scholarly journals THE KOLYVAN FACTORIES IN THE POLICY OF THE KUZNETSK VOIVODES IN THE SECOND QUARTER OF THE XVIII CENTURY

The article is devoted to the identification and analysis of the areas of interaction between the Kuznetsk voivodes (governors) and proprietary estate managers of the A. N. Demidov’s Kolyvan factories in the second quarter of the XVIII century. The research is based on unpublished documents from the funds of the Russian State Archive of Ancient Acts. The article features the reaction of the district administrators to the establishment and dynamics of the security system at copper smelteries in the interstream area between the Ob and the Irtysh. The system contradictions between the interests of civil authorities and A. N. Demidov’s managers are demonstrated by the example of the use of state-owned salt, as well as by the amenability of crimes. The resulting collisions and conflicts are considered as a consequence of the unregulated procedure of the relationship of the relevant administrative subject in lawmaking and administration. The author casts doubt on the popular opinion that there was no competition between the state and the proprietary basics in the development of the Upper Ob-Irtysh area. The author comes to a conclusion about the permanent aspiration of the Kuznetsk voivodes to expand their administrative influence on the estate managers of the Kolyvan-Voskresensky department.

In this paper we write about the relationship of religious and moral traditions and the state regulatory apparatus. The significant place of religion in the Constitution and legislative acts of Russia and other countries is emphasized. The work deals with some aspects of the Federal law "On freedom of conscience and religion" and the danger of missionary expansion from the outside. Religion is not only a part of the spiritual life of the country, a source of ethical norms, but also a serious political factor. Through non-cultural religious groups, the country may weaken and lose its state sovereignty. In Russia, statehood was formed on the basis of the traditions of the Orthodox Church, so the opportunities in the development of the Russian state largely depend on its well-being. Qualitative and balanced stateconfessional relations are the basis of Russia's spiritual security.

The article attempts to answer the question of what is ‘nationalization of elitesэ in its modern scientific interpretation and practical functionality, and to present a normative definition of this concept. Examines the relationship of the Russian state towards the problem of nationalization of the elites in different historical conditions, is interpreted as a precondition for strength of the constitutional and legal foundations of the state, as a factor of political and professional-ethical success of public administration, justifies the historical significance of the national-based awareness of the ruling elite of the state interest and action in accordance with this interest. A prerequisite for success is strategic validity, strict compliance with the principles and norms of domestic and international law, and the prevailing moral postulates. On the basis of archival materials of the State Archive of the Russian Federation and the United State Archive of the Chelyabinsk Region the process of the activitiy of the commissioner of SDRPTS of the USSR in the Chelyabinsk region in the late Stalinism in 1948-1953 is examined. Special attention is paid to the analysis of the main areas of the activity of the commissioner: work with the faithful petitions on opening of churches and prayer houses, reception of visitors. Specific examples of work in the reviewed period are given; the analysis of the relationship of the clergy with the commissioner and bishops (Archbishop Alexy and Bishop Toviey); specific problems in the commissioner activity are presented related to the activities of the Orthodox community in the Chelyabinsk region in the reviewed period. The analysis of the relationship of the commissioner with local party and government bodies, as well as directly with the Council for the ROC is given.

The article is devoted to the history of an unrealized performance of M. P. Mussorgsky’s opera "Khovanshchina" orchestrated by B. V. Asafyev. On the basis of archival documents, stored in the Russian State Archive of Literature and Arts, the Russian National Museum of Music, Central State Archive of Literature and Art of Saint Petersburg, the Bolshoi Theatre Museum, most of which are introduced into scientific circulation for the first time, studied the circumstances under which the opera was planned to be staged in the State Academic Theatre of Opera and Ballet (nowadays — the Mariinsky Theatre). Fragments from the reports of the Artistic Council of Opera at the State Academic Theatre of Opera and Ballet meetings, the correspondence between B. V. Asafyev and P. A. Lamm, the manuscript "P. A. Lamm. A Biography" by O. P. Lamm and other unpublished archival documents are cited. The author comes to the conclusion that most attempts to perform "Khovanshchina" were hindered by the difficult socio-political circumstances of the 1930s, while the existing assumptions about the creative failure of the Asafyev’s orchestration don’t find clear affirmation, neither in historical documents, nor in the existing manuscript of the orchestral score.

The article is devoted to such an important aspect of the activities of the plenipotentiaries of the State Defensive Committee during the Great Patriotic War, as conflicts of authority. Contradictions between the plenipotentiaries of the State Defensive Committee and the leaders of party, state, economic bodies at various levels, as well as between the plenipotentiaries themselves, that were expressed in the emergence of various disputes and often resulted in conflicts of authority, became commonplace in the functioning of the state power system of the USSR in the war period. Based on documents from federal (State Archive of the Russian Federation, Russian State Archive of Socio-Political History, Russian State Archive of Economics) and regional (Central State Archive of the Udmurt Republic, Center for Documentation of the Recent History of the Udmurt Republic) archives, the author considers a conflict of authority situation that developed during the Great Patriotic War in the Udmurt Autonomous Soviet Socialist Republic, which shows that historical reality is more complicated than the stereotypical manifestations of it.

Research is devoted to the study of the relationship of emotional intelligence of students with the results of the state exam in the adaptation of the school system for 5 years from the date of introduction. The sample consisted of 156 first-year students. Evaluation of the components of emotional intelligence was measured by self-report (EmIn questionnaire). There was a statistically significant correlation between the severity of different indicators of emotional intelligence of students passing the exam and the results of the three school subjects: Russian language, Mathematics, Social studies. It is shown that since the introduction in 2009 of compulsory exam the level of communication between the indicators of emotional intelligence and the results of the examination has changed. Adaptation processes to the introduction of the state exam lead to changes contingent of successful students: If at the time of the introduction of the exam more successful were students with higher EI, in the process of adaptation more successful became those with lower EI. It was shown that the components of EI, having the most important relationships with the results of the exam, are different for the considered subjects; the dynamics of these relationships has been revealed.

Consideration in the scientific article The question of the relationship of the regulatory terminology used as the official name of the Russian state is due to the problem of the absence of a single scientific approach in determining its semantic content and is dedicated to the 300th anniversary of the proclamation of the name of the state “Russian Empire”. The features of the rulemaking practice on the official consolidation of the name of the state with the simultaneous use of regulatory terms “Russia”, “Russian Empire”, “Empire” and “Russian State”, having an equivalent semantic value in the name of the same state that operated in the specific historical period of its development. Allocated the generals patterns of the applied context of said terminology in regulatory legal acts of various sectoral affiliation. It was concluded that there is no synonymous properties and the difference in the context of the contents of the second half of the XIX century the terms “Russia” and “Russian Empire”, which are used by the domestic legislator, which is used depending on the type and subject of regulated public relations.

The article considers the unpublished play by Maria Levberg, a little known female writer of the Silver Age. Aleksandr Blok praised this drama entitled Danton; thanks to his efforts, it was performed in the Bolshoi Drama Theater in 1919. Danton is discussed in several articles by Blok (Bolshoi Drama Theater in the Next Season, of 19 May 1919, Tribune (Tiberius Sempronius Gracchus)) and in his correspondence; it is also mentioned in Blok’s notebooks. The author of the article analyzes all these mentions, reconstructs the history of interactions between Blok and Levberg. Some of her letters to the poet are published here for the first time. Blok’s notes on the typed copy of Danton, preserved at the Manuscript Department of the Institute of Russian Literature in Saint Petersburg, are described. The relationship between this version of the play and the version, preserved at the Russian State Archive of Literature and Arts in Moscow, is revealed. The author analyzes the plot and the system of characters, characterizes the concept of history expressed in Danton, and proposes the hypothesis why this play turned out to be so dear to Blok. Blok’s reviews on Danton are compared to those written by A.M. Remizov (who also welcomed the play, as well as other dramas by Levberg — Stones of Death and The Chevalier’s Epee) and by M.A. Kuzmin who displayed a more critical attitude. Finally, the place of this drama among Levberg’s works and her main themes and ideas are considered.

The aims of this research were to know the state of small pelagic fishery and social economic aspect of resources exploitation. To examine these issues, the research combined survey and descriptive analytic methods. Gordon-Schaefer model was applied to analyze the state of fishery and analytical descriptive to explained the relationship of the phenomena's. Data collection was based on indepth interview and recording of District Fishery Service's. Samll pelagic fisheries that been analyzed were anchovies (Stolephorus sp.), squids (Loligo sp.), and mackerels (Rastrelliger sp.).There are two main problems of fisheries in the area, firstly, the conflict on coastal zone between marine capture fisheries and mariculture. The second one is the intensive exploitation of fisheries resources. Pelagic fisheries at Sape Bay have been exploited above maximum TAC mainly 80% of MSY. MSY of anchovies (Stolephorus sp.) reached 2324,9 ton at number of effort 56534 trip and MEY 2172,3 ton at number of effort 42144 trips. MSY of squids (Loligo sp.) is 455,0 ton at number of effort 12183 trip and MEY 449,0 ton at number of effort 10780 trips equal to Bagan Perahu  trips. The model was not applicable to predict the MSY and MEY of mackerels (Rastrelliger sp.). The continuing increase of effort will depleted the stock and decreased economic rent. In addition, the increasing of competition on fishing ground with pearl culture, have resulted fishermen stress. The integrated policy and management are needed to solve these problems and to avoid social riots.
