The article is devoted to the practically unexplored issue of the rationalization movement on the territory of the Chechen-Ingush ASSR during the Great Patriotic War, which explains its relevance. The aim is to determine the degree of impact of the activities of innovators on improving the efficiency of the oil production and refining industry of Chechen-Ingushetia during the study period. The article is written mainly on the materials of the Republican newspaper "Grozny worker" (organ of the Chechen-Ingush regional Committee of the CPSU(b), allowing with a sufficient degree of completeness to recreate the scale of activity of inventors and innovators and to describe the impact on the oil industry of national economy. Separate data are taken from published even in Soviet times of works M. A. Abisalova and S. O. Zoeva. In the work on the article, comparative-historical and problem-chronological methods were used, which made it possible to identify the general and special in the described historical events and to consider the activities of the CHIASSR rationalizers of the period of the Great Patriotic War in chronological order. Based on the materials used, it can be concluded that although not all of the proposed rationalization proposals were implemented, in general, they allowed the state to save significant financial and material resources. Was thereby made a significant contribution to the increase of efficiency of activity of the Republican oil industry complex. The Republican corps of inventors and innovators consisted mainly of engineering and technical workers and highly qualified workers, and the bonuses given to innovators for implemented proposals amounted to a significant increase in the income of about a thousand employees and their families.

The article reflects the stages of evolvement, formation and evolution of the administrative-territorial structure of Ostyak-Vogul, later Khanty-Mansi, national district in the 1930s – early 1941, it provides information about the deportation of the population to this district in the first decade of its existence, considers the impact of the deported population on the political situation in the district on the eve of the Great Patriotic War, as well as on its economic condition and national economy, education and culture. The relevance of the stated topic is noted. The article shows a significant influence of the deported population on the national economy in the district at the beginning of the war. There are also some memoirs of the deportees, the content and nature of the articles of the district newspaper immediately before the war and in its early days are analyzed. It is noted that the deported population made a significant contribution to the victory in the Great Patriotic War. The article presents the working and living conditions, the daily life of the deported population.

The presented study addresses the issues of implementation of an import substitution policy in the Russian oil industry. Support of domestic production is a key objective specified in the message of the President of the Russian Federation in 2019. In light of the current economic situation and considering the importance of the oil industry for the Russian economy, an import substitution policy could help achieve the objective set by the President.Aim. The study aims to identify the problems and ways of implementation of an import substitution policy in the Russian oil industry.Tasks. The authors analyze scientific publications on import substitution and the state of the Russian oil industry at the current stage of development; determine the directions and fundamental trends in the development of the oil industry; identify obstacles that hinder the implementation of an import substitution policy in the oil industry; describe conditions that facilitate the development of the  investment process in the oil industry; propose comprehensive methods and ways to intensify investments and optimize costs for enterprises in the oil industry.Methods. This study uses general scientific methods of cognition, comparative and statistical analysis to identify problems in the implementation of an import substitution policy in the oil industry.Results. Examination of the current state and development prospects of the oil industry allows the authors to identify obstacles to the development of import substitution. The study shows their impact on the potential of import substitution, which has a negative effect on the prospects of intensification of investment processes, and proposes comprehensive methods and mechanisms that could neutralize the impact of the identified obstacles, thus facilitating the formation of a positive investment climate. Conclusions. Investment climate is shown to have a decisive impact on the potential of import substitution in the Russian oil industry, and ways of overcoming negative trends in the development of the oil industry are proposed.

AbstractPolicy-makers wanting to support child development can choose to adjust the quantity or quality of publicly funded universal pre-school. To assess the impact of such changes, we estimate the effects of an increase in free pre-school education in England of about 3.5 months at age 3 on children’s school achievement at age 5. We exploit date-of-birth discontinuities that create variation in the length and starting age of free pre-school using administrative school records linked to nursery characteristics. Estimated effects are small overall, but the impact of the additional term is substantially larger in settings with the highest inspection quality rating but not in settings with highly qualified staff. Estimated effects fade out by age 7.

This paper proposes and presents the chemical modification of linear hydroxyethers (LHE) with different molecular weights (380, 640, and 1830 g/mol) with the addition of three types of rubbers (polysulfide rubber (PSR), polychloroprene rubber (PCR), and styrene-butadiene rubber (SBR)). The main purpose of choosing this type of modification and the materials used was the possibility to use it in industrial settings. The modification process was conducted for a very wide range of modifier additions (rubber) per 100 g LHE. The materials obtained in the study were subjected to strength tests in order to determine the effect of the modification on functional properties. Mechanical properties of the modified materials were improved after the application of the modifier (rubber) to polyhydroxyether (up to certain modifier content). The most favorable changes in the tested materials were registered in the modification of LHE-1830 with PSR. In the case of LHE-380 and LHE-640 modified in cyclohexanol (CH) and chloroform (CF) solutions, an increase in the values of the tested properties was also obtained, but to a lesser extent than for LHE-1830. The largest changes were registered for LHE-1830 with PSR in CH solution: from 12.1 to 15.3 MPa for compressive strength tests, from 0.8 to 1.5 MPa for tensile testing, from 0.8 to 14.7 MPa for shear strength, and from 1% to 6.5% for the maximum elongation. The analysis of the available literature showed that the modification proposed by the authors has not yet been presented in any previous scientific paper.

Silicon dioxide, in the form of nanoparticles, possesses unique physicochemical properties (size, shape, and a large surface to volume ratio). Therefore, it is one of the most promising materials used in biomedicine. In this paper, we compare the biological effects of both mesoporous silica nanoparticles extracted from Urtica dioica L. and pyrogenic material. Both SEM and TEM investigations confirmed the size range of tested nanoparticles was between 6 and 20 nanometers and their amorphous structure. The cytotoxic activity of the compounds and intracellular ROS were determined in relation to cells HMEC-1 and erythrocytes. The cytotoxic effects of SiO2 NPs were determined after exposure to different concentrations and three periods of incubation. The same effects for endothelial cells were tested under the same range of concentrations but after 2 and 24 h of exposure to erythrocytes. The cell viability was measured using spectrophotometric and fluorimetric assays, and the impact of the nanoparticles on the level of intracellular ROS. The obtained results indicated that bioSiO2 NPs, present higher toxicity than pyrogenic NPs and have a higher influence on ROS production. Mesoporous silica nanoparticles show good hemocompatibility but after a 24 h incubation of erythrocytes with silica, the increase in hemolysis process, the decrease in osmotic resistance of red blood cells, and shape of erythrocytes changed were observed.

Sustainable development is a global objective that aims to address the societal challenge of climate action, the environment, resource efficiency, and raw materials. In this sense, an important strategy is the promotion of green packaging, that is, the use of sustainable materials and designs for the packaging of goods. In recent years, many research works have been published in the specialised area covering the different perspectives and dimensions of green packaging. However, to our knowledge, no previous investigations have analysed the research activity on green packaging from business and consumer perspectives. The present study intends to fill this gap by analysing all of the publications found in the Scopus database with the help of visual analytic tools, including word clouds and Gephi network visualization software. More specifically, our study analyses the impact of green packaging from business and consumer viewpoints, including some specific issues such as the design and materials used in green packaging, green packaging costs, marketing strategies and corporate social responsibility related to green packaging, and the impact of green packaging in waste management, the circular economy, logistics, and supply chain management. The results obtained reveal the growing interest of scholars and researchers in all of these dimensions, as is made patently clear by the increasing number of journal publications in recent years. The practical implications of this study are significant, given the growing awareness among companies and consumers about the importance of the promotion of sustainable development through green packaging alternatives. More specifically, the results of this research could be very useful for all of those agents who are interested in learning about the main lines of research being developed in the field of green packaging.

The potential effects of autonomous vehicles (AVs) on greenhouse gas (GHG) emissions are uncertain, although numerous studies have been conducted to evaluate the impact. This paper aims to synthesize and review all the literature regarding the topic in a systematic manner to eliminate the bias and provide an overall insight, while incorporating some statistical analysis to provide an interval estimate of these studies. This paper addressed the effect of the positive and negative impacts reported in the literature in two categories of AVs: partial automation and full automation. The positive impacts represented in AVs’ possibility to reduce GHG emission can be attributed to some factors, including eco-driving, eco traffic signal, platooning, and less hunting for parking. The increase in vehicle mile travel (VMT) due to (i) modal shift to AVs by captive passengers, including elderly and disabled people and (ii) easier travel compared to other modes will contribute to raising the GHG emissions. The result shows that eco-driving and platooning have the most significant contribution to reducing GHG emissions by 35%. On the other side, easier travel and faster travel significantly contribute to the increase of GHG emissions by 41.24%. Study findings reveal that the positive emission changes may not be realized at a lower AV penetration rate, where the maximum emission reduction might take place within 60–80% of AV penetration into the network.
