One of the government policies to increase community participation in forest management is Forestry Partnership.  The purpose of this study was to determines the process of forestry partnership implementation in KPHP Way Terusan.  Data collection used in this research was interviews and then the data is analyzed descriptively. The results showed that the implementation process of forestry partnership was long enough and have a lot of challenges.  The supporting factors in forestry partnership were the existence of high support done by the community towards forestry partnership programs, communities high trust to KPHP Way Terusan and high support by other related parties (stakeholders).  Inhibit factors in forestry partnership were low capabilities of human resources, the problems within farmer groups organization, maintainless communications between government and farmer groups and low community participation.

Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum  sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru.   Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik   The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. This research aims to identify the level of community participation in the development of Keseneng Tourism Village, to know the inhibiting factors in the development of tourism villages, and to identify efforts to overcome obstacles to increase the participation of the Keseneng Village community. The design in this study is a case study research with a type of qualitative descriptive research. The data used are primary and secondary data. Data collection techniques used are observation, interviews and documentation. The data validity technique uses triangulation techniques. Trianggulation technique means using different data collection techniques to get data from the same source. The results showed that the level of community participation in the development of the Keseneng Tourism Village using the Arnstein ladder was in the stage of Placatation. Participation in the threatening stage means that the communication made by the community and the government has been done well. The community also has the opportunity to place its representatives in the development of Keseneng Tourism Village activities. The inhibiting factors in the development of Keseneng Tourism Village are lack of funding, quality of Human Resources, knowledge and insights of the community regarding tourism villages, and incomplete facilities and infrastructure. Efforts are being made to overcome obstacles by disseminating tourism, providing skills training, fostering tourism villages, participating in marketing and publishing Keseneng Tourism Village, as well as comparative studies to other tourist villages. Penelitian ini bertujuan untuk mengidentifikasi tingkat partisipasi masyarakat dalam pengembangan Desa Wisata Keseneng, mengetahui faktor penghambat dalam pengembangan desa wisata, serta mengetahui upaya dalam mengatasi hambatan untuk meningkatkan partisipasi masyarakat Desa Keseneng. Desain dalam penelitian ini adalah penelitian studi kasus dengan jenis penelitian deskriptif kualitatif. Data yang digunakan adalah data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara serta dokumentasi. Teknik keabsahan data menggunakan trianggulasi teknik. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat pengembangan Desa Wisata Keseneng menggunakan tangga Arnstein berada pada tahap Penentraman (Placatation). Partisipasi tahap Penetraman berarti bahwa komunikasi yang dilakukan masyarakat dan pemerintah telah dilakukan dengan baik. Masyarakat juga memiliki kesempatan untuk menempatkan perwakilannya dalam kegiatan pengembangan Desa Wisata Keseneng. Faktor penghambat dalam pengembangan Desa Wisata Keseneng yaitu kurangnya pendanaan, kualitas Sumber Daya Manusia, pengetahuan dan wawasan masyarakat mengenai desa wisata, serta sarana dan prasarana belum lengkap. Upaya yang dilakukan  masyarakat dan pemerintah untuk mengatasi hambatan dengan melakukan sosialisasi kepariwisataan, memberikan pelatihan keterampilan, pembinaan desa wisata, ikut memasarkan dan mempublikasikan Desa Wisata Keseneng, serta studi banding ke desa wisata lain.

Every citizen has the same rights to obtain the education, including for children with disabilities. However, from the current researchers there are several problems faced with the implementation of Extraordinary School (SLB) education in Central Java Province, which is the limitation of human resources policy, budget and infrastructure facilities. This research aims to observe and conduct analysis of the policy reform of Sekolah Luar Biasa (Extraordinary School) of Education management in Central Java Province and supporting factors and inhibitors of SLB education management policy conducted by the government of Central Java Province. The research method used by researchers is qualitative, with data collection using triangulation techniques. The results showed that the policy reform of SLB Education management in Central Java Province in the field of apparatus resources still need to be addressed because still many who have not been literate with technology. However, it does not affect them in the service given to the community. These recommendations given improving the quality and quantity are human resources apparatus through the technology and training. The addition of personnel, development of infrastructure adapted to disabled, master data collection and budget adjustments. Preparation of Standard Operational Procedure (SOP) sustained to the LAW No 8 in 2016 about the disabled. The formation of farmer groups will make it easier for farmers to carry out their farming activities. This study aims to examine the role of farmer groups in cocoa farming activities in Ketulungan Village. The approach used in this study is a qualitative descriptive approach. Respondents were cocoa farmer groups selected using a purposive method. Data collection is done by in-depth interviews with respondents and informants. The informants in this study were extension agents both from related institutions and from the private sector. The results of this study indicate that the role of farmer groups in farming activities includes: (1) Farmer groups as a forum for sharing information, namely farmer groups disseminating information obtained from instructors to their members through meetings; (2) Farmer groups as a place of discussion, namely farmer groups as a place to find solutions to problems in cocoa farming activities such as maintenance and handling of pests and diseases; (3) Farmer groups as a forum for learning, namely farmer groups as a place to get knowledge about cocoa cultivation; (4) Farmer groups as production units, namely farmer groups as providers of facilities and infrastructure in farming activities of their members such as providing fertilizer and cocoa seeds; (5) Farmer groups as a place of cooperation, namely farmer groups capable of cooperating with extension agents, PT Mars and its members in carrying out their farming activities. It is expected that farmer groups, more actively collaborate in farming activities and can cooperate with the government and other parties to improve their farming activities.

The availability of depleted oil reserves has made world oil prices soar. Consequently, the fuel subsidy swells. Facing this situation, the Government made a policy of converting kerosene to LPG gas. The methodology used in this study is descriptive qualitative method with data collection techniques through interviews and observations in the community by purposive sampling. Data were analyzed using reduction, display and verification techniques. The results of the study show: 1) The public perception regarding the conversion of kerosene to LPG gas is quite good. 2) The attitude of the community towards the conversion of kerosene to LPG gas is predominantly in the good category. 3) Community participation in the conversion of kerosene to LPG gas has a dominant distribution in the high enough category. This study aims to describe why the village goverment is late in submitting the village budget accountability report (APBDes) in West Pasaman Regency. This research is classified as a descriptive study. Sampling based on research objectives and data collection methods using interviews. This research was conducted in villages that were late in reporting the accountability for the realization of the (APBDes) in West Pasaman Regency. This study found that there are four obstacles that cause the village apparatus cannot make the report timely: quality of human resources, facilities & infrastructure, community participation, internal control. It suggested for further research to increase the sample and focus on comparing villages that are late and not late in reporting the budget realization accountability.

The pre-survey process showed that the report on performance was not optimal and human resources in the Department of Population and Civil Registry were inadequate and Minister of Administrative Reform and Bureaucratic Reform No. 38 of 2017 concerning the Competency Standards of the Position of the State Civil Apparatus which requires the State Civil Apparatus that has the competence, discipline, participatory, motivative and commitment in carrying out the performance of public services, then this study takes focus on the influence of competence, motivation and commitment to the performance of the State Civil Apparatus in the Population and Civil Registry Office of Situbondo Regency. This study aims to find out and analyze the competence, motivation, and commitment of employees to the performance of the Government of Situbondo Regency. This type of study is a quantitative study using a saturated sample of 29 State Civil Apparatuses in the Situbondo Regency Population and Civil Registry Office. Data collection techniques used in the study through surveys using questionnaires, interviews and documentation. Data from the subsequent studies were analyzed using multiple linear regression. Based on the results of the study it can be concluded that: 1). Partially, competence and commitment have a positive and significant effect on the performance of the State Civil Apparatus in the Population and Disability Service Office of Situbondo Regency. While motivation has a positive effect, but it is not significant on the performance of the State Civil Apparatus in the Population and Civil Disability Office of Situbondo Regency, and 2). Simultaneously the variable X together on the performance of the State Civil Apparatus has different results. Where the competency and commitment variables have a positive and significant effect, whereas motivation only has a positive effect. Keywords: Performance, Competence, Motivation and Commitment

As the activities grow increasingly at Soekarno-hatta International Airport, the government in this case is PT Angkasa Pura needs to extend the airport by develop phase three in northern area of the existing airport. However, the expantion plan is opposed by the local goverment of Tangerang City because the plan may interfere with project of Tangerang Pantura Development Plan. For instead local goverment of Tangerang City proposes that the expantion would be build in the southern area. Obtaining the description of citizen attitude in this area is the aim of this study. This study is a descriptive research using a descriptive statistical analysis. Data collection using interviews with a questionnaire to respondends. By using Sherry Arnstein theory to measure the level of community participation. The analysis results indicated that the level of knowledge, awareness, and income levels affect the level of public participation in environmental management. Forms of participation provided most of the funds appropriated in the form of donations by income level.

Analysis of Village Development Factors and Strategies Towards Independent Villages (Case Study in Batang Sangir Village, Kayu Aro District, Kerinci Regency). This study aims to determine the Factors of Development of Batang Sangir Village and Strategies Towards Independent Villages. This type of research is descriptive with a qualitative approach. The research location is in Batang Sangir Village, Kayu Aro District, Kerinci Regency with a purposive sampling technique. This study uses data collection techniques: interviews, observation, and documentation. The results of this study are, the development factors in Batang Sangir Village include: (1) Natural Resources. (2) Human Resources. (3) Economy. (4) Public Services. (5) Community Participation. Batang Sangir Village applies a strategy towards independent villages from within, namely: optimizing the initiative or desire of the community to progress, optimizing the capacity / ability of the community, optimizing the capacity of the village head in organizing. Facilitate bureaucracy and facilitate constructive activities. Strengthening village officials' human resources through training and coaching and involving the community in development. Conduct village meetings which include community leaders, religious leaders. Determine productive businesses in Batang Sangir Village.

Pertumbuhan pembangunan hotel, apartemen dan kondotel dinilai tidak ramah bagi pelaku usaha, karena berkaitan dengan rendahnya tingkat okupansi dan persaingan harga pada layanan sejenis. Pemerintah menanggapi permasalahan ini dengan menerbitkan kebijakan moratorium untuk izin usaha hotel dan sejenisnya. Namun, setelah pemerintah menerbitkan kebijakan moratorium, jumlah usaha tidak mengalami stagnasi, bahkan meningkat signifikan bila dibandingkan sebelum pemerintah menetapkan kebijakan moratorium. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang bertujuan untuk mengetahui dimensi ambiguitas dalam kebijakan dan proses implementasi kebijakan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Dalam penelitian ini penulis menggunakan ambiguitas-konflik Matland. Hasil penelitian menunjukan bahwa peningkatan jumlah usaha setelah penerbitan kebijakan moratorium diinisiasi oleh ambiguitas tujuan dalam kebijakan dan ambiguitas sarana dalam proses implementasi kebijakan.The growth in the construction of hotels, apartments, and condotels is considered unfriendly to business actors because it is related to low occupancy rates and price competition for similar services. The government responded to this problem by issuing a moratorium policy for hotel business permits and the like. However, after the government issued a moratorium policy, the number of businesses did not stagnate, even increasing significantly when compared to before the government enacted the moratorium policy. This study uses a qualitative research type with a descriptive approach that aims to determine the dimensions of ambiguity in policy and policy implementation processes. The data collection techniques used were observation, interview, and documentation. In this study, the authors used Matland's conflict ambiguity. The results showed that the increase in the number of businesses after the issuance of the moratorium policy was initiated by the ambiguity of objectives in policy and ambiguity of means in the policy implementation process.
