This article is devoted to the study of the higher educational institutions teachers’ professional adaptation problem in the context of digitalization. The purpose of this research is to analyze the main changes in the higher education staff’s professional activities due to the digitalization of education, as well as the problems of a university’ staff adaptation to these changes. The relevance of the study is justified by the fact that the effectiveness of the implementation of information and digital technologies in the educational process largely depends on the success of the university staff’s professional adaptation. The main methods of empirical research were students’ questioning and semi-formalized interviews with the university staff. The study was carried out on the basis of Khakass State University in 2019 with the financial support of the Russian Foundation for Basic Research as part of scientific project No. 18-011-00681 A. 500 students and 39 teachers were interviewed (N = 539). The study has found that teaching in digitalization is experiencing a serious sociocultural transformation in addition to technological changes. Information and digital technologies form new principles for organizing the educational process, new forms of teacher communication with students and colleagues, new sociocultural environment of the university and, ultimately, a new role for the teacher in modern education. The study revealed that the digitalization of education entailed significant changes in all types of a university staff’s professional activities — pedagogical, scientific and scientific-methodological. The main difficulties in the university staff’s professional adaptation are associated with insufficient material and technical equipment of universities, constantly increasing actual load, low level of information culture and computer literacy. As a result of the study, it was found that university staff misunderstands the very phenomenon of education digitalization, referring to informatization and computerization, that, of course, prevents the successful implementation and effective use of digital technologies in education. The transformation of the global economic space at all levels of socio-economic eco-systems has been indicated, which is caused by the digitalization of all spheres of public life. The level of transformation of world civilization is commensurate with the revolution of including new ways of energy supply for industry and people’s life, bright discoveries, that change the space due to the achievements of scientific and technological progress.The role of digitalization in the educational process of higher education in the formation of social skills, high professional competencies of future graduates and their demand in the labormarket has been investigated. Problems of introduction of digital technologies in higher Education institutions, connected with weak preparation of the teaching staff and students in the sphere of use of computer technologies, technical problems and change of the purpose of educational activity have been identified. The results of the introduction of elements of digital technologies in the technological process of teaching students basic disciplines on the example of microeconomics have been revealed empirically. The result of the research is a real improvement in the assimilation of theoretical material using digital technologies, a better understanding of it and the possibility of its application in professional activities.It has been concluded, that it is necessary to include elements of digital technologies in the educational process of higher education, because they provide new opportunities for teachers increasing the interest and involvement of students in the studied disciplines and for students in the implementation of their creative and intellectual potential, obtaining deeper knowledge and skills in demand. For the country, this is an opportunity to get managers and specialists of the future, able to ensure stable economic growth and social development of the nation.

Improving the quality of education in Kazakhstan causes a number of factors, and first of all, it is the reform of the existing system of personnel management of higher education, where the main element is the development of the university staff. Improving the competitiveness of Kazakhstan's universities at the international level takes place primarily due to the project-oriented approach to the creation of innovative universities. The purpose of the work is to investigate the importance and necessity of the project-oriented approach as a set of knowledge, techniques, and skills of the university staff in the course of the management actions and decisions that determine the development and effectiveness of the educational institution. The authors revealed the lack of consistency, fragmentation, and fragility in the research of the issue of the project-oriented approach in the management of the university personnel. The methods of theoretical research and system analysis determined that the project-oriented approach to the personnel management in higher education institution from the perspective of personal activity approach to the work of teachers is optimal, effective and even necessary to obtain the quality result of the university. The paper clearly presents the organization of the management of the university staff, where a starting point is a project-oriented approach to the process of training students, staff development, reveals the algorithms and features of embedding technology project-oriented approach in the educational process, and reveals its content. The paper also discusses the motivation of the teacher, the reasons preventing to foresee innovations in the work, as well as compares the models of personnel management of the universities in Europe and Kazakhstan.

The results of higher education are determined by normative documents and are based on the theory of competence approach. They refl ect the readiness of the future teacher to professional activities in the terms of inclusive education. Analytical verifi cation of various scientifi c sources makes it possible to assert that the essence of the various components of the methodological support of the learning process is the subject of scientifi c disputes. But it is worth noting that currently the researchers have not brought a single interpretation of such a concept as “methodological support”, which forces for their own understanding of this designation to refer to it. Methodological support is mainly singled out not just as a pedagogical component, but also as an integral part of the whole educational process. It is characterized by the volume and content of the working programs of disciplines, provides organizational and pedagogical conditions necessary for the formation of the educational environment of the University readiness of future teachers for inclusion. Properly selected and implemented in full methodological support of any process makes it guaranteed to be effective.

The article discusses the implementation of digital technologies in the higher education system, which opens up new opportunities for the design of new pedagogical solutions. The authors highlight the ways to create a digital educational space and content application through digital technologies. The main directions of implementation of pedagogical solutions to improve the results of the teaching and learning process in the context of digitalization of education are described. The main areas of application of ICT tools in the educational process of the University for improving the content of teacher education are considered, formation of a high level of information culture. The means of using interactive innovative technologies, automated systems are analyzed, allowing to equip with new information arrays of resource support of the university, for the competent use by teachers of the potential of modern information technologies for solving practice-oriented tasks of professional activity. All of these diverse methods and approaches, selected by the authors contribute to the development of students ' creative abilities, mastering new technologies

The evolution of social relations at the present stage requires teachers to work in the field of higher education to develop skills in using information resources and digital technologies. The intensity of communication in the information sphere determines the effectiveness of not only the learning process at the university, but also to a large extent, the secondary socialization of young people. The article deals with the problem of using information resources and digital technologies by teachers of Kazakh universities (on the example of the Karaganda region). The article is based on the data of a sociological survey (questionnaire survey) conducted at the universities of the Karaganda region of Kazakhstan. The purpose of the study was to analyze the effectiveness of the use of information technologies and resources in the process of studying at universities and to develop practical recommendations to improve the effectiveness of training. According to the results of the study, it has been found out that the development of the information and communication sphere in universities is influenced by "objective" and "subjective" factors. The first ones are connected with shortcomings in the technical support of the educational process, the second ones– with some teachers’ lack of awareness of the modern Internet resources in their professional field. The identified problems can be overcome with the help of measures aimed at increasing teachers' awareness of available information resources, increasing the speed of the Internet connection and general technical equipment of universities

The article (a case) highlights the experience of the regional university in staff optimization caused by the requirements of federal legislation to improve the quality of higher education and to outline the personnel strategy prospects for the future.The methodological basis of the study is the systematic approach, which made it possible to comprehensively assess the qualitative changes in the university staff; the use of the method of situational analysis largely contributed to an increase in the objectivity of the results obtained. Besides, the researchers used the following methods: the study of legislative documents that determine the activities of a higher educational institution; the analysis of theoretical papers on the management of educational institutions and on human resource management; the method of mathematical modelling and the analysis of statistical data, the method of social forecasting.The study comes to be theoretically significant, as it clarifies the concept of «staff optimization» and introduces the concept of «university staff optimization» as a new scientific term. The research also distinguishes the basic principles of university staff optimization and substantiates the reasons that caused this process, mainly related to the demographic, social and economic situation in our country and the tasks of reforming the higher education system. The article also examines the concept of «university personnel strategy» and highlights its components, focused on preserving academic traditions, on creating conditions for increasing the staff competency and on encouraging the faculty to intensify their activity. On the example of the regional university, there is carried out an analysis of quantitative and qualitative changes in the educational process staffing (in terms of academic degrees and titles, faculty compliance with the profile of the disciplines taught, etc.); the effectiveness of a number of new mechanisms introduced into the universities’ practice in order to update the requirements for the selection of candidates for teaching positions is studied. Thus appearing to be scientifically significant, the paper presents a regional university staff optimization model, which includes several logically related stages, allowing this process to be carried out most effectively: scientific, normative, practical and social. The recommendations to improve the personnel strategy and systematically enhance the quality of personnel in the educational process are formulated.The work is original, as it shows the systemic nature of work with the faculty when optimizing the staff in accordance with the university’s personnel strategy. The article might be of use for university leaders and researchers working on personnel issues and personnel management.

The scientific and methodological basis of the modern concept of higher education is the synergetic unity of classical and modern psychological and pedagogical approaches. Modern higher education is focused on introducing a young person to fundamental knowledge, on developing practical skills in future professional activities and preparing them for lifelong learning. However, modern education is not focused on the student’s life and professional self-determination. The integrated use of personality-oriented technologies in the educational process helps to stimulate the development of personal potential, mental activity, “launches” the development of cognitive processes, and contributes to the formation of competencies necessary for a future specialist. Personaloriented education at the University will help to the painless entry of a young specialist into professional activities and professional community.

Recently the major changes take place in the higher education. They relate to foreign and Russian universities. They are associated with the following trends: implementation of the concept of lifelong education, globalization of the educational space, change of educational paradigm, large-scale introduction of information and communication technologies in the educational process of universities. The article presents an overview of the main cases for the use of distance education technologies (DET) in the practice of the higher education. There are many examples, such as the introduction of systems for distance support of educational process (LMS - Learning Management System), use the MOOC - Massive Open Online Courses. The description of the characteristics of the webinar (a new form of training in a virtual educational environment of the University) is the focus of attention. The purpose of the webinar technology learning for the university teachers is improvement of information culture and competence formation of effective interaction with students in a rapidly changing environment of e-learning tools. This article describes the possibilities of webinar software technology platform that define the teacher tools, such as audio and video in real time, slide show presentations, use of virtual board, screen sharing of teacher desktop. It presents scenarios of webinar tools usage for online lectures and online seminars, technical and pedagogical preparation for them.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.
