To overcome the problem of the severe food insecurity in the Central Java Province of Indonesia amidst the Covid-19 outbreak, the Indonesian government provided staple foods assistance to them. The research question is whether the provision of staple foods assistance will overcome the problem of severe food insecurity in Central Java Province of Indonesia? The purpose of this study was to determine whether the provision of staple foods assistance would overcome the problem of severe food insecurity in Central Java Province of Indonesia. This research method is a descriptive analysis using 2019 Susenas data obtained from BPS Indonesia. The result of the study is that the provision of staple foods assistance can not overcome the problem of severe food insecurity in Central Java Province of Indonesia because it is based on DTKS data and local government data which only covers 54.69% of all residents of Central Java Province who suffer from severe food insecurity. The recommendation of this research is the Indonesian central and local government so as to update DTKS data and local government data as soon as possible so that DTKS data and local government data can include all residents of Central Java Province who suffer from severe food insecurity so that they no longer suffer from severe food insecurity.

ENGLISHCattle becomes the greatest meat producer among ruminants. Both Wonogiri Regency and Pati Regency are the centers of cattle farming in Central Java. This study aims to (1) investigate the development of cattle farming, (2) analyze the performance of the local government in developing cattle farming, (3) describe the differences between Wonogiri Regency and Pati Regency in managing the cattle farming business. This research uses a descriptive method. This research is located in Wonogiri Regency and Pati regency. The data used are secondary data obtained from Statistics Bereau (BPS) of Central Java Province, Wonogiri and Pati regencies, Agriculture Agency of Pati Regency, Fisheries, Marine and Livestockagency of Wonogiri regency. Data are analysed through a descriptive analysis. The results of the study are (1) Cattle farming in Wonogiri Regency and Pati Regency is still traditionally and simply by utilizing agricultural waste as feed, (2) there are 4 animal husbandry carried out by the government of Wonogiri Regency and Pati Regency, in general the performance of each program is achieved even though there is a small portion of indicators that have not yet been achieved, (3) Wonogiri Regency starts to apply communal management, while in Pati Regency, cattle farming is still managed individually. INDONESIAKabupaten Wonogiri dan Pati adalah sentra penghasil ternak sapi potong sebagai salah satu kontributor terbesar penghasil daging. Tujuan penelitian: (1) mengetahui kondisi pengembangan usaha budi daya sapi potong, (2) menganalisis kinerja program pemerintah daerah di bidang peternakan untuk pengembangan sapi potong, (3) menggambarkan perbedaan pengelolaan usaha beternak sapi potong. Penelitian menggunakan metode deskriptif. Lokasi penelitian di Kabupaten Wonogiri dan Kabupaten Pati. Data sekunder diperoleh dari BPS Provinsi Jawa Tengah, BPS Kabupaten Wonogiri dan Kabupaten Pati, Dinas Pertanian Kabupaten Pati, Dinas Perikanan dan Kelautan dan Peternakan Kabupaten Wonogiri. Analisis data menggunakan analisis deskriptif. Hasil penelitian yaitu (1) budi daya sapi potong oleh peternak di Kabupaten Wonogiri dan Kabupaten Pati masih dilakukan secara tradisional dan sederhana dengan memanfaatkan limbah pertanian sebagai pakan ternak sapi potong; (2) terdapat 4 program kerja di bidang peternakan yang dilakukan pemerintah Kabupaten Wonogiri dan Kabupaten Pati, secara umum kinerja setiap program tercapai walaupun ada beberapa indikator yang belum tercapai; (3) terdapat perbedaan pola budi daya sapi potong di Kabupaten Wonogiri dan Kabupaten Pati, yaitu Kabupaten Wonogiri mulai menerapkan pengelololaan secara komunal, sedangkan di Kabupaten Pati pengelolaan masih bersifat individual.

Local fiscal capacity plays a crucial role in the implementation of regional development. This study aims to examine the fiscal disparities among regions in Central Java province in 2007-2009 period. The research method used is the average difference test against various classes/groups of local fiscal variables, namely level of independence and the degree to fiscal dependency. From the results of the analysis, indicate a significant disparity between the city/county. For the analysis of disparities in fiscal independence, indicate a disparity of high and relatively constant. As for the analysis of disparities in fiscal dependence, indicate a relatively low disparities between city/county. These results imply that the city and district in Central Java province has continued in fiscal independence vary widely but tend to have nearly the same fiscal dependency. This condition will affect the low level of local government discretion in planning and execution of development in the region.

<p>Abstract<br />The objectives of this article are : (1) to investigate the implementation of licensing authority on the land use change from agricultural land to the non- agricultural one in Karanganyar Regency, of Central Java Province from 2013 – 2015 and (2) to investigate and analyze  the reasons behind the inabilities of the local government of Karanganyar Regencyin the implementation of its licensing authority on land use change.This research used the non-doctrinal evaluative research method, i.e. the empirical studies to effectiveness  claimed by Soerjono Soekanto. The result of research shows that the implementation  of licensing authority on land use change from the agricultural land to the non-agricultural until 2015 was have legal instruments, technical infrastructures and facilities, and human resources required to support the implementation of the aforementioned authority.</p><p>Keyword : Authority, Licencing, Land Use Change Permit, Agricultural Land, non- Agricultural land.<br />           </p><p>Abstrak<br />Tujuan dari artikelini adalah untuk mengetahui pelaksanaan kewenangan pemberian izin perubahan penggunaan tanah pertanian ke non  pertanian di  Kabupaten  Karanganyar, Propinsi   Jawa Tengah Tahun 2013 – 2015 dan untuk mengetahui serta menganalisis alasan-alasan yang menjadi  penyebab Pemerintah  Daerah  Kabupaten  Karanganyar  belum  mampu  melaksanakan  kewenangannyasendiri dalam pemberian Izin Perubahan Penggunaan Tanah (IPPT) tersebut. Jenis Penelitiannya adalah Non Doktrinal,yaitu  penelitian berupa studi-studi empiris  untuk menemukan teori-teori mengenai  proses terjadinya dan mengenai proses bekerjanya suatu  hukum di dalam masyarakat, dengan mengacu teori penelitian evaluatif. Dari hasil penelitian menunjukan bahwa pelaksanaan kewenangan pemberian Izin Perubahan Penggunaan Tanah (IPPT) dari Tanah Pertanian menjadi Tanah Non Pertanian sampai Akhir Tahun 2015  masih dilaksanakan oleh Kantor Pertanahan Kabupaten Karanganyar. Hal ini disebabkan karena Pemerintah Kabupaten Karanganyar belum mempunyai perangkat/instrumen hukum, sarana/prasarana teknis serta SDM (Sumber Daya Manusia) yang diperlukankan dalam mendukung pelaksanaan kewenangan dimaksud.</p><p>Kata Kunci : Kewenangan, Perizinan, Izin Perubahan Penggunaan Tanah, Tanah Pertanian, Tanah Non Pertanian.</p>

Abstrak   Kemuning adalah desa di kecamatan Ngargoyoso, Kabupaten Karanganyar, Provinsi Jawa Tengah. Secara geografis batas Desa Kemuning  sebelah barat berbatasan dengan Desa Ngargoyoso, sebelah timur berbatasan dengan Desa Segoro Gunung, sebelah Utara  berbatasan Kecamatan Jenawi dan sebelah selatan berbatasan Desa Girimulyo. Desa ini memiliki Misi yang ingin diwujudkan  yaitu Desa Wisata. Pemerintah setempat  memberikan pelatihan untuk membuat produk inovatif guna melengkapi kebutuhan sebagai desa wisata kepada pelaku UMKM dan Penrajin. Produk Inovatif tersebut akan dijual kepada pengunjung wisata sebagai oleh-oleh. Akan tetapi pelaku UMKM dan Penrajin memiliki kelemahan pembukuan usaha terlebih lagi dalam penetuan biaya produksi produk inovatif. Mereka hanya memperhitungkan biaya bahan baku sebagai komponen biaya produksi.   Tim pengabdian FEB Universitas melaksanakan pengabdian  untuk memberikan materi mengenai konsep perhitungan biaya produksi yang dilakukan dengan interaktif.     Kata Kunci: Desa Kemuning, Harga Pokok Poduksi, Smart Village   Abstract:  Kemuning Villages is one of the villages located in Ngargoyoso district, Karanganyar Regency, Central Java Province. Geographically, Kemuning Village is bordered to the west by Ngargoyoso Village, to the east by Segoro Gunung Village, to the north by Jenawi District and to the south by Girimulyo Village. Kemuning village has a mission to be realized, namely the Tourism Village. The local government provides training to make innovative products to complement the needs of a tourism village for MSMEs and craftsmen. These innovative products will be sold to tourist visitors as souvenirs. However, SMEs and craftsmen have weaknesses in business bookkeeping, especially in determining the cost of producing innovative products. They only take into account the cost of raw materials as a component of production costs. Micro-enterprises have a significant role in the country’s economy. However, business owners must face various problems to develop their business. One of the problems is the limited funding for micro-enterprises due to the low financial literacy of business owners. In addition, the business owner’s tolerance for risk is also expected to affect the financial management of micro-enterprises. This study aims to determine the level of financial literacy andtolerance of business owners and the financial management of micro-enterprises. This research method uses a questionnaire distributed to micro-enterprise owners in Central Java Province and Yogyakarta Special Region. The results showed that the level of financial literacy of micro-enterprise owners was in the medium category. Micro-enterprise owners have a neutral attitude towards risk and are not individuals who dare to take risks but do not avoid risk. Financial management carried out by business owners is still in the poor category. Improvement of financial literacy, understanding of risks, and financial management of micro-enterprises still need to be done.

Cilacap Regency is the region that has the highest Disaster Risk Index in the Central Java Province, this area has the risk of floods, water robes, landslides, droughts, tornadoes, earthquakes, and tsunamis. Data from the Indonesian Disaster Risk Index (IRBI) in 2016 shows the level of disaster risk in Cilacap Regency occupying the 17th position nationally and first from 35 regencies/cities in the Central Java Province with a score of 132 (high hazard class). Under these conditions, a Disaster Mitigation Policy is needed. Legally, the Mitigation Policy in Cilacap Regency has been regulated in Regional Regulation Number 1 of 2012 concerning Violation of disaster management, especially in article 43 which includes several activities, namely: (1) Spatial planning implementation (2) Arrangement of infrastructure development, governance buildings, (3) Organizing education, counseling, and training, both conventional and modern, so that regional governments are expected to be able to develop disaster information, disaster databases, and maps in order to minimize the impact of disasters. Therefore, in this study, trying to describe the analysis of the implementation of disaster mitigation policies in Cilacap Regency. The research method used is a qualitative research method by looking at phenomena in the implementation of disaster mitigation and the factors that support and inhibit them. The community plays a role according to the direction of the BPBD. The community continues to coordinate, communicate and cooperate in carrying out its role. The non-technical role is carried out through socialization, education, advocacy to the community in the flood disaster area. Penelitian ini bertujuan untuk mengevaluasi konteks, input, process dan Produk pelaksanaan program pembinaan olahraga renang di Tirta Serayu, TCS, Bumi Pala, Dezender, Spectrum di Provinsi Jawa Tengah. Subjek penelitian ini adalah atlet yang pernah mengikuti kejuaraan renang tingkat Nasional di klub renang Tirta Serayu Banjarnegara, TCS Semarang, Bumi Pala Temanggung, Dezender Purbalingga dan Spectrum Semarang, pelatih dan orangtua atlet yang berjumlah 15 orang. Teknik pengumpulan data menggunakan metode observasi, wawancara, angket dan dokumentasi. Teknik analisis data dalam penelitian ini yaitu análisis deskriptif kuantitatif dan kualitatif. Hasil penelitian menunjukkan bahwa secara keseluruhan hasil evaluasi program pembinaan olahraga renang klub renang Tirta Serayu, TCS, Bumi Pala, Dezender, Spectrum di Provinsi Jawa Tengah sudah baik, meliputi: (1) evaluasi konteks dukungan dari orang tua atlet kepada atlet sudah baik, (2) evaluasi input, secara umum sumber daya manusia untuk mencapai tujuan program pembinaan olahraga renang meliputi pelatih, atlet, dan pendukung lainnya seperti sarana dan prasarana dan kualifikasi pelatihan telah memenuhi ketercapaian ideal. Meskipun untuk tingkat pendidikan pelatih serta sarana dan prasarana masih ada yang belum memadai, (3) evaluasi proses, secara umum telah berjalan dengan baik. Dalam pemilihan program setiap klub renang sebelumnya menganalisis program yang telah berjalan dengan mempertimbangkan kondisi di lapangan, pelatih telah mengikuti petunjuk teknis pelaksanaan program serta terdapat jadwal rutin dan target latihan serta dilaksanakan latih tanding, try out dengan klub atau atlet dari klub lain dan juga berperan aktif mengikuti kejuaraan, (4) evaluasi Produk, secara garis besar prestasi klub renang di Provinsi Jawa Tengah yang dicapai para atletnya terbilang sangat baik, dibuktikan dengan prestasi yang telah diraih melalui tingkat daerah, provinsi, nasional bahkan ASEAN.   THE EVALUATION OF POOL DEVELOPMENT PROGRAM AT TIRTA SERAYU CLUB, BUMI PALA, DEZENDER, AND SPECTRUM IN CENTRAL JAVA PROVINCEAbstract This study was aimed to evaluate the context, input, process and Produk for the implementation of swimming sports coaching program at Tirta Serayu, TCS, Bumi Pala, Dezender, Spectrum in Central Java Province. The subjects were the athletes who attended the national championships level at the swimming pool club of Tirta Serayu Banjarnegara, TCS Semarang, Bumi Pala Temanggung, Dezender Purbalingga and Spectrum Semarang, the coaches and the athletes’ parents totaled of 15 persons. Data collection techniques were using observation, interviews, questionnaires and documentation. Data analysis techniques were using quantitative and qualitative descriptive analysis. The results showed that generally the evaluation of the implementation of swimming sports development program at Tirta Serayu, TCS, Bumi Pala, Dezender, Spectrum in Central Java Province was good which consisted of (1) In the evaluation context it was good for the parents support for the athlete. (2) For the input evaluation, generally it met the ideal achievement for the human resources to achieve sports coaching program objectives included swimming coaches, athletes, and other supporting facilities and infrastructure such as training qualification, although the level of the coaches education and facilities were not adequate. (3) In the evaluation process, the implementation of swimming club training program in Central Java province generally had been going well. In the program election, each swimming club analyzing the running program based on the field and coaches who had followed the instructions and regular schedule, target practice and the practice match implementation, try out the clubs or athletes from other clubs and also actively follow the championship. (4) On the Produk evaluation, generally the performance of swimming clubs in the province of Central Java achieved by the athletes were fairly good, this was evidenced by some of the achievements that have been achieved through local, provincial, national and even ASEAN. Peraturan Menteri Keuangan  No. 111/PMK.07 mengatur tentang tata cara penerbitan obligasi daerah tetapi belum ada daerah yang menerbitkan termasuk Provinsi Jawa Tengah. Dilihat dari tingkat solvabilitas dan likuiditas, Provinsi Jawa Tengah sudah memenuhi syarat penerbitan obligasi daerah karena nilai dari DSCR telah memenuhi batas minimum yaitu sebesar 2,54 tetapi dari sisi sumber daya manusia dirasa masih belum mampu. Tujuan dari penelitian ini adalah untuk menganalisis relatif kemandirian keuangan Provinsi Jawa Tengah dibandingkan Provinsi lain serta mengidentifikasi potensi dan peluang Provinsi Jawa tengah dalam penerbitan obligasi daerah serta menganalisis strategi penerbitan obligasi Daerah di Provinsi Jawa Tengah. Sampel dalam penelitian ini terdiri dari 8 keyperson. Adapun metode penelitian yang digunakan adalah analisis deskriptif untuk mengetahui relatif kemandirian keuangan daerah, potensi dan peluang penerbitan obligasinya dan Analisis Hierarki Proses (AHP) untuk menentukan strategi yang digunakan dalam prioritas penerbitan obligasi daerah. Hasil penelitian menunjukkan bahwa permasalahan mendasar yang dihadapi adalah masih terbatasnya sumber daya manusia yang terampil. Prioritas utama adalah sumber daya manusia, yang kedua adalah kemandirian keuangan daerah, dan yang terakhir adalah kemampuan keuangan daerah. Minister of Finance Regulation No. 111/PMK.07 set the procedures for published bonds, however the fact is none of regions have successfully published it. Seen from the level of solvency and liquidity, Central Java Province had already qualified for issuance of municipals bonds has reached 2.54 DSCR value but in terms of human resources it still not able. The suggestion of this study is government and related sides are expected to apply the policy based on the result of this study. Then, the government and related sides have to focus on the publication priority of region bond through training in reporting financial accounting of region government according to standard accounting of central government’s financial report. There were eight key persons as sample in this study. The methods used in this study were descriptive analysis used to know the relative region financial independent, potential and opportunity in publishing bond and hierarchy process analysis (AHP) used to determine strategy in publication priority of region bond. The finding of this study shows that the basic problem is the limited skilled of human resource. The main priorities in publishing region bond in Central Java Province are criteria region financial independent, criteria of region financial capability, and criteria human resource.

The purpose of this research is to conduct a claim of compensation claim for damage to the coral reef ecosystem as a vessel grounded in the waters of Cilik island, Karimunjawa Subdistrict, Jepara Regency, Central Java Province. The research method of this study conducted using survey and case of study. The analyses used by this study was economic valuation of ecosystem services loss, cost of coral reef restoration and cost of verification and dispute resolution. The result of this study showed that the total claim of compensation amounted IDR 3,067,031,155.96 (USD 227,466.52) for compensating the area of coral reef damage 111.69 square meters, i.e. IDR 635,525,318.46 for losing of coral reef ecosystem services, IDR 2,181,505,837.50 for cost of coral reef restoration, and IDR 250,000,000.00 for verification and dispute resettlement cost. This claim of compensation delivered as an effort to force the responsibility of the vessel owner and to restore the area of coral reef damage in the future.

Beef cattle development based on regional planning approach is one of efforts to increase the role of beef cattle in Central Java Province, by synergizing between its commodity and the region potency. This study aims to analyze the role of beef cattle in the economy of Central Java and its potential development based on regional planning. The analysis instrument used to answer the aim of this research is descriptive analysis, LQ (Location Quotient), KPPTR (Ruminant Population Increased Capacity) and schallogram analysis. The results showed that the role of beef cattle in Central Java Province make a positive contribution to fulfill the demand for beef, but the beef cattle contribution for GDRP and labor is still relatively small. Central Java has considerable potency for the development of beef cattle since it is even now able to increase the ruminant population amounting 5.232.130 AU (Animal Unit) based on TDN (Total Digestible Nutrient), which scattered in 17 districts of the 21 districts designated as the development regions of beef cattle. The base region of beef cattle in Central Java Province located in 7 (seven) districts, but based on the results of the physical assessment of services capacity of these regions considered remain relatively low and middling. The strategy to increase the role of beef cattle in the economy of Central Java is by classifying the regions into 4 groups: namely based on the source of forage, the region base of beef cattle, and the level of service capacity of beef cattle development.
