Ponggok is the sub district with the largest poor people in Blitar Regency. According Ministry of Social Affairs data, there are 6,875 KPM BPNT programs. Geographically Ponggok is located in North Blitar which have fertile soil from Kelud eruption. Morphologically Ponggok is connect area between Kediri and Blitar regency so all area can be reached by transportation. Poverty at Ponggok is structural poverty because bad policies. This study aims to determine the process of poverty reduction program planning in Social Service of Blitar Regency. The research method used is qualitative method. Based on the research, the program planning in the Social Service has been suitable according to the stages in the planning theory, and according procedures regulated by Permendagri No.86 of 2017. Some factors that influence the planning process include: human resource planners, social cultural, and system used.

The process of implementing the concept of a welfare state by the Indonesian government towards its people is a problem of poverty. The number of needy people in Indonesia is enormous. This is what underlies poverty to be considered a serious problem so that the Indonesian government provides specific regulations related to poverty handling through the issuance of Law no. 13 of 2001 concerning Management of the Poor. In the South Sumatra region, particularly the city of Palembang itself, the problem of poverty is a big task that must be faced by regional officials and other related agencies. The Social Service of South Sumatra Province stated that Palembang City was the city with the highest number of poor people compared to other districts / cities in South Sumatra. This of course requires the right policies in handling it, one of which is through the issuance of the Regional Regulation of South Sumatra Province Number 7 of 2017 concerning poverty reduction in South Sumatra

This study is an exploration of the menace of out-of-school children in Kano metropolis. The study used qualitative method of investigation to investigate the social economic conditions of the children, factors that keep them on the street and possible ways of taking them off the street back to school. Data revealed a harsh and deplorable living conditions of the children. It was also revealed that poverty, negligence by parents, high rate of divorce and ignorance on the part of parents are the major reasons why the children remain on the street. Taking the children out of the street would require effective implementation of social policies on family life, poverty reduction and the universal basic education act of 2004.

Yayasan Taman Mandiri Syari’ah merupakan lembaga yang bergerak di bidang sosial, kemanusiaan dan keagamaan. Yayasan ini dibangun dengan tujuan mengangkat harkat sosial kemanusiaan kaum yatim dan dhuafa dengan dana zakat, infak, shodaqoh serta wakaf dan dana-dana yang dihalalkan oleh syariat dan legal, baik dari perorangan, perusahaan, kelompok masyarakat, atau sumber lembaga lainnya. Penelitian ini menggunakan metode penelitian Kualitatif, dengan pendekatan literatur dan empiris. Hasil penelitian ini menyatakan bahwa Pengelolaan wakaf di Yayasan Taman Mandiri Syari’ah, berdasarkan tinjauan Hukum Islam dan Hukum Positif, proses perwakafan di Yayasan Taman Mandiri Syari’ah, ketentuan wakafnya sudah memenuhi rukun dan syarat. Namun dalam kelengkapan surat wakaf, YTS sebagai Nadzir atas wakaf tanah di Depok, belum melengkapi surat wakaf yang seharusnya didaftarkan ke Badan Pertanahan Nasional (BPN). Pengelolaan wakaf yang sudah berjalan di Yayasan Taman Mandiri Syari’ah berupa wakaf tanah dan wakaf tunai.Kata Kunci: Pengelolaan, Wakaf, Hukum AbstractTaman Mandiri Syari'ah Foundation is an organization in the social, humanitarian and religious. The foundation aims to raise the social dignity of orphans and poor people with zakat, infaq, shodaqoh, and waqf that are permitted by the Shari'a and legal funds from individuals, companies, community groups, or other institutions. The study uses Qualitative method with literary and empirical approach. The findings of this study are state waqf management of Taman Mandiri Syari'ah Foundation, based on the perspective of Islamic Law and Positive Law, the waqf process of Taman Mandiri Syari'ah Foundation, the provisions of the waqf have required the pillars and conditions. Yet the waqf letter, YTS as Nadzir for land waqf in Depok, has not completed the waqf document by register to National Land Agency. The waqf management has doing are land waqf and cash waqf.Keywords: Waqf, Management, Law.

Mawaddah Warohmah Orphanage Malang City is the social service institutions that accommodates orphans and poor people from various regions. The skill development of the productive age orphanage children has not been maximally obtained. This program aims to improve the skills of orphans and poor people under the guidance of the orphanage through the development of creative industries that have the opportunity to become home-scale businesses. The group participation approach method in this program involves orphans and poor people under the guidance of the Orphanage actively in training and mentoring for creative classes "patchwork and lace" as well as entrepreneurship counseling and business planning. The results of the program implementation showed that 80% of orphans and poor people assisted by the Mawadah Warohmah orphanage were able to attend the training well and were shown to have skills in patchwork and lacee arts. Their craftsmanship from patchwork is demonstrated by handmade products in the form of blankets of various designs and motif modifications. Meanwhile, their works from lacee art training include handbags, scarves, tablecloths, brooches, bags, shoes and babies. clothes, and wallets. The intensive mentoring program through an alliance between the orphanage (the first partner) and Toko Jaya (the second partner) is able to support the development of creative businesses through the marketing of products produced from orphaned children and the underprivileged

This study describes the model of approach, scope, and planning process of the Arabian Peninsula Festival (FJA) program to develop Arabic language and art learning. This research uses the descriptive qualitative method. The Data collection used is the method of interview, observation, and documentation. The results of this study are: first, the FJA program uses a bottom-up planning approach model, which overall program planning starts from the proposal or idea of some BSA HMJ management members and lecturers as compilers of the objectives of developing Arabic language and art learning. Second, the scope of this program includes short-term activities that are held regularly once a year and are incidental on a national scale. Third, the planning process has been carried out optimally with a preparation time of two months, then the stages of the activity procedure are clear and easily understood by the participants, namely the assistance of activity guidelines that determine the race by reflecting the development of Arabic language and arts such as speech, singing, poetry, calligraphy, debates, essays, reading news, and MQK in Arabic.

Purpose: This study has been initiated to measure the impact of fiscal decentralization in case of Balochistan province by using both revenue decentralization and expenditure decentralization to measure the impact of fiscal decentralization on provision of health, education, employment and poverty reduction. Design/Methodology/Approach: In measure, we have applied ARDL approach on the data spanning from 1975 to 2016. Findings: Our results point out that fiscal decentralization improves the social services delivery in case of Balochistan province. Moreover, it improves the provision of health and education facilities in Balochistan. Further, our findings indicate that fiscal decentralization leads to reduction in the poverty and unemployment. In addition, we found that expenditure decentralization is relatively effective in the provision of social services as compared to the revenue decentralization in case of Balochistan. Implications/Originality/Value: Our study findings suggest that to improve the social services delivery; we may opt for fiscal decentralization particularly expenditure decentralization in case of Balochistan.

This research is motivated by the large number of people with disabilites in Bekasi Regency, however the level of empowerment carried out by the Social Service has not been evenly distributed to person with disabilities in Bekasi Regency. This research method uses descriptive qualitative method, with data analysis using Milles and Huberman. The results of this study indicate that the effectiveness of the skills empowerment program for person with disabilities has not been effective, seen in the Integration variable in the precess of implementing the skill empowerment program, there is no socialization carried out either from the Social Service or from the South Tambun District, which has an impact on the lack of information for people variables of Facilities and Infrastructure provide during the preocess of empowering the skills of facilities and infrastucture, it was Social Service or Tambun District regarding the tools. That given toeach group were not used properly and there were some tools. That given by the office of social affairs is lost due to the lack of supervision carried out by the Social Service or Tambun District. Penelitian ini dilatarbelakangi oleh banyaknya jumlah penyandang disabilitas di Kabupaten Bekasi, namun tingkat pemberdayaan yang dilakukan oleh Dinas Sosial belum merata kepada penyandang Disabilitas yang ada di Kabupaten Bekasi. Metode penelitian ini menggunakan metode kualitatif deksriptif, dengan analisa data mengunakan Milles dan Huberman. Hasil penelitian ini menunjukan bahwa efektivitas program pemberdayaan keterampilan bagi penyandang disabilitas belum berjalan dengan efektiv dilihat pada variabel Integrasi dalam proses pelaksanaan program pemberdayaan keterampilan tidak ada sosialisasi yang dilakukan baik dari pihak Dinas Sosial ataupun dari Kecamatan Tambun Selatan, yang berdampak pada kurangnya informasi bagi penyadang disabilitas terkait dengan adanya program pemberdayaan keterampilan. Kemudian pada variabel Sarana dan Prasarana yang diberikan pada saat proses program pemberdayaan keterampilan sarana dan prasraana sudah memadai hanya saja kurang pengawasan baik dari Dinas Sosial atau Kecamatan Tambun terkait dengan alat-alat yang diberikan pada setiap kelompok tidak digunakan dengan baik dan ada sebagian alat-alat yang diberikan Oleh Dinas Sosial hilang karena kurangnya pengawasan yang dilakukan oleh Dinas Sosial ataupun Kecamatan Tambun.

Poverty is considered as a complex and multidimensional public problem. Poverty problems become a complex problem so that a country cannot have the ability to eradicate poverty on its own. The majority of Indonesians are at a low economic level. This condition causes the poverty rate in Indonesia to increase from year to year.In the context of accelerating poverty reduction as well as developing policies in the field of social protection, the Government of Indonesia has implemented various poverty alleviation programs such as the social assistance program. To make the program successful, it is assisted by a team of sub-district social welfare workers (TKSK). The purpose of this study was to determine and analyze the Role of Sub-District Social Welfare Workers (TKSK) in the Poverty Reduction Program at the Social Office of Bone Bolango Regency and its inhibiting factors.The analytical method used in this research was a qualitative data analysis method, using an interactive model. The data collection model used in this research was conducted through observation, interviews and documentation.Based on the results of the study, it shows that the role of sub-district social welfare workers (TKSK) in the Poverty Reduction Program considering from the aspect of the role as coordinator, role as facilitator and role as administrator has been implemented but has not been effectively implemented. It also considers the competency factors and hindering facilities.

The study of the implementation of Millenium Development Goals (MDGs) program in Indonesia aims to find out the background and significance of the program taken by the government under President Susilo Bambang Yudhoyono in 2009-2014 on the issue of eradication of extreme poverty and hunger. The problem of extreme poverty and hunger in Indonesia has not been solved comprehensively. Therefore, the government had to provide the right program to end poverty. The research based on the qualitative method, which uses official reports, literature review and news articles as the sources. The result showed that the programs of eradication extreme poverty and hunger in 2009-2014 had been revised became three clusters. The first cluster aims to help and protects the social family guarantee and to assure the basic needs. The second cluster is the eradication of poverty and hunger through the social assistance program. The third cluster was focusing on eradication of poverty and hunger in term of economic matter. The government used the indicators by UNDP, as the base of the decision-making process, but also used the real condition of poor people in Indonesia as the main consideration.

Decision support system is defined as a system that is intended to support managerial decision makers in certain situations. Decision support systems are intended to be a tool for decision makers to expand their capabilities, but not to replace their judgment. This RTLH (Unfit for Living House) assistance must be right on target for poor people who meet the criteria as requirements for receiving RTLH assistance, so that residents who are unable to receive RTLH assistance can receive the assistance. In its implementation, the underprivileged population who is entitled to receive assistance unfit for habitation is determined by the Social Service (Dinsos). One of the methods in decision support is the Simple Multi Attribute Rating Technique (SMART) method or commonly abbreviated as the SMART method. The SMART method is a method that has minimum calculations and is very simple, but objective on the results of decision support. From research conducted using the SMART method, it was found that R9 with a final optimization value of 0.725 became the recipient of uninhabitable housing assistance from 10 alternative data on uninhabitable houses analyzed.
