The authors of this article proceed from the fact that, as a result of the intensive development of digital technologies, a digital society has formed an understanding of life, in which many habitual social practices have been transformed into digital ones. In particular, digital technologies have contributed to the fact that communication on personal, social and commercial issues has moved to a different, virtual level. However, in a number of areas, digital communication causes problems and communication disruptions. For example, previous studies have highlighted high levels of consumer dissatisfaction with companies using digital communication tools. Especially a lot of criticism is caused by answerphones, recently widely popular and used increasingly by public and commercial institutions. The article examines the new ways companies use to deliver their message to an existing or potential customer, as well as the quality and customer ratings of some of these solutions. In addition, the authors tried to identify factors that influence consumer satisfaction when communicating with companies in the digital environment. The main research methods are analysis of previous projects results, interviews and online survey. The article is based on the results of the research conducted in the city of Nizhny Novgorod. The city residents expectations for the automated communication system used in the modern world between the user and the service provider in case when communication is initiated by the consumer to solve his problems were studied on the example of telecommunications companies. These expectations were divided into six groups, and a comparative quantitative assessment of consumer expectations and the actual quality of communication was made. A low level of satisfaction with new ways of communication between companies and consumers was detected, and factors influencing consumer attitudes were identified. In general, the study showed that the formed factors determine the priority directions of transformation of the communication practices of companies and are the basis for the balance of technologies and human resources at the enterprise.

The digitalization of the education system imposes certain circumstances not only on the organization of the educational process and the training of specialists in demand in the modern world, but also on the skills of a teacher in the field of information and communication technologies. Within the framework of this article, an analysis of Russian and foreign approaches to defining a set of digital competencies necessary for a modern teacher of higher education is carried out. The purpose of this study is to determine an objective diagnostic toolkit for identifying the level of digital competencies among teachers of higher institutions. Based on the analysis of Russian and foreign experience in the development of digital competence among teachers, including a higher education teacher, an internal questionnaire was developed to assess the level of formation of the necessary digital skills. Data collection was carried out through an online survey of teachers using a structured questionnaire. A survey of university teachers was conducted in order to identify the readiness to use digital technologies in the educational process. The data obtained during the survey made it possible to obtain objective information about the level of formation of digital competencies among teachers and their readiness to use digital tools and technologies in the educational process. University teachers have demonstrated high results in such competencies as the use of digital solutions for effective communication of students on academic assignments; creating your own digital resources; creation and modification of digital educational materials, inclusion of students in group work using the Internet, including online services for joint project activities; taking into account the individual characteristics and needs of students in the educational process; exchange of ideas and materials with colleagues from other educational organizations, including through cloud systems, advanced training through online training.

The development of digital technologies has fundamentally changed all segments of the functioning of human societies and ways of doing business in all activities. Digital entrepreneurship has emerged as a consequence of the development of digital technologies and digitalization. The subject of research conducted in this paper is digital entrepreneurship as a new paradigm of business due to market globalization. The main research problem addressed in this paper is the analysis of the impact that digital entrepreneurship has on business. Within the work, empirical research was conducted, on a sample of 147 respondents, which aimed to point out the potentials that digital entrepreneurship has in the Republic of Serbia. The research conducted in this paper aimed to point out the importance of digital entrepreneurship, as a new business paradigm in global markets, and the potential of digital entrepreneurship in the Republic of Serbia. In addition to a comprehensive analysis of secondary data sources, the results of which are presented in the literature review, the paper also used primary data sources, i.e. the results of research on the potential of digital entrepreneurship in the Republic of Serbia, conducted by the author through an online survey.

The digitalization of education significantly facilitates access to the educational process for people with special needs. The study aims at determining the main possibilities of using digital technologies as a means of supporting the education of students with disabilities. The research strategy requires both quantitative and qualitative methods to understand what university staff considers effective when using digital technologies for students with disabilities with due regard to their experience, knowledge and abilities to meet the needs of such students. To achieve this objective, the authors used a set of theoretical and empirical methods: theoretical, empirical and numerical methods. The main research method was an online survey. Based on the online survey of teachers, IT specialists and network administrators (from six Russian universities), the authors of the article have revealed the advantages, directions and opportunities of digital technologies to support the learning of students with disabilities, considered the use of digital assistive technologies in teaching such students and the issues of introducing digital technologies as a means of supporting students with disabilities and creating conditions for overcoming them. The study results have demonstrated that the pedagogically balanced and expedient use of digital technologies will help students with disabilities fully engage in the educational process and develop individual educational strategies acceptable to them.

This study aims to determine the level of satisfaction of consumers towards the attributes of papaya in the traditional market of Surakarya City. Data is processed using the CSI (Customer Satisfaction Index) method. The study was conducted from January to March 2020 in Surakarta City with 100 consumers as respondents. CSI analysis is used to measure the level of customer satisfaction through the calculation of consumer ratings of the attributes of indicators attached to an item. The results of the study based on CSI values indicate that the results of consumer satisfaction in traditional markets are classified as satisfied (80,59%). The order of consumer satisfaction with the attributes of papaya in traditional markets is the variable taste, size, level of maturity and price. Consumers are satisfied because the expectations in buying for papaya in traditional markets in the city of Surakarta have been fulfilled.

The understanding of the satisfaction of wine consumers and the reasons why it is consumed presents a challenge, since there is not much research on this subject. For this reason, a consumer satisfaction survey was carried out to observe the relevant and determinant attributes related to the reasons why they drink wine. A total of 300 consumers, between 21 and 88 years old, were interviewed in the city of Cascavel, in the state of Paraná. It was noted that 57.67% of consumers reported as “important” or “very important” the fact that wine contributes to the prevention of heart diseases, a determining attribute when choosing wine, regardless of the side dishes. About 55% of the interviewees considered the fact that the wine is aromatic and fruity as “important” or “very important”. On the attribute indicating that wine is good to forget the problems, only 14.34% of consumers consider it “important” or “very important” at the time of the choice. The item response theory was observed to be an important tool to evaluate the level of satisfaction of wine consumers.

Economic policy in the modern world can be treated as an outcome of interaction of multiple territorial centers of public authority: nation-states, subnational and supranational jurisdictions. In the last decades economics has increased its attention to the factors which influence the distribution of power among jurisdictions. The paper surveys two main research areas in this literature: economics of conflicts and theory of endogenous decentralization. It discusses the basic models of both approaches and their modifications applied in the literature as well as factors of conflict formation and bargaining over devolution.

The qualitative and clear definition of the legal regime of the capital of Ukraine, the hero city of Kyiv, is influenced by its legislative enshrinement, however, it should be noted that discussions are ongoing and one of the reasons for the unclear legal status of the capital is the ambiguity of current legislation in this area. Separation of the functions of the city of Kyiv, which are carried out to ensure the rights of citizens of Ukraine and the functions that guarantee the rights of the territorial community of the city of Kyiv. In the modern world, in legal doctrine and practice, the capital is understood as the capital of the country, which at the legislative level received this status and, accordingly, is the administrative and political center of the state, which houses the main state bodies and diplomatic missions of other states. It is the identification of the boundaries of the relationship between the competencies of state administrations and local self-government, in practice, often raises questions about their delimitation and ways of regulatory solution. Peculiarities of local self-government in Kyiv city districts are defined in the provisions of the Law on the Capital, which reveal the norms of the Constitution in these legal relations, according to which the issue of organizing district management in cities belongs to city councils. Likewise, it is unregulated by law to lose the particularity of the legal status of the territory of the city. It should be emphasized that the subject of administrative-legal relations is not a certain administrative-territorial entity, but the social group is designated - the territorial community of the city of Kiev, kiyani. Thus, the provisions on the city of Kyiv partially ignore the potential of the territorial community.

Given the trends in the modern world, as well as the rapid growth of digitalization, it is safe to say that it will inevitably affect almost all areas of human life and activities. Dmitriev’s English dictionary defines the word readiness: «It is a state where everything is done to start doing something.» Accordingly, an assessment of the company’s readiness to integrate modern digital technologies will identify opportunities, risks and threats, strengths and weaknesses of the enterprise, as well as to formulate a list of initial measures that need to be implemented. Thus, there is an urgent need to find an answer to the following questions: «How (by, what criteria and indicators) to measure readiness?», «What are the approaches to readiness assessment?» The purpose of this article is to develop a model and algorithm to assess the company’s readiness to integrate modern digital technologies. Modelling techniques were used to achieve this goal, as well as to analyze and generalize information. As a result of the research, a model for assessing the company’s readiness to integrate modern digital technologies has been developed and tested, based on the quality management model presented in the ISO 9000 series standards. A particular example shows how to use it and what it ultimately allows you to see and evaluate.

(1) Background: The COVID-19 pandemic forced people from all around the globe to strongly modify their daily routines, putting a significant strain on the social aspects of daily lives. While the first wave of the pandemic was a very challenging time in all countries, it is still uncertain whether various lockdown intensities and infection rates differed regarding their psychosocial impact. This work therefore aimed to investigate (i) the psychosocial effects of home confinement in two European countries that underwent different lockdown intensities: Italy and the Netherlands and (ii) the role of communication technology in relation to feelings of loneliness. (2) Methods: A cross-sectional online survey inquiring about different psychosocial variables and the use of and satisfaction towards communication technology was circulated among the general public during the first wave of the COVID-19 pandemic. In total, 629 participants (66% female, 68% from the Netherlands) answered each question twice, referring to “before” and “during” the pandemic. (3) Results: We found significant negative effects of COVID-19 home confinement on depressive feelings (p < 0.001, %∆ = +54%), loneliness (p < 0.001, %∆ = +37.3%), life satisfaction (p < 0.001, %∆ = −19.8%) and mental wellbeing (p < 0.001, %∆ = −10.6%) which were accompanied with a significantly increased need for psychosocial support (p < 0.001, %∆ = +17.3%). However, the magnitude of psychosocial impact did not significantly differ between residents undergoing a more intense (Italy) versus a less intense (Netherlands) lockdown, although the decrease in social participation was found to be significantly different for both countries (z = −7.714, p < 0.001). Furthermore, our findings demonstrate that the increase in loneliness was associated with the adoption of new digital communication tools (r = 0.21, p < 0.001), and significantly higher for individuals who started to adopt at least one new digital communication tool during confinement than for those who did not (z = −4.252, p < 0.001). (4) Conclusions: This study highlights that, although COVID-19 home confinement significantly impacted psychosocial wellbeing during the first wave of the pandemic, this impact did not differ based on lockdown intensity. Recognizing the increasing adoption of digital communication technology in an attempt to reduce lockdown loneliness, future studies should investigate what is needed from the technology to achieve this effect.

The article is devoted to the discourse of the city’s cultural memory. The relevance of studying this topic is determined not only by the fundamental aspect associated with the episodicity of existing studies of this phenomenon. From an applied point of view, the city’s cultural memory is a symbolic resource that can be used to create an appealing image, form a sustainable urban identity, and strengthen the citizen’s sense of belonging to the city. The accumulation and objectification of cultural memory take place in symbolic forms, which makes it important to study the practices of symbolizing the urban past, the essence of which is to generate the significance of the relevant or latent layers of cultural memory for the citizens.The article presents the results of the final stage of research related to the study of the process of constructing the cultural memory of the city. The purpose of the article is to analyze modern practices of symbolizing fragments of the urban past, which mean their significance for contemporaries. Basing on the culturological cross-section of the issue, the author integrates different research contexts. The methodological basis of the article is the communicative approach that focuses on the processes of meaning formation, and the constructivist method that considers memory as a multi-layered and dynamic construct. Analyzing the practices of symbolizing the urban past by the example of Russian cities, the author of the article demonstrates how the episodes of the city’s memory are updated in the modern world, how cultural meanings become memorable for citizens. The author uses the results of previous studies and identifies the following elements of the symbolization of the urban past: a) ways of encoding fragments of the past; b) communicative trajectories of memory symbolization; c) factors of producing meanings about the collective past of the city. The obtained results open up new frontiers in understanding the processes of formation of the collective ideas about the city, and prospects for empirical research, forecasting and constructing the cultural memory of Russian cities, giving them the opportunity to change their present and future.
