The aim of this article is to find out how the influence of exploitation of aquatic natural resourceson the poverty of fishing communities. The method in this article used a descriptive research design forusing a literature study approach. Based on the type of research and the type of data source used, the datacollection technique in this study is used the secondary data. The results in this study can be seen in twoaspects, are: (1) the ease of foreign investments that can be exploit for the natural resources of fisheries inIndonesia; (2) the influence of exploitation of the natural resources of the waters carried out on poverty inthe fisihing community. Exploitation of aquatic natural resources in Indonesia is due to the ease with whichforeign parties can be invest in Indonesia in the field of fisheries, and then this ease of investment fromforeign parties results in the intervention of foreign parties who can to control the natural waters resourcesin Indonesia, both in the form a legal entitiy or in the form of an individual, it can be also for drain thenatural waters resources, especially fisheries in Indonesia, and which can to be affect the walfare of fishingcommunities.

The local governments or the municipalities are responsible to provide administrative services to the local level and to develop infrastructures to provide physical facilities to municipal people. Thus, the major functions of the municipalities are the building up the infrastructure and supra structure and protecting public places and so on. To conduct such philanthropic works it is essential to sustain themselves financially. This study has intense relation with revenue and expenditure of Vyas Municipalities regarding the objectives to analyze, examine and interpret the Revenue and Expenditure. Descriptive research design has been adopted to conduct present study. Under the descriptive research design this study focuses on analyzing income and expenditure pattern of Vyas municipality thus case study approach has been followed to conduct this research. There are 243 municipalities in Nepal which are considered as the population of this study. Among them Vyas municipality is taken as sample using convenience sampling method. This study focuses on municipal revenue and expenditure thus based on secondary data. Vyas municipality largely depends upon the revenue raised from external sources to fulfill the financial requirements. The total revenue has been occupied by internal revenue and external revenue. The average growth rate of internal revenue has been greater than external revenue during the study period. Vyas municipality itself has been suffering from financial inadequacy. So unnecessary expenditure made for the consumption purpose should be cut off. The purpose of this study is to find out how much Return On Investment (ROI) is to assess the financial performance of PT Mitra Investindo, Tbk. This type of quantitative descriptive research uses secondary data. Data collection techniques are documentation and literature study. Research population for 22 years from the start of listing on the Indonesia Stock Exchange 1997-2019. Then a sample of 10 years from 2010-2019 with purposive sampling technique. The data analysis technique used statistical analysis with a one-sample t-test. The results showed that the Return On Investment (ROI) to assess the financial performance of      PT Mitra Investindo, Tbk was in a bad condition because it was less than 30% of the expected.

The purpose of this study is to identify and describe the impact and behavior of the community on post-disaster economic conditions in the city of Palu and to know the local government's public policies in handling these cases. Using qualitative methods with a case study approach, literature study, and secondary data processing from various social elements. In addition, data collection was carried out by interviewing informants who felt the direct impact of the earthquake, tsunami and liquefaction in Palu, Sigi and Donggala. The results showed that the post-disaster impact felt by the people of Palu City was generally in the "severe" classification. The socio-economic conditions of the people of Palu include several aspects, ranging from the geographical conditions that are in disaster-prone zones, to the extremely poor health conditions after the disaster. The conclusion of this research shows that the escalation of natural disasters in the city of Palu is considered quite large because it consists of three types of disasters, namely the Earthquake, Tsunami and Liquifation in the same time period. Palu City is the capital of the Province as well as the economic and administrative center of Central Sulawesi Province. Damage to warehousing infrastructure coupled with massive looting from unscrupulous people in logistics supply warehouses resulted in goods that were supposed to be distributed both to the city and the district finally unable to be implemented.Tujuan penelitian ini yaitu mengidentifikasi dan mendeskripsikan evaluasi dampak dan perilaku masyarakat terhadap kondisi perekonomian pasca bencana di kota Palu dan mengetahui kebijakan publik pemerintah setempat dalam menangani kasus tersebut. Menggunakan metode kualitatif dengan pendekatan  studi kasus, studi literature, dan pengolahan data sekunder dari berbagai elemen sosial. Selain itu pengambilan data dilakukan dengan cara wawacara kepada narasumber yang merasakan dampak langsung dari bencana gempa,tsunami dan likuifaksi di Palu,Sigi dan Donggala. Hasil penelitian memperlihatkan bahwa dampak pasca bencana yang dirasakan oleh masyarakat Kota Palu secara umum berada pada klasifikasi “berat”. Kondisi sosial ekonomi masyarakat kota Palu meliputi beberapa aspek, mulai dari kondisi geografis yang berada pada zona rawan bencana, kondisi kesehatan sangat memprihatinkan pasca bencana. Kesimpulan penelitain ini menujukkan bahwa eskalasi bencana alam kota Palu dinilai cukup besar karena terdiri dari tiga macam bencana yaitu Gempa Bumi, Tsunami dan Liquifasi dalam kurun waktu sama. Kota Palu merupakan ibukota Provinsi sekaligus sebagai pusat ekonomi dan pemerintahan Provinsi Sulawesi Tengah. Rusaknya infrakstruktur pergudangan ditambah dengan adanya penjarahan yang massiv dari oknum masyarakat pada gudang-gudang suplai logistik mengakibatkan barang yang semestinya didistribusikan baik ke kota ataupun ke kabupaten akhirnya tidak dapat dilaksanakan.

Credit risk is one of the most frequent risks in tough financing such as on financing using ijarah and murabahah contracts in Sharia financial institutions. The reason is due to mistakes in the analysis of financing applications and lack of cooperative readiness in managing and anticipating the possibility of risk exposure in the institution. In other hand, sharia cooperatives follow the principle of lost and profit sharing that requires a careful cooperative in managing their business in order to achieve the expected profit target.As Sakinah Cooperation Sidoarjo which has been operating for 19 years only experienced credit risk less than 1%. Therefore, this study is aimed to firstly understand and describe to what extent the implementation of risk management in sharia financing in As Sakinah Cooperation Sidoarjo is, and secondly, to understand and describe the credit risk settlement scheme that occurs in sharia financing in As Sakinah Cooperation Sidoarjo.This research used qualitative method, using a case study approach. Data are collected through interview technique at main source and documents and regulation of the cooperation as secondary data source. The data were analyzed through 3 (three) steps. They are data deduction, data display and conclusion and verification.The results show that the role of the group and the joint responsibility system become the key in reducing credit risk Keywords: management, risk, credit, Ijarah, Murabahah.

Abstrak Pariwisata kreatif merupakan bentuk pariwisata alternatif yang prospektif untuk dikembangkan di Desa Sedari. Penelitian yang ada menunjukkan bahwa daya tarik utama kawasan hutan mangrove selama ini semata pemandangan yang cenderung tidak melibatkan partisipasi dan pengalaman wisatawan dalam kegiatan pariwisata. Hal ini mengindikasikan potensi yang ada belum sepenuhnya termanfaatkan optimal. Terlebih kegiatan pariwisata ditunda dan dihentikan sementara dengan adanya Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) untuk mencegah meluasnya penyebaran pandemi COVID-19. Tujuan penelitian ini mengeksplorasi potensi pariwisata kreatif kawasan hutan mangrove di Desa Sedari, Kecamatan Cibuaya, Kabupaten Karawang, Provinsi Jawa Barat, Indonesia. Penelitian ini menggunakan metode deskriptif dengan pendekatan eksploratif. Data primer dan sekunder diperoleh melalui wawancara serta studi pustaka. Penelitian ini menemukan bahwa (1) Hutan mangrove Desa Sedari memiliki potensi untuk pengembangan pariwisata kreatif; (2) Pengembangan ke arah pariwisata kreatif baru dimulai pada tahun 2021 namun belum terlaksana optimal dimana belum ada pengelolaan, pengelola maupun program yang terencana baik. (3) Bentuk pariwisata kreatif yang dapat dikembangkan di kawasan hutan mangrove, diantaranya birdwatching, pengolahan produk berbasis mangrove, maupun kegiatan wisata yang melibatkan partisipasi aktif wisatawan, juga kerjasama wisatawan dengan masyarakat lokal dan pengelola kawasan hutan mangrove. Penelitian ini merekomendasikan dilakukannya renovasi dan revitalisasi sejumlah infrastruktur fisik kawasan hutan mangrove untuk pengembangan kegiatan pariwisata kreatif, peningkatan kompetensi dan kualifikasi sumber daya manusia pariwisata serta penguatan kemitraan kerja diantara para pemangku kepentingan terkait. Kata Kunci: pariwisata kreatif, partisipasi aktif, hutan mangrove, desa sedari, pandemi COVID-19 Explorative Study of the Creative Tourism Potential of the Mangrove Forest Area Sedari Village, Cibuaya District, Karawang Regency, West Java Abstract Creative tourism is an alternative tourism that is prospective to be developed in Sedari Village. Existing research shows that the main tourist attraction of mangrove forest area in Sedari Village so far is mere the scenery which tends not to involve the participation and experience of tourists within the tourism activities. This indicates that the existing potential has not yet fully utilized. Moreover, tourism activities were temporarily postponed and stopped during the Public Activity Restrictions (PPKM) that carried out to prevent the spread of the COVID-19 pandemic. The purpose of this study was to explore the creative tourism potential of mangrove forest area in Sedari Village, Cibuaya District, Karawang Regency, West Java Province, Indonesia. This study utilised descriptive research method with exploratory approach. Primary and secondary data were obtained through interviews and literature study. This study found that (1) The mangrove forest of Sedari Village has the potential for the development of creative tourism; (2) Development towards creative tourism has not yet optimally implemented. It was just started in 2021 that there are no well-planned programs, managers nor management. At present; (3) Types of creative tourism can be developed in Sedari mangrove forest areas, including birdwatching, processing mangrove based tourism products; tourism activities involving tourist active participation, as well as tourist cooperation with local communities and mangrove forest area managers. This study recommends for the renovation and revitalization of a number of physical infrastructures for the development of creative tourism activities; the enhancement of tourism human resources qualifications and competencies; as well as strengthening the working partnership amongst relevant stakeholders. Keywords: creative tourism, active participation, mangrove forest, sedari village, pandemic COVID-19

The Republic of Indonesia as a world maritime country and an archipelagic country which has 17,504 islands whose territorial area is dominated by the ocean. As a maritime country, Indonesia has 4 (four) points that become international chokepoints, namely the Malacca Strait, Sunda Strait, Lombok Strait and the Ombai-Wetar Strait. Indonesia has established three Indonesian Archipelagic Sea Lanes (ALKI) for the peaceful passage of international shipping, which are guaranteed by international and national law. The Indonesian Maritime Security Agency is a Non-Ministerial State Institution whose position is under and directly responsible to the President and has the authority to enforce the law at sea and is justified by law, so that with the issuance of Law Number 32 of 2014 concerning Marine Affairs and Presidential Regulation Number 178 of 2014 concerning the Indonesian Maritime Security Agency, it can be interpreted that there is legal legitimacy for the Indonesian Maritime Security Agency in carrying out its duties, functions and authorities to carry out law enforcement against special crimes at sea. This study aims to explore Indonesia's strategic role in law enforcement at sea towards national maritime security and resilience. The method used is a literature study approach and the data analysis technique used is a qualitative data approach by conducting secondary data analysis to explain the findings obtained. This research produces findings in the form of an analysis of Indonesia's strategic role in law enforcement at sea towards maritime resilience and security both nationally and regionally.

           Toya devasya is tourist attraction located ini Kintamani subdistrict, Bangli regency. Domestic tourist and international tourist very interested with toya devasya, we should give an appreciation due to management, strategy and travel products, toya devasya felt very fast to built its identity, very interesting and give multiple impact to the local community. Toursm activities have very interesting that sustainability must be pursued. Secondary sources show that the management has made a good effort to manage and establish harmony with the local community. This situation must be pursued for the sustainability of tourism development Method of this research is literature study and the data are qualitative and quantitative, the data source is secondary data by using article tourism science, book and the internet source. The results obtained is the toursm activitiy has not had a positive impact to the local community and the management seem like they are not involved the community in making a decisions, policy maker, to get a benefit from toursm activities. Abstract PPAT is needed by the community to provide services in the field of land, especially in making a written evidence of authentic deed PPAT. An area that is not enough to have PPAT positions can be appointed a Head of Sub-district as PPAT Temporary according to Article 5 paragraph (3) letter a GR Number 37 of 1998. Central Maluku District still lack PPAT position and has not been appointed Camat as PPAT-Temporary. Problems in this research are: 1) how the implementation of GR Number 37 of 1998, especially about Camat as PPAT-Temporary in Central Maluku District?, 2) factors influencing the implementation of the rule?, so the purpose of this research is to know the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku District and to determine the factors that affect its implementation. The research method used is empirical juridical method with primary data source and secondary data. Primary data obtained from direct research with interview technique to resource person. Secondary data sources were obtained from literature study using primary and secondary legal materials. The data obtained were analyzed qualitatively. The result of the research shows that the implementation of Article 5 paragraph (3) letter a GR Number 37 of 1998 in Central Maluku Regency has not run well, seen from there are only 3 (three) PPAT and 1 (one) Camat as PPAT-Temporary by 18 subdistrict, this is influenced by several factors , among others are: 1) Interest of Head of Sub-district to become PPAT-Temporary because every there socialization activity from District Office of Camat usually assign its staff to follow the socialization; 3) The geographical condition of Central Maluku District is vulnerable to the control so that the Camat does not have time to submit a request for appointment as PPAT-Temporary. Suggestions that can be submitted is to achieve the purpose of land registration and public service tasks to the community then it is better the appointment of the Camat as well as PPAT-Temporary by building and improving the facilities and means of transportation so that people can reach the Office PPAT easily. Keywords: PPAT-Temporary, Public Service of Land Administration Abstrak PPAT sangat dibutuhkan oleh masyarakat untuk memberikan pelayanan di bidang pertanahan khususnya dalam pembuatan suatu alat bukti tertulis yaitu akta otentik PPAT. Suatu daerah yang belum cukup terdapat jabatan PPAT maka dapat diangkat seorang Camat sebagai PPAT Sementara sesuai Pasal 5 ayat (3) huruf a PP Nomor 37 Tahun 1998. Kabupaten Maluku Tengah masih kekurangan jabatan PPAT dan belum diangkat Camat sebagai PPAT-Sementara.  Permasalahan dalam penelitian ini yaitu : 1) bagaimana implementasi PP Nomor 37 Tahun 1998 khususnya mengenai Camat sebagai PPAT Sementara di Kabupaten Maluku Tengah, 2) faktor yang mempengaruhi implementasi aturan tersebut?, sehingga tujuan dari penelitian ini yaitu untuk mengetahui implementasi Pasal 5 ayat (3) huruf a PP 37 Tahun 1998 di Kabupaten Maluku Tengah dan untuk mengetahui faktor yang mempengaruhi implementasinya. Metode penelitian yang digunakan adalah metode yuridis empiris dengan sumber data primer dan data sekunder. Data primer diperoleh dari penelitian secara langsung dengan teknik wawancara kepada narasumber. Sumber data sekunder diperoleh dari studi kepustakaan dengan menggunakan bahan hukum primer dan sekunder. Data yang diperoleh dianalisa secara kualitatif. Hasil penelitian menunjukan bahwa implementasi Pasal 5 ayat (3) huruf a di Kabupaten Maluku Tengah belum berjalan dengan baik, terlihat dari hanya terdapat terdapat 3 (tiga) orang PPAT dan 1 (satu) orang Camat sebagai PPAT Sementara dari 18 Kecamatan, hal ini dipengaruhi oleh beberapa faktor, diantaranya adalah : 1) Minat Camat untuk menjadi PPAT Sementara karena setiap ada kegiatan sosialisasi dari Kantor Pertanahan Camat biasanya menugaskan stafnya untuk mengikuti sosialisasi tersebut; 2) Kondisi geografis Kabupaten Maluku Tengah yang rentan kendali sehingga Camat tidak sempat untuk menyerahkan permohonan pengangkatan sebagai PPAT-Sementara. Saran yang dapat disampaikan adalah untuk mencapai tujuan pendaftaran tanah dan tugas pelayanan publik kepada masyarakat maka sebaiknya pengangkatan Camat sekaligus sebagai PPAT-Sementara dengan membangun dan memperbaik fasilitas dan sarana transportasi agar masyarakat dapat menjangkau Kantor PPAT dengan mudah. Kata Kunci: PPAT-Sementara, Pelayanan Publik bidang pertanahan.

The growth of accomodation number in Canggu Village is very significant and happen on the seashore. Canggu village is a strategic place for investors to invest today. One of accomodation that has been built by investors in this village is Canggu Intercontinental Hotel. The building process of this hotel experienced many problems caused by violation of agreement between investors and local people. Thus, this research aims to determine the conflicts between local people of Canggu village and tourism investors. This research conducted in Canggu village, Kuta Utara subdistrict, Badung regency. The type of data used is qualitative data. The data source used are primary and secondary data. The data collecting technique used are in-depth interview, observation, and literature study. The method used to determine informants is purposive sampling technique, and the informants are chief of Banjar Canggu and head of orderliness and peacefully section of Kuta Utara subdistrict. This research is limited by concept of agreement, concept of local people, and theory of conflict. The result of this research is that the conflicts between local people and tourism investors about access of Batu Mejan and Canggu cemetery in Canggu village, Badung regency are manifest and latent conflict. The manifest conflict is in the form of road blockade to Canggu Intercontinental Hotel construction which done by local people. The latent conflict is in the form of local issues that emerged among local people which can lead them to do physical actions or manifest conflicts with the investors. Those conflicts are proofs of disagreement between local people and investors regarding to the access of local cemetery and Batu Mejan Temple in Canggu village. Background: The increase in disaster events requires preparedness from health workers as the frontline to provide medical services in handling victims when a disaster occurs. Many of medical workers infected with COVID-19 where at least 47 nurses in Indonesia have tested positive with the number of nurses having ODP and PDP status totaling 546 people and 44 people cause additional problem in handling COVID-19.Aims: This article aims to determine the readiness of health workers in handling pandemic disasters in suppressing the potential risks due to the COVID-19 outbreak through medical services provided.Methods: The research method used is descriptive qualitative with a literature study approach. Secondary data collection techniques from previous references and public documents related to COVID-19 disaster management in Indonesia. Data analysis using NVivo12 Plus software with a query analysis approach.Results: The results showed the ratio of health workers in Indonesia for medical services in handling the COVID-19 pandemic disaster was not ideal were for doctors 0.4 and nurses 2.1 were still far behind from developed countries where the ratio of health workers was above 2.5 doctors and 5.5 for nurses. Then, infrastructure aspects in general for referral hospitals handling COVID-19 almost in every province that has supported through the distribution of medical material equipment to various regions, provinces and districts, as well as hospitals that need it in all areas of Indonesia in the form of surgical masks (1,997,684 pieces), PPE of 1,659,955 units, coupled with Rapid Test equipment of 1,011,130 units.Conclusion: The readiness of health workers in providing medical services for the handling of a pandemic disaster influenced by the number of human resources, operational standards, and facilities for health facilities.
