Energy supply is a necessary condition for supporting normal life and activities of humans. Problem of providing reliable and accessible energy supply becomes extremely important under the Arctic severe climate. Organization of energy supply is affected by many factors. It is suggested to consider natural-resource, economical, social, technological, ecological, and legal factors. Legal factors set legal framework for energy enterprises and energy consumers to act. Economic relations, social guarantees for energy consumers, technological and environmental requirements for energy industry are legally regulated. Thus, legal factors determine other factors of energy supply to significant extent. In this regard, an analysis of the powers and functions of federal and regional authorities in the field of energy supply regulation is relevant. Most of the powers of energy supply regulation are concentrated at the federal level. At the level of the subjects of the Russian Federation energy supply issues are regulated by regional authorities within the framework of their powers. Ensuring reliable energy supply to consumers requires coordinated actions of authorities and energy sector enterprises, taking into account the whole variety of considered factors.

The presented study examines the specific aspects of operation of energy enterprises in the Arctic zone of the Russian Federation.Aim. The study aims to identify the current problems in the operation of energy enterprises in the Arctic territories by analyzing their state and development and thus to substantiate the selection of perspective directions for improving the efficiency of their management.Tasks. The authors show the role and importance of energy supply for the functioning of the socioeconomic system of the Arctic territories, analyze the major performance indicators of energy enterprises, and substantiate recommendations on improving the organization of their activities.Methods. This study uses the methodology of economic analysis, trend analysis, structural analysis, and specific methods of regional economic analysis.Results. One of the crucial current problems in the development of the energy complex in the Russian Arctic zone is the high level of debt in the accounts, which leads to an imbalance in the current activities of energy enterprises. Furthermore, formation of electricity tariffs depends on the money paid for the generation and transportation of electricity and the services of distribution companies. This is due to the lack of continuous monitoring of the state of accounts and the lack of a legal framework for settling differences between network and energy supply companies, which are not given sufficient attention in economic studies.Conclusions. According to the results of the study, the authors propose the major directions for improving regulation of the development and operation of energy enterprises in the Arctic zone of the Russian Federation.

Since the adoption of the current Constitution of Russia that established the constitutional foundations of the implementation of state power and local self-government in the Russian Federation, more than 25 have passed. This period was saturated from the point of view of the formation of the legal framework of socio-political and socio-economic relations in our country. The analysis shows that local self-government is one of the basic characteristics of the Russian model of democracy. On the other hand, in recent years it is impossible not to mention the tendency to increase the efforts of federal authorities, and first of all the head of state, to maximize the involvement of local authorities of self-government in a unified political and legal field of the State. This is largely justified by the need to provide every resident of the country with equal opportunities for a comfortable and safe life. The paper formulates the author’s view concerning the changes that are taking place; and at the same time, it is proposed to continue scientific discussions regarding the development of local self-government—an institution of a modern civilized democratic state that is necessary for us all.

A priority task for facilitating the development of the Arctic zone of the Russian Federation is to design new blasting technologies to be efficiently used in extremely difficult climatic, mining and geological conditions at remote operations. This is further motivated by the fact that up to 40% of Russia's gold reserves, 60–90% of its natural gas resources and 100% of its primary diamond deposits are located in the Arctic zone. The article analyses the problems of blasting operations while developing deposits in the Arctic zone. The main formulations of ordinary explosives are reviewed that allow to solve a number of challenges associated with blasting operations in remote and hard-to-reach Arctic regions. Based on the performed analysis of existing methods, further areas of research are identified that can improve the quality and safety of blasting operations: 1) determination of optimum weight and dimensions of boosters based on ordinary explosives depending on the initiating borehole size; 2) determination of the relation between the particle size / composition of the booster and the detonation velocity; 3) determination of physical parameters of transition from deflagration to detonation and gaining sensitivity to the initiating pulse from the detonator cap by the ordinary explosive compositions.

The article notes that in the period of preparation for the chairmanship of the Arctic Council (2021–2023), in order to further develop the Arctic zone of the Russian Federation, new strategic documents, a package of benefits and preferences for business development were prepared and approved, measures were taken for the sustainable development of indigenous peoples, and to increase the role of science in Arctic research. The author draws attention to some unsolved problems of socio-economic development of the Arctic region (outflow of the population, especially young people; shortcomings of the organization of the shift method of work and centralized coordination and control of state orders and supplies to the population of hard-to-reach Arctic regions; violation of environmental requirements). It is emphasized that Russia assumes the post of chairman of the Arctic Council at a difficult time: the coronavirus pandemic, political tensions in relations with the West, including on issues of management and security of the Arctic, economic sanctions from the Arctic states, which creates certain difficulties in the activities in the Arctic direction. The author concludes that the developed program, the plan of main events, the activity of ministries and departments in the next 2 years will allow us to successfully cope with the chairmanship, show our foreign colleagues all the best that is available in the Russian Far North, and contribute to the strengthening of the Arctic Council.

The paper analyzes international treaties related to the activities of states in the Arctic regions. These treaties constitute the legal basis for scientific cooperation. Due to the threat of climate change and global warming, the preservation of the Arctic ecosystem is becoming one of the urgent tasks for global scientific community. Russia, with its vast Arctic territories, can play a key role in joining the efforts of scientists from different countries. In the modern world, international cooperation is impossible without the established system of international legal treaties. The main instrument of international law for cooperation in the Arctic is the 1982 UN Convention on the Law Of the Sea. The success of scientific events in the Arctic depends on the results of the activities of the Arctic Council and on the effectiveness of activities, including research during the implementation of the Strategy for the Development of the Arctic Zone of the Russian Federation.

In this article, the authors assessed the resource availability, investment opportunities and incomes of the population of the Russian Arctic in the context of the potential development of this territory. The study showed that natural resources are not the main condition for the formation of regional finances. Based on the conducted statistical analysis, it is shown that the regions under study have powerful industrial potential but have a rather low level of investment attractiveness. It was revealed that the current system of social guarantees does not compensate for living conditions in these territories. It is concluded that considering the identified interregional differences and peculiarities will make it possible to develop new solutions and approaches in matters of financial development of the Arctic territories. The authors believe that expanding the powers of regional authorities, reducing budget consolidation and developing mechanisms aimed at forming the institutional foundations of state regulation will help build up additional regional financial resources, eliminate the legal vacuum and develop special mechanisms to stimulate investment processes and attract investment resources for these territories.

Abstract The Russian policy towards the Arctic has changed in the last decade, the state and large firms are investing heavily in infrastructure, in the creation of new enterprises and the modernization of existing ones. But the northern nature is vulnerable, and the active development of extractive industries can lead to a crisis in the ecological situation. The development of the northern territories of the Russian Federation must meet the conditions of sustainable development, combine the growth of the economy, and the growth of incomes of the population, and the implementation of environmental restrictions. The purpose of this article is to develop methods for constructing windows of weak sustainability based on the construction of socio-ecological and economic models of the regions of the European North, and to study the possibilities of their sustainable development. The studies were carried out in four regions of the European North, which are fully or partially included in the Arctic zone of Russia - the republics of Karelia and Komi, Murmansk and Arkhangelsk regions. Models have been built linking economic, environmental and social indicators. The methodology for calculating windows of weak sustainability for the regional economy is presented. The possibility of its use on the data of the Republic of Karelia has been demonstrated. The results obtained can be used as an information and methodological basis for assessing and developing a policy for sustainable development of the Arctic regions of the Russian Federation.

The article discusses the problems of supporting small and medium-sized businesses in the regulatory space of the Arctic zone of the Russian Federation. The most problematic issue is that at present, the Arctic regions of the country are deprived of special conditions for doing business. All existing support measures, enshrined in regulatory legal acts, are fairly standard, as well as for other regions of the country and do not ensure the economic security of the Arctic zone during a crisis. To justify the need to support small businesses in the analyzed macro-region, an analysis of individual indicators of its socio-economic development was carried out. The methods of analysis, synthesis, and the graphical-analytical method used in the study gave a clear picture of the fact that the Arctic is deprived of special conditions for doing business, all legislatively supported measures of support are standard, as for other regions of Russia and are not exclusive in relation to the subjects of the Arctic zone. Also, existing regulatory legal acts do not determine the features of environmental regulation in the Arctic, which affects the development and functioning of small and medium-sized businesses in these regions, and also does not provide the necessary level of their economic security.

The uneven distribution of natural resources on the territory of Russia and the limited financial capabilities of the regions of the Russian Federation to exercising their powers, according to the authors, predetermine the relevance of considering the problem of assessing financial solvency for each region. The Arctic zone of the Russian Federation as a management object is nowadays an issue of concern from researchers and requires special attention since most of the country’s resource potential is concentrated on its territory. The study aims at a statistical assessment of the financial viability of the regions of the Russian Arctic through a correlation analysis aimed at exploring the forms of linking indicators that allow us to identify common and specific features of their regional development.The article substantiates the system of statistical indicators that directly or indirectly characterize the financial solvency of the regions. The analysis of the financial solvency of the regions according to the official statistics for the period from 2005 to 2018 was carried out sequentially and in stages: 1st stage - selection of the data array; 2nd stage - formation of a case of financial indicators; 3rd stage - building a matrix for correlation analysis; 4th stage - correlation analysis; 5th stage - interpretation of the results.Using the method of correlation analysis, the authors constructed a matrix of correlation pairs, identifying the most relevant ones for assessing the financial solvency of the region. Comparative analysis of paired correlation coefficients for the Arctic regions made it possible to assess the relationship between certain directions and features of their development.Assessment of the financial independence of the constituent entities is the central problem of balancing regional budgets. In this regard, the results of the study may be of interest to regional and federal authorities for forecasting and strategic planning of the development of the Arctic regions in the face of limited financial resources.
