The effectiveness of innovation activity is largely determined by the relevant infrastructure which is the basic component of a developed economy. The correlation between the development of the innovative economy and the intensification of investment activity is revealed. On the basis of retrospective analysis of trends and patterns in the development of investment activity, an assessment of the resource support of the investment process in the Republic of Tatarstan is carried out. The need for advanced development of the production potential of the investment and construction complex of the region and the material and technical base on the basis of the development of the local raw material base is justified. An economic and mathematical model of the interaction of investment recourses that determine the level of innovative development of the region is proposed. On the basis of the theory of factor models, the quantitative relationships between the factors that have the greatest impact on investment development are investigated. They are: gross regional product, investment in fixed assets, the volume of contract work, the volume of investment in housing construction, the cost of research and development in the gross regional product, the share of innovation costs in industrial investment.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

The article deals with the development of small and medium-sized businesses, taking into account the concept of smart specialization. The article presents a combination of data from the “quad spiral”, aimed at the formation and intensification of network interactions of business-state-science-civil society components for the creation of evolutionary, “smart”, sustainable entrepreneurship, growth of the economy of regions and the country as a whole. The analysis and classification of regions by the level of production of the gross regional product is carried out, the set of specialization is defined. The monitoring of targets for achieving key indicators of innovative development of the country was carried out. The sequence of work with smart specialization is presented. Conclusions are drawn on the further development of small and medium-sized businesses in the Republic of Kazakhstan.

It is shown that Tuva has a sufficiently rich mineral and raw material diversity and the potential for their development. Nevertheless, the development of the republic is hindered by the existence of transport and infrastructure restrictions, to eliminate which, first of all, it is necessary to build a railway along the Kyzyl-Kuragino highway. On the other hand, given the border area of the territory that adjoins western Mongolia, there is a possibility of implementing various scenarios for the construction of railway tracks. The calculations performed to evaluate scenarios for the development of mineral resources of the republic using methods of intersectoral assessment shows that when implementing a pessimistic option for the development of the potential of mineral resources of Tuva (in which the construction of the railway to Tuva is frozen and only deposits of non-ferrous metals and gold are developed), the gross regional product of the republic will grow to 164 billion rubles, which will be 45% of the growth of this indicator in relation to the GRP of 2018. With the implementation of the optimistic option I, (in which it is planned to build a railway along the Kuragino-Kyzyl highway, coal deposits, non-ferrous metals, gold are being developed), the GRP of the republic will grow up to 351 billion rubles. In addition, calculations have been made for the construction of railways that would connect Tuva with Mongolia and China.

The relevance of the research topic is determined by special attention to issues of regional development in the state policy of the Republic of Belarus, the quality of life of 78.6% of the country's population depends on the level of development of the regions under study. The problem of regional development is the growing imbalances in development between the regions of the country and, as a result, undesirable interregional migration flows of the population and a reduction in the demographic potential of a number of territories, as well as the emergence of signs of depression in a number of areas. The analysis of recent publications makes it possible to verify an ongoing interest in the issue, but the drawback of most studies is the disclosure of the issue within one particular region, or the study of the growth of grp due to conventional factors. According to the authors, until the end of the unexplored, the dependence of the gross regional product on indirect, implicit factors remains. Particular attention is drawn to the author's indicators and their place in the GRP growth model. The aim of the study is to establish the influence of unconditional and indirect factors on the magnitude and dynamics of gross regional product, which will provide an opportunity to formalize the dependence of grp on these factors and subsequently apply the built model in practice. The study methods used in the work are comparison, grouping, correlation-regression analysis, econometric modeling, and a systemic approach. Results of work. The present study considers a set of indicators for six regions of the republic of belarus for the period from 2013 to 2019. Using econometric methods of analysis, the authors built a regression model of the dependence of grp per capita on four exogenous variables, analyzed the degree of influence of these variables and the possibility of impact on them by the state. The area of application of the study results is state policy aimed at the sustainable growth of the economies of the regions. Conclusions. In the constructed model of four exogenous variables, the unemployment rate and the rate of life of the population are most significant. However, according to the authors, in order to achieve the desired level of gross regional product, it is necessary to have a comprehensive impact on all variable models, among which, in descending order of importance, the level of unemployment, the rate of life of the population, the amount of industrial production per person employed in the economy, investment in fixed assets.

Curent situation of raw material base and study of limestone like construction stone deposits in the Republic of Serbian were relatively poorly considered during the last decades, and the main problems are the following: low production capacity fragmentation of production, needs for raw materials homogenization and delivering of standard quality, undeveloped market, the recession of the domestic economy and the economies in the region, the relatively low level of exploration by many deposits, especially lack of knowledge of the occurrence legality for certain types and quality of raw materials and lack of complete quality indicators for raw material, which sometimes causes the utilization of only the highest quality deposit parts.This paper provides an overview of active quarries in the Republic Srpska with exploitation of limestone like technical building stone and present an attempt to determine the basic quantitative and qualitative characteristics of the raw material and the current working conditions at these quarries. The purpose of such a review would be in an effort to create a clearer picture about production, market, social and other aspects of the limestone exploitation in the Republika Srpska and the realistic possibilities of maintaining and developing of these mineral resources utilization, which can certainlybe interesting for the development of many other industries in the Republic Srpska.

Active development of the region's economy is impossible without attracting investment. Investment activity is the most important determinant of effective social and economic development of the regional economy. It is important for potential investors to correctly assess the investment attractiveness of the region and determine the level of investment risk. The article examines the main factors of investment attractiveness of the regions of the Russian Federation. The analysis of the main methods of assessing the investment attractiveness of regions used in Russian practice is carried out. The article draws attention to the tendency of refusal from simple calculation of financial indicators towards in-depth economic analysis when assessing the investment attractiveness of regions. The conclusion is drawn about the relationship between the level of investment attractiveness and the presence of a strong regional management team capable of creating a favorable investment climate. On the example of the Kaluga region, which implements the cluster approach in the development strategy, an analysis of investment attractiveness is carried out using the rating methods of the Agency for Strategic Initiatives and the Rating Agency “Expert”. The role of the automotive, pharmaceutical and transport and logistics clusters in attracting direct investment to the region in 2017-2019 has been determined. The volume of investments in the regional economy and the change in the gross regional product of the Kaluga region for the analyzed period are analyzed. The study used a comparative method, analytical, method of economic and statistical analysis (use of statistical data). The main result of the study was to identify the reasons for the dynamics of factors of investment attractiveness. Recommendations are given for the optimal methodology for assessing investment attractiveness, in particular, on the need to provide open access to the rating results, to be adaptive, to realistically assess the regional gap and to take into account the investment and innovation activity.

The article considers a comprehensive analysis of the oil and gas complex of the regions of Eastern Siberia and the Republic of Sakha (Yakutia). The features of the structure of the raw material base were revealed – a low degree of exploration and the rate of reproduction of stocks, imbalance in categories of stocks. The state of oil production in the region with differentiation by field is presented, the current state and prospects of expansion of the ESPO pipeline are analyzed.

One of the most relevant scientific studies of social economic policy of countries around the world is the development of bio-oriented economy. Many countries are creating new models of innovative development, one of which is bioeconomy. The purpose of the study is to determine the priorities of implementation bioeconomics model of innovative development in Ukraine. The main task of the study is to outline the possibilities use of new innovative methods of production on the basis of development of a bio-oriented economy. General scientific and special research methods: method of theoretical generalization for the formation of their own approach to understanding of the new paradigm of economic development on a bioeconomics basis; morphological analysis to clarify the conceptual and categorical apparatus regarding the researched problem; method of system analysis for the study of scientific and legal principles bioeconomy development. The article describes a new direction of economic development at which is reused and recycled, conditions are created for multiple, cyclical use of resources that creates a basis for the formation of the bioeconomy. The necessity of using modern knowledge in economics is considered human activities to restore the environment on the basis of the latest production technologies and biological resources. Characterized State bioeconomics strategies of the EU and Ukraine for development bioeconomy. One should notice that the bioeconomy is considered a key basis of modern innovative areas of economic development. It is based on extensive use of biotechnology and the use of biological renewable resources for production and energy production. Attention is drawn to the fact that the priority areas of the bioeconomy are creating preconditions for the economical use of natural resources, minimization of environmental risks and integration of biotechnological knowledge in different sectors of the economy and the establishment of economic ties between industries that were not previously the subject of the study. It is concluded that the role of the core of the bioeconomy is performed by the rural economy, as it is the main raw material base. Bioeconomy based on biomass and biotechnology where the main components are renewable biomass sources, in particular of agricultural origin.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

The priorities of stabilisation of the Azerbaijan economy require the search for approaches to the organisation of production and economic activities on a new technological basis within the framework of the construction of structures of the Techno park type. This article is devoted to issues of innovative development of key sectors of economy on the basis of digitalisation and creation of technological parks in the Republic of Azerbaijan. This article examines the current situation of the digital economy, its characteristic features, analyses the state of Techno parks and various approaches to the use of the digital economy, as well as the prospects and trends of its development in the Republic of Azerbaijan. The aim of this article is to develop theoretical and practical issues related to the innovative development of key sectors of the economy on the basis of the introduction of scientific and technical structures of the Techno park type. The main result of this work is the allocation of opportunities for the further successful development of key sectors of the economy on the basis of the creation of technological parks in the Republic of Azerbaijan. The article considers theoretical and practical aspects of innovative development of economic sectors on the basis of introduction of scientific and technical structures of Techno park type. It is determined that one of the main problems of development of the country and its individual regions’ increase of investment attractiveness and innovation activity. It is proved that insufficient use of the scientific and technological potential of the country has been shown to be due to lack of organisational resources and organisational innovation.   Keywords: Technopark, digital economy, innovative infrastructure, information technologies.
