The article examines the possibilities of evaluating the effectiveness of scientific work of departments of scientific institutions and universities by means of information and digital systems on the example of the Institute of Information Technologies and Learning Tools of the National Academy of Pedagogical Sciences of Ukraine. Accordingly, the goal of the article is to analyse the existing information and analytical systems for evaluating the effectiveness of the scientific work of departments of scientific institutions and universities. In this study, the following methods were used: analysis to review existing information and analytical systems to assess the effectiveness of scientific work, generalization, and systematization for processing the data. To assess the effectiveness of the department or laboratory of research institutions and institutions of higher education by using formal indicators (quantitative), it is necessary to take into account the direction of the institution/freelancer, the field they belong to, and the specifics of research tasks. Therefore, this study describes and analyses the services of information and digital systems that can be used to assess the effectiveness of the scientific work of research institutions and universities. The authors illustrate popularization of scientific achievements as one of the most important tasks of a scientific institution. The authors illustrate the popularization of scientific achievements as one of the most important tasks of a scientific institution. In addition, the image of a scientific institution and the institution of higher education is formed by structural subdivisions. Further works can be connected with studying generalized criteria and indicators for evaluating the effectiveness of scientific and pedagogical activities of both departments and institutions, as well as individual scientists. Keywords: information and digital systems; scientific work; evaluation of scientific work efficiency; subdivision; scientific institution, university; h-index; Web analytics.

This article attempts to reveal, based on archival materials, the main directions of research activities of the outstanding scientist A. N. Frumkin (1895-1976) during His work at the L. ya.Karpov research Institute. It was at this time, from 1992 to 1946, that A. N. Frumkin worked his way up from the head of the Department of surface phenomena to the Deputy Director of the Institute for scientific work. The main directions of his research interests in the field of physical chemistry are shown. He paid special attention to the study of the surface properties of metals. In the circle of his interests included the study of adsorption phenomena. The "Frumkin isotherm" was developed, and the fundamental position about the zero charge potential was proved. A. N. Frumkin has repeatedly made scientific reports in leading scientific institutions in Germany, the USA, the Netherlands, and others. A. N. Frumkin's contribution to the development of electrochemistry, which is of great importance for both science and practice, was appreciated. His scientific work was highly appreciated by the government. Thus, it was during the "Karpov period" of A. N. Frumkin's scientific activity that the most important fundamental research was carried out, which for many years determined the directions of development of physical and chemical science, and an authoritative scientific school of electrochemistry was formed.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The creation and improvement of modern information technologies require higher education institutions to introduce new approaches to learning, ensuring the development of communicative, creative and professional knowledge, and the need for self-education. The introduction of information technology in the educational process of universities is moving to a new stage - the introduction of new multimedia educational materials. A large number of diverse information resources are being created in Russia, which have significantly improved the quality of educational and scientific activities. More and more often multimedia technologies are used in training, the spectrum of which has expanded significantly: from the creation of training programs to the development of a holistic concept for building educational programs in the field of multimedia, the formation of new learning tools. Methodically, the textbooks are structured in such a way that they meet the programs of leading universities in Europe and the requirements of a credit-modular system for organizing the educational process, which laid the foundation in our country like the ECTS system adopted in the Bologna process. The practical value lies in the fact that the textbooks allow students, bachelors, masters and graduate students of technical universities to independently master the knowledge of modern electronics. The materials of the textbook will help specialists in practice in the development, implementation and operation of electronic devices and systems, which are an integral part of electrical, radio engineering, telecommunications, computer, biomedical and other devices and complexes, technological equipment for automating technological processes, marine, space and defense equipment.

On the basis of studying and generalization of scientific achievements of domestic and foreign scientists, the essence of formation and correction of students’ systems of values is theoretically determined and substantiated. The article analyses the problem of formation of positive systems of values in students of establishments of higher education. The specific peculiarities of the youth of the student age, which determine the meaningful content of educational activities and educational work with this category, are singled out. The process of enhancing the positive influences and correction of negative influences on young people in the modern information society in accordance with such main content dominants as citizen-patriot, professional-intellectual, spiritual high-moral person is substantiated. Effective forms and methods of educational activities and educational work on correction of students’ negative systems of values in the educational environment of higher education establishments are distinguished. Based on the results of theoretical analysis of scientific works and conducted empirical research, the priority and rating shiGs in the system of values of modern students under the influence of purposeful preparatory work, in particular those who choose the pedagogical profession, were determined. In particular, the dominants were identified, their classification by orientation (positive and negative). The impact of the educational environment on the student community, which has distinctive and unique characteristics, is characterized. Generalized scientific work and experience of pedagogical work with certain categories of students, which require special attention, have certain special educational needs, deviations in behaviour, etc. in higher education establishments.
