Innovation and policy in the public sector are two terms that complement each other. Every policy, in principle, must in principle contain new innovations. This study aims to determine the innovation of E-Governmment-based educational policies through the application of E-Panrita on online attendance for teachers at SMAN 3 Luwu. This type of research is a qualitative research with descriptive research type with data collection techniques direct observation to the study site, in-depth interviews and documentation. The results showed that the innovation of the E-Panrita application is seen in the product, where in the E-Panrita application product there is a change in teacher absenteeism which previously teachers absent with a manual system is now now with an online system to facilitate the Disdik in monitoring teachers every day and the pre-existing facilities have met but still need improvement. Now the teachers can do the absence simply by using their mobile phones or gadgets. Furthermore, the method, in the form of a strategy in the innovation of E-Panrita policies such as socialization in each region. The supporting and inhibiting factors of E-Panrita application education policy innovation in online absenteeism for teachers at SMAN 3 Luwu are supporting factors including resources, regulations, teacher commitment and technology. Inhibiting factors include the network and individual understanding of the teacher.Keywords: Educational Policy, E-Government, E-Panrita

Bureaucratic services tend not to improve their performance and carry out reforms. Service users are often faced with so many problems when they are dealing with bureaucracy. The purpose of this study is to describe the reform of the Public Service Bureaucracy in terms of coordination in One Stop Services (KPTSP) in Takalar Regency. In this study, a qualitative approach was used. The type of research used in this research is descriptive research type. The results showed that hierarchical mechanisms in the form of a structured flow of coordination and power need each other to establish cooperation within organizational units. The market mechanism shows that the change in the bureaucracy from services to revenue to provide income for the region through the collection of fees. Licensing and providing incentives can improve the performance of One-Stop Services, Takalar District has a network mechanism that is interrelated and needs each other, this can be seen from the requirements given by the Service Agency One-Stop Integrated Takalar Regency that asks for recommendations from related Regional Work Units (SKPD).

Education is process that aims to produce competent graduates. A learning plan which is famous as curriculum is needed to produce competent graduates. Curriculum described as all materials and all experiences that provided to students during doing education process in school. The process to serve all the materials and also experiences to the students called curriculum implementation. The better quality of curriculum implementation, the better quality of school graduates. Therefore, the factors that influence curriculum implementation need to identified. For getting data about the factors that influence curriculum implementation, the author was conducted a qualitative study at sport class in The Public Senior High School I of Sewon, Bantul. This paper present the result of the study that the inhibiting factors of curriculum implementation include: the low of teacher commitment and the uniqueness of sport class student’s characteristics. Meanwhile, the supporting factors of curriculum implementation includes: the teacher’s competence, the teacher’s commitment, the courage of sport class students, and the collaboration between teacher and students.

This study aims to describe the implementation of service encounters at the Nurul Hayat Foundation and the supporting and inhibiting factors in its application. To describe these two problems, the researcher used a qualitative approach with descriptive research type. The data collection techniques used were interviews, observation, and documentation. The results of this study indicate that the application of service encounters takes place in three stages, namely: pre-purchase, service encounter and post-purchase. In its implementation, service encounter support factors include: the use of SOPs as a basis for employees, a special team in monitoring employees on their SOPs, providing call centers, trying to solve any problems quickly, providing training for employees, providing product knowledge books to memorize, requiring customer service always friendly, strives to always be trustworthy in managing the money that has been given by consumers, guarantees consumer data, employees are able to adapt to every consumer who comes, requires cs employees to memorize the names of consumers who are interacting with employees, and have concrete evidence of the building and reviews from consumers. Meanwhile, the inhibiting factors for service encounters include: employees have odd jobs which can affect the service and one main building is inadequate in serving consumers

This study aims to determine (1) the inhibiting factors that affect the financing of problematic murabahah found at BPRS Al Falah Banyuasin during the covid-19 pandemic. (2) Handling problematic murabahah financing carried out at BPRS Al Falah Banyuasin during the covid-19 pandemic. This study uses a qualitative research type. This research is descriptive research. The population in this study were several employees and customers of BPRS Al Falah Banyuasin. The data analysis technique in this study uses a way of analyzing and assessing all relevant data and facts obtained from the selected object and quoting from generally accepted theories and provisions then from the results of the analysis the author tries to draw conclusions that represent the existing problems. The results of this study the authors conclude that: (1) The obstacles in murabahah financing at BPRS Al Falah Banyuasin are the ability to pay from customers, global economic conditions, human resources, customer character, completeness of documents or administration, and customer delays in paying installments. (2) Handling murabahah financing at BPRS Al Falah Banyuasin, namely billing on the principle of kinship, giving warnings or reprimands, rescheduling (Rescheduling), reconditioning, restructuring.

In Indonesia the drive to create public service innovations has become a new trend in efforts to improve services to the public One of them is Public Service Innovation named Raskin PKP Pattern. This research will look at the PKP Raskin Innovation pattern, Supporting Factors and inhibiting factors as well as about the obstacles in implementing the PKP Pattern Raskin Innovation in TTU District. The method used is descriptive qualitative observation and in-depth interviews. The results showed that the PKP innovation Raskin was born from the internal government of TTU Regency as an effort to develop the agricultural sector. This innovation has many advantages for the community, taking into account the conditions and previous agricultural patterns and maintaining local values that exist in the community. This innovation is not intended to be an innovation of low complexity because it is very possible to be tested and easy to observe. the supporting factor that drives the successful implementation of the PKP Raskin program is the Leader's Commitment. Whereas the inhibitor of the PKP Pattern Raskin Innovation was the lack of support from the legislature.Di Indonesia Dorongan untuk menciptakan inovasi pelayanan publik telah menjadi tren baru dalam upaya peningkatan pelayanan kepada masyarakat. Salah satunya Inovasi Pelayanan public yang diberi nama Raskin Pola PKP. Penelitian ini akan melihat inovasi Raskin Pola PKP, Fakor Pendukung dan fator penghambat sekaligus tentang kendala yang dalam penerapan Inovasi Raskin Pola PKP di Kabupaten TTU. Metode yang digunakan adalah deskriptif kualitatif dengan metode observasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa Inovasi Raskin pola PKP ini lahir dari internal pemerintah Kabupaten TTU sebagai upaya pengembangan pada sector pertanian. Inovasi ini memiliki banyak keuntungan bagi masyarakat, dengan mempertimbangkan kondisi dan pola pertanian sebelumnya dan mempertahankan nilai-nilai local yang ada dimasyarakat. Inovasi ini tidak termaksud dalam inovasi dalam tingkat kerumitan rendah karena sangat memungkinkan untuk diuji coba dan kemudahan untuk diamati. faktor pendukung yang mendorong keberhasilan penyelenggaraan program Raskin pola PKP ini adalah Komitmen Pemimpin. Sedangkan fator penghambat Inovasi Raskin Pola PKP ini adalah minimnya dukungan dari pihak legislative

This study aims to determine: (1) the socialization strategy, (2) the supporting factors of the socialization strategy, and (3) the inhibiting factors of the socialization strategy. To find out the problems that occur, the researcher uses a qualitative descriptive research method. Data was collected using library techniques, observation, interviews, and documentation for data analysis techniques using descriptive analysis techniques. The study results indicate that: (1) The selection of a good and correct strategy in conducting socialization is the task of the Aceh Privileges and People's Welfare section. The socialization strategy plays a role in realizing the implementation of the death benefit assistance program, which in essence, the community can know and understand death compensation. after that, determine the target in the socialization, then choose the media to be used and the management of socialization. (2) This program supports several parties such as payment partners and the infrastructure used to support this activity. (3) There are obstacles in managing death compensation, namely in terms of education, economy, and social, which causes the majority of the public not to know information about death compensation assistance.

The 2019 General Election which is a combination of the Presidential Election and the Election of legislative members still raises several issues regarding the neutrality of the ASN in its implementation in Banten Province. ASN neutrality is in the public spotlight because there are still cases that occurred in the 2019 Election Period in Banten Province. KASN has the authority to oversee the application of the ASN code of conduct both at the central and regional levels. This research uses a qualitative research method with descriptive research type. Based on the results of the study in this study, a number  of violations  have been found related to ASN neutrality, in the legislation has a lot to regulate the limitations of the ASN when facing Elections, this shows that the government is committed to protecting ASN from various conflicts of interest that can occur. In this regard, KASN has issued various recommendations related to violations of ASN neutrality that occurred during the 2019 Elections in Banten Province. KASN has enforced law against non-neutral ASNs in the 2019 elections. As a result the ASN recommended by KASN to officials responsible for each agency was given strict sanctions according to the level of violations.

AbstrakPada hakekatnya pengobatan tradisional merupakan bagian kebudayaan yang diturunkan dari generasi ke generasi berikutnya secara lisan atau tulisan. Oleh sebab itu kepercayaan terhadap pengobatan tradisional dapat terus bertahan, walaupun praktik biomedik kedokteran mengalami perkembangan. Untuk penyembuhan penyakit, dalam sistem pengobatan tradisional dicari lebih dahulu penyebab sakit atau etiologinya. Konsep etiologi ini perlu diketahui sebagai dasar untuk mendiagnosa penyakit yang kemudian diperlukan untuk menentukan cara-cara pengobatannya. Demikian pula pada masyarakat di Desa Giri Jaya Kabupaten Sukabumi yang menjadi lokasi penelitian, sebagian besar masyarakatnya masih melakukan pengobatan tradisional meskipun pengobatan modern telah dikenal. Untuk itu tulisan ini akan mengupas bagaimana persepsi masyarakat tentang sehat dan sakit, etiologi (sebab sakit), ciri penyakit, dan cara pengobatannya. Penelitian ini menggunakan pendekatan kualitatif dan tipe penelitian deskriptif. AbstractIn essence, traditional medicine is part of culture passed from generation to generation orally or in writing. Therefore, trust to the traditional treatment can continue to survive, although the practice of biomedicine medical growth. To cure disease, the traditional treatment system first sought the cause of illness or etiology. The concept of etiology is necessary to know as a basis for diagnosing a disease that then needed to determine the ways of treatment. Similarly in Desa Giri Jaya the regency of Sukabumi who became the location of research, most people still make traditional medicine even though modern medicine has known. Therefore this writing will discuss how the public perception of healthy and sick, etiology (cause pain), characteristic of the disease and how to treat it. This research uses qualitative approach and descriptive research type.

<p>Public space is the most important component in urban spatial planning. Public space can be interpreted as a place or space that can be accessed or utilized by all communities or communities can gather for the same purpose. With the existence of public space the community can establish direct social interaction. So public spaces in urban areas can provide physical and psychological benefits to users. The research approach used is a qualitative approach with a descriptive research type. The selection of informants in this study used purposive sampling. The data collection techniques and tools used in three ways are nonparticipant observation, interviews and documentation. To achieve the validity of the research data using triangulation techniques. Meanwhile the data analysis technique uses technical analysis of Miles and Huberman data, namely data reduction, data presentation and conclusion drawing. The results of this study can be concluded (1) Strategic location, (2) Easy access, (3) areas that have attraction, (4) Weak social control.</p>

This article aims to determine the planning, implementation, as well supporting and inhibiting factors in the affective assessment process using Google Form in the New Normal era in PAI SMKN 2 Magetan using a qualitative research approach with descriptive research type. 1) affective assessment planning consists of conducting  KI / KD, determining the objective of the assessment, making a grid, selecting the type of instrument, and making scoring guidelines; 2) the implementation of affective assessments consisting of designing the instrument design, socializing the filling of the Google Form, asking students to complete the affective assessment, data processing and reporting the results; 3) the supporting factors for the implementation of affective assessment with Google Form consist of all parties who have tried their best, the government provides concessions to schools, students and teachers communicate actively, assessments are objective, comprehensive, economical, safety , and students' health is guaranteed. The inhibiting factors for affective assessment using Google Form consist of decreased student learning motivation, students experience internet network problems, teachers cannot monitor students directly.
