ResumenEn el año 2001, la política Estatal de vivienda en México se enfocó en colocar en el mercado inmobiliario miles de viviendas de interés social a muy bajo costo. El objetivo del programa fue incentivar la industria de la construcción del país mediante la promoción intensiva de vivienda social, cubriendo así el rezago habitacional existente y acelerando el desarrollo económico del país. El presente artículo tiene como objeto analizar y describir el fenómeno del abandono en la vivienda social en México y la relación entre la ubicación de las viviendas abandonadas, la dimensión edificada de la vivienda y el perfil socioeconómico de los propietarios. El artículo se centra en un estudio de caso que, en la primera parte, describe el contexto y problemática general que enfrenta la vivienda social en México y posteriormente, analiza la interrelación de las variables tomando los datos de los municipios de Tizayuca, Zumpango y Huehuetoca al norte de la zona metropolitana de la Ciudad de México. El trabajo concluye que las viviendas abandonadas no están relacionadas con su ubicación dentro de la ciudad, sin embargo, existe una relación trascendental entre el tamaño de la vivienda ofrecida y el porcentaje de abandono. The main objective of this program was to incentive the national construction industry with an intensive promotion of social housing, covering the actual lack of demand and accelerating the economic development of the country. This paper has the objective to analyze and describe the social housing abandon phenomenon in México and search the relation between the location of this houses, the dimension of the houses and the social economic profile of the owners. The paper is focused in a case of study that, in the first part, will describes the context of the Mexico’s housing policy main faced problem, and then, analyzed the data variable correlation in the municipalities of Tizayuca, Zumpango and Huehuetoca in the north arch of the Mexico City’s Metropolitan Area. This paper concludes that the abandon houses are not completely related with their location inside the urban contention buffers, however, it exists a transcendental relation between the offered house dimension and their abandon percentage. The issue of ensuring adequate living conditions is particularly relevant for the 1 billion people worldwide living in densely populated urban areas, in informal settlements and slums. This problem does not lose its relevance for the cities of Ukraine, which have 1.3 million families in need of better living conditions. This, without exaggeration, threatening situation emphasizes the relevance of this study and requires immediate action by public authorities and local governments to develop and immediately implement effective tools for social protection of urban residents, which due to difficult life circumstances need to improve their housing standards. The search for ways out of the crisis in the field of government housing policy begins with an analysis of the preconditions and reasons for the failure of most national government programs and projects in this area. It is the results of such an analysis that allowed the authors of the study to determine the directions of further scientific research. Today there is a real need for systematization and analysis of modern international experience in this area in order to clarify possible problems and prospects for its implementation in Ukraine. It would be extremely useful for public authorities that take care of social protection of the population and for local governments to study the best practices of European countries in this area. The model according to which the needy would receive social housing not in property, but rented on preferential terms is considered to be unequivocally promising for us. This would, firstly, allow the social service operator to successfully maneuver in the real estate market and take advantage of the favorable situation in the real estate market, selling social housing at the peak of the cycle and investing in it in decline, and, secondly, would create powerful incentives for self-overcoming life difficulties by recipients of such services. The authors proposed a scheme of organization and interaction of effective market mechanisms and instruments, in particular Asset management companies’ operations with derivatives during the implementation of state housing policy can radically solve the problems that have accumulated over the years.

High residential living in Malaysia has not been widely given a significant emphasises in literature despite its increasing scale and significance in the real estate market. The significance of high rise is mainly due the increasing rate of migration from rural to urban. It is estimated a total of 77.2 percent of the Malaysian population lived in urban areas in 2020. Approximately, 30 percent of this urban population lives in strata housing. These percentages are predicted to continue to increase in the future. The emergence of high residential building has been argued as confronting various problems which has considerable impact on this life style. Satisfaction is an important outcome of living in one’s dwelling, although it is not the only consideration. High residential building in Malaysia encountered numerous problems in term of management aspects, legislation aspects, and residents’ satisfaction. The purpose of this paper is to investigate the tenants’ satisfaction living in high residential buildings in Klang Valley. The questionnaires survey is conducted amongst 276 tenants at low cost and medium cost HRB using random sampling in HRB located at areas under jurisdiction Dewan Bandaraya Kuala Lumpur (DBKL), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Bandaraya Shah Alam (MBSA), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Perbandaran Selayang (MPS) and Majlis Perbandaran Ampang Jaya (MPAJ). The result from this study shows that tenant in medium cost residential building are more satisfied in term of facilities and management as compared to tenants in low cost residential building. Tenants also not disclosed to the existing act and procedure related to high residential building. In conclusion, this study suggested the Local Authority to emphasise the role of tenant. These recommendation hopefully will increase the level of satisfaction amongst the residents in HRB.

As universidades apresentam um importante papel social na promoção do desenvolvimento social, cultural e econômico. Em diversos países sua instalação está ligada também ao desenvolvimento urbano e regional, especialmente de cidades médias e pequenas, promovendo, com relativo sucesso, a modernização da estrutura urbana e econômica dessas cidades. A base empírica desse estudo são as cidades sede dos campi da Universidade Federal do Recôncavo da Bahia (instalados em 2006) e Passau (Baviera/Alemanha), sede da Universidade de Passau, desde 1978. Nosso objetivo é propor uma abordagem metodológica que dê suporte para pesquisas focadas na integração, na fragmentação e nos conflitos entre a cidade da população local e aquela das universidades. Nossas conclusões principais indicam uma grande dinamização do mercado imobiliário, diversificação das atividades comerciais e de serviços, ampliação do papel regional, mas também, do ponto de vista social, conexões fracas e pontuais com a cidade, gerando conflitos entre estudantes/professores e a população local. Abstract PUBLIC UNIVERSITIES AS AGENTS IN URBAN AND REGIONAL DEVELOPMENT OF MEDIUM AND SMALL-SIZED CITIES: A THEORETICAL, METHODOLOGICAL AND EMPIRICAL APPROACH The universities have an important role in our society to promote social, cultural and economical development. In many countries universities has been installed in small and medium-sized cities since the 70’s to promote the development and ‘modernization’. Some of them are very successful and the economical development is visible and unquestionable. Our empirical study focuses the cities of the Federal University of Reconcavo da Bahia (installed in 2006) and Passau/Bavaria/Germany (University of Passau, installed in 1978). Our goal is to propose methodological approach to support a research based on the integration, fragmentation and conflicts between the city of the local population and city of the Universities. Our major conclusions are connected with the increase of the real estate market, diversification of commercial and service activities, intensification of regional role. From the social point of view, however, there are weak and punctual connections with the cities, promoting spatial and cultural conflicts between the students/professor and the local population.

AbstractThis article identifies the problems and malfunctions of the Chinese apartment ownership regime that necessitates its formalization. The benefits of formalizing the apartment ownership, such as resolution of the social housing problem, and establishment of the mortgage-backed real estate market, are presented. Thereafter, we indicate that the success of formalizing apartment ownership in China depends on one hand on the extent to which the unique property market in China can be reconciled with acknowledged ways of dealing with apartment ownership in various other jurisdictions acting as comparative examples. On the other hand, simply grafting borrowed laws or legal institutions into a new context cannot achieve the desired effects. Legal culture matters and it cannot be downplayed in the formalizing process. Our conclusion is that the booming but immature Chinese apartment ownership market will benefit greatly if the casual link between the market economy and well-defined property rights are confirmed through legal formalization.

In the first 20 years of the 21st century, the social housing policy in Poland underwent many changes. They resulted from the lack of consistency in this respect and low patience of the ruling parties, which led to profound modifications in the approach to the housing policy practically with every new government. Until the implementation of the National Housing Programme (NHP), the housing policy in Poland was characterised by fragmented solutions, without any comprehensive approach to the issue in question. The aim of the article is to verify the effectiveness of the NHP, especially in terms of its social part, i.e., Mieszkanie Plus [Apartment Plus] package. The programme was described using the framework of theoretical assumptions of the social housing policy and the implementation of this policy in Poland after the year 2000. The author claims that the NHP is the first housing policy in Poland which applies a holistic approach and moves away from the practice of short-term, fragmented solutions. He recommends that those who are in power should exercise patience and refrain from introducing alterations after a very short period from the point of view of investment processes, as the implementation of such a complex housing policy as the NHP is planned for many years.

  La presente investigación analizó la incidencia del Artículo 103 de la Ley Orgánica de Comunicación y su normativa conexa en la industria musical manabita, principalmente en su aplicación en Radio Amiga durante el año 2016. La mencionada normativa es un instrumento de política pública de acción afirmativa que busca proteger a la industria local a través de la imposición obligatoria de una cuota del 50% de música nacional en las radios.  Esta ley establece aspectos fundamentales como la clase de contenidos a difundirse, la forma de difusión, el tipo de radios y la diferenciación entre artistas nóveles y reconocidos. La investigación se realizó usando como metodología el estudio de caso de Radio Amiga 90.1 de la ciudad de Portoviejo. Palabras clave: Ley, comunicación, industria musical, música nacional, Artículo 103.   Abstract The analysis of corruption correlated with an organizational approach is a new topic regarding trends from which this phenomenon is traditionally addressed. Additionally significant importance in organizational contexts, particularly business, corruption is conditions for its production and reproduction in the social structure. The ideas developed in this paper are intended to the problematization of corruption as a social phenomenon from a structural approach, associated processes such as bureaucratization and reproduction from the organizational culture. Los objetivos de esta investigación fueron tres: estudiar cómo valora el alumnado de secundaria el material autoconstruido y su uso durante las clases de iniciación deportiva, analizar las posibles diferencias a través de la edad y realizar comparaciones entre género. Se involucró al alumnado de Educación Física de 1º, 2º y 4º de ESO de un instituto del norte de España en la construcción de su propio aro volador a partir de materiales reciclados para su uso durante una unidad de ultimate. Su duración fue de 8-10 sesiones y se empleó una metodología híbrida entre el modelo de enseñanza comprensivo y el de Sport Education. Al término de la intervención los sujetos completaron un cuestionario ad hoc de 15 ítems valorados en una escala Likert de 5 puntos. Los resultados globales mostraron que la elaboración del material no les supuso gran esfuerzo; tampoco les resultó difícil encontrar la materia prima. Todos los grupos declararon mayor diversión con el aro autoconstruido que con el frisbee convencional. Se constató una propensión a valorar los materiales autoconstruidos de manera decreciente en función de la edad. Los alumnos más jóvenes evaluaron la experiencia más positivamente. El uso de material autoconstruido resultó más útil, atractivo y motivante para el alumnado de 1º de ESO. Éste incluso se mostró dispuesto a prolongar la práctica en horario extraescolar. Declaró que construir y usar su propio material le había motivado, que estaba dispuesto a seguir practicando ultimate fuera de clase y, que había mejorado sus habilidades (pase y recepción) gracias a ese equipamiento. Palabras clave: reciclaje, material alternativo, bajo coste.Abstract: the goals of this research project were three: study how secondary education students value self-made materials, assess their effects while used to teach sport, and analyze how the students’ perspective on these materials change over age and gender. Students from a high school in the north part of Spain agreed to participate. They belonged to 1st, 2nd, and 4th year of secondary education. They were asked to build their own self-made cardboard ringo with recycled materials to use it during an ultimate learning unit. A hybrid instructional method (tactical games + sport education) was used along 8-10 sessions. After the intervention, subjects filled out a 15-item questionnaire (1-5 likert point scale). Overall results showed that subjects did not consider that building the ringo was hard. Finding the material was not difficult, either. They also thought that using the ringo was more fun than using the traditional Frisbee. Younger students valued the experience higher than older subjects. The usage of self-made materials was more attractive, motivating and useful for 1st year subjects. They also though that this type of material had helped them improve their throwing and catching skills. They even wanted to use it in extracurricular settings. Key words: recycle, new material, low cost.

O presente estudo trata do financiamento da habitação social no Brasil no período de 2006 a 2012. Para isso, a metodologia envolveu a pesquisa teórica e do orçamento público da União. A institucionalização da política habitacional se desenvolveu num contexto de tomada do Estado como indutor de uma macroeconomia sob o ideário do social-liberalismo. Nessa perspectiva, ocorreu a reestruturação do mercado imobiliário e sob a crise econômica de 2008 a implementação de medidas anticíclicas para minimizá-la. Para a promoção da habitação social tivemos o Fundo Nacional de Habitação de Interesse Social orientado a satisfazer as necessidades habitacionais da população. Contudo, este foi paulatinamente desfinanciado e esvaziado de seu sentido político. Em 2009, foi criado o Programa Minha Casa Minha Vida com caráter de privilegiamento do produtor privado, o que possibilita a punção de fundo público e a redução da responsabilidade do Estado sob a habitação social como direito social. Palavras-chave: Crise do capital, Política de habitação social, Orçamento público.CAPITAL CRISIS AND PUBLIC SOCIAL HOUSING BUDGET IN BRAZIL Abstract: This study deals the financing of social housing in Brazil between the years 2006 to 2012. For this purpose, the methodology involved the theoretical research and the Union's public budget. The institutionalization of the housing policy developed in a context of state taken as inducer of macroeconomics under the social liberalism of ideas. From this perspective, it occurred the restructure of the housing market and under the economic crisis of 2008 measures were implemented to minimize it. For the promotion of social housing we had the National Funding for housing of social interesting oriented to meet the housing needs of the population. However, this was gradually non-funding and withdraw from its political sense. In 2009, it was created the Programa Minha Casa Minha Vida with character of the private producer privileging to continue taking in the public fund and the State’s to reduce under the politic of social housing as a social right. O texto aborda a cidade de Palmas, a última capital brasileira construída no século XX, com sua divisão sócio-espacial explícita. Estruturado em três partes, o trabalho procura entender o papel da violência primeiramente no tocante ao projeto urbanístico de 1989, enfocando a contradição entre discurso e prática; em segundo lugar, o processo de produção da cidade planejada pelo poder público e toda uma sorte de ações, muitas vezes truculentas, visando a construção do projeto; e, em terceiro lugar, a relativa autonomia do mercado imobiliário frente às características do plano original. Num prisma teórico analítico da arquitetura e do urbanismo, o texto versa aspectos históricos da criação da cidade e a violência do processo de espacialização.   PALAVRAS-CHAVE: Palmas; violência; projeto urbanístico; cenarização; mercado imobiliário.   ABSTRACT The text is about the city of Palmas, the last Brazilian capital built in the 20th century with its explicit social-spatial division. This work, structured into three parts, intends to comprehend the role of the violence in relation to the city’s urbanistic plannig from 1989, trying to focus the contradiction between speech and practice; the second part focuses on the planned city process of production managed by the public power and all the whole sort of actions, sometimes in a savage way, aiming at the construction of the project; and, finally, the relative autonomy of the real estate market towards to the features of the original plan. Estructurado en tres partes, el trabajo busca entender el papel de la violencia primeramente en relación al proyecto urbanístico de 1989, enfocando la contradicción entre discurso y práctica; la segunda parte, el proceso de producción de la ciudad planeada por el poder público y toda una cantidad de acciones, muchas veces violentas, pretendiendo la construcción del proyecto; y finalmente, la relativa autonomía de los mercados inmobiliarios en dirección a las características del plano original. Housing vacancy can reflect the destocking degree of the real estate market. Based on the data of 57 opened residential quarters (46,622 units) from 2015 to 2018, this paper constructs a calculation formula of the sales vacancy rate and then analyzes the spatial pattern in Guangzhou’s urban district. The results show that there is obvious differentiation in the spatial pattern of housing sales vacancy in Guangzhou’s urban district, showing a higher spatial pattern in the old area and urban district and a lower spatial pattern in the core area. Subdistricts with high vacancy rates are mainly located in the east of the old area, the south and east of the urban district and near Baiyun Mountain in the north.
