The paper aims to be a general analysis material on the principles of modelling sustainable development processes at the regional level, by studying sustainable development of the economy of the regions by supporting regional socio-economic activities, i.e. those processes leading to a sustainable and harmonious development of the region and which do not result in adverse impacts on the human health or the environment. In this context, a regional development plan is proposed that sets out aspects structured on the following dimensions: economy, ecology, social. The plan analyzes all these areas but, what is very important, the adopted measures include elements common to the three spheres, as it is not advisable to prioritize the sectors.

At the present stage, there is an objective need for the competent use of strategic planning tools at the regional level. The authors analyze the strategy of regional development by the example of Omsk, Rostov, Yekaterinburg and other regions and St. Petersburg. They show the supporting role of marketing in the strategic planning of the regions and the priorities of TICK strategy. The authors highlight the interrelation between the development of mining sector and the development of social programs and tourism in the Eastern Donbas. They conclude that it is necessary to develop marketing strategies and implement the MARKETNET regional concept in the Omsk region and distribute it in other regions of the country.

The article observes the contemporary processes of forming a system of good neighbourly relations in Central Asia with the participation of Afghanistan and increasing the potential for regional development. The article maintains peace in Afghanistan is not only an important factor for sustainable development in the region but also an opportunity to intensify trade and economic cooperation with European countries in Asia to ensure the integration of transit and transport opportunities. It is noted that Uzbekistan supports the further intensification of multifaceted cooperation with Afghanistan and the prompt establishment of peace and stability in the neighbouring country, the restoration of its economic and transport infrastructure.

Based on the Surabaya Madura Regional Development Agency Master Plan 2010-2024, Madura Island has a strategic position as part of the Gerbangkertosusila Urban National Strategy. There is still, however, a development disparity between Madura Island and East Java. This can be seen from the economic performance of Madura Island which is quite low compared to other districts or cities in East Java Province. Madura Human Development Index (HDI) is below the East Java on average, and the percentage of poor people in Madura is the highest in East Java. Therefore, the development of Surabaya-Madura (Suramadu) must be integrated through regional development, such as development of connectivity systems. The research used descriptive analysis to assess the characteristics of a program and to adjust the characteristics with sustainable development theory that consists of three components, namely: environmental, economic, and social developments. These can ultimately be used to sharpen the development target to be achieved in the next 5 (five) years. Data were collected using secondary survey instruments through existing literature studies and policy reviews, such as National Medium-Term Development Plan 2020-2024 and Regional Medium-Term Development Plan of East Java Province.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.

In this article the significance of wellbeing research in the regional level in Lithuania has been analyzed, the advantages and disadvantages of the objective and subjective wellbeing research have been evaluated. The results of the analysis of wellbeing research reveal that the wellbeing research in the regional level is poorly amplified, the wellbeing research in the social sciences is not marked, the wellbeing is investigated in other fields not in social sciences or according to the aims of the researher and more often causes and outcomes of social economical inequality for regional development are emphasized. Scientific studies show that wellbeing research can have big influence for shaping the future of regions because it concerns local people, their choices and overall wellbeing of a particular region. Findings from foreign countries good practice disclose that wellbeing is currently widely used as a key factor and trend for the development policy evaluation. Accordingly in this article big attention is drawn to wellbeing research possible effect for policymakers. It can be concluded that wellbeing research should become an important discussion object in the regional development context because it reveals the situation about people overall wellbeing and particular life domains. The main aim of this article is to analyse the importance of wellbeing research to regional level in Lithuania. The research problem of this article is the fact that the poor experience of wellbeing research in Lithuania insufficiently reveals the wellbeing expression and use in the regional level. In the research common research methods like analysis and synthesis of the scientific literature, analysis of documents and comparative analysis have been employed.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

The topic of quantitative research on informal employment has a consistently high relevance both in the Russian Federation and in other countries due to its high dependence on cyclicality and crisis stages in economic dynamics of countries with any level of economic development. Developing effective government policy measures to overcome the negative impact of informal employment requires special attention in theoretical and applied research to assessing the factors and conditions of informal employment in the Russian Federation including at the regional level. Such effects of informal employment as a shortfall in taxes, potential losses in production efficiency, and negative social consequences are a concern for the authorities of the federal and regional levels. Development of quantitative indicators to determine the level of informal employment in the regions, taking into account their specifics in the general spatial and economic system of Russia are necessary to overcome these negative effects. The article proposes and tests methods for solving the problem of assessing the impact of hierarchical relationships on macroeconomic factors at the regional level of informal employment in constituent entities of the Russian Federation. Majority of the works on the study of informal employment are based on basic statistical methods of spatial-dynamic analysis, as well as on the now «traditional» methods of cluster and correlation-regression analysis. Without diminishing the merits of these methods, it should be noted that they are somewhat limited in identifying hidden structural connections and interdependencies in such a complex multidimensional phenomenon as informal employment. In order to substantiate the possibility of overcoming these limitations, the article proposes indicators of regional statistics that directly and indirectly characterize informal employment and also presents the possibilities of using the «random forest» method to identify groups of constituent entities of the Russian Federation that have similar macroeconomic factors of informal employment. The novelty of this method in terms of research objectives is that it allows one to assess the impact of macroeconomic indicators of regional development on the level of informal employment, taking into account the implicit, not predetermined by the initial hypotheses, hierarchical relationships of factor indicators. Based on the generalization of the studies presented in the literature, as well as the authors’ statistical calculations using Rosstat data, the authors came to the conclusion about the high importance of macroeconomic parameters of regional development and systemic relationships of macroeconomic indicators in substantiating the differentiation of the informal level across the constituent entities of the Russian Federation.
