RESUMO O presente estudo procurou identificar o cenário para a proteção do conhecimento e inovação no meio acadêmico, bem como as dificuldades encontradas pelos pesquisadores no processo de patenteamento. Para tanto, o método empregado foi o estudo de caso e a coleta de dados foi feita por entrevistas com pesquisadores e gestores de uma Agência de Inovação de uma Universidade no Estado do Paraná. Os resultados evidenciaram um cenário caracterizado pela escassez de mão de obra e de recursos para a realização de pesquisas de cunho inovador. Ademais, a estrutura administrativa da Universidade é vista como engessada e burocrática, o que, somado a outras dificuldades, não corrobora para a cultura da propriedade intelectual e inovação no universo acadêmico.Palavras-chave: Proteção do Conhecimento; Inovação; Propriedade Intelectual; Universidades; Patentes.ABSTRACT This paper aims to identify the setting for innovation and knowledge protection in the academic world as well as the difficulties found by researchers in the patenting process. For this purpose, the method used was the case study. The data collection was done in interviews with researchers and managers of an Innovation Agency at a University in the State of Paraná, in Brazil.  The results showed a setting characterized by the lack of human resources and support to carry out innovative research. In addition, this University's administrative structure is viewed as small and bureaucratic, which, with other additional difficulties, does not corroborate for the culture of intellectual property and innovation in the academic realm.Keywords: Protection of Knowledge; Innovation; Intellectual Property; Universities; Patents.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

Purpose – Human resources in knowledge intensive industries create the basis for continuing innovation and subsequent firm performance. At the same time, they pose risks for the competitiveness of the firm: unwanted leaking of knowledge and intellectual capital to outsiders exposes firm-critical knowledge, and knowledge leaving with a departing key employee may jeopardise the firm’s projects. The purpose of this paper is to examine how human resource management can serve as a protection mechanism to diminish knowledge leaking and leaving via employees. Design/methodology/approach – The authors approach these issues through a case study utilising interview data from 22 interviews within two large research and development intensive firms. Findings – Human resources could be seen both as a strength and weakness of a firm with respect to knowledge protection. The findings indicate that there are numerous practices related to commitment, trust, motivation, and sense of responsibility available to deploy to strengthen loyalty and to improve preservation of intellectual capital. Originality/value – While human resources management aspects have been widely discussed with regard job profitability and efficiency in generating intellectual capital, their connection to knowledge protection has often been overlooked. This study aims to contribute to this area.

Although the first look might suggest otherwise, knowledge protection is a complex phenomenon that does not lend itself to easy classification. Discussion easily turns to intellectual property rights (IPRs) such as patents or secrecy, while other aspects such as human resource management (HRM) for knowledge protection is neglected. Yet, innovative firms depend on their knowledgeable employees to generate new innovation, to assist in profiting from them, and maintain the capabilities for later innovative activities. Therefore both reactive and proactive action is needed to mitigate problems with knowledge leaving and leaking. This study addresses the ways in which companies can prepare for knowledge-related risks as early as during employee recruitment. The findings from our case study suggest that somewhat different issues are considered in relation to different types of risks (leaving and leaking), and that while intuition plays a notable role in proactive assessment, a more analytical approach can also be taken.

Human resources are an important factor in globalization to face competition among organizations. Leadership style can be defined as an individual ability to be able to organize, direct, motivate employees to be able to help run an organization. The quality of a leader can be recognized if he can influence, direct and improve employee performance in carrying out all assigned tasks. Rewards will usually be given to employees who have contributed to advancing the company in accordance with the standards set by management. The sample used in this research is 34 employees who have become Civil Servants at the DPRD Office of Seluma Regency. Data collection using a questionnaire and the method of analysis used is multiple regression. Before the regression test was carried out, the validity and readability test would be carried out on the data used in the study. From the hypothesis testing, it is found that the leadership style variable (X1) and the reward variable (X2) have a partially significant relationship to employee performance (Y). The amount of the determinant coefficient is 0.590, which means that the independent variables X1 and X2 will be able to influence the dependent variable Y by 59% while the remaining 41% is influenced by other variables outside of this study. While simultaneously the variables X1 and X2 have a simultaneous effect on variable Y

The pre-survey process showed that the report on performance was not optimal and human resources in the Department of Population and Civil Registry were inadequate and Minister of Administrative Reform and Bureaucratic Reform No. 38 of 2017 concerning the Competency Standards of the Position of the State Civil Apparatus which requires the State Civil Apparatus that has the competence, discipline, participatory, motivative and commitment in carrying out the performance of public services, then this study takes focus on the influence of competence, motivation and commitment to the performance of the State Civil Apparatus in the Population and Civil Registry Office of Situbondo Regency. This study aims to find out and analyze the competence, motivation, and commitment of employees to the performance of the Government of Situbondo Regency. This type of study is a quantitative study using a saturated sample of 29 State Civil Apparatuses in the Situbondo Regency Population and Civil Registry Office. Data collection techniques used in the study through surveys using questionnaires, interviews and documentation. Data from the subsequent studies were analyzed using multiple linear regression. Based on the results of the study it can be concluded that: 1). Partially, competence and commitment have a positive and significant effect on the performance of the State Civil Apparatus in the Population and Disability Service Office of Situbondo Regency. While motivation has a positive effect, but it is not significant on the performance of the State Civil Apparatus in the Population and Civil Disability Office of Situbondo Regency, and 2). Simultaneously the variable X together on the performance of the State Civil Apparatus has different results. Where the competency and commitment variables have a positive and significant effect, whereas motivation only has a positive effect. Keywords: Performance, Competence, Motivation and Commitment

Analysis of Village Development Factors and Strategies Towards Independent Villages (Case Study in Batang Sangir Village, Kayu Aro District, Kerinci Regency). This study aims to determine the Factors of Development of Batang Sangir Village and Strategies Towards Independent Villages. This type of research is descriptive with a qualitative approach. The research location is in Batang Sangir Village, Kayu Aro District, Kerinci Regency with a purposive sampling technique. This study uses data collection techniques: interviews, observation, and documentation. The results of this study are, the development factors in Batang Sangir Village include: (1) Natural Resources. (2) Human Resources. (3) Economy. (4) Public Services. (5) Community Participation. Batang Sangir Village applies a strategy towards independent villages from within, namely: optimizing the initiative or desire of the community to progress, optimizing the capacity / ability of the community, optimizing the capacity of the village head in organizing. Facilitate bureaucracy and facilitate constructive activities. Strengthening village officials' human resources through training and coaching and involving the community in development. Conduct village meetings which include community leaders, religious leaders. Determine productive businesses in Batang Sangir Village.

The success of an organization is inseparable from the quality of human resources that the organization has. Work achievement deserves a look in support of the achievement of organization goals. The main focus in this study is to analyze the effect of work placement, motivation and non-physical work environment on teacher work performance at Budisatrya Foundation. Data collection using questionnaires. The results of the study showed that all variables of work placement, motivation and non-physical work environment significantly affected the teacher's work performance. The variable that has the greatest influence in improving work performance is the non-physical work environment. The implications of the findings suggest that the variables of work placement, motivation and non-physical work environment that exist at Foundation Budisatrya have been excellent. Especially the emotional connection between the teacher and the foundation.

This researchh has a purpose to observe strategic of alliances’s effect which were consist of efficiency, on the growth of human resources, knowledge or learning, and market motives. In this study the researcher used a quantitative approach, the data used were primary data and the data collection technique carried out by the researcher was using a questionnaire instrument. The results of this study showed that knowledge as a reason for forging strategic partnerships has a positive effect on human resources (HR) development in the MSME sector. Meanwhile, as a motivator for forging strategic alliances, the market does not affect the development of human resources (HR) and efficiency.
