ENGLISHCattle becomes the greatest meat producer among ruminants. Both Wonogiri Regency and Pati Regency are the centers of cattle farming in Central Java. This study aims to (1) investigate the development of cattle farming, (2) analyze the performance of the local government in developing cattle farming, (3) describe the differences between Wonogiri Regency and Pati Regency in managing the cattle farming business. This research uses a descriptive method. This research is located in Wonogiri Regency and Pati regency. The data used are secondary data obtained from Statistics Bereau (BPS) of Central Java Province, Wonogiri and Pati regencies, Agriculture Agency of Pati Regency, Fisheries, Marine and Livestockagency of Wonogiri regency. Data are analysed through a descriptive analysis. The results of the study are (1) Cattle farming in Wonogiri Regency and Pati Regency is still traditionally and simply by utilizing agricultural waste as feed, (2) there are 4 animal husbandry carried out by the government of Wonogiri Regency and Pati Regency, in general the performance of each program is achieved even though there is a small portion of indicators that have not yet been achieved, (3) Wonogiri Regency starts to apply communal management, while in Pati Regency, cattle farming is still managed individually. INDONESIAKabupaten Wonogiri dan Pati adalah sentra penghasil ternak sapi potong sebagai salah satu kontributor terbesar penghasil daging. Tujuan penelitian: (1) mengetahui kondisi pengembangan usaha budi daya sapi potong, (2) menganalisis kinerja program pemerintah daerah di bidang peternakan untuk pengembangan sapi potong, (3) menggambarkan perbedaan pengelolaan usaha beternak sapi potong. Penelitian menggunakan metode deskriptif. Lokasi penelitian di Kabupaten Wonogiri dan Kabupaten Pati. Data sekunder diperoleh dari BPS Provinsi Jawa Tengah, BPS Kabupaten Wonogiri dan Kabupaten Pati, Dinas Pertanian Kabupaten Pati, Dinas Perikanan dan Kelautan dan Peternakan Kabupaten Wonogiri. Analisis data menggunakan analisis deskriptif. Hasil penelitian yaitu (1) budi daya sapi potong oleh peternak di Kabupaten Wonogiri dan Kabupaten Pati masih dilakukan secara tradisional dan sederhana dengan memanfaatkan limbah pertanian sebagai pakan ternak sapi potong; (2) terdapat 4 program kerja di bidang peternakan yang dilakukan pemerintah Kabupaten Wonogiri dan Kabupaten Pati, secara umum kinerja setiap program tercapai walaupun ada beberapa indikator yang belum tercapai; (3) terdapat perbedaan pola budi daya sapi potong di Kabupaten Wonogiri dan Kabupaten Pati, yaitu Kabupaten Wonogiri mulai menerapkan pengelololaan secara komunal, sedangkan di Kabupaten Pati pengelolaan masih bersifat individual.

The  aim  of this study is to analyze the index Location Quotient  of  ginger, kencur,  turmeric  and  galangal;  to  analyze  the  value  of  the  growth  component  of ginger, kencur, turmeric and galangal; to analyze the types of medicinal plants is a priority for development in Central Java. This research uses descriptive method with secondary data sources coming from the  Badan Pusat Statistik. In this study analyzed the  competitiveness  of  the  four  regions,  namely  medicinal  plant  ginger,  kencur, turmeric and galangal. The results showed Ginger has LQ <1 while kencur, turmeric and  galangal  has  LQ>  1.  Ginger  has  a  value  component  of  positive  growth  while kencur,  turmeric  and  galangal  has  a  negative  value.  Ginger  has  a  value  of  share growth  component  negative  territory  while  kencur,  turmeric  and  galangal  has  a positive  value.  Kencur,  turmeric  and  galangal  is  a  commodity  that  is  becoming  a priority for development in Central Java Province.

To overcome the problem of the severe food insecurity in the Central Java Province of Indonesia amidst the Covid-19 outbreak, the Indonesian government provided staple foods assistance to them. The research question is whether the provision of staple foods assistance will overcome the problem of severe food insecurity in Central Java Province of Indonesia? The purpose of this study was to determine whether the provision of staple foods assistance would overcome the problem of severe food insecurity in Central Java Province of Indonesia. This research method is a descriptive analysis using 2019 Susenas data obtained from BPS Indonesia. The result of the study is that the provision of staple foods assistance can not overcome the problem of severe food insecurity in Central Java Province of Indonesia because it is based on DTKS data and local government data which only covers 54.69% of all residents of Central Java Province who suffer from severe food insecurity. The recommendation of this research is the Indonesian central and local government so as to update DTKS data and local government data as soon as possible so that DTKS data and local government data can include all residents of Central Java Province who suffer from severe food insecurity so that they no longer suffer from severe food insecurity.

Peraturan Menteri Keuangan  No. 111/PMK.07 mengatur tentang tata cara penerbitan obligasi daerah tetapi belum ada daerah yang menerbitkan termasuk Provinsi Jawa Tengah. Dilihat dari tingkat solvabilitas dan likuiditas, Provinsi Jawa Tengah sudah memenuhi syarat penerbitan obligasi daerah karena nilai dari DSCR telah memenuhi batas minimum yaitu sebesar 2,54 tetapi dari sisi sumber daya manusia dirasa masih belum mampu. Tujuan dari penelitian ini adalah untuk menganalisis relatif kemandirian keuangan Provinsi Jawa Tengah dibandingkan Provinsi lain serta mengidentifikasi potensi dan peluang Provinsi Jawa tengah dalam penerbitan obligasi daerah serta menganalisis strategi penerbitan obligasi Daerah di Provinsi Jawa Tengah. Sampel dalam penelitian ini terdiri dari 8 keyperson. Adapun metode penelitian yang digunakan adalah analisis deskriptif untuk mengetahui relatif kemandirian keuangan daerah, potensi dan peluang penerbitan obligasinya dan Analisis Hierarki Proses (AHP) untuk menentukan strategi yang digunakan dalam prioritas penerbitan obligasi daerah. Hasil penelitian menunjukkan bahwa permasalahan mendasar yang dihadapi adalah masih terbatasnya sumber daya manusia yang terampil. Prioritas utama adalah sumber daya manusia, yang kedua adalah kemandirian keuangan daerah, dan yang terakhir adalah kemampuan keuangan daerah. Minister of Finance Regulation No. 111/PMK.07 set the procedures for published bonds, however the fact is none of regions have successfully published it. Seen from the level of solvency and liquidity, Central Java Province had already qualified for issuance of municipals bonds has reached 2.54 DSCR value but in terms of human resources it still not able. The suggestion of this study is government and related sides are expected to apply the policy based on the result of this study. Then, the government and related sides have to focus on the publication priority of region bond through training in reporting financial accounting of region government according to standard accounting of central government’s financial report. There were eight key persons as sample in this study. The methods used in this study were descriptive analysis used to know the relative region financial independent, potential and opportunity in publishing bond and hierarchy process analysis (AHP) used to determine strategy in publication priority of region bond. The finding of this study shows that the basic problem is the limited skilled of human resource. The main priorities in publishing region bond in Central Java Province are criteria region financial independent, criteria of region financial capability, and criteria human resource.

ENGLISHThe leading of Fishery commodities in Pati Regency are aquaculture pond fishery and marine capture fishery. Objectives of the research are (1) to describe the development of Pati Regency leading commodities in 2008-2012; (2) to describe the contribution of Pati Regency leading commodities to Central Java Province; and (3) to describe Pati Regency leading commodities position in Central Java Province scale. The research used descriptive method and was held in December 2013. Secondary data source namely marine capture fishery and aquaculture pond fishery production data from Statistics of Central Java Province for 2008, 2009, 2010, 2011 and 2012. Data was analyzed descriptively. The results were: (1) Both capture fishery and aquaculture pond fishery during the last 5 years (2008-2012) showed positive trend, that increased constantly; (2) the percentage of aquaculture pond fishery contribution is above 20% (range 23-28%), meanwhile marine capture fishery below 20% (range 15-18%); (3) Pati Regency marine capture fishery in 2008 and 2009 was ranked third , but three years later namely 2010, 2011 and 2012 managed to rank second in the Central Java Province scale. While, Pati Regency aquaculture pond fishery was ranked second in the last 5 years. INDONESIAHasil perikanan yang menjadi komoditas unggulan di Kabupaten Pati adalah komoditas perikanan budidaya tambak dan perikanan laut tangkap. Tujuan penelitian adalah (1) menggambarkan perkembangan hasil komoditas perikanan unggulan Kabupaten Pati tahun 2008-2012; (2) menggambarkan besaran kontribusi komoditas perikanan unggulan Kabupaten Pati kepada Provinsi Jawa Tengah; dan (3) menggambarkan posisi komoditas perikanan unggulan Kabupaten Pati dalam skala Provinsi Jawa Tengah. Penelitian menggunakan metode deskriptif dan dilaksanakan bulan Desember 2013. Sumber data sekunder yaitu data produksi perikanan laut tangkap dan perikanan budidaya tambak dari Badan Pusat Statistik Provinsi Jawa Tengah untuk tahun 2008, 2009, 2010, 2011 dan 2012. Analisis data secara deskripsif. Hasil penelitian adalah (1) hasil perikanan laut tangkap dan perikanan budidaya tambak Kabupaten Pati selama kurun waktu 5 tahun terakhir (2008-2012) menunjukkan tren positif yaitu terus mengalami peningkatan; (2) nilai persentase kontribusi perikanan budidaya tambak diatas 20% (kisaran 23-28%), sedangkan perikanan laut tangkap berada dibawah 20% (kisaran 15-18%); (3) hasil perikanan laut tangkap Kabupaten Pati pada tahun 2008 dan 2009 menduduki peringkat ketiga, tetapi 3 tahun selanjutnya yaitu tahun 2010, 2011 dan 2012 berhasil menduduki peringkat kedua dalam skala Provinsi Jawa tengah. Sedangkan perikanan budidaya tambak, Kabupaten Pati menempati peringkat kedua dalam 5 tahun terakhir.

This study aims to determine the level of achievement of local taxes, retibusi area in terms of effectiveness, efficiency, and contribution. The data used in this research is secondary data in the form of data times series with the time period of 2010 - 2014 are sourced from BPS Central Java Province, and journals and literature related to the research. The analytical method used is descriptive analysis conducted by collecting, clarifying, analyze and interpret the data obtained, by identifying the effectiveness of taxes and levies, identify efficiency taxes and levies as well as calculating the contribution daearah taxes and levies. These results indicate that the development of local tax revenue in Central Java province during the period 2010 - 2014 has increased at an average of 14.42% per year, efektifias levies during the period 2010 to 2014 in table 5 the average level of effectiveness of 12.60% Based on the criteria of efficiency are used, indicating that DPPAD Central Java province has been conducting with a very efficient management, it means that the benefits gained outweigh the amount of expenses incurred during the period of 5 years, an average efficiency rate of local tax revenue amounting to 0.076%, the average contribution of local taxes to PAD for a period of 5 years down the price range - average of 4.42%, and the average contribution levies to PAD for a period of 5 years amounted to 0.0699%. Based on these findings, suggestions can be submitted are necessary to improve oversight, supervision, and evaluation of the collection of local taxes and levies to increase local tax revenues that contribute to PAD.      Penelitian ini bertujuan untuk mengetahui tingkat pencapaian pajak daerah, retibusi daerah dalam hal efektivitas, efisiensi, dan kontribusi. Data yang digunakan dalam penelitian ini adalah data sekunder berupa deret waktu data dengan periode waktu 2010 - 2014 yang bersumber dari BPS Provinsi Jawa Tengah, dan jurnal dan literatur yang terkait dengan penelitian. Metode analisis yang digunakan adalah analisis deskriptif yang dilakukan dengan mengumpulkan, memperjelas, menganalisa dan menginterpretasi data yang diperoleh, dengan mengidentifikasi efektivitas pajak dan retribusi, mengidentifikasi efisiensi pajak dan retribusi serta menghitung kontribusi pajak daearah dan retribusi. Hasil ini menunjukkan bahwa perkembangan penerimaan pajak daerah di Provinsi Jawa Tengah selama periode 2010 - 2014 mengalami peningkatan rata-rata 14,42% per tahun, retribusi efektifas selama periode 2010 hingga 2014 pada tabel 5 rata-rata tingkat efektivitas 12,60% Berdasarkan kriteria efisiensi yang digunakan, menunjukkan bahwa DPPAD Provinsi Jawa Tengah telah melakukan dengan manajemen yang sangat efisien, itu berarti bahwa manfaat yang diperoleh lebih besar daripada jumlah biaya yang dikeluarkan selama periode 5 tahun, tingkat efisiensi rata-rata pajak daerah Pendapatan sebesar 0,076%, kontribusi rata-rata pajak daerah ke PAD untuk jangka waktu 5 tahun ke bawah kisaran harga - rata-rata 4,42%, dan rata-rata kontribusi retribusi ke PAD untuk jangka waktu 5 tahun sebesar 0,0699%. Berdasarkan temuan ini, saran yang dapat diajukan diperlukan untuk meningkatkan pengawasan, pengawasan, dan evaluasi pengumpulan pajak dan pungutan lokal untuk meningkatkan pendapatan pajak daerah yang berkontribusi pada PAD.

This study uses qualitative descriptive analysis, the type of data used in this study is secondary data and literature study survey by taking from previous research and collecting data from websites related to this research. The local government of Wakatobi Regency continues to innovate to create tourist attractions that can attract visitors. To achieve the success rate of local government in making innovations will be seen in the development of the region itself. So that the government of Wakatobi Regency continues to innovate in tourism. Wakatobi regency has natural tourism and cultural tourism, 195 natural tourism, and 451 cultural tourism. And not only that good transportation will also support the development of tourism and provide comfort to visitors who come.

Abstract This study aimed to estimate using geospatial the feed carrying capacity of agricultural wastes, especially in Grobogan Regency, Central Java, Indonesia. The method that has been used in this study is the descriptive analysis which is sourced from secondary data from Grobogan Regency. Analysis of agricultural waste production includes rice straw, corn and soybeans converted into dry matter feed. Geospatial analysis using ArcGis 10.3 software to extract feed carrying capacity data in the form of maps. The result showed that dry matter agricultural wastes 405528.81 (tons/year), The capacity of beef cattle was 924606 (animal units) and the ability to add beef cattle was 791036 (animal units). The conclusion of the study that Grobogan Regency has to carrying capacity indexes were at safe levels.

Abstract This research is a legal empirical research by using the statute approach. The study is a descriptive analysis. Primary and secondary data used in this study analyzed qualitatively. The results of this research shows that, in order to carry out the affairs of other mandatory related special authority as mandated by Act Number 11 of 2006 regarding the Governing of Aceh, The Government of West Aceh district has implemented the four distinctive areas of Aceh. However, in its implementation faced many obstacles. and support local elites. One of the ways for the government to find out the level of economic growth is by calculating the value of national income, especially which is the focus of the government to be able to increase the per capita income of the community in each region so that it can contribute to local revenue which will also increase national income, the government's strategies and efforts to increase it. This research method uses descriptive analysis presented with statistical data, statistical data used in the form of tables, diagrams, graphs and others. Descriptive analysis using various sources of literature and articles as material for analyzing research problems to describe the investment contribution of Central Java province to increasing national income. The conclusion that can be drawn from the results of the analysis of the article is the strategy of the regional government of Central Java Province to increase local revenue and support efforts to increase national income through investment by setting up investment licensing regulations for both PMA/PMDN easily and transparently as well as promotion and training to increase regional investment figures, besides that the most important point to increase investment realization is the consistency of innovation and creativity of the government and the community to form new ideas that can compete with the global market.

Indonesian Migrant Workers are Indonesian citizens who will and are working abroad, BP2MI and DISNAKER play an active role in channeling PMI abroad, so that in the Covid-19 era there were various policies issued by the government for the protection of PMI in Central Java Province, This study aims to analyze the role of BP2MI and DISNAKER in the protection of PMI in Central Java. As well as to analyze the obstacles faced in the Covid-19 era. This research method uses the Socio Legal approach obtained through primary data sources and secondary data sources which are analyzed using descriptive methods analytical. The results of this study indicate that the Covid 19 epidemic has affected the sending of PMI abroad so that the role of BP2MI and DISNAKER is very urgent in protecting PMI abroad based on Law No. 18 of 2017 concerning PMI protection, the conclusion of this study the government must guarantee protection against every PMI which will be channeled through Central Java Province in the Covid 19 era.
