We performed the analysis of the markets and sectors of the economy, the development of which is ensured by the implementation of the priority 20v «the transition to personalized medicine, high-tech health care and health protection technologies» in the field of post-genomic technologies, including genome editing and molecular profiling, based on the analysis of big data, considering the key Russian and foreign strategic and forecast documents, forecasts of large corporations and consulting agencies, news and scientific open Russian and foreign resources. the analysis showed the active development of the market for post-genomic technologies in Russia. Market segments demonstrated high growth rates, following in line with global trends. State institutions had adopted a number of programs aimed at supporting and developing the sector of practical implementation of post-genomic technologies. the policy of the Government of the Russian Federation, aimed at importing foreign drugs and medical products, created a full cycle of domestic production of targeted drugs for personalized therapy of malignant tumors.

The article is devoted to the study of the potential of promoting Russian high-tech, innovative and other products to foreign markets. The article focuses on such an instrument of promotion as international business events. The statistical data of the event industry revealing possibilities of further development of domestic products promotion abroad are investigated in detail. The work uses methods of statistical analysis, comparative analysis, generalization, graphical interpretation of information. The article was prepared based on the results of studies carried out at the expense of budget allocations as part of the state task of the Financial University under the Government of the Russian Federation.

In the current international environment — with fashion on international sanctions, in particular, limiting the possibilities of purchasing high-tech equipment from abroad and dependency of the exchange rate of the ruble against various political provocations — the Russian Federation has faced with the necessity of re-industrialization of the ‘raw’ model of the economy and stimulation of the development of its inner potential. It should be noted that, in accordance with the Plan for promoting import substitution in industry No. 1936-r of 30 September 2014, approved by the order of the Government of the Russian Federation, the Ministry of industry and trade of the Russian Federation has developed and is implementing 22 sectoral plans for import substitution in selected industries of the Russian Federation. In this regard, it is particularly important to study international experience in the field of import substitution policy. The validity and reliability of presented study are achieved by applying a systematic approach and scientific methods of analysis and synthesis, deduction and induction, as well as regulatory, empirical method, etc. As a result of the analysis of international experience, it was possible to identify measures that can improve the efficiency of the state policy of import substitution, including through the use of offset mechanisms in civilian industries and the development of the institution of public procurement, certification, and standardization. In conclusion, the author proposes measures that can improve the policy of import substitution. The practical significance of the article consists in the possibility of applying the results of the study in the elaboration of industrial development programs and further research.

The main directions of solutions to the identified problems are also presented. The work used: a content analysis of regulations and open information materials on the infrastructure for promoting Russian products in foreign markets, a historical retrospective. he article deals with the multifactorial aspects of the labour market development as a special economic category: stages of development, impact of the economic crisis, trends during the pandemic, movement of employment and unemployment, etc. The analysis of the situation on the labour market, both in the whole world, and in the context of Russia and its subjects, is carried out. Trends in the development of the labour market are shown through the prism of global trends in economic development and the specifics of decision-making at the level of the Russian Federation since 1989, the period of transformation of its socio-economic development and entry into the world market. Much attention is paid to the situational response of the labour market to the global coronavirus pandemic in terms of analyzing the supply and demand of vacancies, salaries and their dynamics over the past year of the largest recruitment portal in the country. The risk sectors of the labour market development are shown for the territory of Russia as a whole, federal districts and subjects of the federation. The conclusion is made about sufficient decisions of the government of the Russian Federation in the pre-crisis period and forced anti-crisis actions during the pandemic in the conditions of long-term sanctions by key world actors. The measures necessary for the adoption of federal decisions to reduce the strain on the labour market in the long term, taking into account the reduction in the economy’s income, are outlined: closing more territories or sectors of the labor market to foreign labour, organizing jobs at real enterprises, optimizing the flow of domestic labour migration and new technological solutions in the economy

Анализ работы крахмалопаточной отрасли по производству нативных и модифицированных крахмалов за период 2010-2020 гг. выявил положительные тенденции, характеризующиеся умеренными темпами роста выпуска продукции. Увеличение объемов производства нативных и модифицированных крахмалов, расширение их ассортимента - актуальная задача для предприятий крахмалопаточной отрасли. В статье приведен ассортимент нативных и модифицированных крахмалов, поставляемых на российский рынок. Большой интерес для отраслей пищевой промышленности и народного хозяйства в целом представляют эфиры крахмала холодного и горячего набухания, доля которых в общем объеме импорта модифицированных крахмалов составляет около 70 %. Приведен перечень высокотехнологичных крахмалопаточных предприятий, обеспечивающих высокое качество и конкурентоспособность производимой продукции. Дана динамика производства нативных крахмалов и потребления модифицированных крахмалов в РФ в 2010-2020 гг. За последние 10 лет объемы производства модифицированных крахмалов в крахмалопаточной отрасли увеличились в 2,3 раза. Приведены современные методы получения и области применения модифицированных крахмалов для пищевого назначения. Предложены механизмы устойчивого развития крахмалопаточных предприятий в современных условиях. An analysis of the work of the starch syrup industry in the production of natural and modified starches for the period 2010-2020 revealed positive trends characterized by a moderate growth rate in production. Increasing the natural and modified starches production volume, expanding the range is an urgent task for enterprises of the starch industry. The article provides an assortment of natural and modified starches supplied to the Russian market. Cold and hot swell starch esters are of great interest for the food industry and the national economy as a whole, which account for about 70 % of the total imports of modified starches. The list of high-tech starch processing enterprises ensuring high quality and competitiveness of the produced products is given. The dynamics of production of natural starches and the dynamics of production and consumption of modified starches in the Russian Federation in the period 2010-2020 are given. Over the past 10 years, the production of modified starches in the starch industry has increased 2.3 times. Modern methods of producing and application of modified starches for food purposes are presented. Mechanisms for sustainable development of starch-syrup enterprises in modern conditions are proposed.

The main indicators of the innovative development of the Russian Federation are considered on the basis of the data presented in two regulatory documents developed in 2008 and 2011. The indicators cover a wide range of areas of socio-economic development, and their values should be achieved by 2020. However, the targets of macroeconomic indicators laid down in the documents at the current moment of time are seen to be overestimated. The analysis of the main achievements in the field of innovative development of our country over a ten-year period is carried out. For the analysis, a set of statistical data published in various sources was used, as well as the values of target macroeconomic indicators published in the concept and strategy. Based on the assessment of indicators and their deviations, an analysis is made of the success of the innovative development of Russia in various areas - from the development of the high-tech sector to the publication activity of the authors. Based on the results obtained, it was concluded that these or those target values of macroeconomic indicators have been achieved at the current time and an assumption about achieving these values by 2020. In addition, based on the analysis, it was determined which of the three options for innovative development our country is implementing at the present stage. The main reasons that prevented the experts and the Government of the Russian Federation from reaching the main target indicators of the concept and strategy and transferring our country to “innovative tracks” are summarized.

Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

The main areas of application of digital technologies in the Russian political process are related to the conduct of electronic voting and the use of Internet services for the development of new forms of political participation both at the national level and in the feld of local self-government The growth in the number of Internet users, which has become a steady trend over the past 20 years, creates new conditions for interaction between government structures and society They include both unknown risks of destabilization associated with increased demands on state institutions and reduced confdence in the government, as well as new opportunities for interaction between the state and the public in socially signifcant areas of public administration The implementation in practice of the course outlined by the Digital Economy program and designed to ensure Russia’s competitive advantages, taking into account the global trends of the expectation or the onset (according to various estimates) of the fourth industrial revolution, creates a new context for the development of political processes In these conditions, the author considered electronic voting technologies an integral part of the development of the modern state, and this view is typical, including for a signifcant part of the political elites.

Demographic trends in Uzbekistan have a specific character associated with the active natural growth of the country's population (in the past 50 years, the country's population has increased by 2.86 times and amounted to 35 million people). In the early 1990s, there was an outflow of people to their historical homeland, the migration balance is still having a negative character. The article analyzes the gender and age composition of the population, changes in the dynamics of indicators of the natural movement of the population, in which the fertility rate decreases, life expectancy increases (73.4 years). The high proportion of young people (up to 60% in the population structure) and the annual high growth of labor resources (about 500 thousand people) creates a burden on the internal labor market. There is a significant flow of labor migration to foreign countries, in which the Russian Federation occupies a leading place. The article analyses of the current reforms in the field of regulation of labor migration, which have been significantly developed under the new government of the country (since 2016), including the establishment of organized forms of labor migration. There are highlighted the present main targets of the Government of Uzbekistan, to create conditions and mechanisms that contribute to ensuring managed and regulated migration flows, legitimate rights and interests of citizens of the country. The author analyzes the trends in the normative and legal regulation of the sphere of labor migration, the relevance of the development of a new draft "Law on External Labor Migration" aimed at improving the efficiency of state bodies in solving complex migration issues. There is shown the institutional reform of the Agency for External Labor Migration in the field of migration management. It is proposed to develop a Concept and Strategy of state policy in the field of labor migration, as basic documents relating migration for the future. There are proposed directions of reforms in the migration sphere, establishment of organized forms of labor migration, expansion of international cooperation, powers of various departments of the country, improvement of the system for collecting statistics and data analysis, and conducting scientific research in the migration sphere.

Over the past several years, the reform of the waste management industry has been gaining momentum in the Russian Federation, in which a growing number of key players are involved. The active development of this industry is dictated not only by the necessity to maintain sustainable development, but also by a number of social, environmental, and economic factors. To confirm the prospects of the Russian waste management system, both from the point of view of private business and from the point of view of the government, the approximate capacity of the waste disposal market has been identified by the authors of the article. More than seven and a half billion tons of production and consumption waste is generated in Russia annually, and there is a steady upward trend in this indicator. The analysis of the waste management scenarios carried out in the article shows that in the meantime both landfilling and utilization account for an almost equal share of waste – about 50 %. At the same time, there are incentives for an annual increase in the share of waste sent for utilization. In the process of estimating the capacity of the waste disposal market, the average cost of disposal of one ton of waste in Russia has been pointed out. High capacity of the promising market for waste disposal in the Russian Federation anticipates an increase in demand for high-tech national equipment in the analyzed industry. The authors also revealed an opportunity for Russian enterprises to save large amounts of financial resources as a result of the transition from landfilling to waste utilization. The high growth potential of the national waste management industry, as well as ample opportunities for additional savings by reducing the cost of payments for negative impact on the environment, confirms the attractiveness of the waste management industry in the Russian Federation for the government, the citizens, waste-generating enterprises and companies producing waste utilization equipment and providing waste management services.
