THE PRESENCE OF THE MODERN INFRASTRUCTURE IN THE MIDDLE OF THE TRADITIONAL COMMUNITIES IN EAST TIMOR

Objective: The aim of this study is to find negative impacts of the construction of the modern infrastructure of the toll road and find out a good solution in East Timor. Methods: The research methodology used is descriptive qualitative research methodology, namely, collecting data, interviewing key persons, making data deduction, analyzing data, drawing conclusions, and expressing recommendations, especially for the contractors and for the government. Results: The construction of the toll road infrastructure megaprojects in the new country of Timor-Leste has both positive and negative impacts. The negative impact is huge and this is not taken into account by the contractors and the government in the construction of the Suai-Beasu toll road that connects the city of Suai on the South coast and the town of Dili on the North coast of the Democratic Republic of Timor-Leste. Hence, the recommendations suggested for the contractors and the government are to implement the aspirations of the communities, especially in the fair and just payment for the area used for the projects and building new cross-traffic for the residents alongside the toll road. Conclusion: The presence of the toll road had positive impacts but there are several negative impacts on the lives of the Suai people, therefore, it is better that if the government and the contractors pay serious attention to overcome the negative impacts.

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

Despite the government support for economic development in some coastal areas in Indonesia, the paradigm about women’s agency remains almost the same. This is because women are still marginalized. This paper focuses on looking at agency of women in managing their resources. This study proves that women are active agents in coastal areas of North Gorontalo. Specifically, in the seaweed production, empirical evidences show significantly that women's associations succeeded in gaining economic advantages, participatory leadership, and had adaptability towards changes in technology and seaweed market. Applying a qualitative research approach, this study illustrates a number of policy subjects, organizational patterns, regional opportunity, and actors that support the centrality of women’s organizational capabilities in the field of seaweed production in the north coast of Gorontalo. This study justifies the tendency in Gorontalo, and perhaps in other areas in Indonesia, that women groups have an economic reputation in the seaweed production because they are fully involved in all production processes.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

Abstract Between 1965 and 1980, the Indonesian government issued three religious policies. These had both positive and negative impacts on Christianity in Indonesia. As a positive impact, the Indonesian Council of Churches (DGI) and the Supreme Council of Indonesian Bishops (MAWI) were motivated to work together in lobbying the government. The policies also boosted the growth of local leadership in Catholic churches. However, the policies also brought a negative impact in that it became difficult for churches to obtain an IMB (Building Permit). In mid-eighties, Christianity could still perform religious services in churches without any disturbances, but after the 1990s, churches with no Building Permit were banned by some radical Islamic organizations. Preaching the gospel was considered violation of the law and a Christian could be sent to prison for performing this activity.

Abstract We study the impact of anticorruption efforts on firm performance, exploiting an unanticipated corruption crackdown in China’s Heilongjiang province in 2004. We compare firms in the affected regions with those in other inland regions before and after the crackdown. Our main finding is an overall negative impact of the crackdown on firm productivity and entry rates. Furthermore, these negative impacts are mainly experienced by private and foreign firms, while state-owned firms are mostly unaffected. We present evidence concerning two potential explanations for our findings. First, the corruption crackdown may have limited bribery opportunities that helped private firms operate. Second, the corruption crackdown may have interfered with personal connections between private firms and government officials to a greater extent than institutional connections between state-owned firms and the government. Overall, our findings suggest that corruption crackdowns may not restore efficiency in the economy, but instead lead to worse economic outcomes, at least in the short run (JEL L2, M1, O1).

Penelitian ini menggunakan quaterly data 1998 - 2002, pada delapan lokasi pendaratan ikan di Pantura Jawa Tengah. Penelitian ini menghitung surplus produsen berdasarkan: baseline (tanpa subsidi) dan subsidi. Perhitungan surplus produsen dilakukan dengan program Maple dengan memasukkan koefisien yang diperoleh dari pendekatan regresi. Secara umum hasil analisis tersebut menunjukkan subsidi perikanan akan mendorong peningkatan surplus produsen. Pengaruh subsidi perikanan yang meningkatkan surplus produsen dalam jumlah yang relatif tinggi terjadi pada daerah Kabupaten Brebes, Kota Tegal, Kabupaten Tegal, Kabupaten Pemalang, dan Kota Pekalongan. Sementara pengaruh subsidi perikanan terhadap peningkatan surplus produsen di Kabupaten Batang, Kabupaten Pekalongan dan Kabupaten Kendal dapat dikatakan relatif kecil. Peningkatan surplus produsen belum tentu meningkatkan total benefit, hal ini terjadi jika surplus produsen baseline lebih besar dari surplus produsen subsidi. Penelitian ini merekomendasikan bahwa pemberian subsidi pada perikanan tangkap perlu lebih teliti dan terarah agartujuan alokasi subsidi tersebut dapat lebih efektif. Tittle: Impact Of Subsidy On Producer Surplus And Total Benefit In The North Coast of the Central Java FisherySubsidy is a fiscal policy; fisheries subsidy proposed by the government intended to support the the standart of living for fishing community. Producer surplus and total benefit could be used as indicators to measured the impact of subsidy on the fishery. The quaterly data from 1998 - 2000 from 8 fish landing centers in Northcoast of Central Java were used in the analysis. The producer surpluses were calculated for baseline and subsidy. The Maple software was used to calculate producer surpluses. In general fisheries subsidy lead to increase producer surplus. A relatively high impact of fisheries subsidy on producer surplus was indicated by Kabupaten Brebes, Kota Tegal, Kabupaten Tegal, Kabupaten Pemalang, and Kota Pekalongan. Meanwhile, the increasing of producer surplus in Kabupaten Batang, Kabupaten Pekalongan and Kabupaten Kendal was indicating relatively low. The increasing value of producer surplus is not necessary follow by the increasing value of the total benefit, particularly when the baseline's producer surplus is greater than subsidy's producer surplus. This research recommends that the fisheries subsidies should be allocated properly to the fishery in order to ensure the effectiveness of the policy.

The reclamation policy of the bay of Jakarta has been started since 1995 with the issuance of Presidential Decree no. 52 of 1995 on the North Coast Reclamation of Jakarta. Because in the implementation of many protests from the public, the Government canceled the policy of reclamation by issuing Presidential Regulation No. 54 of 2008 on Spatial Planning of Jakarta, Bogor, Depok, Tangerang, Bekasi, Puncak and Cianjur. However, in its development, the Provincial Government of DKI Jakarta issued Governor Regulation No. 58 of 2018 on the Establishment, Organization and Working Procedures of the North Coast Reclamation Management Coordinating Board of Jakarta. Surprisingly substantially the Governor’s Regulation refers to Presidential Decree No. 52 of 1995 and implies that the reclamation project will continue. By using Mazmanian and Sabatier (1983) policy theory, namely: (1) tractability of the problems; (2) ability of statute to structure implementation; (3) nonstatutory variables affecting implementation, the implementation of reclamation policy has not been successful.

The purpose of this study was to investigate to know and analyze the   effectiveness of budget absorption at the Ministry of Public Works in East Timor. This study was conducted to assist the Directorate of Public Works in East Timor, as the basis for decision-making and evaluation of budget absorption, also contribute to science in terms of the absorption of the government budget. This study uses the data collection techniques the Documentation that the data collected through the existing budget documents in the Ministry of Public Works in the State of Timor Leste. Documents such as financial reports comprise the budget from 2009 - 2013. The Data was processed with descriptive approach is by using a ratio of budget  effectiveness ratio of the budget, where the results of the two ratios Compared to the standard budget applicable at the Government of Timor-Leste. The results showed average effectiveness of the budget from 2009 to 2013 amounted to 89.29% with the percentage 80%-90% or categorized   Effectiveness. This shows that the financial performance in terms of absorption of Timor Leste Ministry of Public Works in 2009 to 2013 are   good.
