Covid-19 has changed the habits of almost all activities of human life, including religious matters. The worship practices have also changed, such as performing prayers at home, keeping distant rows, and wearing masks. This paper is empirical legal research that seeks to examine the living law in the Aceh society with a maqashid shari’a perpective during a pandemic. The data collection techniques were interview, observation, and document study. It concludes that the government policies, including the 2020 Large-Scale Social Restrictions (PSBB), the 2021 Implementation of Community Activity Restrictions (PPKM), fatwas of Indonesian Ulema Council (MUI) and Tausiyah of Acehnese Ulema regulating and calling for restrictions on religious activities are rules with benefit values and in accordance with the principle of maqasid al-shari'a. Despite some people's rejection, the policies are, in fact, based on maqasid al-shari'a, namely protecting the life (hifz al-nafs) so that people will not get infected by the virus. Moreover, public safety is the highest law purpose to maintain. The policies also prove the state's role through the rule when conditions endanger the community in addition to avoiding harms as a part of Islamic law orders. (Covid-19 telah mengubah kebiasaan hampir seluruh aktivitas kehidupan manusia, mulai dari ekonomi, sosial, budaya, pendidikan bahkan agama. Pada aspek agama aktivitas ibadah juga mengalami perubahan misalnya himbauan shalat di rumah, menjaga jarak saf dan memakai masker. Tulisan ini merupakan penelitian hukum empiris yang berupaya menelaah hukum sebagaimana yang terjadi dalam realitas masyarakat dengan pendekatan hukum Islam saat pandemi. Sedangkan teknik pengumpulan data yang dipakai adalah wawancara, observasi dan studi dokumen. Kajian ini menyimpulkan bahwa pada awalnya himbauan sebagai pemerintah tidak secara menyeluruh diikuti oleh masyarakat karena setiap daerah berbeda tingkat penularan dan kondisi covid terjadi. Setelah aturan PPKM 2021 diterapkan hal ini relatif teratur termasuk di Aceh karena dibedakan empat level dan berdasarkan tingkat penularan dan korban yaitu, merah, orange, kuning dan hijau. Kebijakan pemerintah agar tidak salat jamaah di masjid pada saat kondisi penularannya tinggi sebenarnya mengacu pada konsep maqashid syari’ah yaitu menjaga jiwa (hifz al-nafs) agar masyarakat tidak tertular virus. Meskipun sebagian masyarakat khusus daerah atau kabupaten yang tingkat penularannya rendah menganggap bahwa shalat berjamaah di masjid tetap harus dilakukan dengan pertimbangan menjaga agama (hifz al-din) sesuai protokol kesehatan. Namun patut dicatat kebijakan pemerintah tersebut mengandung kemaslahatan yang bertujuan untuk menghindari kemudharatan dan menolak bahaya sebagaimana disebutkan dalam kaidah fikih. Sehingga menghindarkan diri dari kemudharatan dan taat kepada pemerintah juga merupakan perintah syariat Islam.)

Shari'a is a rule or law that is sourced from Allah Ta'ala to be a guide to human life so that it impacts on the benefit of life, both personally and socially. The Shari'a of Allah Ta'ala, everything is benefit and there is no evil, although sometimes it is considered bad by humans, but in essence is good for humans themselves. This study aims to explore the harmony of Islamic law on the benefit of humans in the midst of the Covid-19 outbreak. The details are aimed at giving explanations and religious insights that are washatiyah (moderate) from a number of suggestions in the form of a prohibition or restriction by the government regarding religious activities and education carried out face to face when the Covid-19 outbreak occurred. The research method used is the library research method with a phenomenological and normative approach. The issues studied are sourced from literacy which has a relation to the focus of the research, obtained from reading turats, research results and others. The results showed that the government's prohibition on termination and restriction in religious and educational activities during the Covid-19 period, such as: restrictions on religious and educational activities carried out face-to-face, were cases permitted in the Shari'a for human benefit.

Welcoming the simultaneous regional head election in 2020, it is expected to be an entry point in building a higher quality democracy in Indonesia. Initially, this year's election should be held on September 23. However, this plan must be constrained when the coronavirus disease 2019 (COVID-19) outbreak occurs and spread wildly all over the world including Indonesia, and was officially declared a pandemic by World Health Organization (WHO). When the number of positive cases and deaths continues to increase, the government decided to continue holding the regional election in the midst of the pandemic. Such policy created controversy and faced several challenges, especially regarding the government's inconsistency in fulfilling the rights of its people in the time of the pandemic. This article aims to explain and analyze the contradiction in the government policies from the antinomy of law and human rights perspective. This legal research is doctrinal research conducted using a conceptual, statutory, and case approach. The data will be described in a descriptive-prescriptive manner through qualitative analysis. The results of the analysis show that there are some contradictions between policies regarding physical distancing (both in the Large-Scale Social Restrictions (PSBB) and Health Protocol regulations) and the policy for holding Regional Head Elections during the pandemic. In essence, this contradiction is the antinomy between the aspects of public health and political rights. Antinomies occur when the government seeks to fulfill and guarantee political rights as well as public rights to health at the same time during a pandemic, which actually leads to mutual negation between these rights.

Coronavirus Disease 2019 (COVID-19), a virus founded in China, has spread worldwide as it has become pandemic. As a result, significant and detrimental impacts are undeniable to global citizens, including those in Indonesia. With the government's suggestions like introducing physical distancing and large-scale social restriction, they slow down economic growth. Also, they impact religious practices, particularly those performed by Muslims in Indonesia. This paper will discuss the impact of the COVID-19 pandemic through the lens of Islamic law. There are two main issues to analyze. First, what is the impact of COVID-19 on community activities in the view of Islamic law? Second, what is the impact of COVID-19 on religious communities in carrying out worship? This paper finds that the COVID-19 pandemic has adversely impacted religious worship activities in public places by considering this virus's rapid transmission. It is followed by the closure of worship places to encourage citizens to practice their religious activities at home. Thus, the whole community was urged, and some were prohibited following the mapping zone experienced by each region. Given Islamic law believed and trusted by Muslims, in the end, the government has issued a new normal policy by opening places of worship with health protocols.   ABSTRACT                 This study aims to find out and discuss about the perspective of marriage reception is a food banquet in order to experience the same happiness as other receptions, it's just that he is sunnah and more important. One of the wisdoms of wedding receptions is to inform or advertise and publicize weddings. Regardless fuqaha disputes related opinions that are responsible for financing, whether charged to the bridegroom or the bride's bride's family. The government through the Ministry of Religion has issued a Circular Minister of Religion Number SE. 15 of 2020 concerning Guidelines for Organizing Religious Activities in Worship Houses in Realizing COVID Productive and Safe Communities in the Pandemic Period. Is a large-scale pembatasa for all activities including the wedding reception procession that can no longer be held in the crowded public. The reality has happened to people who want to have marriages are restricted and can no longer gather more than 5 people or more. Covid-19's time was not an obstacle to connecting friendship between the bride and groom's wedding which was held in a special way Walimatul Ursy during the Covid-19 pandemic. The problem highlighted in the community whether it would be legal if it was not published publicly as usual normally if the marriage ceremony had been held without a reception or Walimatul Ursy. AbstractCOVID-19 is a serious problem that faced by almost all countries in the world. Since announced as a pandemic by WHO on March, the number of positive COVID-19 cases in Indonesia has reached 287,008 patients until the end of September 2020. COVID-19 cases dispersion depends on the local government policies and the awareness of the public to obey. About 60 percent of positive cases and 65 percent of death cases were in Java. Therefore, the aim of this study is to analyze the growth of the COVID-19 case in Java from March to September 2020 in relation to the local government policies. The results showed that six provinces in Java had the same pattern. The large-scale social restriction (PSBB), which was implemented since April 10 2020, seen to be able to contain the dispersion of cases because from April to June the positive cases did not increase significantly. A very high increase occurred in August and September, this was probably due to the easing of the PSBB become new-normal where various public places and facilities have been reopened. Meanwhile, death cases, the number is very high in mid-April and June and late July to September 2020. For cured cases, there was a significant increase in late August to September 2020. The importance of information about the growth of the COVID-19 cases can help government to formulate strategies and policies to prevent the dispersion of COVID-19.Keyword: COVID-19, Pandemic, Java, cases growth AbstrakCOVID-19 merupakan suatu masalah serius yang sedang dihadapi oleh hampir seluruh negara. Sejak diumumkan sebagai pandemi oleh WHO pada Maret lalu, jumlah kasus positif COVID-19 di Indonesia mencapai 287.008 pasien hingga akhir September. Penyebaran kasus COVID-19 sangat bergantung pada kebijakan yang ditetapkan oleh pemerintah serta kesadaran masyarakat untuk mematuhinya. Sebesar 60 persen kasus positif dan 65 persen kasus meninggal berada di Pulau Jawa. Oleh karena itu, tujuan penelitian ini adalah menganalisis perkembangan kasus COVID-19 di Pulau Jawa sejak Bulan Maret-September 2020 dikaitkan dengan kebijakan pemerintah setempat. Hasil penelitian menunjukkan bahwa keenam provinsi memiliki pola yang sama. Pembatasan Sosial Berskala Besar (PSBB) yang dilakukan sejak 10 April 2020 terlihat dapat menahan penyebaran kasus karena pada bulan April-Juni 2020 kasus positif tidak mengalami kenaikan yang signifikan. Kenaikan yang sangat tinggi terjadi pada bulan Agustus dan September 2020, hal ini mungkin disebabkan oleh dilonggarkannya kebijakan PSBB menjadi PSBB Transisi dimana berbagai tempat dan fasilitas umum telah dibuka kembali. Sementara untuk kasus meninggal, angka tertinggi terjadi pada pertengahan April dan Juni serta akhir Juli hingga September 2020. Untuk kasus sembuh, terjadi peningkatan yang signifikan pada akhir Agustus hingga September 2020. Pentingnya informasi tentang perkembangan kasus COVID-19 ini dapat membantu pemerintah daerah untuk membuat strategi dan kebijakan untuk mencegah penyebaran rantai virus COVID-19.Kata Kunci: COVID-19, Pandemi, Jawa, perkembangan kasus

PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.

Crime is a phenomenon of human life and society, therefore it cannot be released from space and time. The rise and fall of crime rates depends on the circumstances of the community, political conditions, economy, culture and so forth. Based on the results of research at the Jambi BPOM, the problem of crime and violations is a phenomenon that cannot be implemented in people's lives. However, not all people obey the regulations made by the government, many cases of violation of food products without marketing licenses have been successfully disclosed, for information, in 2013 to 2015, a number of 19 cases of drug circulation, cosmetics, traditional medicine and health supplements, food, which does not meet security, benefits, and quality requirements with a nominal value of Rp. 423,769,000 including: 10 cases in the field of medicine, 2 cases in the field, 5 cases in the field of cosmetics and 2 cases in the field of food. successfully revealed and has been submitted to court.

The pandemic has an impact on almost all sectors of people's lives, in the economic, political, and socio-cultural sectors. The government has implemented large-scale social restrictions (PSBB) as an effort to stop the spread of the COVID-19 virus. With the PSBB, it causes disruption to the hospital supply chain management. As a step to anticipate the hospital's impact on the PSBB, the hospital needs to evaluate the performance of supply chain management. The purpose of this chapter is to describe the performance evaluation of hospital supply chain management using a balanced scorecard approach. A new finding from this study is to measure the performance of hospitals experiencing various disruptions in their supply chain management caused by the COVID-19 pandemic with a balanced scorecard. The author concludes that measurements with the balanced scorecard approach can provide information about the performance of hospital supply chain management broadly in areas experiencing disruption due to the COVID-19 pandemic.

Almost all studies of the nation’s extreme inequality of income and wealth have overlooked a critical, overarching cause of the creation of The New Gilded Age. The permanent political class has driven and sustained economic and political inequality not only with the government policies it has crafted over the past four decades. It has created inequality by becoming a self-dealing, self-serving nepotistic oligarchy that is enabling the One Percent and the .01 Percent to create an American aristocracy of wealth. American Oligarchy describes a multifaceted culture of self-dealing and corruption reaching into every sector of American society. The political class’s direct creation of economic inequality by channeling the flow of income and wealth to elites, has been described extensively; less exposed has been how its self-aggrandizement indirectly—but hidden in plain sight—creates a culture of corruption that infects the entire society.


Poverty is one of the problems in third-world countries like Bangladesh. There has been an ongoing battle against challenging living conditions-overcrowding, floods, deforestation, erosion, soil depletion, and natural calamities. Quite a lot of programs have been tried since the independence of Bangladesh in 1971, and to tell the truth, most have failed. Each time an anti-poverty program fails, it gives more fuel to the richer class to argue that there's no point in trying to help the poor. However, this is an age of information technology. Almost all of the spheres of human life are contributed by Information technology. Information Technology can change the fate of the poor by helping them to be with the current time and happenings by ensuring their capabilities to access information. The Government of Bangladesh also realizes the importance of the issue, and recently they concentrated on transforming the government services to digitize. As one of the initiatives to empower the poor with information, GOB has launched Union Information and Service Centre (UISC) in all of the Union councils of the country. The private sector started digitization of operations earlier than the government. Now, as the government has also initiated the process, the journey will get a smooth and parallel speed to develop the socio-economic condition of the poor of the country. This paper attempts to explore the capabilities of ICT to reduce poverty in Bangladesh. The study will also try to suggest how ICT can be better used to eradicate poverty. ICT is a rapidly growing field in Bangladesh in recent times. The contribution of ICT in every sector of the country is trying to be addressed to improve the situation. This study is conducted by reviewing the studies in this line to suggest better policies to be formulated. The results show that ICT has excellent capabilities to alleviate poverty despite many challenges to be faced.
