Scientific journal is one of the periodical publications intended to widely disseminate research findings useful for research and academic communities. Articles published in the journal tend to be highly technical, representing the latest theoretical research and experimental results in the field of science, technolgy, or arts covered by the journal. Articles in the journal can be used as references and inspire researchers and scholars to do further researh. The quantity and quality of journals in a country can indicate the quality of the human resource and development of science, technology, and arts in the country. Based on the available data, the quantity and the quality of journal in Indonesia are still unsatisfactory. This article discusses some problems in managing journal and provides a number of recommendation which are useful for those publishing a journal.

A scientific journal is needed as a medium in publishing the research findings which can be beneffited not only as an information to increase the knowledge but also as a reference for future researchers. The quality of the scientific journal, therefore, should be guaranteed from certain aspects such as the content, language, style, and periode . This evaluation research aimed at measing the quality of scientific journal published by The School of Education, State University of Jakarta, titled Jurnal Perspektif Ilmu Pendidikan based on the standards formulated by LIPI. The evaluation used quantitative approach and took place in The School of Education, State University of Jakarta, Penelitian ini menggunakan pendekatan kuantitatif. Tempat penelitian yaitu di Fakultas Ilmu Pendidikan Universitas. The evaluation, conducted as from April through October 2009, covered all publications of 2006 - 2009. The result of the evaluation showed a number of requirements in puplising a scientific journlal based on LIPI standards, have not fulfilled, To be accredited as a scientific journal, this evaluation pointed out some steps to be taken by the editorial board of Jurnal Perspektif Ilmu Pendidikan.

For Sunan Kalijaga UIN, as well as for other universities in Indonesia, the development of science, technology, education, and community service requires competition in human resources and demands professionalism in research that is oriented to global competition. In response to this, universities require the publication of research results in journals that are globally competitive and clearly sized;specifically national and international scientific journals. The question in this study is whether the academics of UIN Sunan Kalijaga have carried out professional research oriented to the advancement of needed education in regard to the nation’s future. Research using this quantitative approach will answer these questions: (1) How research development maps are carried out by lecturers or researchers in the environment of Sunan Kalijaga UIN, and (2) Is there a link between the frequency of conducting research with scientific journal writing? The results and research findings indicate that the research activities of academics within UIN Sunan Kalijaga tend to only be conducted once a year (45.36%). Of that percentage, 19.59% is dominated by research conducted by Lecturers. The largest research fund acquisition is less than 20 million, attained by 40.20%, and is dominated by those with the rank of Lecturer (16.40%), as well as research funds obtained from outside the UINSunan Kalijaga, of which the majority is also less than 20 million, obtained by 34.02%, in which the highest was only one study, or 30.93%. Meanwhile, when viewed from the intensification of writing in scientific journals, the majority of lecturers tend to only write once a year; reaching 42.27%. The writing for scientific journals from the results of the highest research was carried out by those who wrote one time (31.96%), and the highest was done by those who conducted one-time research, which reached 15.46%. Even so, there are still lecturers in a relatively dominant number, namely 35.05%, who express uncertainty in writingfor scientific studies.[Keberadaan UIN Sunan Kalijaga sebagaimana perguruan tinggi lain di Indonesia sebagai pengembangan ilmu pengetahuan, teknologi, pendidikan, pengabdian pada masyarakat mensyaratkan peran kompetisi sumber daya manusia, dan menuntut profesionalitas penelitian yang berorientasi pada kompetisi global. Menyikapi ini semua, salah satunya menuntut adanya hasil penelitian yang terpublikasi dalam jurnal yang berdaya saing global, dan jelas ukurannya, seperti jurnal ilmiah skala nasional maupun internasional. Pertanyaannya, apakah para akademisi di lingkungan UIN Sunan Kalijaga telah melakukan penelitian secara profesional yang berorientasi pada kemajuan pendidikan yang diperlukan dalam menatap masa depan bangsa?Penelitian yang menggunakan pendekatan kuantitatif ini akan menjawab pertanyaan: (2) Bagaimana peta perkembangan penelitian yang dilakukan dosen atau peneliti di lingkungan UIN Sunan Kalijaga, dan, (2) Adakah kaitan antara tingkat keseringan melakukan penelitian dengan penulisan jurnal ilmiah? Hasil dan temuan penelitian menunjukkan bahwa kegiatan penelitian para akademisi di lingkungan UIN Sunan Kalijaga cenderung hanya dilakukan setahun sekali (45,36%), yang didominasi oleh mereka dalam jenjang kepangkatan Lektor (19,59%). Perolehan dana penelitian terbesar hanya berkisar kurang dari 20 juta,  mencapai 40,20% yang didominasi oleh mereka yang berjenjang kepangkatan Lektor, yakni 16,40%, demikian pula dengan dana penelitian yang diperoleh dari Luar UIN Sunan Kalijaga, terbanyak hanya berkisar kurang dari 20 juta yang mencapai 34,02% di mana tertinggi hanya memperoleh satu kali penelitian atau sebesar 30,93%. Sementara, jika dilihat dari intensifikasi penulisan dalam jurnal ilmiah, mayoritas dosen cenderung hanya melakukan penulisan sekali dalam setahun mencapai 42,27%. Terhadap penulisan jurnal ilmiah dari hasil penelitian tertinggi dilakukan oleh mereka yang menulis sebanyak satu kali 31,96% dan tertinggi dilakukan oleh mereka yang melakukan penelitian satu kali, yakni mencapai 15,46%.  Meski demikian masih terdapat pula para dosen yang meyatakan ketidakpastian dalam menulis dalam jurna ilmiah dalam jumlah relatif dominan, yakni 35,05%.]

This paper focuses on analyzing the impact of high-quality human resources on creative activities and scientific - technological applications. It began with a review of research findings on the effects of investment in human capital to improve the quality of human resources on economic growth promoting factors. The paper continues with explaining why high-quality human resources are capable of promoting the creation of new technologies as well as the applicability of technology in the production process. Through an analysis of the present human resource quality, especially in the field of science and technology, and the actual situation of scientific-technological research and application, the authors suggest solutions to achieve scientific and technological development in the future.

Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi. Untuk itu sudah menjadi kewajiban bagi dosen berbagi pengetahuan dan wawasan melalui penyuluhan pengembangan manajemen sumber daya manusia agar senantiasa berupaya mencapai tujuan organisasi dengan efektif dan efisien. Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol. Pengembangan juga dimaksudkan untuk meningkatkan kualitas sumber daya manusia dalam melaksanakan tugasnya sehingga lebih positif dalam berkontribusi tenaga dan pikiran untuk memajukan Kampung serua poncol.Kata Kunci : Manajemen Sumber Daya ManusiaABSTRACTThe purpose of this community service activity is to fulfill the obligations of lecturers to do tridharma of higher education. Introduction: A barrier to local investigator-led research in low income settings, is the limited availability of personnel with appropriate research skills or qualifications to conduct the type of research required for evidence-informed policy making to improve access and quality of health care. In response to this, Fiji National University’s College of Medicine, Nursing and Health Sciences in Fiji, collaborated with academics based at the University of Auckland, New Zealand to deliver a series of research capacity development workshops in Fiji. Methods: Participants who attended any of the nine workshops (n=123) were contacted via email to take part in a brief survey regarding their perceptions of the effectiveness of the research capacity building workshops. Of the possible 123 participants, 80% (n=76) completed the questionnaire.  Results: Findings demonstrate that the majority of participants reported that they had gained research skills from the workshops (75%) including proposal development skills (68%) and knowledge of appropriate research methods (59%). Furthermore, 70% agreed that the workshops built their research confidence.  Since attending a workshop, 18% of respondents had successfully applied and received funding for research grants and/or fellowships.  Barriers to conduct research included workload (75%), lack of research knowledge, experience or skills (51%), and lack of institutional support (41%). Suggestions for future workshops included: more focus on data analysis, regular courses rather than ‘one offs’, and preparation of research findings (e.g. publications). Conclusion: Our findings indicate that research workshops of this nature may increase individual research capabilities but sustained, locally led initiatives, backed by institutional and supplementary technical support are essential.

The research is to examine the influence of the understanding of local financial accounting system, capacity of human resource and the utility of information tecnology toward the quality of financial report information of yogyakarta government.The used data for the research is primer data. It is the result from questionnaires spreading. The respondence of this research is manager of financial report of yogyakarta local government. The questionnair is spread to 90 respondents, meanwhile that can be proccesd are 63 questionnaires. The method of sample taking is using purposive sampling. Analytic technique of data in this research is using double linier regretion technique.The result of regretion test shows that the local government financial accounting system understanding and the capacity of human resource are not influenced significantly to the quality of local government financial report information, meanwhile the utility of technology is influenced positively to the quality of local government financial report information.keyword: the understanding of local financial accounting system, capacity of human resource, the utility of information technology and quality of local government financial report information.

This study aims at identifying the pronouns used in journal articles in terms of numbers and familiarity. The data taken from three different journals from three various fields, i.e., Education, Medics and Engineering. It consists of  21 articles taken from the current issue 2018, where this study started. It is selected conveniently due to its unique and fame as a discipline and reputable sources. In collecting the data, the researcher accessed the journals published by science direct (Q1 Scopus indexed). The analysis showed that the writer in these three international journals commonly used several pronouns interchangeably. However, some articles in journal from Medical and Engineering consistently used only one chosen pronoun, which was recorded found at different sections in the journal article. The data then coded and transcribed to ease the analysis in this researcher. As a result of the study, it was found out that the data showed 19 kinds of pronouns in total were used in these three different fields. These results showed us that the pronoun usage in a scientific article from these three various fields varies with options of different pronouns.  The pronoun seems used to help the impact of imposition and showing politeness or quality of the articles.
