Introduction. The article deals with statistical analysis of the data borrowed from volumes 1 and 2 of the edition titled ‘Memory. Sanl’. The volumes publish annotated lists of 22.9 thousand Red Army servicemen in the category of fatal casualties (KIAs, DOWs and MIAs) from the Great Patriotic War of 1941–1945, and most of the latter had been conscripted in the Kalmyk ASSR. Goals. The article compiles a database of Red Army conscripts from the Kalmyk ASSR further categorized as ‘fatal casualties’ (from the abovementioned edition) and attempts a statistical analysis by year of birth, place (district) of birth, date and place (military commissariat) of conscription. Materials and methods. The main research source is the annotated list of Red Army’s casualties published in volumes 1 and 2 of ‘Memory. Sanl’. The author employs a wide range of scientific methods, both general scientific and historical ones. The need for statistical analysis results in the wide use of statistical and extrapolation methods. Results. The work shows that both the volumes contain quite a number of repetitions; there are also errors, inaccuracies, discrepancies. There is also simultaneous use of outdated and modern names of geographical objects. Therefore, the present compiled and corrected database contains a significant portion of statistical data categorized in terms of a variety parameters, and further use of the latter will contribute to the research of a collective portrait of Red Army servicemen conscripted in the Kalmyk ASSR during the Great Patriotic War.

The purpose of the article is to systematize the scientific achievements of Ukrainian researchers in the field of modern hotel and restaurant complexes with an emphasis on the socio-cultural component of their service. The methodology is based on general scientific methods (analysis, synthesis, generalization) and the principles of objective analysis of facts and reliability. Content analysis of the scientific literature made it possible to solve the main research problem. Structural-system method - to systematize the obtained results. The interdisciplinary of scientific methodology has prompted the use of methods integrated from a number of disciplines - economics, culturology, art history, and others. The scientific novelty lies in the identification, analysis and systematization of dissertation research of Ukrainian scientists in the field of modern hotel and restaurant complexes with an emphasis on cultural and leisure and recreational and relaxation component of their service. Conclusions. In Ukrainian science, attempts to study the cultural and leisure and recreational and relaxation component of the service of hotel and restaurant complexes are embodied only in some publications. At the same time, science only affirms the complex concept of "hotel and restaurant" complex. The activities of the latter, as centers of culture and leisure, remain on the margins of modern research interest. As an important component of modern service, socio-cultural activities are usually reduced to logistical and sectorial production aspects. However, the cultural and leisure and recreational component of modern complexes affects the transformation of the traditional basis of society, which indicates its focus on meeting the needs and interests of man, which best characterizes its compliance with the requirements of the time, focused on humanizing all realities of life.

Today's global financial crisis and the negative impact of the COVID-19 pandemic generate an urgent need for a thorough study of scientific and pragmatic principles, methods, and tools for managing and regulating insurance activities. The article aims to develop theoretical principles, methodological approaches, and practical aspects of the world experience in insurance management models. The main research methods consist of general scientific methods, statistical analysis, comparison, generalization, system approach. The main results of the work include the following: improvement of the content of the notions "insurance management" and "the management system of an insurance company.

The article examines the problems of lending to small and medium-sized businesses, aggravated by the COVID-19 pandemic. The research methodology is based on general scientific methods of cognition, methods of comparative analysis, as well as such methodological tools as: analytical introspection, theoretical knowledge, statistical analysis. It is concluded that in recent years, due to the increase in the volume of loans issued to small and medium-sized businesses, there is a decrease in interest rates on loans issued to them, but at the same time there was a decrease in the number of small and medium-sized businesses. It was determined that due to the growth of lending activity of small enterprises, not only the total volume of loans issued, but also the amount of overdue debts increased. It was revealed that the coronavirus pandemic has exacerbated the existing lending problems for small and medium-sized businesses. It is concluded that state support today seems to be a key mechanism for solving not only the problems of lending to small and medium-sized businesses, but also their further functioning.

Purpose. The purpose of the study is to analyze the nature and specifics of the organization of the Security Service of OUN as well as to determine the list of documents that governed its competence and activities. The methodological basis of the study is the dialectical approach to the analysis of the ratio of general, special and separate, general scientific and special scientific methods of research: historical, logical, comparative-legal, system-structural, formal-legal, functional methods. Results. The organizational structure of the Security Service OUN was formed in accordance with the tasks that were set before it. The construction of the structure of the special unit was mainly based on the territorial-functional principle. Vertical Construction of an Organization: It reflects its hierarchical system, built on the principle of wholly subordination of lower organizational cells to higher ones. The WB referents were part of the territorial wires, but had a separate organizational unit. According to the functions assigned to them, the Security Service OUN divisions were divided into administrative, intelligence, counterintelligence, police-investigative, combat, sabotage-investigative, elementary-education and technical units. Scientific novelty. The foundations of the organization and activities of the Security Service OUN, in the absence of its own statehood, were governed not by legal acts, but by a wide range of instructions and orders, and even verbal instructions. The main forms of orders were: instructions, instructions, coaching. From the end of 1945 correspondence between the leaders of the OUN (b) took on the role of command, instruction and reporting documentation. Practical importance. The results, conclusions and scientific provisions formulated by the author can be used in the further scientific development of the issues raised in order to improve the current legislation and activities of the Security Service of Ukraine.

Financial literacy and financial capacity of schoolchildren should be developed to meet the requirements of the rapidly developing society and increasingly complicated financial system of the Russian Federation. The authors focused on the financial education of schoolchildren who represent a special target group in financial relations. The main research methods were general scientific methods of cognition: systematization of theoretical and practical material, induction, deduction, comparative analysis, and synthesis. The authors defined the concepts of “financial literacy” and “financial capacity” and substantiated their interdependence using a synergistic approach. The authors considered school math course as a special tool for the formation of financial literacy and financial capacity of schoolchildren, explored the possibility of their development among Russian students in grades 7–9 in the course of algebra, stated the main problems, and formulated conclusions and recommendations.

The article is devoted to the study of the legal basis of the state sovereignty of Russia. This article is aimed at determining the meaning of state sovereignty, recognizing the essence, significance, and directions of its development in the Russian Federation in the globalization conditions. This scientific study was conducted on a step-by-step basis. First, the theme of the study was determined, its relevance was justified. Further, the purpose and objectives of the study were defined. The search and study of scientific literature on this issue were conducted. Then, the choice of research methods and their justification were carried out. Both general scientific and specific scientific methods of cognition were used. The general scientific methods used in the study include induction, deduction and system analysis. Analytical, statistical, system-structural, and formal-legal methods were applied among the specific scientific methods of cognition. Further, the data on the studied problem were obtained, processed and analyzed. As a result, it is concluded that the Constitution of the Russian Federation does not provide for the possibility of sharing Russia's sovereignty with other states or international associations. The indivisibility of state sovereignty between the Russian Federation and the constituent entities of the Russian Federation is established. Internal political factors ensuring the integrity and inviolability of the territory of the Russian Federation are revealed. The form of manifestation of foreign policy influence on the territorial integrity of the Russian Federation is determined. State sovereignty is a sign of an independent state and the study of its significance, essence, and direction of development is an important condition for the national and state security of the country. The findings of this study can be used as a basis for further research in the field of state sovereignty and the process of globalization. Also, these conclusions can be used in the process of formation of state policy by the subjects of the state strategy. The scientific novelty of the research is that the authors on the basis of a wide range of sources comprehensively investigated the legal basis of state sovereignty of the Russian Federation. Some aspects of this legal framework are considered for the first time. For example, as a result of the study of the territorial prevalence of state sovereignty in the territory of Russia, the cause-and-effect link was established between the absence of the right of the constituent entities of the Russian Federation to secede from the Russian Federation and the specifics of federal legislation regulating these issues. It was also determined that in the event of a threat to state sovereignty from the constituent entities of the Russian Federation, there are opportunities for its elimination at the level of federal legislation.

Introduction: in the paper, the author examines the activities of the Russian legislators on the formation of the legal regulation of the investment segment of the economy in order to identify their mistakes and shortcomings, as well as to justify the recommendations for fixing viable legal structures in the legislation. Such legitimate structures could be used by a wide range of individual investors-individuals – as part of their decision to diversify monetary investments in order to increase household savings for a period of 1 year or more. Methodology: the digital computer algorithms of inter-network interaction for placement and attraction of investments, their speed and independence from distance are perceived by entrepreneurs with great hope for success and attract more and more attention from investors. According to the author of the paper, by 2024, the financial digital technologies can replace up to 38% of traditional banking and payment transactions, up to 32% of insurance transactions, transactions for financing foreign trade transactions, and transactions for asset management. Based on the materialist worldview, the universal method of historical materialism, the author used the general scientific and specific scientific methods for the study, which made it possible to implement a systematic approach to the subject of research. The general scientific methods of cognition are applied: the dialectical, hypothetical-deductive methods, generalization, induction and deduction, analysis and synthesis, empirical description. The research also uses the specific scientific methods: dogmatic, comparative-legal, hermeneutic, structural-functional, etc. The scientific development of the material is carried out on the basis of a set of normative and doctrinal sources. The paper uses the federal laws and other normative acts of the Russian Federation. Federal Law No. 259-FZ of August 2, 2019 “On Attracting Investments Using Investment Platforms and on Amendments to Certain Legislative Acts of the Russian Federation”, Draft Federal Law No. 419090-7 “On Alternative Methods of Attracting Investments (Crowdfunding)”, and certain provisions of the Civil Code of the Russian Federation were studied. Draft Law No. 419059-7 “On Digital Financial Assets” of March 20, 2018, and Federal Law No. 34-FZ of March 18, 2019 “On Amendments to Parts One, Two, and Article 1124 of Part Three of the Civil Code of the Russian Federation” were critically analyzed. The doctrinal sources are represented by the scientific publications of the Russian legal scholars and economists, including: A.O. Inshakova, A.E. Kalinina, A.I. Goncharov, M.V. Goncharova, O.P. Kazachenok, E.E. Frolova, etc. Results: the Internet investing provides an opportunity to obtain funding for the implementation of a publicly announced project relatively quickly and without bureaucratization. The absence of the geographical and distance restrictions is a special advantage of investing on the Internet platforms, compared to other tools for raising capital from a wide range of investors, including individuals. This remote Internet algorithm for retail investment financing allows you to attract capital at a price that corresponds to the profitability of projects and, as a rule, is lower than the average bank interest rate for a loan. Conclusions: the conclusions and assessments on the content of the new Russian legislation are formulated. Based on the critical analysis of the scientific works of the economists and lawyers, the authors formulate the definitions of a special algorithm for remote investments from a wide range of subjects, as well as the tools for remote interaction of investors and investment organizers in the Internet space of modern Russia.

The purpose of the study is to develop theoretical provisions and practical tools for attracting investment resources for the renewal of the fixed assets of the housing and communal services enterprises (hereinafter Housing and Communal Services). In the article the condition and reveals, the trends in the development of the housing and communal services have been analyzed, the forms and methods of the attracting investment resources have been explored, a model for identifying the most priority projects for the reconstruction and renovation of the communal infrastructure have been formed, a mechanism for searching for and attracting extra-budgetary sources of the investment has been developed, and an algorithm for monitoring the effectiveness of the using extra-budgetary sources of the investment has been formed. The research was carried out using a system approach, economic and mathematical modeling, general scientific methods, methods and statistical analysis. The processing of the information obtained through analysis and modeling was carried out using modern methods that support collection procedures.

Purpose: to identify the peculiarities of the formation and typology of incoming groups of built-in service enterprises. The methodology consists in the application of general scientific methods of analysis, synthesis, comparative analysis, as well as in the formation of classification according to the research problem. Results.The publication reveals a generalized approach to theoretical developments on the classification of embedded trade enterprises and their incoming groups. Particular attention is paid to the factors of formation of incoming groups of built-in trade enterprises, such as: natural-climatic, ecological, ergonomic, urban, typological, functional-planning, architectural-spatial, structural-technological, socioeconomic, aesthetic (stylistic). Scientific novelty. Characteristic features and a wide range of classification of the built-in enterprises of trade, their development of interaction with development of the market of design and marketing are considered. Practical significance. Classification of embedded trade enterprises - is a contribution to the formation of a holistic picture of the theoretical foundations. Understanding the principles of formation of input groups directly depends on the classification of embedded trade enterprises, so it is of practical importance for the conceptualization of the theoretical basis of modern design and scientific issues related to the study of environmental design.

<div><em>The article presents the results of the study of the communicative competence of the politicians on the basis of the analysis of their messages on their official pages of the Facebook social network. The research used the following general scientific methods: descriptive and comparative, as well as analysis, synthesis and generalization. The quantitative content analysis method with qualitative elements was used to distinguish the peculiarities of information messages that provide communication of the deputies of Verkhovna Rada (Ukrainian Parliament) on their official Facebook pages. Information messages have been analyzed by the following three criteria: subject matter, structure and language.</em></div><p> </p><p><em>For the first time the article draws a parallel between communicative competence and the ability to communicate with voters on the official pages of Facebook which is the most popular social network in Ukraine. As it is established, communicative competence in the analyzed cases is caused not by education, but by previous professional activity of a politician. The most successful and high-quality communication was from the current parliamentarian who worked as a journalist in the past. More than half of the messages that provided successful communication consisted of sufficiently structured short text and a video. The topic covers the activity of the parliamentarian in the Verkhovna Rada and in his district. More than half of the messages are spoken in the first person.</em></p><p><em>The findings of the study can be used in teaching such subjects as Political PR and Electronic PR, and may be of interest to politicians and their assistants.</em><em></em></p><p><strong><em>Key words:</em></strong><em> competence and competency, communicative competence, political discourse, official page of the deputy of Verkhovna Rada of Ukraine on the Facebook social network, subject matter and structure of the information message, first-person narrative, correspondence of communication to the level of communicative competence.</em></p>
