TERRITORIAL MESHES: school policing in Greater BelémTESITURAS DE UN TERRITORIO: policía escolar en la GrandeBelémÉ da natureza do Estado produzir recortes/tessituras territoriais para exercer o seu poder das mais diversas maneiras. Consoante a isso, esta pesquisa tem como tema as tessituras da segurança pública do estado do Pará com vistas ao policiamento escolar. Objetiva-se analisar a produção de tais tessituras e sua utilização pela Companhia Independente de Policiamento Escolar (CIPOE) nos municípios de Belém, Ananindeua e Marituba. Para tanto, adotamos o seguinte procedimento metodológico: 1) revisão de literatura especializada; 2) trabalhos de campo; 3) catalogação/tabulação dos dados e 4) interpretação e análise dos dados. Como conclusões, podemos afirmar que a CIPOE se utiliza dos recortes territoriais da segurança pública do Pará, ao passo que, também, produz suas próprias malhas. ABSTRACTIt is in the nature of the State to produce territorial cuts/limits to exercise its power in the most diverse ways. Therefore, this research has as theme the territorial meshes of public security in the state of Pará with a view to school policing. The aimof this research is to analyze the production of these limits and their use by the Companhia Independente de Policiamento Escolar –CIPOE, in the municipalities of Belém, Ananindeua and Marituba. Thus, as a methodological procedure we adopted: 1) review of specialized literature; 2) fieldwork; 3) data tabulation and 4) data interpretation and analysis. The results conclude the institutions/public agencies responsible for public security in the state of Pará, produce through legislation a series of territorial meshes, such as Integrated Regions of Public Security and Social Defense, Integrated Areas of Public Security and Social Defense, areas of activity of Military Police Battalions, etc. As conclusions, we can affirm that CIPOE uses the territorial cuts of public security in Pará as it also produces its own meshes.Keywords: CIPOE; School Policing; Territory; Territorial Meshes RESUMENEstá en la naturaleza del Estado producir cortes/fabricaciones territoriales para ejercer su poder de las más diversas maneras. Ante eso, esta investigación tiene como tema las fabricaciones de seguridad pública en el estado de Pará con miras a la vigilancia escolar. El objetivo es analizar la producción de los cortes territoriales y su uso por parte de la Companhia Independente de Policiamento Escolar(CIPOE) en los municipios de Belém, Ananindeua y Marituba. Para tal fin, hemos adoptado el siguiente procedimiento metodológico: 1) revisión de literatura especializada; 2) trabajo de campo; 3) catalogación/tabulación de datos e 4) interpretación y análisis de datos. Los resultados apuntan que las instituciones y los órganos responsables por la seguridad pública, en el estado de Pará, producen, vía legislación, una serie de mallas territoriales, tales como las Regiões Integradas de Segurança Pública e Defesa Social(RISPs), las Áreas Integradas de Segurança Pública e Defesa Social(AISPs) y las áreas de actuación de los Batalhões de Polícia Militar(BPMs). Como conclusiones, se puede afirmar que la CIPOE utiliza los recortes territoriales de seguridad pública de Pará, ya que también produce sus propias mallas.Palabras clave: CIPOE; Policía Escolar; Territorio; Mallas Territoriales.

Todo e qualquer governo é preocupado com suas estatísticas. São elas os indicadores da qualidade da gestão. O Estado de Minas Gerais não foge à essa regra. Os governantes mineiros querem mostrar que a educação evoluiu, a saúde melhorou, a criminalidade diminuiu, entre outros índices. No entanto, no que diz respeito à segurança, Minas Gerais não parece ser um Estado que possui índices confiáveis. Isso porque, ao que tudo indica, a base de dados que alimenta as estatísticas criminais é confeccionada por pessoas sem qualquer preparo jurídico criminal para fazê-lo. Duas grandes possibilidades surgem deste fato: estrutura das estatísticas mal desenvolvida ou má-fé dos governantes em manter esta situação. Pretende-se, neste artigo, analisar as estatísticas relativas à segurança pública, mais especificamente no tocante ao crescimento ou diminuição de crimes no Estado de Minas Gerais. Para tal análise, serão utilizados dados da segurança pública da cidade de Frutal-MG Palavras-Chave: Estatísticas Criminais. Polícia Civil. Polícia Militar. Every government is concerned about its statistics. They are the indicators of the quality of management. The State of Minas Gerais does not escape this rule. The governors of Minas Gerais want to show that education has evolved, health has improved, crime has decreased, among other indexes. However, as far as security is concerned, Minas Gerais does not seem to be a state that has reliable indexes. This is because, it seems, the database that feeds the criminal statistics is made by people without any criminal legal preparation to do so. Two great possibilities arise from this fact: structure of statistics poorly developed or bad faith of the rulers in maintaining this situation. The purpose of this article is to analyze statistics on public security, specifically regarding the growth or decrease of crimes in the State of Minas Gerais. In this article, a model of the mechanism of ensuring public security and orderliness in accordance with the principles and tasks of the relevant institu- tions in public administration, taking into account resources, technologies, mea- sures for the state policy implementation in the spheres of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order. It was found that ensuring public security and order in Ukraine is a mechanism for the implementation of national goals of state policy in the areas of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, by defining tasks according to certain principles. The idea is that if one considers the state policy in the spheres of ensuring the protec- tion of human rights and freedoms, the interests of society and the state, combat- ing crime, maintaining public security and order as a national priority (purpose, task), then the mechanism of ensuring public security and order in Ukraine needs coordination with the state development strategy. From the point of view of the implementation of the state policy in the areas of ensuring the protection of hu- man rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, the mechanism of ensuring public security and order in Ukraine can be considered as the main system providing intercon- nection such elements as institutions (implementing the specified state policy), resources (human resources, logistical, natural and so on, with the help of which it is possible to implement state policy), technologies (skills, knowledge, means and so on the implementation of state policy), measures (action plans), as well as external (internal) threats.

The article considers the issue of state security in the context of the objective attention of public administration. Based on the semantics of the concepts of "state" and "security", elaboration of a set of approaches to the interpretation of these definitions, analysis of options for different authors in favor of certain approaches to the interpretation of the concept of "state security" formed and motivated the author's vision of this term such a state of protection of various vector interests of the state and its simple cluster unit - the citizen - which ensures the effective functioning of all spheres, industries, institutional sectors (including their units), mechanisms in general and the implementation of the functions and powers of the state institution in particular for their further development in a changing environment, external and internal threats. The proposed in some way unification approach allows emphasizing the content of the concept, as a logically related set of relevant objects, in the context of the prevailing philosophical nature of the phenomenon of "security", leaving open the "scope" of the concept for further more detailed detailing of its characteristics in the segment. theoretical foundations of the science of public administration in the field of public security concerning its elemental components. This approach provides a focus on the most general object-subject features of the concept while avoiding minor characteristics. Vehicle re-identification is attracting an increasing amount of attention in intelligent transportation and is widely used in public security. In comparison to person re-identification, vehicle re-identification is more challenging because vehicles with different IDs are generated by a unified pipeline and cannot only be distinguished based on the subtle differences in their features such as lights, ornaments, and decorations. In this paper, we propose a local feature-aware Siamese matching model for vehicle re-identification. A local feature-aware Siamese matching model focuses on the informative parts in an image and these are the parts most likely to differ among vehicles with different IDs. In addition, we utilize Siamese feature matching to better supervise our attention. Furthermore, a perspective transformer network, which can eliminate image deformation, has been designed for feature extraction. We have conducted extensive experiments on three large-scale vehicle re-ID datasets, i.e., VeRi-776, VehicleID, and PKU-VD, and the results show that our method is superior to the state-of-the-art methods.

Existing research shows that peace after civil wars is more stable with peacekeepers present. Yet, violence persists in many postwar contexts, and although postwar violence is often strategic and closely linked to the faultlines of the preceding war, we know little about the impact of peacekeepers on such violence. What we know, moreover, focuses on the former combatants, while this study shows that the majority of deaths in postwar violence are inflicted by other armed actors. This is a challenge for peacekeepers who – for mandate or capacity reasons – usually focus on the warring parties. I argue that the impact of peacekeepers on postwar violence hinges on the extent to which they fill a public security gap after war, since responsibility for violence not covered by a mission’s mandate lies with the often dysfunctional security agencies of the state. To test this I use a novel spatial approach to generate data that captures the manifold manifestations of violence across different postwar contexts. I find that only UN police – with their broader effect on public security – mitigate postwar violence generally. UN troops have some impact on civilian targeting by former combatants but no such effect could be identified for violence by other armed actors. The findings highlight the importance of peacekeeping police at a time when the modus operandi and capacity of UN police have been questioned, but also the importance of accounting for a multitude of violent actors when analysing the impact of international interventions more generally.

There are multiple public agencies in Brazil that operate for the purpose of inspection, investigation, and the levying of penalties for the crime of exploitation of labor in conditions analogous to slavery: These include the civil police, Federal Police, the Ministry of Labor, the Regional Labor Tribunals, the Public Ministry of Labor, the Federal Public Ministry, and the state-level public ministries, with branches that encompass the entire nation and others that focus on specific regions. The activities of each one of these entities is recorded in different types of documents that are processed at various levels and can cover considerable amounts of time, depending on the deadlines and procedures involved. While the volume of this documentation is quite substantial, these records are not especially well known or widely used.

This article presents the essential issues in the provisions of the law relating to public security in force in the Republic of Poland which are used in conditions of extraordinary internal threats that cannot be dealt with using ordinary legal tools. The considerations are based on an analysis of the legally regulated obligations of the state as a political organisation to society for securing the conditions for its survival in a changing security environment. This serves to present the basic issues of public security and the rules for the use of the State instruments for states of emergency. The rest of this article presents the relationship between issues of public security and a state of emergency. In this part of the article it is essential to discuss the circumstances that must exist to be able to employ specific legal measures in the conditions of threats to the constitutional order of the State and threats affecting the security of the citizens or of public order (including those caused by terrorist activities). Consequently, it discusses the impact of the rigours of a state of emergency in relation to the potential for limiting the escalation of these threats. The final part of the article also presents other instruments, apart from the state of emergency which, in the Polish legal system, can be used in the fight against threats which endanger public security and that are related to prohibited activities in cyberspace.

In the article the authors cover a problem of formation of an effective state policy of counteraction to terrorism in the Russian Federation. Political and legal aspects of ensuring the state and public security in modern Russia are characterized. The objective reasons and factors of emergence of terrorism in the modern state are generalized. The main general directions and institutional mechanisms of realization of a state policy of counteraction to terrorism in system of ensuring national security in Russia are revealed.
