The article examines the historical origins of the establishment of the concept of "national security". It has been found that the concept of "national security" is quite common, and its meaning is considered depending on the cognitive traditions that are formed in each state. However, the values ​​and organizational forms of national security are determined on the basis of historical and socio-political conditions of the state in which she was born, is improving, and works. The approaches of scientists to the definition of national security are analyzed. It is investigated that there exists a wide variety of definitions of national security, and their authors have their own opinions and approaches to the interpretation of this concept, in a narrower or, conversely, broader sense of this phrase. Also in this context revealed the need to consider national security as the basis for the protection of society. The study conducted the main influencing factors on national security indicators. It is emphasized that the continued existence, economic development, self-sufficiency, and the development of our country as a democratic, sovereign, and social state depends on it primarily from the implementation of nationally oriented both foreign and domestic policy concerning the protection of interests of the country, society, the person. Namely, it aims to create a system of national security, which in turn will guarantee the protection of vital interests of the state, society, and specifically each person from internal and external threats. As a result, the definition of national security is given, namely “national security is a measure the real level of rights and freedoms of members of the human community (citizens) accordingly community of the state ". In addition, the article identifies the factors that influence the main indicators of national security. Keywords: national security, security, protection of society

Scientific approaches to the concept of "national security" are systematized in the article. The author substantiates that there are four main approaches to the concept of "national security". The first group - works devoted to the terminological characterization of national security. Another group - the authors define national security because of the state of protection of vital interests, the individual, society and the state against all kinds of threats. The third group is studies that analyze the types of national security, in particular: economic, environmental, financial, personnel, financial, social, etc. These characteristics reflect their socio-political nature, trace the unity of personal, public and state security, developing political and other processes. The fourth group of studies are those that pay attention to problems related to the correct use of the concept of "national security" and the possibility of its replacement. Fifth group - analyzes the interaction and correlation of threats and security.There is no single, well-defined definition of national security today. No matter what approach the authors use, there are different approaches, and in some cases, complications or simplifications of this category.In our opinion, national security should be understood as a state of protection of the individual, society and state against a wide range of internal and external threats, which ensure the realization of citizens' constitutional rights and freedoms, decent quality and standard of living, sovereignty, independence, state and territorial integrity. , sustainable socio-economic development of the state.

Negative trends in the social sphere and the social problems that exist because of this lead to a sharpening of state national security issues. At the same time, domestic and foreign scholars do not pay sufficient attention to the psychological component of social security, which characterizes the subjective assessment of the state of the social sphere development by the population. This very aspect of social security has become a basis for the formulation of the research goal as an analysis of the state of social security of Ukraine in a regional context in accordance with the system of indicators taking into account the psychological component. The main methods of the investigation are analysis, synthesis, comparative analysis, cluster analysis method. The practical result is the definition of the main components of national security, special attention is paid to the analysis of the interpretation of the definition of “social security” by domestic scientists. The expediency of allocating the psychological component of social security has been substantiated. The list of social security indicators has defined in accordance with the methodological recommendations for calculating the level of economic security of Ukraine, namely: the ratio of nominal wages to the subsistence minimum per working age person; the ratio of the size of the labor pension to the subsistence minimum of the disabled persons; the number of HIV-infected persons with the first diagnosis, persons per 100 thousand people); the number of patients with active tuberculosis with the first diagnosis, persons per 100 thousand people; level of crime. The so-called indexes of social tension have been added to this list, which take into account the psychological aspect of the population of the state, namely: arrears of wages; the level of payment by the population of housing and communal services; the level of registered unemployment; the number of employees who were in forced full-time employment. A cluster analysis of the regions of Ukraine has carried out on the basis of the listed social security indicators, which resulted in the definition of regions with high indicators of social security, namely: Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Luhansk, Odesa and Kharkiv regions.

In our state there are a number of complex problems in the field of information security that require urgent and radical solution. That’s why theoretical, methodological and political research of the problem of information security in Ukraine, which is experiencing a crisis phase of its development, is becoming especially relevant today. In order to develop an effective system of national information security, a detailed study of the experience of the leading countries of the world, which carry out effective information protection of their states and citizens, is necessary. Today there are national information security systems that have really proven their effectiveness and structural and functional perfection. Indeed, the successful development of a democratic state and civil society is possible only if the information resources are properly used and the state policy is implemented, which would ensure a high level of national information security. In the modern world, the basic principles and tools for the formation of effective information protection of the national security space have been developed already. At the same time, Ukraine needs to apply adequately the foreign experience of the most successful countries in this regard, correctly transforming it taking into account national specificity and the unique role of Ukraine in modern geopolitics. As an important indicator of the protection of citizens, society and state, information security is an integral part of national security. Therefore, its determination mainly focuses on preventing harmful effects that may result in various information threats, as well as eliminating and overcoming those effects with the least possible harm to society and humans. In this aspect, the study of not only the philosophical and phenomenological and socio-psychological determinants of information security of citizens, but also political and legal resources and mechanisms of protection of the information space of the state in the conditions of the functioning of the global information society acquires a special significance. А content analysis of the notion «information security» as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the «mass» person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. Informative safety has the human measuring. Therefore an important role in opposition to destructive external and internal informative influences is played by education of citizens. Her proper level called to provide the state and civil society. An in fact uneducated population easily is under destructive influence of informative threats of the modern global world. Unfortunately, Ukraine, does not have sufficient resources and technologies for adequate opposition to the external threats. Taking into account it strategy of forming of the national system of informative safety of our state can be only the maximal leveling of destructive influences from the side of external informative threats. To the end it is necessary to carry out democratic reforms Ukraine, generate civil society, to provide functioning of the legal state and increase of political and civil culture of population. At the same time it is necessary to bear reformers in a mind, that global nature of informative society predetermines rapid transformation of external threats in internal, converting them into permanent calls which are opened out within the limits of national in a civilized manner-informative and socio-political space. Besides modern global informative systems, mass medias, network facilities do a limit between external and internal threats almost unnoticeable.

The Armenian vision of internal and external threats of Armenia’s National Security is presented in accordance with the conceptual documents of Armenia. Particularly stressed is the role of the factor of adoption of such type of document as Armenia’s National Security Strategy and the role of the very document in the activity of the state authorities.

The article presents the results of the scientific study “The State of the Domestic Justice System: An Inside Look at Its Self-Sufficiency and Independence”. The state of the problem of self-sufficiency and independence in the sociological group of investigators is studied. The statistical criterion has been used to identify paired relationships between the questionnaire answers, and Pearson fitting criterion or the χ2 (X squared) criterion has been used to analyze qualitative data. It is concluded that the existing guarantees of self-sufficiency and independence of investigators fail to function, and subordinate relations dominate in practice. This happens due to the existing level of senior management interference in the procedural activities of subordinate employees, which complicates the process of objective consideration (investigation) of cases and the adoption of legal procedural decisions on them. Unlike investigators, most heads of investigative bodies understand the problem of self-sufficiency and independence as a contradiction to external threats. Therefore, they primarily try to neutralise them, not paying attention to the intrasystem threats, which are fundamental for investigators

The article deals with the issues related to the definition of the essence, role and meaning of legal definitions in the regulatory legal regulation of national security. The author emphasizes the uniqueness of the phenomenon of national security, which acts as a guarantor of ensuring the national interests of the state, society, and the individual and as a basis for the unhindered implementation of the strategic national priorities of the state. It is possible to ensure these interests and implement strategic priorities by creating an effective legal regulation that includes various legal means, as well as regulatory requirements. An important role in the regulatory legal regulation is played by legal definitions, which contain definitions of concepts that act as integral elements of the legal basis for ensuring national security. It is indicated that legal definitions of concepts are generally binding and contribute to the formation of a single legal space. It is stated that the current Federal Law «On Security» does not contain a legislative definition of key concepts in the field of national security. The article raises the problem of unification of the conceptual and categorical apparatus in the field of ensuring national security, through the adoption of fundamental documents of strategic planning. The author attempts to evaluate the legal definitions in the field under consideration in terms of their universality and industry affiliation, the problems of the completeness of their textual expression, as well as the state policy implemented in the field of national security. The author proposes the formulation of the concept «national security», which could become the basis for adjusting the legal definitions of certain types of national security, enshrined in legislative acts and strategic planning documents. The functions of legal definitions in the regulatory legal regulation of national security are identified and disclosed.

The aim of the study is to analyze the factors of Mongolia's national security in the context of the country's security and approaches to the implementation of demographic policy. The object of the study is the demographic processes in Mongolia during the COVID-19 pandemic in the context of ensuring the country's national security. The subject of the study is the measures taken by the state authorities of Mongolia during the COVID-19 pandemic to protect national interests from internal and external threats, the patterns and principles of implementing and ensuring the national security of the state in the context of solving the country's demographic problems. The most important element of the stability of the national security of the state is demographic security, as it is responsible for the process of reproduction of the country's population, in quantitative and qualitative terms. The approach of the Mongolian state in the context of a pandemic is aimed at protecting every citizen, society and country as a whole from internal and external threats, which allows maintaining the sovereignty, sustainable socio-economic and demographic development, territorial integrity of Mongolia. The study analyzed demographic processes during the COVID-19 pandemic, including fertility, mortality, migration, nuptiality and divorce. The features of migration processes during the COVID-19 pandemic are considered, including the return of Mongolian citizens to their homeland through channels organized by the state — export flights. The links between the socio-economic situation and changes in the demographic sphere in the country are revealed. The key risks in the development of demographic processes in Mongolia during the COVID-19 pandemic, affecting the sustainability of national security, have been identified. Based on the results obtained, measures are proposed to strengthen the demographic policy in Mongolia.

This work aims mainly at presenting the basic concepts of criminological security in the note form, which is reasonably evaluated as a complex scientific category and a real social phenomenon in criminology. Criminological security is considered to be the ideological basis and concept of the modern Russian criminal policy, made to set a new and truly humanistic vector for the development of the theory and practice of counteracting crime. The author believes that the development of the theoretical concepts of the criminological security has led to the emergence of a separate direction within the framework of national security — criminological security, which is structurally a part of the state and public security. The article defines criminological security and characterizes its functions, analyzes internal and external threats to criminological security. The idea that criminological security has formed into a private criminological theory and is an important component of the national security is proved. The indicators and trends of crime for the period from 1991 to 2020 are given.

The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The theoretical, methodological and practical principles of budget planning are considered in the work. The main economic and political factors that affect the quality of budget planning in a crisis economy are highlighted. The quality and efficiency of budget indicators planning during destructive events, internal and external threats are analyzed. The effectiveness of the state budget policy largely depends on effective budget planning. The principles of medium-term budget planning (Budget Declaration), which were introduced in our country and which aim to determine the general budget indicators for the next three years, should ensure the implementation of medium-term and long-term budget programs. However, the changing macroeconomic situation in the country and global economic challenges force the Budget Declaration to be revised annually. The main document of budget planning is the law on the State Budget of Ukraine for next year, and therefore the accuracy and completeness of its implementation depends on both medium-term budget planning and budget policy. The revenue part of the State Budget of Ukraine has a decisive influence on the formation expenditure’s part of the State Budget of Ukraine and a significant impact on the formation of local budgets. Therefore, the quality and accuracy of revenue planning is a necessary guarantee of socio-economic development of the state in the planned budget period. The execution of the revenue side of the state budget is also greatly influenced by foreign economic factors, which are not always predictable even for developed economies with a long history of budget risk forecasting, and for Ukraine sometimes become catastrophic, because our country does not have reserve funds as countries with developed economies. The purpose of the article is to consider and evaluate the theoretical and methodological and practical provisions of budget planning and develop on this basis practical recommendations for its improvement. In view of this, the paper revealed different approaches to the definition of «budget planning». The article considers the existing approaches to planning the revenue and expenditure side of the state budget. The authors identified factors that affect the quality of budget planning. The paper presents proposals for improving the efficiency of budget planning.
