bjective: Development of an instrument to form measures aimed at improving and monitoring their im- plementation, which will consider deviations from the specified parameters. The formation instrument is regarded as a complete set of elements for performing a function by systematizing a set of units (objects, phenomena), i. e., step-by-step application of tools compiled into a single algorithm. Methods: The main tools for analyzing and managing the passenger complex during ongoing activities are: Pareto chart, cause & effect diagram (Ishikawa), correlation, risk management (3-map method), strategic management (X-matrix), etc. Results: The study has revealed that the formation instrument consists of a sequence of systematic forecasting and evaluation of the algorithm of sequential operations: statistics, analysis, risk calculation, verification, control, etc. It has been established that it is necessary to strive for the ability to achieve a given parameter of the process stability in the passenger complex avoiding critical devia- tions from the desired result. Practical importance: Using the example of the 2019/2020 Oktyabrskaya Railway passenger complex winterization, the apparently universal principle of using the formation in- strument has been demonstrated. This principle can be not only applied to other passenger complex pro- cesses but also used in the processes of other facilities in the Russian Railways network.

Abstract The typical problem of vegetable oil processing is to ensure the consistency of the output quality. The one parameter that mostly affects quality is the presence of wax, which commands control at all stages of the process (refinement, odours removal, freezing). Statistical methods of analysis can be usefully applied to the improvement of vegetable oil processing, as demonstrated by this study. The authors in fact used statistical methods in order to: a) optimize parameters consistency, b) enhance process efficiency, c) improve economic performance and finally, d) assess process stability. The following statistical tools were used in the study: 1) Histograms, 2) Shewhart Charts, 3) Ishikawa Diagrams and, 4) Pareto Chart. A first major finding was that the occurrence of process flaws that would result in product rejection had a 5% probability of happening at all stages of the process. Moreover, the analysis of process stability with maps of average values and ranges leads to the finding that the process itself is statistically unstable. Finally, cause-and-effect relationships of influencing factors (such as the quality of feedstock) were investigated, thus determining the main causes of flaw in the production process. This leads to the definition of corrective actions, the effectiveness of which was then investigated and evaluated.

Objective: Drawing on the study of the situation in railway passenger traffic, to propose measures for the reconstruction of station M of the Murmansk transport hub and perform a consolidated estimate of the cost of implementing the proposed measures. Methods: The means and methods of general systems theory, system and economic analysis, terminalistics, logistics and management of the ope- rational work of railways are used. Results: Based on the results of the economic calculation, it was concluded that it is necessary to reconstruct the exhibition track N 2 to receive passenger trains of 25 cars and organize work with double-deck cars. A consolidated estimate of the cost of building an exhibition track N 2 has been made. Practical importance: Thanks to the increase in the useful track length, new opportunities will be opened for the development of promising passenger traffic at the station in question and, consequently, for an increase in the profit of the Russian Railways company. The results obtained can be applied in the implementation of the development concept of the Mur- mansk transport hub, in the design of individual elements and devices of the railway hub, as well as in the optimization of passenger service technology.

Abstract Background Tuberculosis is a worldwide health concern and isoniazid is the most used and considered one of the most effective drugs for its treatment. The “quality” concept must be incorporated into the final pharmaceutical product, according to the quality by design (QbD) definition. Therefore, the determination of analytical test conditions is extremely important and the design of experiments (DoE) becomes a very useful tool. Objective This paper used the concept of QbD to assist the development of analytical conditions for isoniazid and its respective prodrug, applying HPLC. Method HPLC analytical methodologies were developed for isoniazid and its succinylated derivative. The experimental design was carried out using three analytical parameters at three levels. Four chromatographic responses were studied. The impact of analytical parameters on chromatographic responses was assessed using a Pareto chart. Regression models were obtained using multiple regression analysis. DoE analysis was conducted using the Minitab® program and the experiments were performed sequentially, with varying factors. Results We identify three main risk parameters: mobile phase (high), flow rate (moderate), and pH of buffer (moderate). The ratio of mobile phase buffer (X2) and mobile phase pH (X3) had a major influence on the peak resolutions (Y3). The capacity factors for iso-suc (Y1) and isoniazid (Y2) peaks should be within 3–9 and 4–10, respectively. The peak resolutions between iso-suc and isoniazid (Y3) should be above two. Conclusions We designed 27 experiments, obtaining 1.0 mL/min flow rate, 95% buffer in the mobile phase, and pH 7.0 as the optimal analytical conditions. Highlights Analytical Quality by Design was used as an important tool to determine the best analytical test conditions for isoniazid and its respective prodrug - succinylated isoniazid

Introduction. Regional passenger companies (RPCs) split-off was a result of Russian railways restructuring. Now RPCs have some problems of development, one of them is insufficient funding from regional authorities. Purpose. The purpose of the research is identification of regional passenger transportation general tendencies and features in various countries on the base of international experience survey, including forms of interaction between RPCs and regional authorities. The research is focusing on the following aspects: 1) competition forms at suburban and regional passenger transportation markets; 2) railway infrastructure and vehicles ownership; 3) state or private ownership on regional passenger companies; 4) regional passenger transportation financing schemes; 5) possibilities of regional passenger transportation performance increasing. Methodology. For achievement of the research purpose general scientific methods were applied, such as: analysis and synthesis, generalization, analogy, comparison, induction, system approach. Results. The article has the analysis of competition forms at regional passenger transportation markets. Models of regional passenger transportation development in the world are classified into competition model and regulatory model. Practical importance. Results of the research can be used by regional authorities in case of transportation policy development, transport reforming and further regional passenger transportation improvement. Conclusion. The survey of regional passenger companies development should be considered in case of suburban railway passenger transportation reforming in our country. It must be kept in mind RPCs operating conditions in certain regions of Russia, the high level of social importance and historical aspects of suburban transportations development.

The purpose of this research is to improve the product quality problem experienced by one of dry SLS manufacturing company in Indonesia. The high number of non conforming product during the past year makes the sales target to be unachievable and caused the loss due to many rework process. Tools are used in this research is to apply the seven tools approach. Flowchart, Pareto chart, and histogram are used to calculate and determine the problem to be fixed. Collection of improvement idea is done by brainstorming and improvement analysis is done by using Fishbone diagram. The results of the improvements made good results are marked by decreasing the number and percentage of non conforming product more than 50 percent of the amount of non conforming product on the previous condition prior to the improvement.

The article is devoted to the developed software module for statistical quality control of products that allows using the following quality tools: Pareto chart, Shewhart control maps (mean value map and span map), scatter chart, control maps of shares and the number of nonconforming units, control maps of the number of nonconformities and the number of nonconformities per unit, Ishikawa diagram. This article can be useful for specialists who are engaged in statistical quality control and are looking for an alternative to other software that can be implemented in the production process.

Objective: To evaluate the economic consequences for state activity regulation of suburban passenger railway companies. Methods: The research employed the methods for calculating economically sound expenses considered in price (rate) formation for services provided by natural monopoly entities in public railway passenger transportation in suburban areas of the Russian Federation subjects. Results: Economic consequences were determined for the use of this state regulation tool for the suburban passenger complex, including its influence on the financial results of overall company activity as well as costs distribution for suburban passenger transportation between the Russian Federation subjects included in the company service range. Main factors influencing the net cost of transport operation and unit cost of transportation service were determined. Their influence over the economic factors of company operation in regions differing in passenger flow intensity and transport operation volumes was analyzed. The differences in reaction of the full-rate and discount passenger turnover to modification of service price and quality were determined. It was concluded that the current mechanism of income shortfall compensation does not provide the company with economic stimuli to reduce its operational costs. Practical importance: The research results can be used in forming an efficient mechanism for managing a suburban passenger transportation company, aimed at increasing its profitability and ensuring competitiveness on the suburban passenger transportation market.

Analytical sensitivity and spatial resolution are important and closely related factors in x-ray microanalysis using the AEM. Analytical sensitivity is the ability to distinguish, for a given element under given conditions, between two concentrations that are nearly equal. The analytical sensitivity is directly related to the number of x-ray counts collected and, therefore, to the probe current, specimen thickness and counting time. The spatial resolution in AEM analysis is determined by the probe size and beam broadening in the specimen. A finer probe and a thinner specimen give a higher spatial resolution. However, the resulting lower beam current and smaller X-ray excitation volume degrade analytical sensitivity. A compromise must be made between high spatial resolution and an acceptable analytical sensitivity. In this paper, we show the necessity of evaluating these two parameters in order to determine the low temperature Fe-Ni phase diagram.A Phillips EM400T AEM with an EDAX/TN2000 EDS/MCA system and a VG HB501 FEG STEM with a LINK AN10 EDS/MCA system were used.

Reflection electron microscopy (REM) has been used to study surface defects such as surface steps, dislocations emerging on crystal surfaces, and surface reconstructions. However, only a few REM studies have been reported about the planar defects emerging on surfaces. The interaction of planar defects with surfaces may be of considerable practical importance but so far there seems to be only one relatively simple theoretical treatment of the REM contrast and very little experimental evidence to support its predications. Recently, intersections of both 90° and 180° ferroelectric domain boundaries with BaTiO3 crystal surfaces have been investigated by Tsai and Cowley with REM.The REM observations of several planar defects, such as stacking faults and domain boundaries have been continued by the present authors. All REM observations are performed on a JEM-2000FX transmission electron microscope. The sample preparations may be seen somewhere else. In REM, the incident electron beam strikes the surface of a crystal with a small glancing angle.

Purpose. The purpose of the article is to identify the fundamental values of the Ukrainian people, on the basis of which not only his mentality, but also all national-state institutions, including institutions of justice and justice, as well as to identify trends of influence of these values on the further development of legal foundations of the judiciary and justice of Ukraine. Method. The methodological basis of the study was the combination of principles and methods of scientific knowledge. For the objectivity of the research, a set of general scientific, special-legal, special-historical and philosophical methods of scientific knowledge was used. Results. At the current stage of reforming the institutions of the judiciary and the judiciary, the notion of fair justice, which is formed on the basis of popular national culture, plays an important role. Given the functioning of the modern Constitutional Court of Ukraine, whose representatives are formed by delegation to the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine and the judiciary, this institution needs radical reform as it has repeatedly made political rather than constitutional decisions. Scientific novelty. Based on the analysis of the national tradition of justice, it is established that the Constitutional Court should be formed by public organizations, which are formed by legal experts. There are several higher scientific institutions in Ukraine which have departments, constitutional law research institutes. Their representatives should delegate the best experts in the constitutional right to competitive selection to fill vacancies in the constitutional court. Practical importance. The results of the study can be used in further historical and legal studies, preparation of special courses.
