Thus, the present article aims at answering the question whether there exists an anti-soft power, both as ideology and practice, which could be efficient enough for the state to protect itself from the impact of external informational and cultural influence. The theory of soft power is based on the idea that its object accepts normative subordination. Consequently, such object should not pursue major political ambitions, should be ready to collaborate within the established world order and, above all, agree with superiority of the world leaders and the rules they impose. Anti-soft power is different. The core idea is that its holder is not willing to comply with the opponent’s superiority as well as its rules of the game. The subject of anti-soft power is politically ambitious and never recognizes its dependence or inferiority. Regardless of being strong or weak, it will not admit its junior or secondary position in a community. We saw a few such subjects during the era of globalization. However, the globalization crisis may change the situation and thus give rise to a new political trend, that is the resurgence of anti-soft power. The article states that anti-soft power has repeatedly blocked the attempts of one country to influence another country. In the course of history, we can single out three main types of policy: 1) the policy based on supremacism, or chauvinism; 2) the policy based on ideological alternatives; 3) the policy based on segment restrictions of the oppo nent’s soft power. Each of these, though, can bring its subjects both political benefits and unwanted costs.

China is the subject of Western criticism for its supposed disregard of the rules-based international order. Such a charge implies that China is unilateralist. The aim in this study is to explain how China does in fact have a multilateral approach to international relations. China’s core idea of a community of shared future of humanity shows that it is aware of the need for a universal foundation for world order. The Research Report focuses on explaining the Chinese approach to multilateralism from its own internal perspective, with Chinese philosophy and history shaping its view of the nature of rules, rights, law, and of institutions which should shape relationships. A number of case studies show how the Chinese perspectives are implemented, such as with regards to development finance, infrastructure projects (especially the Belt and Road Initiative), shaping new international organisations (such as the Asian Infrastructure Investment Bank), climate change, cyber-regulation and Chinese participation in the United Nations in the field of human rights and peacekeeping. Looking at critical Western opinion of this activity, we find speculation around Chinese motives. This is why a major emphasis is placed on a hermeneutic approach to China which explains how it sees its intentions. The heart of the Research Report is an exploration of the underlying Chinese philosophy of rulemaking, undertaken in a comparative perspective to show how far it resembles or differs from the Western philosophy of rulemaking.

Each religious sect has its own characteristics, whether fundamental, radical, or religious. One of them is Insan Al-Kamil Congregation, which is in Cijati, South Cikareo Village, Wado District, Sumedang Regency. This congregation is Sufism with the concept of self-purification as the subject of its teachings. So, the purpose of this study is to reveal how the origin of Insan Al-Kamil Congregation, the concept of its purification, and the procedures of achieving its purification. This research uses a descriptive qualitative method with a normative theological approach as the blade of analysis. In addition, the data generated is the result of observation, interviews, and document studies. From the collected data, Jamaah Insan Al-Kamil adheres to the core teachings of Islam and is the tenth regeneration of Islam Teachings, which refers to the Prophet Muhammad SAW. According to this congregation, self-perfection becomes an obligation that must be achieved by human beings in order to remember Allah when life is done. The process of self-purification is done when human beings still live in the world by knowing His God. Therefore, the peak of self-purification is called Insan Kamil.

The process of globalization, which many times is considered as new world order is affecting all spheres of modern society but also the media. In this paper specifically we will see the impact of globalization because we see changing the media access to global problems in general being listed on these processes. We will see that the greatest difficulties will have small media as such because the process is moving in the direction of creating mega media which thanks to new technology are reaching to deliver news and information at the time of their occurrence through choked the small media. So it is fair to conclude that the rapid economic development and especially the technology have made the world seem "too small" to the human eyes, because for real-time we will communicate with the world with the only one Internet connection, and also all the information are take for the development of events in the four corners of the world and direct from the places when the events happen. Even Albanian space has not left out of this process because the media in the Republic of Albania and the Republic of Kosovo are adapted to the new conditions under the influence of the globalization process. This fact is proven powerful through creating new television packages, written the websites and newspapers in their possession.

Every few decades, the world order changes due to various geopolitical, economic and other circumstances. For example, as a result of globalization, the world order has undergone significant changes in the last forty years. Globalization has led to the destruction of the postwar world order, as well as to world leadership by the United States and the West. However, in recent decades, as a result of globalization, the U.S. and the West began to cede their leadership to developing countries, so there is now a change in the economic structure of relations in the world system. Today the center of economic growth is in the East, namely in Asia. There are no new superpowers in the world at the moment, but the unipolar world will cease to exist due to the weakening of the U. S. leadership, which will lead to a change in the world order. A new leader, which may replace the U. S., will not have as wide range of advantages as the USA has. Most likely, the essence of the new order will be to unite the largest countries and alliances into blocks, for example, the USA together with the Trans-Pacific Partnership, the EU, etc. The article outlines forecasts of GDP growth rates as well as the global energy outlook; analyzes the LNG market as well as the impact of the pandemic on the global oil and gas market; and lists the characteristics of U. S. geopolitics.

Air pollution is an environmental problem that is familiar to residents of absolutely all corners of the earth. It is especially acutely felt by residents of cities where enterprises of ferrous and non-ferrous metallurgy, energy, chemical, petrochemical, construction, pulp and paper industries operate. In some cities, the atmosphere is also severely poisoned by vehicles and boiler houses. These are all examples of anthropogenic air pollution. The subject of the study is the emissions of carbon dioxide into the environment. The purpose of the study is to solve the problem of environmental pollution by harmful substances and preserve the ecology in the world. Methodology. The main indicators characterizing the impact on the environment - CO2 emissions in the global energy sector - have been systematized; two indicators have been identified that determine the level of atmospheric pollution. Results - the scale of the influence of atmospheric air pollution on human health and the entire ecosystem as a whole was revealed.

Abstract This paper describes our approach for the Chinese Medical named entity recognition(MER) task organized by the 2020 China conference on knowledge graph and semantic computing(CCKS) competition. In this task, we need to identify the entity boundary and category labels of six entities from Chinese electronic medical record(EMR). We construct a hybrid system composed of a semi-supervised noisy label learning model based on adversarial training and a rule postprocessing module. The core idea of the hybrid system is to reduce the impact of data noise by optimizing the model results. Besides, we use post-processing rules to correct three cases of redundant labeling, missing labeling, and wrong labeling in the model prediction results. Our method proposed in this paper achieved strict criteria of 0.9156 and relax criteria of 0.9660 on the final test set, ranking first.

In the last years of the twentieth century, after the end of the Cold War, the world has evolved into a mixed structure, which preserves the characteristics of unipolarity at the same time that approaches to a multipolar world in some ways. In an international reality marked by its fluid nature, the emergence of new actors and the so-called "asymmetric threats" has not eliminated the former agents in the world order. And the conflict between the States has not disappeared from the horizon. In this context, diplomacy must have the permanent support of defense policy. Therefore, in the Brazilian case, the paper presents that the country should adopt a grand strategy that combines foreign policy and defense policy, in which soft power will be enhanced by hard power.

Rashevska N.V. and Soloviev V.N. Augmented Reality and the Prospects for Applying Its in the Training of Future Engineers. The education system of Ukraine is closely linked with the world education trends, therefore it requires constant renewal and expansion. One of the progressive areas of organizing studying process is creating the studying environment which will allow students to reveal their intellectual potential while searching for the necessary knowledge. That’s why the purpose of the article is analysis of the concept of augmented reality and prospects of its application in the process of training future engineers. The object of study is the system of training future engineers and the subject is using of augmented reality technologies in the process of training future engineers. The research method is analyzing the impact of the augmented reality technologies on the training future engineers. During the research, we have identified positive aspects of the augmented reality technologies in the process of training future engineers. We have defined the stages of creating some methodical system components of teaching fundamental disciplines in the higher technical school through interdisciplinary integration and technologies of augmented reality.

Fair punishment for a condemned has been long debated in the universe of discourse of law and global politics. The debate on the philosophical level was no less lively. Many schools of thought philosophy question, investigate, reflect and assess systematically the ideal model for the subject just punishment in violation of the law. One of the interesting and urgent legal thought Jeremy Bentham, a British philosopher renowned trying to provide a solution in the middle of the debate was the doctrine or theory of utilitarianism. The core idea is that the fair punishment should be a concern for happiness of a condemned itself, and not just for revenge. Bentham thought has relevance in several dimensions such as dimensions of humanism, moral and utility.
