Demographic Well-Being: Theoretical Approaches to Definition and Assessment Methodology

The article introduces the concept of “demographic well-being”. At the micro level, demographic well-being should be understood as the possibility of realizing matrimonial, reproductive, migration attitudes, which leads to life satisfaction and the achievement of the desired physical, mental, socio-economic state of the individual and the family. Demographic well-being at the level of a country or its region, at the macro level, can be interpreted as a balanced ratio of quantitative and qualitative indicators of the demographic development of a country (region) for at least five years. The article also examines the features of the demographic development of the Russian Federation during the second wave of depopulation. A methodology for assessing demographic well-being based on several criteria is proposed. First, demographic well-being should be characterized by positive (upward) demographic dynamics that have a stable (long-term) character. Secondly, regions in which there is a population growth due to two components – natural and migratory population growth – can be considered demographically prosperous. Regions in which there is a migration or natural decline in population, but there is a general increase, cannot be considered demographically prosperous. Thirdly, the ratio of indicators and the dynamics of fertility and mortality rates can be considered an important point. First of all, this is their direct ratio, where the birth rate should exceed the death rate. At the same time, the birth rate should be close to the population replacement level, and the structure of mortality should have no extreme “surges” in the form of excess mortality in the working age and younger age groups. Fourth, an important point is the qualitative indicators of demographic well-being, including a balanced sex and age structure of the population, the optimal proportion of young people and pensioners, and the availability of labor resources necessary for socio-economic development. The typology of the regions of the Russian Federation according to the indicators of demographic well-being is presented. The authors also propose measures of demographic policy to achieve demographic well-being in the Russian Federation, including federal and regional measures.

Существует взаимосвязь между здоровьем населения страны и экономическим, политическим ростом, демографической ситуацией в стране, что признается и медицинской и экономической науками. На сегодня, улучшение демографической ситуации в Российской Федерации является одной из приоритетных задач государства. С каждым годом рождаемость снижается, женщин фертильного возраста становится меньше, число заболеваний репродуктивной системы растет, происходят изменения в нравственных и семейно-брачных отношениях. Все это оказывает негативное влияние на демографическую ситуацию в целом. Для решения этой проблемы правительство Российской Федерации реализует национальные проекты «Здравоохранение» и «Демография», направленные на устранение демографических проблем. По словам заместителя Председателя Правительства Российской Федерации, куратора национального проекта «Демография» Татьяны Голиковой, «Демография» - важнейший национальный проект. Весь комплекс его мероприятий направлен на достижение главной государственной задачи - «Сохранение населения, здоровье и благополучие людей». Данное направление позволит обеспечить эффективное социально-демографическое развитие, и положительно повлияет на социально-экономическую ситуацию в стране. Результаты исследования, представленные в статье, позволяют определить мероприятия по улучшению демографической ситуации в стране, оценить уровень рождаемости, смертности, естественного прироста, младенческую смертность There is a relationship between the health of the country's population and the economic, political growth, demographic situation in the country, which is recognized by the medical and economic sciences. Today, improving the demographic situation in the Russian Federation is one of the priority tasks of the state. Every year the birth rate is decreasing, women of fertile age are decreasing, the number of diseases of the reproductive system is growing, and there are changes in moral and family-marriage relations. All this has a negative impact on the demographic situation as a whole. To solve this problem, the Government of the Russian Federation is implementing the national projects "Healthcare" and "Demography", aimed at eliminating demographic problems. According to the Deputy Prime Minister of the Russian Federation, the curator of the national project "Demography" Tatyana Golikova, "Demography" is the most important national project. The whole range of its activities is aimed at achieving the main state task - "Preservation of the population, health and well-being of people". This direction will ensure effective socio-demographic development, and will have a positive impact on the socio-economic situation in the country. The results of the study presented in the article allow us to determine measures to improve the demographic situation in the country, to assess the level of birth rate, mortality, natural growth, infant mortality


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. As such approaches, the concept of a «green» smart city, the concept of thermal stress in an Arctic city, the concept of a «winter city», the concept of an Arctic base city, the concept of developing coastal Arctic settlements based on the principles of the blue economy (the economy of marine nature management and coastal zones), the concept of ensuring the vital activity of Arctic cities, etc. are analyzed. In addition, the contribution of Arctic cities to environmental pollution and climate change, socio-economic and demographic development of the Arctic zone is analyzed. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The main directions of sustainable development of Arctic cities and towns are substantiated from the point of view of achieving the target indicators of the “Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035”.

Aim: to study the problems of the elderly population and the directions of optimization of the geriatric care system. Material and methods. The reports of the international study Global Age Watch Index for 2013 and 2015, the data of state statistics on demography for 2013-2017 are analyzed. The levels of demographic aging in federal districts werestudied. Using Microsoft Excel, SPSS, statistical data processing was performed. 210 respondents were interviewed in an equal gender ratio by the method of simple random sampling in Moscow and the Moscow region.Results. Based on the Global Age Watch Index global rating, an analysis was made of indicators of the quality of life and wellbeing of older people living in the Russian Federation. The factors influencing demographic aging are considered and their estimation is made on the basis of the correlation analysis on the example of four federal districts of the country. To study the motivation for the consumption of drugs by persons of older age groups, a sociological survey was conducted. A conceptual model of the geriatric service management system is proposed with the introduction of systemic unity and an integrated approach to solving organizational, financial, and scientific and methodological problems of providing geriatric care.Conclusion. As a result of the analysis, the reasons for the low position of the Russian Federation in the Global Rating of the Global Age Watch Index, including the incomplete medical personnel and the variation in per capita incomes of the population in the regions, are identified. In the course of the sociological survey, the main pharmacotherapeutic groups of drugs purchased by persons of older age groups as well as the level of expenses were identified. In addition, the respondents' opinion was revealed on optimizing the organizational and managerial structure of medical, social and pharmaceutical care, focused on active longevity, the use of the personal potential of the elderly in work activities.

Исследование смертности занимает важное место в демографии в целом и в особенности в демографии старения. России свойственна неоднородность демографического развития, в частности региональная дифференциация показателей смертности населения. Работа посвящена анализу зависимости смертности в регионах России в старших возрастных группах от социально-экономических показателей. Исследование проводили с использованием методов регрессионного анализа, где в качестве единиц наблюдения выступали субъекты РФ, в качестве объясняемой переменной - смертность мужского (женского) населения старшего (60+) возраста, представленная в виде стандартизованных по структуре населения коэффициентов. В результате работы выявлены значимые социально-экономические факторы, позволяющие объяснить различия уровней смертности в субъектах РФ. Studies of old-age mortality are an important part of demography, especially the demography of ageing. Demographic development of Russia is characterized by heterogeneity including regional differences in mortality. The aim of the paper is to analyze the dependence of mortality at old-age groups on socio-economic indicators. The study is conducted using methods of regression analysis; the units of observation are the regions of the Russian Federation, the explained variable is the mortality rate of male (female) population at older (60+) ages standardized by the population-age structure. As a result, the significant socio-economic factors, explaining the differences of mortality rates in the regions of the Russian Federation, were identified.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The results of a study of the concentration of vitamin D in blood serum of 3455 residents of Ufa are presented. Physiological values of 25(OH)D were observed in 34.9 % (274) of men and 31.7 % (847) of women, which is 32.4 % (1121) of all examined. Vitamin D deficiency was detected in 67.1 % of the examined. The level of 25(OH)D in the blood serum of residents is on average 75 nmol/L, which is the upper limit of vitamin D deficiency. Vitamin D deficiency is extremely common among residents of this region of the Russian Federation (67.1 %).

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation
