The community in Bali is greatly aided by the credit facilities with the existence of the Village Credit Institution (LPD). The institution is the lifeblood of the village’s economy. Looking through the importance of the LPD’s function, it is necessary to have a special institution having the power of empowering the LPD, so the Village Credit Institution Empowering Agency (LPLPD) is established. This study examines the role of the LPLPD in settling bad credit as well as the procedures for settling the bad credit at the LPD. This issue is examined by the normative legal research method. In empowering the LPD, the LPLPD performs its duties through technical strengthening related to administration and bookkeeping, checking, upgrading, LPD security budget management, LPD supply guarantee budget management, LPD liquidity support budget management, and control of LPD problems. LPLPD also seeks to prevent the risk of bad credit arising in the LPD through coaching that has been planned and scheduled in each district. LPLPD takes preventive or initial preventive action with technical guidance such as administrative guidance, bookkeeping including credit guidance. LPLPD does not participate in direct credit problem solving. On the other hand, these institutions provide solutions to LPD administrators to analyse the problem whether the credit process is due to the fault of the process or because the customer is not able to make payment. If the technical or the credit process that is wrong, it is the responsibility of the manager; however, if the process is correct but the customer causes a problem, the process must go through billing in accordance with the credit agreement. If there is already bad credit, the steps that must be taken are billing, restoration and if these are unhelpful then ultimately an credit guarantee auction is carried out.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The purpose of this research is to determine the function of policy, supervision and control through the ratio of effectiveness level, efficiency level and activity level of Village Budget in Dawuan Tengah Village. The Village Budget Report was obtained from the Secretary of Dawuan Tengah Village. This research uses quantitative and qualitative approaches. Processing the data analysis is done by means of the likert scale method and quantitative method by calculating the ratio of effectiveness level, efficiency level and activity level. Overall, it can be concluded that during a period of 3 years (2017-2019) the results and achievements of the village budget management have been very effective, very efficient and very maximal. The performance of the village government in allocating village fund budget is excellent. Village funds are able to make a better changes for Dawuan Tengah Village. The implementation of policy, supervision and control of the village budget is quite effective and efficient and all activities run very optimally so that there is no potential for fraud.

Abstract-In the governance of the Adat Village in Bali, it has a credit institution, namely the Village Credit Institution, which is a movement of the community of Pakraman Village to improve the economic standard of Pakraman Village. However, if it is not properly mobilized, it will cause new problems and the problems that are most often expressed, one of which is bad credit. If bad credit is carried out by village officials, this can be solved by a rerem or regulations made jointly by the indigenous villagers. But if this bad credit is carried out by non-village officials, according to Bali Provincial Regulation Number 3 of 2017 concerning Village Credit Institutions (LPD), explain; (LPD) may not give credit to non-village officials. However, in some traditional villages, there are also those in the perarem which are allowed by non-village officials to conduct credit in (LPD) but there must be representatives from the traditional village krama. For this reason, there is no legal certainty for non-village officials who commit bad credit. The problems in this research are: 1. How legitimate is the credit agreement at the LPD that the debtor is non-Village Village ?. 2. What are the legal consequences if there is a bad credit, the debtor is a non-village official? The research method used is the Empirical research method and data collection techniques through interviews and observations. The results of this study are in the implementation if the LPD allows non-village manners to do credit in their LPD, then there must be a village regulation that regulates the credit process carried out by non-manners of the village. In addition, the settlement of bad loans must also be regulated by regulations in the customary village. Keywords: Bad Credit, Non-Villagers Courtesy, Village Credit Institution. Abstrak-Dalam pemerintahan Desa Adat di Bali, memiliki suatu lembaga perkreditan yaitu Lembaga Perkreditan Desa yang mana merupakan gerakan masyarakat Desa Pakraman guna meningkatkan taraf hidup ekonomi Desa pakraman. Namun, jika tidak di mobilitasi dengan baik, justru akan menimbulkan masalah baru dan masalah yang paling sering diungkapkan salah satunya Kredit Macet. Jika kredit macet yang dilakukan oleh krama desa, hal ini bisa diselesaikan dengan perarem atau peraturan yang dibuat bersama - sama oleh warga Desa adat. Tetapi jika kredit macet ini dilakukan oleh non krama desa, sesuai dalam Peraturan Daerah Provinsi Bali Nomor 3 Tahun 2017 Tentang Lembaga Perkreditan Desa (LPD) menerangkan; (LPD) tidak boleh memberikan kredit kepada non krama desa. Namun didalam beberapa desa adat, ada pula yang dalam peraremnya dibolehkan non krama desa untuk melakukan kredit di (LPD) namun harus ada perwakilan dari krama desa adat setempat. Atas dari hal ini, belumlah adanya kepastian hukum bagi non krama desa yang melakukan kredit macet. Permasalahan dalam penelitian ini adalah: 1. Bagaimana sahnya perjanjian kredit di LPD yang debiturnya non krama Desa?. 2. Bagaimana akibat hukum jika terjadi kredit macet yang debiturnya non krama Desa?. Metode penelitian yang digunakan adalah metode penelitian Empiris serta teknik pengumpulam data melalui wawancara dan observasi. Adapun hasil dari penelitian ini adalah dalam pelaksanaanya apabila LPD mengijinkan orang non krama desa untuk melakukan kredit pada LPDnya maka harus ada perarem desa yang mengatur mengenai proses perkreditan yang dilakukan oleh non krama desa. Selain itu penyelesaian kredit macet pun juga harus diatur dengan perarem pada desa adat. Kata Kunci: Kredit Macet, Non Krama Desa, Lembaga Perkreditan Desa.

Local credit institution (LPD) is financial enterprise that owned by the village to carry out business activities in that village and or the villagers. In its development, LPD has a imperative role that is not far from the goal of establishing LPD its sel, viz. Encouraging the development o rural economic throughraising the unds, distribute the loan for the community, create equal opportunities for business activities and employment opportunities for villagers.This study aims to determine characteristics of the agricultural debtor in LPD Desa Adat Penatih, the criteria for amount of agricultural credit distributed in LPD Desa Adat Penatih, the procedure for distributing agricultural credit in LPD Desa Adat Penatih and also the interference in repayment of credit in LPD Desa Adat Penatih. The location of this study were selected purposively. Data used in this study is qualitative data and quantitative data.The result of the study showed that the characteristics of the agricultural debtor in the LPD Desa Adat Penatih are seen from age and gender, the number of family dependents,  the level of education, the criteria for amount loan and the business fields. The amount of agricultural credit distributed in LPD Desa Adat Penatih base of the collateral value for collateral provided by debtor.  The procedure for distributing agricultural credit in LPD Desa Adat Penatih starts by of the loan application, analysis or assessment of credit, credit decision, disbursement and loan administration. There is no interference to LPD Desa Adat Penatih in repayment of agriculture credit. Both in terms of repayment period and credit collectibility.

The agrarian disputes often occur in rural areas, considering that the majority of the livelihoods of rural communities are farmers. In this regard, rural communities also cannot be avoided from agrarian conflicts that occur between residents, including in terms of inheritance. This social legal research aims to analyze the factors causing the occurrence of agrarian conflicts in rural areas; and explain the role of the village head in dealing with disputes related to land. This empirical legal research uses a qualitative approach that is based on primary data and secondary data as obtained through a series of observations, interviews, and documentation. The results of the study indicate that rural communities tend to choose the head of village as the party that resolves agrarian disputes in rural areas. Therefore, the rural community perspective believes and considers the head of village to be able to provide a sense of community justice. The scheme used by the head of village is mediation or what is often called 'deliberation for consensus'. KEYWORDS: Land, Customary Law, Head of Village, Amadanom, Malang.

The study aims to determine the role of village government in Implementing the Rural Infrastructure Development Program (PPIP) In the village Sendana, Mambi district Mamasa Regency . Type research is descriptive qualitative approach is an approach that focuses on the process of data collection in order to describe the state of the object. Data collection technique used by observation, interview and documentation. The result of this study shows that the role of the village government can already be said to play an active role with the following indicator, which is to facilitate the village government to provide facilities at village meetings, implementation of transparency, and support facilities for CSOs. Community engagement where the village government to try and work together with management to prioritize community involvement; supervise and control the implementation of the PPIP. The village government to approach the manager for observing the principles of the PPIP program and use of the budget in accordance with the allocation; fostering CSO where the village government to provide guidance through the values of local wisdom and social capital so that the attitudes and behavior of society for the better organization. Penelitian bertujuan untuk mengetahui Peranan Pemerintah Desa Dalam Pelaksanaan Program Pembangunan Infrastruktur Pedesaan (PPIP) Di Desa Sendana Kecamatan Mambi Kabupaten Mamasa. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif adalah pendekatan yang menitik beratkan pada proses pengumpulan data. Teknik pengumpulan data menggunakan observasi,wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peranan Pemerintah Desa sudah dapat dikatakan berperan aktif dengan indikator yaitu: adalah menfasilitasi yang dimana Pemerintah Desa memberikan fasilitas pada musyawarah desa, transpransi pelaksanaan, dan fasilitas penunjang untuk OMS. Keterlibatan masyarakat yang dimana Pemerintah Desa berusaha dan bekerja sama dengan pihak pengelola untuk mengutamakan keterlibatan masyarakat; mengawasi dan pelaksanaan PPIP. Pemerintah Desa melakukan pendekatan kepada pengelola untuk memperhatikan prinsip-prinsip Program PPIP dan penggunaan anggaran sesuai dengan peruntukkannya; membina OMS yang dimana Pemerintah Desa melakukan pembinaan melalui nilainilai kearifan lokal dan modal sosial agar sikap dan perilaku organisasi masyarakat menjadi lebih baik.

Loyalty is a deep commitment to repurchase a product or service that becomes a preference consistently in the future by repurchasing the same product. The problem formulation in this study is how are the direct and indirect effects of services quality through satisfaction on the consumers’ loyalty.  This study aims to know the direct and indirect effect of services quality through satisfaction on the consumers’ loyalty. The study was conducted by the village credit institution of Pekraman, Tabanan located in Gajah Mada street 107, Tabanan. The number of samples is 94 customers with slovin’s formula and accidental sampling method. The techniques of data collection used were interviews, documentation, literature review and questionnaire. The research instruments used were validity test and reliability test. The technique of data analysis used was path analysis with sobel test. Based on the result of calculation, it showed that the services quality had a positive and significant effect on the customers’ satisfaction in the village credit institution of Pekraman, Tabanan as many as  0,000 < 0,05. Thus, H0 was rejected and H1 was accepted. The customers’ satisfaction had a positive and significant effect on the customers’ loyalty in the village credit institution of Pekraman, Tabanan as many as 0,000 < 0,05. The services quality had a positive and significant effect of the customers’ loyalty in the village credit institution of Pekraman, Tabanan as many as 0,000 < 0,05. Thus, H0 was rejected and H3 was accepted. Based on the result of calculation, it showed that Zcount (5,323)> Z table (1,96). Thus, the customers’ loyalty can mediate the relationship between customers’ services quality and loyalty on the village credit institution of Pekraman, Tabanan. For the services quality, it is needed to improve the services given to the customers. For instance, it is provided the more exciting interest adjusted to the type of savings chosen by the customers so they will feel more satisfied and can develop their loyalty

Supervision of Bhabinkamtibmas in the use of village funds, aims to ensure that Bhabinkamtibmas can carry out their duties properly. The method used is a normative legal research method with a statutory and conceptual approach. The results of this study indicate that the supervision of Bhabinkamtibmas in the use of village funds is needed to increase the role of Bhabinkamtibmas in village development and coordinate with village community leaders. Because when many community leaders supervise, it is better for the Village Government not to abuse their positions and KKN in the implementation of village development because village funds can tempt officials to do wrong. Bhabinkamtibmas should be involved since planning or deliberation in the hamlet/village, village deliberations (musrenbangdes) so that the development direction is according to priorities in the village and monitoring the village development process. Thus the task of supervising Bhabinkamtibmas can run smoothly, so that it can build a prosperous village without corruption, collusion and nepotism.

Regarding the role of parents in the formal education of the child, it can be known that there is a gap between the expectation and the fact that in the village Taar Dulla Selatan District is very concern. The fact is found, that with the work of different parents such as driver Oto, motorcycle taxi, rush building, fishermen, farmers, almost the need of children do not notice such as writing books for kids later in school, Children's uniforms have been prepared or not, controlling their children in their growth and development, parents rarely follow the parents ' meeting, and always give the trust for the elderly child or Om or aunt to join the meeting between Teachers and parents, mothers are also working as laundry in some houses so sometimes if it is tired, the mothers of the Suda forget to pay attention to their children about learning, they think the children are already bisah independent or not, already Dinner or not, what else has learned or not. Therefore, the purpose of this research is to develop a sense of parental responsibility for its duties and roles, and is expected to foster knowledge and broaden parents ' horizons.Arifin suggests that the task of parents who need to be pone is, mother role as: 1. Have biological and physical needs. 2. Caring and taking care of the family patiently, in a consistent manner. 3. Educate, regulate and control the child. 4. Be examples and examples for children. Dad has a role as: 1. Father as a breadwinner. 2. Father as a husband who is full of understanding and giving security. 3. Father participated in child education. 4. As a protector or a firmly wise personage, loving the family.The research method used is a qualitative research method, the results of the study showed that the role of parents in the formal education of children studying in Taar village, Dulla Selatan District, has not undergone any changes, as it is seen from Parents ' participation in seeing their roles in supporting the child's formal education.Keyword: Parental role, Formal education
