The rise of video surveillance in the United Kingdom, in the form of the public installation of closed circuit television (CCTV), has been seen by several scholars as a contributing factor to the increasing exclusion of unwanted categories of people from city centers, a development often referred to as the 'commercialization' or 'purification' of the city. Drawing from field observations over three years in control rooms in Oslo, Norway, this article discusses whether CCTV systems in Oslo contribute to a similar process of exclusion. To do so, I compare the open street video surveillance system with two other CCTV systems - a shopping mall and a major transport center. The introduction of open street CCTV in Oslo in 1999 did not create social exclusion, but recent developments show the possibility remains. Although drug addicts and young people were the primary targets of surveillance in all three sites studied, ejections varied considerably from site to site. The shopping mall system had a higher ejection rate than the open street system, and was therefore the system with the clearest exclusionary effects. Reasons for the different ejection rates are discussed, in particular the social structure of the site under surveillance and the organizational relationships of CCTV operators to the policing agents connected to the surveillance system.

The public service system is determined by the standardization of public services regulated in laws and regulations. Therefore, a common perception is needed between the bureaucratic apparatus and the community in terms of service delivery, especially in the investment sector in order to improve the performance of investment services both at the central and regional levels. Licensing is an instrument of government policy to control negative externalities that may be caused by social and economic activities. Permits are also an instrument for efficient and fair allocation of public goods, preventing information asymmetry, and legal protection of ownership or operation of activities. As an instrument of control, licensing requires clear rationality and is stated in the form of government policy as a reference. Without rationality and a clear policy design, licensing will lose its meaning as an instrument for defending the interests of the community over individual actions. Problems in the field of licensing in the city of Bandung, namely licensing services in the city of Bandung which have been implemented since 2001 are still considered ineffective, so that the performance of licensing services is still low. To carry out business licensing properly, a comprehensive analysis is needed to simplify licensing (Abolish, Combine, Simplified, Decentralized).

Abstract IMPERATRIZ DO MARANHÃO: PROPOSITION FOR THE UNDERSTANDING OF THE PROCESS OF OCCUPATION AND CONSOLIDATION OF THE CITY This work highlights important aspects of the formative process of the city of Imperatriz, considered the second largest city in the state of Maranhão, located in the northeast region of Brazil. A central objective is the discussion and analysis of the process of occupation of the city, in the elaboration of a theoretical model that allows to agglutinate this understanding. Thus, it is proposed that this process be understood through the approach of occupation fronts, evolutionary stages and succession of economic activities. As a result, the approach allowed to identify that in the history of formation of the city, there were three important stages and distinguished, respectively by the characteristics: “exploratory”, “developmental” and now “consolidation”, all composed by distinct commercial activities, economic conditions.

The reduction of Greenhouse Gases (GHG) emission in cities is vital because cities generate 60% of global GHG emissions. By the middle of this century, two-thirds of the planet's population is expected to be concentrated in cities. For this reason, energy demand and GHG emissions in large cities will continue to increase, concentrating on urban centres, productive, transport and commercial activities. This increase in economic activities in cities leads to an increase in the number of legalization procedures that are processed by municipalities to authorize and control their implementation. In response to the problems raised, it is presented the results of an investigation undertaken to demonstrate that the application of a Knowledge-Based System (KBS) can significantly reduce the carbon footprint that is currently generated in the Licensing Service of the city council of Seville, as a consequence of the current high failure rate in the subsequent control after the start-up of activities by responsible declaration. The implementation of the SBC would reduce the carbon footprint by 78%, considering an average establishment with 300 m2 of built area. This proposal can be applied in any city council of the more than 8000 that exist in Spain, which would have an enormous impact on reducing the carbon footprint of cities and reducing costs for public coffers, and all this without the need to invest in renewing the fleet of vehicles with others that produce fewer emissions, and facilitating the task of promoters of economic activities, with the help of knowledge management. Keywords: Carbon footprint, Greenhouse Gas Emissions, Local administration, Knowledge-based system, Compliance.

In the history of European cities, public spaces always played a pivotal role, representing key places for developing social interactions and for enhancing the sense of community. Squares, commercial streets, market places as well as traditional retail and art-and-crafts areas can be considered the core of the city. The social, economic and demographic crisis and the loss of cultural identity has affected the capacity of attraction of local small retailers, giving the floor to the aggressive strategies of suburban shopping malls, centers, arcades or precinct, forming a complex of shops, movie theaters, restaurants and food courts with interconnecting walkways [. Typical expressions of a globalized economy, the different categories of suburban shopping mall have transformed behaviors and paths at a large scale [. One consequences can be identified in the loss of traditional commercial activities within the city centre, producing a situation of urban decline, mirrored by the impoverishment of public spaces [[. This paper suggests that, by activating the existing cultural and socio-economic capital it is possible to undertake a successful regeneration process based on a participative approach and on public and private integrated tools. By focussing on the experience of the Centri Commerciali Naturali (Natural Commercial Centres) established in Italy as partnership between Municipalities, cultural operators, public services providers and associations of shops owners to exploit the commercial activities in the historical centers the ongoing research is oriented to explore successful experiences of private-public partnership to be implemented in a regeneration process of areas traditionally dedicated to retail and art-and-craft small enterprises. The paper discusses the potentiality and the criticism of the NCC as engine for the redevelopment and regeneration of the inner city abandoned retail areas. In so doing, the experience developed in Campania (Southern Italy) will be analyzed in order to show how the activation of the social capital within the framework of the CCN could contribute in renovating the traditional commercial identity of the area, supporting the public spaces regeneration process. This paper aspires to offer useful insights to all those policy makers, city managers and planners who seek to revitalise traditional market areas in European city centres.

This study was motivated by the problems caused by the presence of Pedagang Kaki Lima (PKL) or street vendors in public space. Their selling activity on the sidewalks and pavements around Majalaya area was considered less organized and as an inconvenience to social orderliness such as the traffic. This study aims to describe the implementation of street vendors regulation policy in developing their social order in Majalaya Area of Bandung Regency. This study applied a qualitative approach with descriptive method. The data was collected through observation, interview, and documentation study. This study found that: 1) before the regulation was implemented, there were many street vendors booths which were illegal, and the condition was actually less ordered and inappropriate thus it impaired the convenience to streetwalkers and road traffic; 2) the deliberate action by Satpol PP or the civil service police unit concerning the regulation of street vendors are to organize, foster, and discipline them according to the Local Regulation Number 5/2015 with persuasive approach to give a good comprehension and motivation. Moreover, the study also discovered that the country authority allowed them to have selling activities and build a temporary booth near the Majalaya bus station and shop grounds, and dismantled the illegal booths which besides disturbing the public orderliness but also the public concerns loyalty; and 3) the implementation of the regulation was still unmaximized since there were no feasible locations to accommodate all the street vendors, the crowds and accessibility of Alun-alun or the city square caused the street vendors tend to ignore the rules, and there was some economic factors caused street vendors find the sustenance to meet their daily needs.
