This study is an assessment of the effectiveness of the Inspector Cadet Police Basic Training Programme on the practice of integrity as a result of the implementation of the Royal Malaysian Police (RMP) Integrity Plan. The training programme is aimed at creating senior police officers who practice good governance iorder to improve the quality of service delivery and management as well as to create an excellent image of RMP. The RMP’s commitment to upholding integrity has been proven by management improvements through the implementation of some initiatives such as the establishment of the Department of Integrity andStandard Compliance and the implementation of the RMP Integrity Plan, and the implementation of the Enforcement Agency Integrity Module in the RMP training module. This descriptive study uses a qualitative approach based on a structured design of a case study. Primary data were obtained through a semistructured interview method with eight informants selected through purposive sampling techniques and supported by secondary data through document analysis and library research. The findings show that the training module has been a dominant influence and the main catalyst for the practice of integrity, apart from workplace environment and family as new findings. The study concludes that the implementation of the integrity learning module in the Police Basic Training Programme has provided the knowledge and skills towards the inculcation of integrity but somehow officers can still be influenced by work environment and family factors.

ABSTRAKPenelitian ini ditujukan untuk mengetahui penerapan denda terhadap pelanggar berlalu lintas di kota Bengkulu ditinjau dari Undang-undang Nomor 22 Tahun 2009, serta untuk mengetahui faktor penghambat dalam penerapan pidana denda terhadap pelanggar barlalu lintas di Kota Bengkulu. Penelitian dilaksanakan disatuan lalu lintas Polres dan Polda Kota Bengkulu. Adapun data yang didapatkan adalah data primer dan data sekunder melalui penelitian lapangan dan penelitian kepustakaan, kemudian data dianalisis dengan cara deskriptif. Peraturan yang tertera pada undang-undang yang tertera sepenuhnya untuk meningkatkan kesadaran untuk setiap pelanggar yang melakukan pelanggaran, tetapi pada kota Bengkulu undang-undang tersebut tidak sepenuhnya berjalan efektif. Menurut pandangan Undang-undang 22 Tahun 2009, penerapan pidana denda masuk dalam kategori pidana pokok (sesuai Pasal 10 KUHP) sebagai urutan terakhir atau keempat, sesudah pidana mati, pidana penjara dan pidana kurungan. Selain dari itu, faktor penghambat keefektifan Undang-undang seperti faktor ekonomi, faktor kedekatan emosional dan faktor kekebalan institusional.Kata kunci: tindak pidana; hukum pidana; dendaABSTRACTThis study aims to determine the application of violators from cities in Bengkulu in terms of Law Number 22 of 2009, and to find out the inhibiting factors in the application of fines to traffic violators in the city of Bengkulu. The research was carried out in the traffic city of the City Police of the City of Bengkulu. The data obtained are primary data and secondary data used for library research and research, then the data are analyzed descriptively. The regulations stated in the law that are fully stated to increase awareness for every offender who commits an offense, but in the city of Bengkulu the law is not fully effective. According to the view of Law 22 of 2009, the application of criminal fines falls into the main criminal category (according to Article 10 of the Criminal Code) as the last or fourth order, after the death penalty, imprisonment and imprisonment. The purpose of this study was to determine the implementation of accountability, transparency, and effectiveness in managing the School Operational Assistance (BOS) funds in public and private Junior High School in Banda Aceh City. This research involved two objects, Junior High School 3 Banda Aceh and Islamic Junior High School YPUI Darul Ulum. This research used the qualitative descriptive method and also used primary and secondary data in data collection.  The primary data were obtained directly by interviewing informants that were BOS coordinator in Education and Culture Services of Banda Aceh City and school BOS team consisting of the school principal and BOS treasure. The data were collected by direct observation in the field. The secondary data were collected by using documentation technique. In analyzing the data, the researcher used data reduction, data presentation, and data verification. The result of the study showed that the accountability, transparency, and effectiveness in managing the School Operational Assistance (BOS) funds in Junior High School 3 Banda Aceh were in accordance with the Regulation of the Minister of Education and Culture (Permendikbud) No. 26 of 2017 which reflected good governance, while the management of the School Operational Assistance (BOS) funds in Islamic Junior High School YPUI Darul Ulum Banda Aceh in terms of transparency was still not perfect, but in terms of accountability and effectiveness were in accordance with the Regulation of the Minister of Education and Culture (Permendikbud) No. 26 of 2017.

<p><em>Abstrak </em><strong>- </strong><strong>Aguk Irawan adalah salah satu sastrawan yang menggunakan sastra novel sebagai media dakwahnya. Penanaman pesan-pesan moral-spiritual penulis kepada pembaca melalui tokoh yang dihidupkan di dalamnya. Peneliti tertarik dengan salah satu karya beliau untuk diteliti yang kemudian terangkum dengan judul, “Maqamat Tokoh Midah dalam Novel <em>Mekkah: Memoar Luka Seorang TKW</em> Karya Aguk Irawan”. Novel yang terinspirasi dari kisah nyata ini menggambarkan tentang pengembaraan jiwa seorang perempuan dalam menemukan Tuhannya. Penelitian ini menggunakan metode <em>library research</em> atau penelitian kepustakaan. Adapun sumber data yang digunakan adalah sumber data primer yaitu novel <em>Mekkah: Memoar Luka Seorang TKW</em>, sedangkan sumber data sekundernya adalah beberapa karya Aguk Irawan yang lain dan juga sumber referensi yang terkait dengan penelitian. Berdasarkan hasil analisa yang telah peneliti lakukan dapat ditarik kesimpulan bahwa novel <em>Mekkah: Memoar Luka Seorang TKW</em> merupakan novel yang mengandung ajaran tasawuf. Aguk Irawan menyampaikan ajaran tasawufnya melalui tokoh Midah Hamidah yang terangkum dalam laku kehidupannya sehari - hari. Peneliti menemukan beberapa maqamat yang tergambar dari tokoh Midah Hamidah, diantaranya adalah: taubat, zuhud, sabar, syukur, dan ridha. Novel karya Aguk Irawan ini sangat berguna untuk digunakan sebagai media dakwah di kalangan remaja maupun masyarakat pada umumnya.</strong></p><p><em>Abstract -</em><strong> </strong><strong>Aguk Irawan is one of the writers who used novel literature as his propaganda media. Planting the writer's moral-spiritual messages to the reader through the characters who are turned on in them. Researchers are interested in one of his works for research which is then summarized with the title, "<em>Maqamat Tokoh Midah dalam Novel Mekkah: Memoar Luka Seorang TKW Karya Aguk Irawan</em>”. This novel, inspired by a true story, depicts the wandering of a woman's soul in finding her God. This research uses library research or library research. The source of the data used is the primary data source, namely the Mecca novel: Memoirs of Luka of a TKW, while the secondary data source is some of Aguk Irawan's other works and also a reference source related to research. Based on the results of the analysis that researchers have done, it can be concluded that the novel <em>Mecca: Memoirs of Luka of a TKW</em> is a novel that contains the teachings of Sufism. Aguk Irawan conveyed his Sufism teachings through the figure of Midah Hamidah summarized in his daily life. Researchers found several maqamat drawn from the Midah Hamidah figures, including repentance, zuhud, patience, gratitude, and pleasure. This novel by Aguk Irawan is very useful to be used as a media for da'wah among teenagers and the general public.</strong></p><p><strong><em>Keywords -</em></strong><em> Literary works, Novels, Maqamat, Spirituality, Hermeneutics</em></p><p> </p>

The high level of corruption in the Indonesian government sector makes good governance difficult to achieve. Accountability and transparency is a must in the effort to realize good governance. The efforts to reduce the level of corruption in Indonesia is the awareness of civil servants to disclose the fraud in the workplace agencies. This research uses qualitative methods with the aim to describe the implementation of accountability and transparency of local government financial reporting as well as identify potential whistleblowing for misuse of funds. This research uses primary data in the form of in-depth interviews with informants and secondary data in the form of financial statements of Salatiga local government that has been audited by BPK. The resource persons in this research are civil servants domiciled in Salatiga City and work in SKPD Salatiga City in the finance department of each SKPD. The results of this research indicate that Salatiga City Government has been accountable and transparent in local government financial reporting as well as there is no potential whistleblowing for misuse of funds. The results of this research can be used as an evaluation material for government agencies to establish a good whistleblowing mechanism so that civil servants working in government agencies are more willing to disclose the fraud. Pesantren, Islamic boarding school, as Islamic educational institutions by setting the main objectives of Islamic education is simply to generate the Santri (students) to explore religious knowledge (tafaqquh fid-din). However, since the 1970s Pesantren began to open up indicating that Islamic boarding schools with their dynamics required recognition by the community about their existence. Kiai Sahal Mahfudh, a Pesantren intellectual figure with a traditional background helped encourage the Pesantren to be able to respond to modernization and the demands of society in the right way. Kiai Sahal Mahfudh presents himself as a figure with transformative, innovative and visionary vision in transforming Pesantren education. He argued that Pesantren education cannot be separated from its two potentials: religiosity and social potential. This study aimed to determine the perspective of Pesantren education based on the perspective of Kiai Sahal Mahfudh and its relevance to the development of contemporary Pesantren. This study is a library research using the primary data in the form of Nuansa Fiqh Sosial, papers, or any works of Kiai Sahal Mahfudh. Meanwhile, the secondary data were in the form of books related to the Pesantren or AZJAF Vol.1 No. 2 (Special Issue 2021) Page 24 the thoughts of Kiai Sahal Mahfudh. The analysis technique used content analysis in which the phases of analysis started by determining the problems, formulating the frame of thoughts and preparing the methodology devices, data analysis and data interpretation.The results of this research showed that the teaching of the kitab kuning needs the abilty to understand contextually for solving contemporary social problems. The formulation of the objectives of pesantren education in preparing righteous and akram people in line with the functions of humans personally as khalifah of Allah who also carry out social functions to prosper and manage the earth.The da’wah islamiyyah or propagative potential in pesantren is not only articulated in word but also in deeds or da’wah bil hal. For kiai Sahal Mahfudh, da’wah can also in the form of community empowerment. Both have the same end goals. These are relevant and in accordance with the direction of development of contemporary pesantren which wants pesantren to no longer only carry out their traditional functions as religious educational institutions, but also as social community institutions.

The existence of the potential for heritage tourism in center of Kota Serang is now almost eliminated and forgotten, whereas if it is managed optimally, many benefits can be generated. The purpose of the research is to reveal the potential of heritage tourism in center of Kota Serang to be developed as a tourist destination. The research method used is a qualitative method. Primary data collection through observation techniques and in-depth interviews. Secondary data through library research. Data analysis uses an interactive model, through three activities namely data reduction, data presentation, and drawing conclusions. The results of the study indicate that there is no clear strategic policy and the lack of efforts in achieving optimal utilization of potential inheritance for tourism development. The synergy of all stakeholders and decision makers is needed to run in line with the vision and mission of development. The proposed development model is community-based heritage tourism. An exploration and analysis of the processes involved in crafting the institution’s strategic plan, identifying its quality assurance policies, documenting its graduates’ performance in government licensure examinations, description of the processes to ensure sustainability of educational programs, and portray the administration’s fund generation and management mechanisms was made in an effort to create a model for quality education in the University of Eastern Philippines, University Town, Northern Samar. It utilized the descriptive-evaluative method of research with a total of 400 respondents composed of students, faculty members, alumni, community residents, and University officials. Qualitative data were taken from respondents’ answers to open-ended questions, which were then validated through interviews.  Quantitative data on the other hand, were taken from both primary data derived from responses to items in the questionnaire, and secondary data on graduates’ performance in professional examinations. It was revealed that most stakeholders were aware of the institution’s strategic plan, although some were not consulted in the crafting of such an important document.  They aver that policies and guidelines are established, implemented, and strictly adhered to by the administration in its daily operations involving faculty, students, staff, fund generation and management, instruction, research, extension, production, faculty development, and student support services. Although graduates performed consistently well in some government examinations, in the years 2009 – 2014 they performed generally below the national average.  Respondents agree that curricular programs must regularly be updated to conform to minimum standards set by the Commission on Higher Education to ensure sustainability of programs.  For students to be globally relevant and competent, respondents agree to the provision of educationally qualified and competent teaching force, state-of-the-art facilities, modern instructional materials and methods, coupled with good governance and cooperation among stakeholders, are the key ingredients of an ideal quality of education in the University of Eastern Philippines.

The focus of this study is to answer the subject matter of how the concept of the nation-state according to Abdullah Munsyi in the constellation of Malay Islamic political ideology in the 19th century AD and how is the relevance of the concept of the current Indonesian nation state ? The study used the conscience morale theory of Ernest Renan and the social contract theory initiated by J. J. Roussae. This research is included in the library research category and uses historical approaches and political philosophy. The primary data in this study are Abdullah Musnyi's Hikayat Abdullah book published by Yayasan Karyawan, Kuala Lumpur, Malaysia in 2007 and secondary data, in the form of books, journal articles, papers, and others related to research problems. the findings of the research are: 1). In accordance with the theory of conscience morale Ernest Renan and the social contract theory initiated by J. J. Roussae, Abdullah bin Abdul Kadir Munsyi was the originator of nationalism. Through his most important work, Hikayat Abdullah, he put forward the formulation of Malay identity in the formulation of the nation which was understood as a Malay tribe or race who had the right to be involved in determining the Malay political format not as a community under a political system that was authoritarian. 2). His closeness with the British colonial side, thus forming the liberal thinking he obtained from Raffles and his friends. He not only dismantled the manipulation of royal ideology, but at the same time put forward a new view of the existence of a humanist individual. 3). The understanding of nationality has egalitarian values ​​that are very relevant to the current Indonesian context, especially the values ​​of equality (egalitarianism) in the midst of the emergence of conflicts in various conflicts today. This study aims to identify and describe the results of the feasibility analysis of the contents of the Islamic Religious Education Smart LKS content in terms of the suitability of the material description with KI/KD, the accuracy of the material, and the content of supporting learning materials. The type of research used is library research. Literature research is research based on literature searches related to the problems to be discussed. The method used is descriptive analysis method. The primary data sources in this study were obtained from the Smart LKS for Islamic Religious Education with Character, while the secondary data were obtained from books, journals, articles, laws and regulations, and so on. All data will be collected, analyzed, interpreted as well as by interpreting the object under study. The results showed that the suitability of the description of the material with KI-KD obtained a percentage of 65%, while in terms of the accuracy of the material it obtained a percentage of 72%, and in terms of supporting learning materials it obtained a percentage of 73.2%. When viewed as a whole, the percentage of sub-components is 70%, which shows that the Smart LKS for Islamic Religious Education is worthy of being used as a companion book for learning in elementary schools

Duties and responsibilities of teachers are not limited in society, even teachers included in this case are essentially strategic components that have an important role and responsibility in determining the progress of the nation's life and become the foundation of expectations of children's parents to make their children good children (anaks haleh) who know how to carry out their religious obligations and have a noble character (akhlak al-karimah). This study aims to determine; What are the Responsibilities of Teachers in Islamic Education according to Hasan Langgulung's Thought ?. What are the Responsibilities of Teachers in Islamic Education according to Buya Hamka's Thought ?. What is the relevance of Hasan Langgulung and Buya Hamka's thoughts on the Responsibilities of Teachers in Islamic Education ?. This research is a library research that uses various sources of literature as a source of research data. Primary data sources are the book Hamka Institution of Life and Budi and Hasan Langgulung Man and Education, An Analysis of Psychology, Philosophy and Education. While secondary data sources in research are books, articles, magazines, newspapers, or other sources, which are then drawn from these data. Based on the results of the processed data, it can be seen that the responsibilities of Teachers in Islamic Education according to Buya Hamka's thinking based on the explanation above, then the responsibility of educators namely educating: a). Faith Education; b). Moral education (morals); c). Physical education (physical and spiritual); d). Community social education; e). Intellectual education. While the Responsibility of Teachers in Islamic Education according to Hasan Langgulung's Thought covers at least 7 things, namely: a). Religious education which includes religious education, aqeedah and worship; b). Moral education (morals); c). Physical education which includes physical education and health; d). Psychological education consisting of psychiatric education and feelings; e). Community social education; f). Intellectual education. The relevance of the thoughts of Buya Hamka and Hasan Langgulung about the Responsibilities of Teachers in Islamic Education can be seen that Education basically revolves around science, charity, morals, and justice. All three are concepts that must be interconnected in the education process. Education for humans is not only to fulfill internal interests as dynamic creatures, but also external interests, namely the orderly and harmonious organization of human civilization.
