<p>At present, local culture is becoming more and more important in the developing process of national economy and society, increasing the significance of the development and reconstruction of local culture in various places as well. Local culture can promote the brand building, tourism and economic development. In the long history from the Spring and Autumn Period to the Qin and Han Dynasties and till now, Qi culture has been eclectic, becoming a symbol of Chinese culture, and forming a unique spiritual characteristic of self-improvement, kindness, virtue and wisdom. This paper analyzes the coupling path of Qi culture and regional economy.</p>

Confucian culture has always been the most glorious component of Chinese culture. Governing the mainstream world of China for more than two millennia, it has cast a profound and long-lasting influence on the way of thinking and cultural-psychological formation of the Chinese people. Confucianism emphasizes caring about others with benevolence and governing a state with ethics, reflecting the importance of moral principles for politics. “Ren” and “Li” are important parts of the core values of Confucianism, so analyzing the differences between them and their evolution is of great significance for further understanding Confucian culture. This paper selected 132 classic Confucian works from SikuQuanshu, a large collection of books compiled during the Qianlong’s reign of the Qing Dynasty (1636–1912), to calculate the use of frequency of “Ren” and “Li” in those books by means of big data. Then the data was analyzed to show the development trajectory of “Ren” and “Li” from the Spring and Autumn period (770–476 BC) to the Qing Dynasty, providing a new perspective for the study of Confucian culture. The analysis result shows that from the Spring and Autumn period to the Qing Dynasty, both the frequencies of “Ren” and “Li” record a peak and a bottom: “Ren” has its peak in the Sui and Tang period (581–907) while “Li” reaches its climax in the Wei and Jin period (220–420); both “Ren” and “Li” hit their bottom during the Yuan Dynasty (1279–1368). The average frequency of “Li” is higher than that of “Ren” during most of the time (eight dynasties and periods). In general, “Li” is more frequently referred to in classic Confucian works than “Ren,” especially in those of the pre-Sui and Tang era. The An-Shi Disturbances in the Tang Dynasty may mark an important turning point for the frequencies of “Ren” and “Li” in classic Confucian works.

To be able to achieve these goals, the government and the community jointly take local development initiatives by using all the potential they have by not forgetting the culture that is the main base of regional creative economic development that includes the readiness of human resources, the availability of natural resources that foster innovation and creativity, creating entrepreneurs, and creating renewable resources for the welfare of society. The existence of this activity can produce a variety of products that can attract consumers. Bags, wallets, bracelets, hats and other accessories are the result of training of weaving craftsmen in Samosir Regency.

The peculiarities of the regional development of Kazakhstan, the variety of production, the initial level of resources in different regions, various reforms of the market economy have led to the uneven development of the regions of Kazakhstan. A region or regional economy is a subsystem of the “national economy” macrosystem. And the national economy is the internal system of the global world economy. Regional development is development based on three characteristics and qualities: interrelated stability, proportionality and social orientation. Basically, the effective development of an individual region means the use of certain factors and potentials through the creation of value in a market economy. However, it is not possible to have a common development strategy for the whole regions. Because each region has its own conditions of development, economic and social potential. Therefore, these factors should be taken into account in the development of the regional economy. The main task of the regional policy of Kazakhstan is to increase the competitiveness of the region in a market economy, employment and living standards of the population of the region through the full use of its production and resource potential. The purpose of this article is to identify trends in the socio-economic development of the regions of Kazakhstan. The article defines the concepts of “region”, “regional development” as a system and gives their main characteristics. Trends in the socio-economic development of the regions of Kazakhstan were determined by grouping the regions of Kazakhstan on the basis of socio-economic indicators and analysis of statistical data and facts. In conclusion, it was noted that the socio-economic development of the regions of Kazakhstan is at a high level. Today, the socio-economic development of the regions of Kazakhstan is much higher than in previous years. This means that the development of certain regions means an increase in the quality of life, employment, economic growth of the country.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

The level of economic development of entrepreneurship in any country in the world is crucial in increasing the competitiveness of the national economy in the world market of goods and services. The activities of economic entities are the driving force for the sustainable development of regions and their suburban areas, and they also impact the welfare of population. The article dwells on the analysis of scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. The article analyzes the scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. According to the well-known classics of the fundamental economic theory of entrepreneurship development (A. Smith, D. Ricardo, V. Laungard, A. Loria) the peculiarities of economic development of entrepreneurship in suburban territories of the region are determined by the possibility of distribution of surplus production, minimum production costs per unit of production, availability of labor resources. In modern economic theory (M. Weber, A. Pre, S.M. Kimelberg, E. Williams, C. Vlachou, O. Iakovidou, J. van Dijk, P. Pellenbarg) the development of entrepreneurship in suburban areas of the region can be determined by institutional, innovation, technological, social, ecological and other features of the economy at the regional, state or world levels. The complex and comprehensive generalization of the features of economic development of entrepreneurship in suburban areas is proposed. There are (1) the type of decision taken by an enterprise to carry out business activities in the relevant suburban area of the region, and (2) the influence of internal and external factors on economic activity. The article argues that large enterprises are guided by more objective decision-making reasons, attaching the most importance to the physical and innovative environment. Medium and small enterprises are mainly focused on getting benefits for the entrepreneur in the short-term time period and location in the nearest geographic area. The attention was paid to the tools of ensuring economic development of entrepreneurship in suburban areas of the region, taking into account institutional changes in the national economy and the experience of developed countries of the world.
