementing activities in the field of healthcare institution organizational and managerial support were analyzed on the example of the Federal State Budgetary Institution " NMRC of Oncology" of the Ministry of Health of the Russian Federation as the " head " organization of the Southern Federal District in the field of "oncology". The instruments of SWOT analysis were carried out in several stages using qualitative and quantitative methods. The article presents a final review of the results of the SWOT analysis, which allows us to draw conclusions about the choice of the contours of organizational and managerial support strategies (the strategy of extreme optimism, which is based on measures to implement existing opportunities, as well as a conservative strategy, which is based on measures that use the strengths of the organization in order to overcome threats). The study confirmed the hypothesis that the contours of the strategy of organizational and managerial support of activities contribute to the strategizing of common goals and objectives and the design of key areas of activity of medical institutions in order to ensure a high level of involvement of employees at all levels in achieving performance indicators and increasing indicators of scientific performance.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

In the framework of improving governance, functional dimensions, and performance of the fishing port, the Nusantara Fishery Port in Jembrana Bali compiles a "strategic plan" to improve the class classification of the Nusantara Fishing Port Pengambengan to become a class A Ocean Fishing Port, a number of management facility criteria are required as the main prerequisites. The purpose of this study was to determine the condition of the facilities at Nusantara Fishing Port Pengambengan and to determine the strategy for developing a fishing port at Nusantara Fishing Port Pengambengan. This research method uses descriptive qualitative and quantitative methods. Data collection techniques through direct observation and interviews using a questionnaire regarding the condition of the facilities at Nusantara Fishing Port Pengambengan, then data analysis using a SWOT analysis approach. Nusantara Pengambengan Fishery Port is a class B port that functions as a support for the management and utilization of fish resources and the environment, starting from pre-production, production, processing and marketing of fishery products. In supporting fishery activities, Nusantara Fishing Port Pengambengan is currently supported by various facilities, namely basic facilities, functional facilities, and supporting facilities. The results showed that there were several facilities in poor conditions, namely basic pier facilities, anchoring ponds, complex roads, and drainage, from supporting facilities, namely public toilets and guest houses. Several facilities are not available in the Nusantara Fishing Port Pengambengan construction, namely ship docks, net repair wards/places, laboratories, WWTPs, watchtowers, and perimeter fences. The strategies obtained from the results of this study include: (1) Improving the quality of the catch to provide a positive image for potential investors. (2) Improve administrative services to provide fishermen comfort when carrying out fishing operations. (3) Support is needed, especially the role of the government related to management and development.

Study of Local Economic Development (LED) in Banjar district is determined from the determination Spatial Plans (RTRW) Banjar district regarding domestic Airguci handicraft industry which is in East Martapura Sub-district, precisely in the Mekar Village and the Melayu Ulu Village. This study starts from the initial assumption that there is no balance in the construction planning for urban and rural areas. The purpose of this study are: first, to develop the local economy Airguci craft based on the potential problems, opportunities and threats in order to improve the economy of rural communities, both improving the relationship of mutual support (interaction) between villages and cities in an effort to reduce the inequality between regions. The research method uses a combination of approaches, methods of qualitative and quantitative methods. Source of data derived from primary and secondary survey. Data collection techniques performed through questionnaires, interviews, observation and documentation. Data were analyzed using analysis of Diamond Porter, SWOT analysis, and analysis of the gravity of the rural-urban interactions. The results showed that the implementation of LED in the Airguci centers undeveloped and still is as a sideline activity. People especially women are actively involved in this business activity. But unfortunately, see the existing condition in the Airguci centers are not supported by good infrastructure such as roads and institutions that have not been running for the establishment of a business group that Airguci craft business activities can continue to survive. So many women who have been married, moved to the outside of the village. There are still many who choose to work in the city. Factors to be driving at the same obstacle in the implementation of the LED Airguci centers include: human resources, capital, marketing and institutional. The economic impact of the implementation of the LED in the Airguci centers, namely the local communities to help increase revenue and reduction in unemployment has not yet arrived when the harvest season.

The Covid-19 pandemic has impacted various business sectors including the tourism sector. Hotel industry in Denpasar City has closed its business operations, laid off its employees and terminated their employees. This study was conducted to map the distribution of employees layoff at star hotels in Denpasar City and formulate strategies for star hotels to reduce employee layoff rate due to the Covid-19 pandemic. Eight (8) star hotels in Denpasar City were used as samples based on the data released by Bali Province Manpower and Energy Office in 2020. Questionnaires were distributed to collect data from October to December 2020. This study employed a combination of qualitative and quantitative methods in the forms of qualitative descriptive analysis approach, SWOT analysis and QSPM. The results showed that the largest number of layoffs occurred in the 3-star hotel cluster with an average layoff of 32 percent. Market penetration through optimization of information technology-based promotion tools (IT) is proposed as the main strategy to overcome the problem. The results of this study are expected to provide overviews and recommendations for hotel management in applying this strategy more effectively through professional communication and resource management in order to avoid employee layoffs.

       This study aims to determine (i) the comparative advantage of food crop commodities and food crop base sectors, (ii) competitive advantages of food crops and competitive and non-competitive areas, (ii) strengths, weaknesses, opportunities, and threats of rural food-based rural development in Amuntai Utara District, Hulu Sungai Utara Regency. The study was conducted on November 2018 - January 2019 in Amuntai Utara District Hulu Sungai Utara Regency with the research method used was descriptive qualitative and quantitative methods. Based on the results of the study, the LQ value in the North Amuntai Subdistrict has a base sector and non-base sector in food crop commodities; shift-share analysis shows that competitive commodities of rice food plants with a value of 0.12 and corn with a value of 0.56; SWOT analysis was obtained from an analysis of internal factors (IFAS) of 2,832 and external factor analysis (EFAS) of 2,45, hence the development of rural areas based on food crops was in quadrant I (supporting aggressive strategies)

This research aims to investigate the benefits of implementing the cloud computing system over the currently used IT system, as well the challenges of applying Cloud computing that companies in Egypt could face. This research applies mixed methods of research. Both qualitative and quantitative methods of research are used in the form of semi-structured interviews and questionnaires, respectively. The semi-structured interview was targeting the supply chain and IT managers of three different companies at Coca Cola Egypt, Nestle Egypt and Carrefour Egypt. A SWOT analysis was conducted to serve as a guide to many companies in Egypt that are willing to implement such a system and can then avoid the weakness points and the threats that they could be faced with during the implementation. The importance of this research adds to the literature by focusing on the application of IOT in Egypt in terms of the implementation of a cloud computing system in Egypt and it analyzes whether it could increase the efficiency of the companies in Egypt.

In the Calendar of Event (COE) launched by the Ministry of Tourism on August 14, 2019, it was noted that the Province of West Sumatra had 3 (three) flagship events, and as in previous years, the Tabuik Festival was not one of them. The Tabuik Festival is a very unique cultural tourism attraction, but as tourism advances in Indonesia, the Tabuik Festival is increasingly lagging. The purpose of this study is to find better development strategies through internal and external factor analysis (IE Factors analysis). This study uses a combination of qualitative and quantitative methods (mix method) with an unbalanced mixed model (concurrent embedded) with a quantitative approach as the primary method. To produce the formulation of the Tabuik Festival development strategy, Strength, Weakness, Opportunity, and Threat (SWOT) analysis is used. Qualitative data collection techniques were carried out through interviews, observations, documentation, and literature studies, while quantitative data were collected using a questionnaire. The results of the study obtained a score with a fairly good category, but in some analyses of internal and external indicators obtained results conflicting with the lowest score so that it can be a threat and weakness. From the results of this analysis, it can be concluded that the Tabuik Festival requires a development strategy to maximize its potential so that it can become one of the leading cultural tourism in West Sumatra.

his research aimed to analyze the external and internal environment in IKM Kue Bawang Bina Karya of Indragiri Hulu Regency by using SWOT Analysis. This research was conducted in December 2019. This research used mixed method, a combination between descriptive-qualitative and quantitative methods. The data used were primary and secondary data which were collected through interviews, observation, documentation and questionnaires. The subject and data sources of this research were the Consumers of IKM Kue Bawang Bina Karya of Indragiri Hulu Regency, the Owner of IKM Kue Bawang Bina Karya of Indragiri Hulu Regency, and The Industry and Trade Agency of Indragiri Hulu Regency. The results of this research showed that, currently, IKM Kue Bawang Bina Karya supported aggressive strategies that are applicable, namely Market Development Strategy, Market Penetration Strategy, Product Development Strategy, Forward Integration Strategy, Backward Integration Strategy, Horizontal Integration Strategy, and Diversification Strategy.

This research was an attempt to design and enhance the Canvas Model Business of nine blocks in one canvas within teaching factory based learning innovation at the Fashion Department of 27 Public Vocational High School, Jakarta. The research method used qualitative and quantitative methods. The qualitative method, data collection was conducted within a SWOT analysis. This research was conducted in 27 Public Vocational High School, Jakarta, with the respondents were 82 students. The quantitative method with in the matrices of Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE). The result of this research that implementation of the Canvas Model Business: (1) Customer Relationships in strategy 1 was valued of 0.34, was "Increasing product marketing through print and electronic media"; (2) Key Partnership in strategy 2 was valued of 0.31, for "Offering products and having cooperation with several textile producers in Jakarta and outside Jakarta "; (3) Value Propositions in strategy 3 was valued of 0.31, namely "Assuring and improving product quality and adding variant to fashion"; (4) Customer Segment in the strategy 4 was valued of 0.29, entitled "The Development of Out-of-School Fashion Sales"; and (5) Channel on strategy 5 which was valued of 0.27, "Utilizing occasional fashion events to meet market demand".
