The subject of the article is the development of a method for diagnosing data that are presented in the system of residual classes (SRC). The purpose of the article is to develop a method for fast diagnostics of data in the SRC when entering the minimum information redundancy. Tasks: to analyze and identify possible shortcomings of existing methods for diagnosing data in the SRC, to explore possible ways to eliminate the identified shortcomings, to develop a method for prompt diagnosis of data in SRC. Research methods: methods of analysis and synthesis of computer systems, number theory, coding theory in SRC. The following results were obtained. It is shown that the main disadvantage of the existing methods is the significant time of data diagnostics when it is necessary to introduce significant information redundancy into the non-positional code structure (NCS). The method considered in the article makes it possible to increase the efficiency of the diagnostic procedure when introducing minimal information redundancy into the NCS. The data diagnostics time, in comparison with the known methods, is reduced primarily due to the elimination of the procedure for converting numbers from the NCS to the positional code, as well as the elimination of the positional operation of comparing numbers. Secondly, the data diagnostics time is reduced by reducing the number of SRC bases in which errors can occur. Third, the data diagnostics time is reduced due to the presentation of the set of values of the alternative set of numbers in a tabular form and the possibility of sampling them in one machine cycle. The amount of additionally introduced information redundancy is reduced due to the effective use of the internal information redundancy that exists in the SRC. An example of using the proposed method for diagnosing data in SRC is given. Conclusions. Thus, the proposed method makes it possible to reduce the time for diagnosing data errors that are presented in the SRC, which increases the efficiency of diagnostics with the introduction of minimal information redundancy.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

In the XXI century, the key to rapid socio-economic development is to have an effective innovation policy, aimed at introducing high "disruptive" technologies, new ways to organise and manage work, advanced inventions, and the means to progress scientific and technical achievements.The formation of an innovative economy in Kazakhstan is a complexity of economic, social, and political issues. An effective use of research findings and developments in the real economy is most important in terms of Kazakhstan’s successful competitiveness, assurance for high economic growth, improved quality of life, and to help realize other innovative priorities. In these circumstances, innovation management and development is becoming more relevant as the basis for developing Kazakh companies, by way of a defined set of relevant technical, operational, organizational, marketing, and financial operations.The purpose of this study is to identify characteristics and practical recommendations for the development and further improvement of management mechanisms relating to the innovative activity of enterprises in Kazakhstan. The study used a systematic approach of comparison, scientific abstraction, data collection, analysis and synthesis, applied expertise, and statistical methods. The core value of the work was to support the feasibility of a system for Kazakh enterprises to promote innovative activity and the development of high technologies.

The purpose of the study is definition and substantiation of the main development points of assessment and planning functions in the cost management system of railway transport infrastructure. Methods used in the study include general scientific analysis and synthesis, dynamic and structural analysis of economic indicators, as well as textual analysis of regulatory documents. Such approach enables to formulate industry-specific peculiarities of cost assessment based on general theoretical concepts of effective use of factors of production. The result of this study is an author's developed approach to cost management system for railway transport infrastructure.

One of important tasks of overcoming the crisis and sustainable economic growth of the country and its regions is formation and effective use of financial resources in the budgetary sphere. The purpose of the research is to analyze the formation of income and the direction of expenditures in the context of the economic crisis and offer practical recommendations to ensure the balance and stability of the consolidated budget of the Republic of Komi (RK). The object of the research is the monetary and economic relations of the formation and use of funds of the consolidated budget in order to fulfill its obligations and ensure the economic growth of the region. Methods used of the research are analysis and synthesis, induction and deduction, logical and historical method, scientific abstraction and statistical comparison. The hypothesis of the research is the possibility of ensuring the balance and stability of the consolidated budget of the RK in the long term. The statement of basic materials. The analysis of the dynamics and structure of real revenues and expenses of the consolidated budget of the Republic of Komi in 2013-2017. The reasons for the fall and the growth of real incomes and expenses, changes of their structure and especially sharp increase of the debt load of the budget are revealed. Level of imbalance of the budget is shown and recommendations on ensuring balance of the consolidated budget of the region are defined. Originality and practical significance of the research is the fact that the balance and stability of the consolidated budget of the region is considered as the main tool for ensuring sustainable economic growth and improving the welfare of the population of the region. Conclusions of the research are the possibility of restoring the balance and stability of the consolidated budget of the Republic of Komi in the crisiscondotions by increasing the volume of tax revenues, especially property tax, reducing the debt service outlays – reducing the amount of accumulated public and municipal debt.

Thanks to DNA diagnostics method it has become possible to identify the genotypes of marker genes of servicing bulls, that makes effective use of manufacturers with the desired gene alleles of economically useful features and is now the main task of breeding in cattle. The analysis and synthesis of polymorphism according to DNA markers of productivity: the kappa-casein (CSN3), diacylglycerol O-acyltransferase (DGAT1), beta-lactoglobulin (LGB), prolactin (PRL), growth hormone (GH), thyroglobulin (TG5), leptin ( LEP) in bulls of Tatarstan type of Kholmogorsk breeding, black-and-white and Kholstein breeding, belonging to tribal enterprises of Tatarstan: JSC Parent enterprise “Elita”, JSC “Menzelinsky breeding enterprise”, JSC “Bugulminsk breeding enterprise”. It was found that the bulls of Tatarstan type of Kholmogorsk breeds have the highest frequency of heterozygous genotypes for most genes, so according to CSN3 genotype AB - 34.2%, according to PRL genotype AB - 30.4%, to TG5 genotype TC - 35.9%, to LEP genotype TC - 66.7% and homozygous genotypes for the genes DGAT1, LGB, PRL, GH, LEP, respectively, AA genotype (47.2%), BB (48.7%), BB (2.2%), VV (20,0%), SS (33.3%). Genetic equilibrium is disrupted on gene of diacylglycerol acyltransferase in bulls of Tatarstan type of Kholmogory breed (χ2 = 4,72; P <0.05) and a black-and-white breed (χ2 = 3,91; P <0.05), and according to the somatropin gene only Kholmogory breed producers (χ2 = 5,42; P <0.05).

In this paper a novel control strategy for a real synchronous generator is presented. It is based on linear, diagonal, low order, minimum-phase, fixed, and stable controllers. The controller was obtained via individual channel design (ICD), a framework that allows analysis and synthesis of multivariable control systems by means of classical techniques based on the Bode and Nyquist plots. The generator is part of a one machine – infinite bus system. A linearised model around an operating point in a rotating coordinate frame is used. The theoretical principles behind this control strategy are summarised for completeness. The results using this novel control strategy are obtained throughout simulations in MATLAB®.

The problem with flexible job planning (FJSP) is a modification o f the classic job booking problem. This paper deals with the problem o f flexible job deployment and processing o f operations on one machine from a set o f alternative machines. The problem o f deploying flexible jobs in real time is one o f a group o f difficult NP problems (Non-deterministic polynomial time). The motive o f this paper is to show the application o f meta-heuristic algorithms on the example of flexible job schedules and present the appropriate method to future studies. To solve this problem, two meta-heuristic algorithms were used: Particle Swarm Optimization (PSO) and Artificial Bee Colony (ABC). The aim o f the paper is to achieve the speed o f the conversion solution in a series o f iterations, minimizing the total time o f deployment of jobs on an alternative set of machines, as well as minimizing the total schedule time. The problem o f deploying flexible jobs has great application, and with this test we propose an algorithm for solving this problem.

The object of research is the processes of state regulation of financial recovery of banks by non-monetary methods. One of the most problematic areas is determining the practical aspects of regulating the financial recovery of banks by non-monetary methods, which include: – establishment of mandatory requirements for banking services and business processes; – carrying out checks and taking measures in the event of a violation; – establishment of methods of organizing or conducting banking activities in the process of financial recovery; – licensing rules. An important aspect is the identification of factors that exacerbate the problems of the banking system, in particular, lead to large-scale lending to related parties; opaque ownership structure; inaccurate financial statements; fictitious accounts in foreign banks; money laundering and the like. Improvement of state regulation of financial recovery of banks through the use of preventive measures is possible with the effective use of non-monetary methods of such regulation. The study used methods of analysis and synthesis, induction and deduction, methods of systematization and comparison, tabular and graphical methods. The composition of monetary instruments and their features have been determined. The proposed measures for non-monetary regulation of financial recovery of banks are related to: – improving the procedure for disclosing information on the ultimate owners of the bank; – strengthening the responsibility of banks for the results of their activities; – improving the mechanisms for minimizing credit risks for banks both at the stage of issuing a loan and at the stage of its servicing; – improving the procedure for financial restructuring of problem assets of banks; – set of recreational measures to restore the bank’s solvency, prevent bankruptcy or increase its competitiveness. The use of non-monetary methods of financial recovery and the introduction of the requirements of European legislation into national banking practice testifies to the improvement of state regulation of financial recovery of banks, protects them from insolvency and ensures development.


In modern conditions of globalized society in the theories of management, there is growing attention to emotional information, its importance and the need of its effective use. Researches confirm that emotions can act as organizational resources that can be managed to improve organization’s effectiveness, employee’s performance and create a favorable moral and psychological climate, both within the organization and with external stakeholders. This article studies the main approaches to the application of the concept of «emotional intelligence» among the various levels of management in the organization and offers authors’ development to improve competencies in this area. The relevance of the research is proved, which consists in special attention to the problems of exchange and use of emotional information among personnel and management. The basic competences those are necessary for the development of emotional intelligence from a position of importance for different levels of managers are studied. This article analyzes the development and practices of implementing programs to enhance emotional intelligence in international organizations and corporations. The purpose of the article is to study the influence of emotional intelligence on different levels of managers in order to identify the main areas of competence development. To achieve the set purpose the following tasks have to be solved: to study the concept of «emotional intelligence», its components; to study the basic competences of emotional intelligence; substantiation of competencies and their importance for managers; to research the best practices on increasing the emotional intelligence in organizations and results of its implementation; to analyze the need to apply and develop emotional intelligence among different levels of management. Authors use such research methods as analysis and synthesis, abstraction and generalization, comparison and competency-based approach. The result of the work is developed recommendations for increasing emotional intelligence among executives based on the analysis of the importance of different competencies for different levels of management.

At present, there are no methodological approaches that make it possible to comprehensively use a fairly extensive methodological tool for analyzing the efficient use of energy resources at an industrial enterprise, which significantly affects the effectiveness of the energy-efficient strategy of the enterprise. In this regard, the need to use such an extensive analysis toolkit has become relevant. The article used materials of foreign and domestic research. The authors' research was based on a systematic approach, methods of analysis and synthesis of indicators of the organization of energy economics by an industrial enterprise at the present stage. The authors proposed a set of tools for analyzing the efficient use of energy in an industrial enterprise, which is based on the theory of production, with the help of which the production functions of energy consumption are considered allowing to use the «field of interchangeability» of energy resources, the change in the volume of output depending on changes in the volume of use of one energy resource (function income), various functions of energy consumption in production equipment, as well as economic mathematical assessment of energy while optimizing the fuel and energy balance of the enterprise. The proposed conceptual approach to the use of the proposed tools for the analysis of the efficient use of energy resources makes it possible to formulate an energy-efficient enterprise strategy on the basis of a sustainable organization of enterprise production.
