Development of a market economy in Russia is accompanied by active development of the transport sector, a huge role in which civil aviation plays.A significant area of the country and its uneven settlement, geographic and climatic diversity, the underdevelopment in some regions of land transport infrastructure cause the value of the use of air transport. Strategic development of modern air transport enterprises takes under non- stationarity external environment. The study analyzes the current state of development of civil aviation, the main functional relationships of the air transport market were determined, the analysis of functioning of Russian airports, which enabled us to identify the factors system, affecting the air transport passenger traffic.

Tourism development in a destination may be achieved under specific conditions and circumstances which include sufficient destination accessibility and connectivity. This paper aims to highlight the contribution of funding and investments for tourism development related to the destination’s transport infrastructure focusing on air services. Paros Island is the study case since it presents high interest due to recent funding and investments actions towards air transport sector. More specifically, Public Service Obligation (PSO) route Athens-Paros and local airport expansion, partially funded by the private sector investment action, are of high interest. Research methodology includes a secondary research of passenger traffic and hotel beds. Moreover, a primary research has been undertaken with personal interviews of tourism stakeholders of Paros Island regarding funding and investments on air services and destination’s tourism development. Findings indicate that indeed air traffic flows have been significantly increased and so does tourism figures of the island.

The tendencies of development of air transportation in Ukraine in the period of world globalization and liberalization in the air transportation market are considered. The analysis of domestic air transportation showed that the growth rate of air transportation in the Ukrainian segment of the market, despite the instability of the military- political and economic situation in the country, is optimistic for predicting the future development of air transportation in Ukraine. The growth of the main indicators of the work of civil aviation in Ukraine demonstrates the growing interest of market participants in air transportation. The passenger air transportation market of Ukraine has sufficient prerequisites for its successful development. First of all, this is due to a significant increase in passenger transportation by air, the creation of new airlines in Ukraine, namely low-cost airlines, the entry of new foreign airlines into the airspace of Ukraine, the opening of new airlines by Ukrainian carriers, the approval of a visa- free regime with EU countries, and the modernization of existing infrastructure air- ports and their development, taking into account modern requirements. The main production indicators are presented and passenger traffic analysis is carried out. It has been determined that the development of civil aviation is related to the general tendencies of international air transport and is conditioned by both global and nation- al socio-economic, political and other factors. The main directions of the industry for a third of the decade of the 21st century are determined.

This paper examines the impact that deregulation is having on the region, including the growth of low cost carriers. It establishes that the region is working towards a pan-regional agreement on liberalisation under the leadership of the Arab Civil Aviation Commission.

The paper substantiates the number of passenger flows by different modes of transport for the last 40 years and analyzes passenger flows by Ukrainian airlines. The share of different types of transport in the total volume of passenger traffic during the years of independence of Ukraine is compared, and the corresponding conclusions concerning tendencies of development of air transport in Ukraine are made. It has been proven that high-income passengers remain the main type of passengers on domestic routes. Further growth in demand will depend on the growth of the country's economy, airline tariff policy, frequency of flights and ease of connections. The significant growth of passenger traffic in the international connection is partly explained by the trends that began in 1990. Following Ukraine's declaration of independence, imports of imported goods have increased significantly and demand for travel abroad has grown significantly. It should also be noted that the transport infrastructure of Ukraine allows to reach any point of the country using terrestrial modes of transport, which are significantly cheaper than aviation. It is no wonder, therefore, that most domestic airlines are focused on international transportation. Considerable potential for the development of international flights lies directly in the geographical location of the country, which is capable of providing high transit passenger traffic. Analyzing the work of Central European airports, it should be noted that Ukraine was the leader in the growth of passenger traffic. Airports of Ukraine served 10.7 mln passengers in six months, which is 20 % more than in the same period last year. In terms of passengers number carried, Ukraine came second after Poland – 22.3 mln passengers. Romania is in third place with 10.5 mln passengers.

Рассматриваются особенности регулирования отношений государственно-частного партнерства в иностранных государствах. The article is devoted to the main problems associated with the formation of state policy for the implementation of the mechanism of public-private partnership in the transport sector. The analysis examines the understanding of public-private partnership in this area, examines the current state of public relations, es- pecially the regulatory legal regulation of public-private partnership in connection with the implementation of the Transport Strategy of the Russian Federation. The features of the regulation of public-private partnership relations in foreign countries are considered.

The main aim of the article is attempt to get the answer to the question about the impact of services offered by point elements of transport infrastructure on meeting the expectations and preferences of passengers in various modes of transport. Based on the presented objective, the assessment of the competitiveness of air and ferry transport in the service of passenger traffic was carried out through taking into the consideration selected elements affecting the quality of services offered by airports and ferry terminals. One of the key factors of the competitiveness of ports is time availability. The main objective of the research undertaken in the article was therefore to assess the competitiveness of seaports and airports in terms of their time availability. The article uses the case study method of selected airports and ferry terminals located in the Baltic Sea Region (BSR). The comparative analysis covered the time competitiveness of port ground access. The results of the research allow to make a general conclusion that ferry terminals have better ground access for individual car journeys and airports are becoming more competitive in the case of the arrival and departure function of public transport. This indicates that the system of ground access for seaports and airports is adapted to the segment of passengers having the largest share in transport by the analyzed transport branches, i.e. the motorized passengers in ferry transport and non-motorized passengers in air transport.

Subject. The paper considers the current state and priorities of the transport infrastructure development of the Rostov-on-Don region with an emphasis on the effects of national and regional projects implementation. Objectives. The study overviews the statistical analysis of the current state of transport infrastructure in the Rostov-on-Don region, identifying key problems, determining the prospects and risks of implementing infrastructure transport projects. Methods. The methods of statistical and economic analysis are used. The available statistical indicators of the transport sector for 2000–2019 are analyzed. Results. The impact of infrastructure investment on economic growth is higher in regions with better-designed regional policies. At the same time, this conclusion only highlights the complexity of the channels through which infrastructure affects economic performance, as well as the problems that this complexity creates for empirical research. Studies on the relationship between infrastructure and economic growth have not produced definitive results. There is a positive correlation between the availability of regional transport infrastructure and availability of developed transport systems and economic indicators, for example, GRP. However, this correlation may reflect historical agglomeration processes, etc., rather than the current causal relationships. Conclusions and Relevance. The complex of infrastructural restrictions of the transport infrastructure of the Rostov region is the congestion of highways, the exhaustion of load-bearing road capacity and, as a result, the reduction of the transport permeability of the entire agglomeration. These problems put the implementation of projects to improve the transport and operational condition of the existing network of public roads, bringing the technical parameters and the level of engineering equipment of roads in line with the achieved traffic intensity levels among the priority tasks. The main tool for achieving the strategic goal is the Safe and High-Quality Roads national project. The implementation of the Rostov-on-Don Transport Ring project will also have a positive impact on the economic security of the region's road transport infrastructure.

The article highlights the current state of the aviation industry in Ukraine in a difficult economic situation. In addition, the trends in the development of the aviation industry in Ukraine during the coronavirus pandemic, which resulted in severe quarantine measures and the economic crisis, were considered. The study is very important in our time, since the aviation industry is one of the strategically important sectors of the economy. Analyzed the current problems of the Ukrainian aviation industry, its relationship with the tourism industry. The directions of state support for the aviation industry, both in Ukraine and abroad, have been investigated. This article provides statistics for the past few years that will help you better understand the main aspects in this area. Therefore, additional research will identify a plan for future actions regarding the prospects for the further development of civil aviation in Ukraine. A new trend for civil aviation was also considered, with the help of which airlines are trying to actively operate during the period of global quarantine. The article also discusses what measures can improve the condition of Ukrainian airlines. Practical recommendations for increasing the competitiveness of Ukrainian air transport are provided. The formation of the Ukrainian aviation industry in order to develop probable strategies for the development of domestic aviation during the crisis has been studied. The problems of state regulation of activities in the field of aviation, guaranteeing aviation safety, ensuring the interests of the state, national security and the needs of society and economy in air transport during the coronavirus. Measures to support the aviation infrastructure of the world's leading countries and compared to measures to support the Ukrainian government are demonstrated. It is emphasized that the aviation industry is a high-tech sector of the economy of any state, the dynamic development of which requires streamlining national legislation in this area, expanding international cooperation, updating legal instruments used by public authorities in state regulation of air transport.

This paper examines how entry and competition impact departure frequency using data from 19902009 on a number of routes served by at least two airlines. The estimated frequency equation indicates that an additional airline at the route level results in a slight decrease in the number of departures despite a substantial increase in passenger traffic since the industry was liberalized in 1995. The results suggest that domestic airlines have shifted to relatively larger aircraft and operate them at higher load factors. The use of larger aircraft operated at higher load factors may indicate their inability to secure additional landing slots, suggesting that investments in air transport infrastructure have not kept pace with demand. Fewer departures indicate that the waiting time between flights has increased, reducing the probability of matching the passengers preferred departure times with scheduled flights. The longer waiting time between flights and more congestion inside the aircraft due to higher load factors suggest that the service quality of air transport has deteriorated in the post-regulation period.

Modern trends in the development of air transport lead to the need for structural, positional and substantive changes in the market of aviation personnel. The response to technological progress in the aviation industry requires more accurate forecasts of staffing needs, changes in the requirements for their quantity and quality by categories and professions, which causes dynamic and structural changes not only in the labor market but also in the education market. To implement the necessary changes in the training of personnel for civil aviation, it is necessary to take into account the economy of the modern air transportation market and airport infrastructure, conduct regular monitoring of vacancies and forecast changes in the quality and level of education of future airlines and airports. Identification and analysis of factors that determine the innovative development of aviation and related markets, allow to form an idea of the trajectory of the space of intermarket interaction and its boundaries. An important point in strengthening the influence of the innovation market on civil aviation is to change the requirements for personnel and their competencies. In turn, the transformation of staff requirements under the influence of technological innovations shapes the professions of the future - technological, analytical, information and control, software. The leading trend in the development of the education market is rapid and flexible adaptation not to new but to the promising needs of the industry market. The task of assessing the compliance of opportunities for the development of the education market with the prospects and goals of air transport development becomes relevant. An employee in demand in terms of innovative employment can be trained only if the markets of education, labor and innovation interact. The close relationship and interdependence of the labor market and the education market require coordination in the intermarket space, which allows to build processes and create conditions in which the goals of each of the interacting systems leads to increased efficiency of their joint efforts and achieve synergies. This phenomenon will be considered inter-market interaction. The air transport sector is an inter-market space within which any changes in one of the markets cause a diffusion effect in the spread of trends to related markets. The main impulses in development come from the innovation market. They form trends and tendencies in the development of aviation equipment and directly determine the requirements for staff in the labor market and for future staff - the education market. The paper proposes a model of interaction of aviation-related markets (innovation market, labor market and education market) and a description of the links between them. Taking into account the links between the subjects of intermarket space, the factors that determine the qualitative and structural dynamics of adjacent interacting markets, which are exogenous and endogenous in nature, have been identified and systematized. air transport in personnel with promising competencies, will promote the growth of innovative, intellectual potential, ensure the stability of markets in the air transport sector and achieve long-term goals for the development of air transport.
