Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

This research get focus on strategic empowerment of communities through tourist village spirit riding and agricultural in an effort to improve the condition of the Leban village. As for the purpose of this research is to draw up strategies community empowerment through tourist village the spirit of riding and agricultural in an effort to improve the welfare of the village community wide, to analyze the barricade factors and to know the efforts made to address the factors a barrier. The research is descriptive research with a qualitative approach to the source of the data from the results of interviews, review literature that analyzed using SWOT analysis to search for strategies that will be used. Based on the research done, produced 1 (one) of alternative strategy for implementation who recommended to the local government of district kendal as well as the government leban village, namely: A performance of traditional arts and culture the village community leban routinely; Based on the results of this research is recommended to the government district kendal to provide support to the rural community empowerment wide and immediately issue a decree regent kendal on the determination of wide villages into tourist village. For department of culture and tourism in order to strengthen the role of tourist group conscious (pokdarwis) and held an education and training that sustained to villagers wide community to empowerment more optimal in terms of conscious tourism.

<p>This community empowerment activity through science and<br />technology program for the community aims to increase the knowledge of<br />the community at Drono village, Ngawen Klaten regency of Central Java.,<br />especially the women in processing and utilizing solid waste in making<br />nuggets, tempeh, and milk which is economically valuable and<br />encouraging people to create new business to increase the income of<br />surrounding communities. The methods used are socialization and<br />counseling, waste utilization training, production management and<br />financial administration, program discussions and evaluation. The<br />activity was held at the residence of one of Drono Ngawen villagers with<br />25 women. During the activity all participants were very enthusiastic, all<br />participants were also given material about the utilization of tofu<br />production waste to be processed into economic value products. Fisheries development is a human effort in increasing the utilization of all fishery's biological resources which include the fishery capture, aquaculture, and processing sectors. Grouper is a commodity that has high economic value, but the amount of aquaculture production is still low, one of which is in Gerokgak district.This research was conductedfrom February to March 2018, in Gerokgak District, Buleleng Regency,Bali Province. Dataobtainedthrough interviews, observations, documentation, and questionnaires directly with respondents, namely the Department of Maritime Affairs and Fisheries of Buleleng Regency, business owners, managers, and grouper farmers. The analysis used in this study was toobtaina grouper cultivation strategy using a SWOT analysis. From the results of the calculation of the analysis and determination of the SWOT matrix,thewgovernment must increase grouper aquaculture results by increasing the number of hatchery and enlargement businesses. The government is more responsive to the problems faced by farmers.

The policy of issuing Law Number 6 of 2014 concerning Villages is the basis for allocating funds for development and empowerment of villages, which are the basis of society and the nation at the lowest level of government called Gampong. The funds allocated for the Gampong come from the APBN, Provincial APBD or Regency / City APBK. Through this policy, it is hoped that the Gampong will develop into an independent Gampong that is able to organize and take care of itself. The allocation of Gampong funds is directed to finance government activities, development and community empowerment. Specifically for the economic sector in Gampong, the government established a Village-Owned Enterprise (BUMG) which is a strategic business driver for collective economic development in order to improve the quality of life and create a prosperous society. BUMG is a form of Gampong economic independence with financial support through APBK as a capital to move strategic and potential business units based on local wisdom, with the final hope that there will be a transformation from a helpless village to a more capable and government driven village to a capable independent village organize and take care of itself. BUMG must be able to compete in today's global era with the right strategy, and BUMG must act as a social entrepreneur who not only prioritizes profit but pays more attention to the welfare of the community. To determine the potential business berkearifan riel local businesses, conducted through a SWOT analysis with a focus on internal factors BUMG ie Strength (Strength) and weakness (Weakness) owned and external factors that are Opportunities (Opportunities) and Challenge (Threats).With a SWOT analysis, it finally makes it easier to apply the concept of a plan as a step to develop a future BUMG model.

One of the alternatives, the national program for rural community empowerment was regarded the most effective way by the government of Banyumas Regency. The implementation of the program in extending credit had hit the accurate target, but was not successful in terms of opening new employment and increasing the income of woman’s business groups because of relatively small amount of entrepreneurial loan, relatively high interest of 17% per year, and short repayment period of 1 year. Poor traders encounter tight competition, lack of information, lack of skills and low motivation to thrive. As a supporting factor, the implementation of physical development was not effective because the poor as the target group were not involved much in development planning discussion represented by recognized local figures, representatives of several villages and village apparatuses who had authority to take the initiative for designing the program. The decision regarding the physical development was preferably designated for their own interest rather than the business orientation of poor housewives group in rural areas. In addition, low education and low social status of the poor business group cause the tendency to inferiority, which lead to be apathy and passiveness in planning and supervision of the rural community empowerment program

Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

Conflict handling in Papua so far is more often done with the repressive approach. The impact of conflict level is not decreasing, even international rejection is increasing. For that reason, a more humanistic approach is needed, including through empowerment. The purpose of this research is to study the community empowerment model in conflict-prone areas as an effort to realize the food security and the strategy of model replication in another area. The research method is done by action research, and SWOT analysis to formulate the strategy of model replication. The empowerment model conducted in several ways. First, gradually improve farming skills more productive-with the introduction of simple agricultural technology brings the change of community behavior from nomadic to the subsystem. Second, farming in order to provide for basic needs and also daily, weekly, monthly income as well as savings for families. Third, business development efforts by partnerships, with the government, companies, and religious institutions. The nodes of empowerment activities are conducted through the Agribusiness Training Center (ATC) that facilitates all empowerment activities. There are several things to consider in the replication model of empowerment: identification of program targets, needs assessment, institutional initiation, technology selection, assistance to the program, and partnerships with various stakeholders.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The economy is one of the important factors that influence the condition of vulnerability of community  after a disaster. This study aims to determine the factors that are of interest to the community in starting a business by SWOT analysis of community empowerment programs in areas impacted by the Lapindo mudflow disaster, Sidoarjo, and the implementation of programs towards disaster resilient villages. The method used is a combination of quantitative and qualitative with questionnaires and in-depth interviews. The results showed that people's awareness of the importance of family savings as a disaster preparedness increased significantly even though some respondents experienced a decrease in income. The results of the SWOT analysis of the training alternatives offered to the community indicate that the factors of ease of obtaining raw materials, small initial capital requirements, mastery of the production process and market access of the products produced will attract the interest of the community to run a business. The participation of village communities in the study areas to help reduce the impact of disaster risks related to the environment around the settlements, can be encouraged by forming disaster resilient villages managed by the community themselves with the full support of the government. Community Empowerment Strategy in Entrepreneurship Spirit Development in Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency Community empowerment as a development concept fulfills social values. One of the efforts is through entrepreneurship development. The community of Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency is a potential area to be empowered in the field of entrepreneurship. Therefore, this study aims to identify internal factors in the form of strengths and weaknesses as well as external factors in the form of opportunities and threats. After getting thesefactors, then the strategy of community empowerment was formulated in the development of entrepreneurship spirit. These factors were analyzed using IFASEFAS analysis, SWOT quadrant analysis, IE matrix, and SWOT matrix. The results showed that the main strength in Langkan Sub-Village is in the form ofavailable agricultural land adequate for the development of entrepreneurship. The main weakness is that there was no association, group or similar businessorganization causing the lack of coordination. The main opportunity is that there were increasingly serious efforts of the government to increase the number ofentrepreneurs both in agriculture and non-agriculture sectors. While the main threat is the flow of world trade that causes losses if they are not able to compete.Through the SWOT analysis quadrant, it can be seen that the community was on a progressive strategy. While the I-E Matrix formula finds the strategy of harvestand divestment. In addition, SWOT matrix analysis found 14 alternative strategies. The most priority strategy is to encourage human resources who are educated, have the skills, have the spirit and the willingness to go forward to follow the competition and the improvement of the entrepreneurial program sothat there is an increase of entrepreneurial competence.
