The object of research is the concept of "competence" in the educational system of different countries. Investigated problem. Theoretical generalization of the concept of "competence" and the peculiarities of its formation in the process of professional training of applicants for higher education in European countries. Creation of a model of professional training for applicants for education of the first (bachelor's) level. Main scientific results. The definition of the concepts "competence" and "legal competence", which are most often used in pedagogical research, has been analyzed. The definition of "competence" within the competence-oriented approach is given. The competence-based approach in education is understood as training not just a specialist with a system of knowledge, but a high-level professional and a comprehensively developed personality. A model for the formation of legal competence of applicants for higher education has been created. Through the introduction of innovative methods into educational processes, the legal thinking of bachelors is developing. Legal competence presupposes a set of knowledge, skills, characteristics acquired by students in the learning process, necessary to perform certain actions in order to solve problems, tasks, situations in accordance with the prescriptions of the rule of law. The formation of a system of knowledge, abilities, skills, methods of activity in students in the learning process are significant. This requires both their psychological "restructuring" and the improvement of curricula and educational technologies. The traditional teaching of lectures and the conduct of seminars should be complemented by elective courses and special courses. The area of practical implementation of the research results. Formation of competencies in the process of professional training of applicants for higher education of the first (bachelor's) level in order to achieve programmatic learning outcomes, apply the acquired knowledge in future professional activities and everyday life. Innovative technological product. Creation of a training model for applicants for higher education based on a competence-oriented approach. Application area of an innovative technological product. The object of research is the process of forming the spelling competence of future teachers of the New Ukrainian School. Investigated problem. The spelling competence of students of higher education institutions as a component of linguistic and communication competence is presented in the article. The problem of the formation of linguistic and communicative competence, in particular spelling, is of particular relevance in connection with the introduction of the new edition of Ukrainian spelling. In the context of current requirements for the professional training of future specialists of the New Ukrainian School, the role of test monitoring as a form of diagnostics and control of spelling and punctuation literacy of higher education students is increasing, which allows to objectively evaluate the spelling of students’ skills, improve the organization of educational activities and in modern universities. The main scientific results. A brief overview of the history of testing use in the educational process is provided in scientific intelligence. The positive and negative factors of the introduction of testing in the process of studying the spelling material of modern Ukrainian literary language are determined. Guidelines for the development of spelling test tasks in modern Ukrainian have been made. The article proposes test tasks of closed and open forms for monitoring the spelling knowledge, abilities and skills of students of institutions of higher education after studying the topic «Letter doubling». The field of practical use of research results. The results of the study can be used by teachers of higher education who are working on the problem of formation and improvement of spelling literacy of applicants for higher education institutions, as test monitoring allows promptly checking students’ educational achievements, determining how thoroughly and correctly each student has mastered one or another spelling knowledge, skills. Innovative technological product. Test tasks of closed and open forms on the theme «Letter doubling» are developed. Scope of innovative technological product. The methodical recommendations for the development of spelling tests of modern Ukrainian language, the proposed test tasks on the subject of «Letter doubling» can be applied in the study of such subjects as «Modern Ukrainian language with a practicum», «Practice in Ukrainian spelling» for students of specialty 013 «Primary education», 014 «Secondary education», specialization «Ukrainian language and literature» of higher education institutions.

The publication is dedicated to one of the relevant pedagogical problems of modern higher education – the training of future speech therapists. As the humanistic model of education is relevant today, modern scientific research is focused on such key aspects as: definition of content, directions, principles, stages, components of the training of future speech therapists, consideration of humanistic priorities in the professional training of future speech therapists, the formation of humanistic personal competences of future specialists and others. The article analyzes the legal framework and scientific works in the field of the theory and methodology of vocational education of teachers in general and speech therapists, in particular, the essence of these scientific categories is determined, the specificity of the training of the speech therapist in the conditions of university education is revealed. The article also outlines the main directions and tasks of further scientific research.

The features of the risk-oriented approach when used for educational purposes in higher education institutions with specific learning conditions are revealed. The ways of the risk-oriented thinking formation among employees of security structures are determined.It is assumed that the semantic space associated with the moral proper, includes the following concepts: "permissible", "unacceptable", "compulsory". The aforementioned triad is recommended to be supplemented by the notion "necessarily". The necessary actions should include actions related to the risk of losing freedom, health, and sometimes even death, in connection with forced or involuntary acts to carry out moral duty, order, law. Such actions are often endowed with a higher status in the hierarchy of official actions, are considered to be granted the highest degree of moral approval and, even, admiration. At the same time, those who carry out the necessarily actions, as a rule, perceive their actions as just the performance of official duty. Therefore, the commission of actions related to professional risk becomes a duty only because of the special self-consciousness inherent in the military and law enforcement officers.The higher education institutions with specific educational conditions should be aimed at improving the system of moral education of security officers, the comprehensive involvement of the latest ideas, methods and means of modern pedagogy, based on the deontological potential of the competent approach in the professional training system.The process of the risk-oriented thinking formation for future employees of security organs should be carried out subject to the use of the modern legal and regulatory framework on safety and health of the European Union, which will enhance their competitiveness in the modern labor market.Keywords: higher education institutions with specific educational conditions, employees of security structures, risk-oriented approach, risk-oriented thinking.

Abstract In the article the author considers recent trends in teacher education and pedagogical mastery, issues of carrying out improvements to the teacher training system in European countries, analyzes programmes of cooperation in education that facilitate forming of teachers’ professional competency, studies typical problems in teacher education in Europe and possible ways for its improving. Based on the study of European experience in teacher training the author has concluded that lecturers are extremely interested in identifying the patterns of teacher training and pedagogical mastery as a theoretical, methodological and practical problem and has justified the importance of the structural organization and modernization of teacher professional training in higher education, the development of new forms in relations between the teacher training system and higher education institutions, which are based on systematic, scientific, interdisciplinary approaches and the idea of continuity. The importance of special cooperation projects in teacher education launched in the European Union in terms of pedagogical mastery has been emphasized in the article. The author also focuses attention on new ways of solving the existing problems in developing the professional competency of students obtaining teacher education as well as the development of pedagogical mastery. There have been described main directions in the functioning of European countries’ teacher training systems that can be useful in identifying development trends in teacher education in Ukraine, namely, teacher education based on worldwide recognized researches, the shift in orientation of the teacher education philosophy: from quantity to quality, clearly defined educational standards as well as criteria for their assessment, the review of procedures for accrediting teacher training institutions, the use of multimedia technologies.

The article monitors the process of forming the legal culture of future teachers of history and jurisprudence in professional training, which included analysis of the subjects taught in the educational program in the specialty Secondary Education (History). Jurisprudence, analysis of external and internal factors that influence the process of formation of legal culture. The causes of low formation of legal culture of future teachers of history and jurisprudence are established: low requirements for the process of its formation, legal units within the disciplines of professional training offered to study, presented in the standards of pedagogical specialties autonomously from the legal courses, lack of discretion plan, insufficient legal competence of teachers, which, due to the peculiarities of the content of the discipline, it is necessary to teach the norms of Ukrainian law, professional training of future teachers of history and jurisprudence does not correspond to the level of legal culture, which should be demonstrated by a specialist after graduation from higher education institution. The criteria for selecting the content and volume of legal information needed for future history and law teachers are highlighted.

The article is devoted to theoretical analysis of the value of graphic competence. The basic scientific positions concerning the formation of graphic competence as an important component of the professional formation of specialists in the system of higher education of Ukraine are considered. The analysis of modern approaches, highlighted in domestic sources, concerning the definition of the essence of the concept of "graphic competence" as a component of qualitative training of a specialist has been carried out. The author emphasizes the demand for the formation of graphic culture in the future bachelors of computer sciences, on the basis of which the author's view on the definition of graphic competence as a component of qualitative professional training of competitive future bachelors on computer sciences in the conditions of a pedagogical institution of higher education taking into account modern social processes. The urgency of forming graphic competence is also substantiated by its role in education, development and upbringing, namely, in the development of thinking, cognitive abilities and spatial imagination of future bachelors in computer sciences, the development of practical skills. Due to the fact that the target preparation of the Bachelor of Computer Science is aimed at training highly skilled professionals, then each graduate of this profile must have a wide range of basic knowledge, skills and abilities in computer graphics and design for effective presentation of the developed Software to the end user. In order to develop the graphic competence of future bachelors in computer sciences, their training should be based on the development of basic knowledge of students on systems of computer design and graphics, computer animation and visualization, and work with graphical packages of 3D design. This will ensure conditions for the graduate to adapt to their professional activities and the subsequent successful application of acquired skills. The results of the analysis of the scientific experience of the mentioned authors, we have determined that graphic competence is versatile, and includes not only the features inherent in artistic or creative activity, but also solid knowledge and skills of the technical component, which are rapidly expanding and branching in view of rapid pace of development of computer technology and modernization of graphic tools.

This article deals with the concept of learner autonomy as well as the peculiarities of the use of the learner autonomy-based educational technology in the educational system of Russia. The analysis of the concept of learner autonomy is given basing on the works of both foreign and Russian specialists: the origin of the concept is traced back, different variants of defining the concept are given, and the teacher role in the context of learner autonomy is laid emphasis on. Generalizing the views the authors put forward their own definition of the concept of learner autonomy. The authors also point out the correlation of learner autonomy and the concept of communicative concept proposing their own view of communicative competence structure. Besides, the authors consider the prospect of implementing the learner autonomy-based educational technology into the realm of adaptive learning, which is also topical for modern Russian Education.

Abstract The article deals with the problem of forming education managers’ professional competency in the context of European integration educational processes. The peculiarities of education managers’ competences as well as directions of their professional training in motivational, cognitive and metacognitive spheres have been theoretically justified. The performed analysis of curricula in higher education institutions of Central European countries has proved their use of the complex approach to forming professional competences of education managers. The author has revealed the peculiarities of education managers’ professional training while mastering accredited specialized courses in School Management in the Centre for Lifelong Education at Faculty of Education at Palacký University in Olomouc, the Czech Republic; a Bachelor’s degree in Education Specialization (School Management) at Charles University in Prague, the Czech Republic; in the context of the project launched by the European Social Fund (EFS) called “The Development of Education Managers’ Competences in Schools and Educational Institutions in the Hradec Králové Region – the Model of Professional Education”, the Czech Republic. It has been concluded that higher education institutions of Central European countries focus on the development of pedagogical and managerial competencies. It has been highlighted that the complication of training content and the modernization of disciplines will allow to form thinking and actions of education managers as comprehensively educated specialists able to successfully deal with professional tasks using their educational and intellectual potential.

The article considers and analyzes the peculiarities of the professional training of educators in the developed countries of the world, and educators’ progressive achievements, and a high level of high school teacher training, which develop professional qualities in line with world standards, as the State standards of preschool education and all development programs. Children have stated an integrated approach to the educational process in the pedagogy. The works of leading scientists, which reveal various aspects of the future teachers training for pedagogical activities, are analyzed in the works of domestic scientists, in which the specificity of education, the state of pre-university vocational training, problems of higher education, various aspects of adult education, in particular integration of pedagogical training, foreign systems of pedagogical technologies of development, reform of European higher education in general. It is concluded that the systems of training teachers of preschool education in the leading European countries are different. They have their own peculiarities and their own promising experience, as well as the basic qualities of the training of future preschool specialists of European countries, not only is the system of organization of educational process in higher educational institutions established, but also the complex implementation of further training and professional development, the design of a new educational policy in the framework of the European integration processes that ensure the quality of preschool education in countries.

The article specifies the meaningful content of the concepts "condition", "pedagogical conditions" and "formation". The theoretical analysis of scientific sources is made. The results of the diagnostics, the specifics of training, the requirements for the professional training of future mariners, scientific notions about the pedagogical conditions of education in a higher education and the formation of skills of professional foreign language communication, self-reflection of experience in the field of teaching professional communication in English are taken into account. The definition of pedagogical conditions as a content core of an experimental model of formation in a higher school of skills of professional communication in a foreign language at students is theoretically substantiated and given.
