Global urbanization brings the urge to identify the most intelligent methods to cope with the challenges arising in the modern society. Sustainable and smart cities are the new target for urban development; their representatives are being forced to identify and develop new strategies to increase their city’s performance and ensure that it endures over time. Information and Communication Technology (ICT) contributes to this purpose. Brașov is one of the cities in Romania for which the process of modernization started years ago, and it is currently developing as a smart city. This paper focuses on the development of the city in terms of cultural tourism solutions by presenting a case study on the use of virtual reality with a mobile application and its evaluation on cultural heritage sites. The original contribution of the paper is to describe and analyze the quality of the mobile application by using a proposed analysis grid to identify the main elements of this app. The main findings suggest that the application may bring authenticity of experience through the lens of heritage preservation for further user engagement and participation in real-time, while suggestions are made for future enhancement. Implications are discussed for a) destination managers, b) for developers to improve the general quality of the mobile application in terms of design and features and to implement changes in the near future, and c) for visitors who engage in real-time and co-create experiences.

The era of globalization provides a great change to the world order as a whole. The change is faced together as a natural change because under no circumstances will change occur. Free market globalization at the local, regional and international levels will create uncertain changes. To face globalization needs to be realized in quality Indonesian society. Transformative education has a vision of transforming traditional society into modern society. As nowadays the Indonesian society is an agrarian society with ethics, aesthetics and agrarian personality not yet fully familiar with science and technology along with its development. The task of education is to change the civilization of society, especially in instilling and developing science and technology as well as ethics, aesthetics, and changes into the social system of society. One of the efforts in improving the quality of education is to improve the quality of teachers as the spearhead that interact directly with learners. In the scope of transformative education, teachers tend to rely on specialized specialist labor skills that will survive and compete in the coming century. Teachers at this time are expected to be figures who are able to manage the learning program by formulating instructional goals using appropriate methods and in accordance with the needs of learners. Teachers should have a personality competence that is charismatic and authoritative, wise in facing learners and able to be a good example in terms of attitude and spoken words.

With the development of China’s social economy and science and technology, all aspects of the construction are also growing rapidly, water conservancy project is one of the very important infrastructures in China, for promoting the development of China’s economy and science and technology has a positive significance. With the promotion of social economy and science and technology, the number of water conservancy projects has been greatly improved. At present, water conservancy projects of different sizes, large and small, are being carried on continuously. With the vigorous development of water conservancy project, higher requirements are put forward for water conservancy project construction. Sluices plays an extremely important role in water conservancy project, sluice is built on the river to control the flow of important facilities, water conservancy construction of downstream river drainage, water supply, flood control has an important role in flood season, therefore, guaranteeing the quality of lock of water conservancy project on the surrounding residents’ life safety and property safety is of great significance. This paper expounds the significance of sluice reinforcement in water conservancy projects, analyzes on the technical points of sluice reinforcement, and further discusses them with practical examples for reference.

Tourism is one of the most complex activities of today’s modern society. In developed countries and in some other countries in transition, it presents a significant product of export and employment generator. The increase of the quality of service and application of the quality management system in tourism industry is undoubtedly a challenge that we are all interested to deal with. Quality Management of Services is directly connected with training and qualification of human resources involved in this sector. Tourism sector in recent years, although, it was a priority for each government, we can freely say, it has increased in spontaneous way. More tourists don’t mean more progress in development, or generating of incomes for Kosovars. The type of tourism that one country is commited to develop is mainly determined from the contribution for enriching of its inhabitants. Emphasizing of natural and cultural tourism in Kosovo is mainly focused on benefiting from local communities, which, unfortunately, are currently facing the limited economic situation. Positive benefiting from a successful tourism sector strategy directly contributes to increase of employment, additional benefitting for economy, improved infrastructure and increase of tax revenue which directly has an impact in improvement toward health care, education, and other social development.

Vocational education as one part of the system Education of National is very strategic role for the form of national labour generation which was skillful. Research focussed 1) How System Implementation Management Quality of ISO 9001:2008 in Public Vocational High School of 1 at Singosari, 2) Effort what is done by for the agenda of overcoming various resistance faced in management system implementation quality of ISO 9001:2008 in Public Vocational High School of 1 at Singosari. Method Research weared in this research is device qualitative with method intake of data through interview, documentation and observation to informant namely components in Public Vocational High School of 1 at Singosari. While data analysis through analysis of interactive (Miles and Huberman, 1994).Research finding of research focus I: 1) conducting two qualifying which have been commended by ISO 9001:2008, namely System Design Of Management Quality of through step of plan-do-check-action ( P-D-C-A) and Documentation System Management Quality of. Management Top (principal) organizational have to compare expectation of the customer with Organizational performance able to determine direction policy of Organization. 2). Have Commitment of customer satisfaction either from internal and external school started by given the expectation and requirement of customer. 3). Process looked into a study which continue to have continuation and over there will happened repairs to performance 4). Management system implementation quality of ISO 9001:2008 in Public Vocational High School of 1 at Singosari qualify total involvement from entire school component. Focus II: 1) Steps the done by principal in developing this commitment for example always communicate vision, target and mission go to school and also remind obligation and duty will each and also always inform position growth of school to all student and teachers 2) Process study to employees and teachers through giving of instruction work in writing and followed with explanation is verbally looked into by an effective enough in improving their motivation with cultural of quality. 3). Leader go to school and entire school component have high commitment to do repair on an ongoing with step of Plan, Do, Check and of Action by have cycle to supported by source which with quality.

The issues of accessibility and quality of the provision of public services in the field of migration are relevant for every citizen of modern society, as a result of which the improvement of this sphere of activity of the internal affairs bodies of the Russian Federation is one of the most important directions for increasing the efficiency of their functioning. It should be noted that the systematic work of the Ministry of Internal Affairs of Russia to improve the quality of the provision of public services in the field of migration will undoubtedly serve to increase public confidence and support citizens of the agency. In the article, the author considers the main problems in the activities of units on migration of the territorial body of the Ministry of Internal Affairs of Russia at the regional level for the provision of public services, where the electronic queue management system is actively used. Also, the author of the article suggests some solutions that arise in the provision of public services in the field of migration, and identifies possible directions for improving this process.

The compaction quality of the subgrade is directly related to the service life of the road. Effective control of the subgrade construction process is the key to ensuring the compaction quality of the subgrade. Therefore, real-time, comprehensive, rapid and accurate prediction of construction compaction quality through informatization detection method is an important guarantee for speeding up construction progress and ensuring subgrade compaction quality. Based on the function of the system, this paper puts forward the principle of system development and the development mode used in system development, and displays the development system in real-time to achieve the whole process control of subgrade construction quality.
