This article attempts to reveal, based on archival materials, the main directions of research activities of the outstanding scientist A. N. Frumkin (1895-1976) during His work at the L. ya.Karpov research Institute. It was at this time, from 1992 to 1946, that A. N. Frumkin worked his way up from the head of the Department of surface phenomena to the Deputy Director of the Institute for scientific work. The main directions of his research interests in the field of physical chemistry are shown. He paid special attention to the study of the surface properties of metals. In the circle of his interests included the study of adsorption phenomena. The "Frumkin isotherm" was developed, and the fundamental position about the zero charge potential was proved. A. N. Frumkin has repeatedly made scientific reports in leading scientific institutions in Germany, the USA, the Netherlands, and others. A. N. Frumkin's contribution to the development of electrochemistry, which is of great importance for both science and practice, was appreciated. His scientific work was highly appreciated by the government. Thus, it was during the "Karpov period" of A. N. Frumkin's scientific activity that the most important fundamental research was carried out, which for many years determined the directions of development of physical and chemical science, and an authoritative scientific school of electrochemistry was formed.

It is difficult to consider the development of science in Canada since the last World War without at the same time thinking of the late E. W. R. Steacie, and of the impact that he has had on this development. Temperamentally, he was the true scientist with all the scientist’s concentration and reserve, and yet to an outstanding degree he had a sense of the paramount importance that science would have in the world of the future. He was endowed with a compelling personality, had strong ideas about science, and had the firm conviction that research in Canada should be intensified and expanded both in the universities and in industry until it was commensurate with the standard of living prevalent in the country. With his understanding and clear vision, with his drive, his tenacity and powers of persuasion, Steacie was able to obtain from the government over the years increasingly important subsidies in support of scientific work in the universities. In scientific research his role has been truly remarkable, and his influence has been felt in all fields of scientific activity. He was always interested in men who did good work, no matter what the discipline was, and keen to help them in every way he could. If he had to defend a cause in which he believed, he was fearless and acted with vigour, without any consideration of possible adverse consequences to himself. He, more than anyone else, can be said to have moulded the present pattern of scientific research in Canada.

The article investigates the possibilities of scientific activity on the basis of pedagogical universities in the educational process of physics. It is emphasized that the research activity of students will be the most effective in the case of its implementation within a comprehensive, purposeful and methodologically sound system. It is proved that only under such conditions it will fulfill its main functions and ensure that students master a range of different types of research activities, which will allow future professionals to enrich their work with elements of a scientific approach to solving practical problems. Emphasis is placed on the fact that solving the problem of organizing the research activities of students, first of all, requires a significant strengthening of the research and innovation component of the educational process. It is believed that the main role in solving this important task can be performed by scientific schools, and therefore innovative transformations in the activities of institutions of higher pedagogical education should begin with the revival of scientific schools, reviewing their status and real contribution to science. It is stated that due to objective and subjective reasons, scientific schools have now degraded to some extent. It is shown that scientists of scientific schools, which operate on the basis of pedagogical universities, must have not only significant abilities in conducting directly applied research, but also a full range of scientific and methodological skills, which is related to the specifics of work in higher pedagogical school. The role of the well-known in Ukraine and abroad scientific school of academician MI is noted. Jester in the study of thermal and relaxation phenomena in polymer composites. It is emphasized that the scientists who are part of the scientific school not only successfully solve the problems of modern thermophysics of polymers, but also provide constant acquaintance of students with the latest achievements in this scientific field. It is stated that scientific schools should become a factor in preserving the scientific heritage and national values of Ukrainian education and science. Historical materials about the life and work of G.V. Khlopin, an outstanding scientist and hygienist, who created his own large scientific school. The main activity of which was the development of prevention and public hygiene. Biographical data are given, and scientific activity in the pre-revolutionary and Soviet periods is analyzed. The main directions of research work in the field of General hygiene, water supply hygiene, food hygiene, school hygiene, work in the field of anti-epidemic and anti-chemical protection are presented. The role of G.V. Khlopin in the formation and development of experimental hygiene is emphasized. The article describes his many-sided activities as a Professor of the Department of hygiene at the Military medical Academy, as well as his organizational and pedagogical activities, which laid the foundations for teaching hygiene at the higher medical school based on numerous textbooks and manuals published by him. The author notes the encyclopedic nature of knowledge, the great erudition of the scientist in all matters of hygiene, his unflagging ability to work, which made it possible to create capital guidelines on hygiene based on the works of domestic researchers. Attention is drawn to the activities of G.V. Khlopin in the creation of the Institute of preventive Sciences named after Z.P. Solovyov, organized with the aim of improving the educational process and research activities, as well as his work as a consultant to the Main military sanitary Department of the Workers and peasants red Army. A high assessment of the work of G.V. Khlopin, who holds the rank of full state Councilor, for the benefit of Russia, is the award of the order of St. Nicholas. Vladimir and SV. Stanislav, and in the years of Soviet power conferring the honorary title of honored scientist.

The article examines the possibilities of evaluating the effectiveness of scientific work of departments of scientific institutions and universities by means of information and digital systems on the example of the Institute of Information Technologies and Learning Tools of the National Academy of Pedagogical Sciences of Ukraine. Accordingly, the goal of the article is to analyse the existing information and analytical systems for evaluating the effectiveness of the scientific work of departments of scientific institutions and universities. In this study, the following methods were used: analysis to review existing information and analytical systems to assess the effectiveness of scientific work, generalization, and systematization for processing the data. To assess the effectiveness of the department or laboratory of research institutions and institutions of higher education by using formal indicators (quantitative), it is necessary to take into account the direction of the institution/freelancer, the field they belong to, and the specifics of research tasks. Therefore, this study describes and analyses the services of information and digital systems that can be used to assess the effectiveness of the scientific work of research institutions and universities. The authors illustrate popularization of scientific achievements as one of the most important tasks of a scientific institution. In addition, the image of a scientific institution and the institution of higher education is formed by structural subdivisions. The aim of the study is to examine the results of the activities of scientists representing the theoretical criminal law scientific school of the Institute of Legislation and Comparative Law under the Government of the Russian Federation since its establishment in 1923 up to the present time. Particular attention is paid to the scientific activity of M. N. Gernet related to his research in the field of criminology and prison science and the results of the work of his followers. In the conclusion we present the periodization of the history of development of theoretical criminal law scientific school of the Institute of Legislation and Comparative Law under the Government of the Russian Federation.


The Great Patriotic War left a deep mark in the history of our country. The higher school, in particular, Ivanovo agricultural Institute, did not become an exception. This article considers the main milestones in the institute’s life in the period of the war, shows the directions of its scientific activity, provides statistical data on the number of students, graduates and teachers of the Institute who worked and studied in it. The study showed that the university not only retained its enrolment, but also managed to increase it by opening a new veterinary faculty. Despite the difficult conditions of wartime, research activities of Ivanovo agricultural Institute have increased markedly, and the connection of university science with industry has become even closer. The war certainly affected the educational process as well. Some buildings were transferred to hospitals. Classes were held in two shifts. The period of study was reduced to three years. However, such difficulties did not affect the quality of graduates’ training and their importance for the country. The staff and students of Ivanovo agricultural Institute took an active part in the labor front, bringing the Victory closer by their activities. A special part of the article is devoted to biographical notes about frontline teachers, who fought bravely at the fronts of the Great Patriotic War. This is S.K. Voita - Director of Ivanovo agricultural Institute in 1939-1941, N.I. Belonosov - Rector of Ivanovo agricultural Institute in 1961-1974, V.K. Baluyev - Vice-Rector of the Scientific Department, Dean of the zootechnical faculty, I.P. Skurikhin - Vice-Rector on Educational and Scientific Work, Dean of the agronomy faculty and other teachers of the institute.

The paper attempts to analyze the key lines of the soviet historiography in the coverage of scientific and organizational activities of Zinaida Vissarionovna Ermoleva, as well as to characterize the degree of information content of publications on the problem. Z.V. Ermoleva (1898-1974) is a famous soviet medical scientist, a microbiologist and a bacteriogenic, a winner of the Stalin prize I degree, an honored worker of science of Russian Soviet Federative Socialist Republic, a professor, a doctor of medical sciences, an academician of the Academy of Medical Sciences of the USSR. Her scientific and practical activities helped to save thousands of people from death. One of the most famous achievements of Z.V. Ermoleva was the invention of the first domestic antibiotic - penicillin-krustosin and the establishment of its industrial production in the harsh years of the Great Patriotic War. There were also numerous works on the study of cholera vibrions, interferon, lysozyme, various types of antibiotics and their combinations. Z.V. Ermolevas life as well as the history of her research activities are not well reflected in scientific literature. Unfortunately, no historiographical work has been published on the history of this amazing woman scientist. This historiographical review is not exhaustive; it should be perceived as a ground for a further study of her scientific work. Due to the specificity of the subject under consideration, the historiographical review is based on the problem principle.

Eduard Germanovich Bykov, a famous Russian morphologist, Doctor of Medical Sciences, Honored Scientist of the Russian Federation, Honorary Professor of N.N. Burdenko Voronezh State Medical Academy (VSMA), a founder and leader of Voronezh school of histochemistry would have been 85 years old on June 10, 2021. A key issue of his scientific activity was careful selection of sample preparation protocols for histochem ical analysis in order to increase objectivity of differential diagnosis ofbiopsy material in vivo in clinical practice and to solve urgent problems of pathomorphogenesis of the whole range of diseases. Novelty and perspectives of the conducted research allowed Eduard Germanovich to become a scientific supervisor and consultant of a large number of dissertationists who performed their research in alma mater and in universities of other cities of the  USSR. From 1978 to 2008, Prof. Bykov was in charge of the Central Research Laboratory, N.N. Burdenko State Medical University,  organizing  work  of  laboratories  as  connecting  elements  between  fundamental  research  and  practical health  care.  Scientifically  based  methods  of  diagnosis,  therapy  and  rehabilitation  were  developed  an d  implemented into practical healthcare in the Central ResearchInstitute. Eduard Germanovich created Voronezh Scientific  School  "Human  Histochemistry.  Clinical  Histochemistry",  which  focused  on  preserving  the  vital  chemical characteristics of the object of study. Prof. Bykov was repeatedly awarded with certificates of honor from the University Administration and the Government of Voronezh Region for achievements in research, teaching and social work. In April 2010 he was awarded by the Russian Federation of Cosmonautics with Academician M.V. Keldysh medal for a significant contribution to the development of Russian cosmonautics. In 2011 Professor Eduard Bykov was awarded the title of "Honorary Professor" of N.N. Burdenko Voronezh State Medical Academy.

The article analyzes the complex of scientific studies of Elena Konstantinovna Mineeva, Doctor of Historical Sciences, Professor of I.N. Ulianov Chuvash State University who celebrated her jubilee in 2020. The relevance of studying the scientific creativity of the professor is determined not so much by the jubilee commemorative practices, but by the importance of the problems studied by her and the significant contribution of the scientist to the analysis of national policy problems of the Russian state. It is possible to distinguish the following directions in her scientific work: studying the basic principles of national policy of the Russian state of the late 19th – early 21st century; definition of the role played by the People’s Commissariat of Nationalities of the RSFSR in the practice of solving the national issue in the early years of the Soviet power; comparative analysis of the process of creation of the Mari, the Mordovian and the Chuvash Autonomies; the development of these national-state entities in the 1920s–1930s E.K. Mineeva’s research significantly supplemented and clarified the difficulties of determining territorial boundaries and the problems of economic zoning in the Volga autonomies during the period under study; peculiarities characteristic for the process of indigenization and formation of management personnel in the autonomies clarified the policy of the national autonomies in the sphere of education and culture. In her works it is possible to distinguish a separate group of historiographic studies devoted to the analysis of the concepts of national and state building in the scientific heritage of domestic scientists. An important contribution has been made by the scientist to the development of theoretical issues in the sphere of federalism and interethnic relations, to the characterization of the peculiarities in asymmetric federation in our country. The article briefly describes the main conclusions of the scientist on the above-stated problems. In conclusion, the article states a significant contribution of E.K. Mineeva in the study of the national policy of the Russian state, the role of a professor in establishing his scientific school, her organizational activity in scientific journals functioning and conducting scientific events.
