This study aims to understanding the good governance based on perspective of Head of Community and Village Empowerment Agency (DPMD). Informants in this research are the Head of Division, Section Head, and community economic business development staff who can represent the research unit in the understanding of good governance in DPMD Jombang Regency. The study was conducted with in-depth interviews with the help of a questionnaire. Data analysis using descriptive qualitative. The results of this study indicate that the Village-Owned Enterprises (BUMDes) are professionally managed,  the BUMDes management has the capacity, is able to compile a master plan, understand business, governance refers to guidelines for establishing BUMDes based on Permendes and has Standard Operating Procedures (SOP). BUMDes is managed separately from the village government and there is not much interference from the village government, without being influenced by the pressures of other parties' policies, and can carry out their duties proportionally and can be accounted for. The principles of BUMDES governance include transparency, accountability, responsibility, independence, participation, effective and efficient, and sustainable.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

Abstrak        Badan Usaha Milik Desa adalah lembaga usaha desa yang dikelola oleh masyarakat dan pemerintah desa dalam upaya memperkuat perekonomian desa dan membangun kemasyarakatan masyarakat yang dibentuk berdasarkan kebutuhan masyarakat desa. Sebagai badan usaha milik umum (milik desa), tata kelola dan akuntabilitas publik juga melekat pada BUMDes. Literasi tata kelola BUMDes tidak hanya bermanfaat bagi pengelola atau pengawas BUMDes, tetapi juga bermanfaat bagi masyarakat desa terkait penggunaan aset desa yang dipisahkan untuk memenuhi kebutuhan masyarakat desa dan memberikan layanan berkualitas kepada masyarakat desa. Melalui tata kelola yang baik, BUMDes diharapkan dapat dikelola secara profesional, mandiri, dan memiliki jaringan yang baik dengan berbagai pihak sehingga dapat terkonsolidasi dan menjadi kekuatan ekonomi pedesaan menuju desa yang mandiri dan mandiri. Kata Kunci:  audit sektor publik, akuntansi & tata kelola desa, transparansi dan akuntabilitas.   Abstract       Village-owned enterprises are village business institutions that are managed by the community and village government in an effort to strengthen the village economy and build social communities that are formed based on the needs of the village community. As a publicly owned (village-owned) enterprise, public governance and accountability are also inherent in BUMDes. BUMDes governance literacy is not only beneficial for BUMDes managers or supervisors, but also benefits village communities related to the use of separated village assets to meet the needs of village communities and provide quality services to village communities. Through good governance, BUMDes are expected to be managed professionally, independently, and have good networks with various parties so that they can be consolidated and become a rural economic power towards an independent and autonomous village. <p><em>Village economic development should be focused on local potential. Each village has different potentials, one of which is Pagelaran Village which has local potential in footwear business development. In developing the footwear sector as the center of village economic growth, it is necessary to identify the problems and business needs. The Impotence Performance Analysis (IPA) method is carried out to measure the gap between the level of conditions and the level of importance of the variables in the development of a footwear business. From the results of the study concluded that the problems in the development of footwear businesses are limited capital, high raw material prices, decreasing number of workers, low selling prices, poor business management, lack of roles of craftsmen and government groups in business development. Results of the gap analysis indicate that the variable that has the largest gap is the variable role of the government in business development with a performance value of 33%. The village government through village community empowerment policies and programs that are very much needed by footwear entrepreneurs. To increase the footwear business, the village government needs to establish BUMDes with the main program, providing capital loans, procuring raw materials, joint marketing, and training in business management skills.</em></p><p> </p><p>Pembangunan ekonomi desa dapat dicapai dengan memperhatikan potensi lokal. Setiap desa memiliki potensi yang berbeda-beda, salah satunya Desa Pagelaran yang memiliki potensi lokal di bidang pengembangan usaha alas kaki. Dalam mengembangkan sektor alas kaki sebagai pusat pertumbuhan ekonomi desa maka perlu dikakukan identifikasi permasalah dan kebutuhan usaha. Sehingga dapat dirumuskan strategi pengembangan usaha alas kaki sebagai potensi lokal Desa Pagelaran. Metode Impotrance Performance Analysis (IPA) dilakukan untuk mengukur gap antara tingkat kondisi dan tingkkat kepentingan variabel-variabel pengembangan usaha alas kaki. Dari hasil penelitian disimpulkan bahwa masalah-masalah yang dihadapi dalam pengembangan usaha alas kaki adalah ketersediaan modal usaha, harga bahan baku yang tinggi, jumlah tenaga kerja semakin berkurang, buruknya manajemen usaha, tidakadanya peran kelompok pengrajin dan pemerintah dalam pengembangan usaha. Sedangkan hasil dari analisis gap menunjukkan bahwa variabel yang memiliki gap terbesar adalah variabel peran pemerintah dalam pengembangan usaha dengan nilai 2,96. Hal ini menunjukkan kehadiran pemerintah desa melalui kebijakan dan program pemberdayaan masyarakat desa sangat dibutuh oleh pengusaha alas kaki. Untuk meningkatkan usaha alas kaki pemerintah desa perlu membentuk BUMDes dengan program utama, pemberian pinjaman modal, pengadaan bahan baku, pemasaran bersama, dan pelatihan keterampilan manajemen usaha.</p>

The goal of this study is to explain Village Fund Allocation for community empowerment by concentrating on village financial management rules in Village Fund Allocation administration. The Village Fund Allocation Implementation Team's financial management was not in accordance with applicable regulations, thus this research was conducted. This study is expected to assist the Buton Regency Government, specifically the South Lasalimu District, in improving village financial management. The research was conducted through in-depth interviews and direct observation of Village Fund Management implementation. According to the study's results, accountable and transparent management has been in place for the planning and implementation of Village Fund Allocation activities. Meanwhile, in terms of accountability, as indicated by the physical outcomes, it has exhibited responsible and transparent execution; nevertheless, additional direction is still necessary on the administrative side, since it is not completely in conformity with the regulations. The main barrier is the ineffectiveness of developing village government officials and human resource capabilities, which results in a lack of ongoing assistance from local government officials.

Village Funds are Funds sourced from the State Revenue and Expenditure Budget allocated for villages to be used to finance government administration, development implementation, community development, and community empowerment. Village government is required to carry out governance in a transparent and accountable manner. Laws and Government Regulations have provided a clear legal umbrella so that the BPD does not need to hesitate in carrying out its function of supervising the performance of village heads. This study used qualitative research methods. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. The results showed: Village Community Kec. Panombeian Panei participates in the management of the village fund budget. Management of the village fund budget in the Village of Panombeian District Panei. How ever, the management is still inadequate due to unwise decisions, no budget transparency and a lack of accountability for the expenditure of the village fund budget itself.

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to  explore the strategies of community empowerment based on freshwater aquaculture activity, and  to find out  the  factors inhibiting  the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of  fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice.  In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of  knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

The consistency between the planning and budgeting processes is a form of implementing good governance in the village. This study aims to analyze the inconsistency of village planning and budgeting in Muna Regency. This study uses a qualitative approach with natural settings and in-depth investigation. This method is carried out by studying village planning and budgeting documents, starting from the process to the output. The study sites were conducted in 15 villages in Muna Regency, which were divided into two regions / locations. Region one consists of 7 villages, which are located on the waterfront. Furthermore, the second area consists of 8 villages located in the mainland area (not by the sea). Secondary data retrieval is limited based on the time period of the budgeting namely the period of the 2016 and 2017 fiscal years. Data collection procedures through document study and focus group discussions. Focus group discussions involve village officials, members of the Village Consultative Body, and the Village Community Empowerment Institute. The results found: first, the implementation of the village planning and budgeting process in Muna District was not entirely consistent. Inconsistency is shown by the activities contained in the Village Budget/Anggaran Pendapatan Belanja Desa (APBDes), but not stated in the Village Government Work Plan/Rencana Kerja Pemerintah Desa (RKPDes) that has been previously determined. Second, village planning and budgeting do not yet have a reciprocal relationship, that is, a plan requires a budget while the budget is nothing but the financial instrument of the plan. Third, the inconsistency between the RKPDes and the ABPDes is intentional, where the motive is the desire to be able to distribute until the ceiling / budget allocation has been determined by giving a greater portion to the interests of the village government.
