The purpose of this research is to determine the function of policy, supervision and control through the ratio of effectiveness level, efficiency level and activity level of Village Budget in Dawuan Tengah Village. The Village Budget Report was obtained from the Secretary of Dawuan Tengah Village. This research uses quantitative and qualitative approaches. Processing the data analysis is done by means of the likert scale method and quantitative method by calculating the ratio of effectiveness level, efficiency level and activity level. Overall, it can be concluded that during a period of 3 years (2017-2019) the results and achievements of the village budget management have been very effective, very efficient and very maximal. The performance of the village government in allocating village fund budget is excellent. Village funds are able to make a better changes for Dawuan Tengah Village. The implementation of policy, supervision and control of the village budget is quite effective and efficient and all activities run very optimally so that there is no potential for fraud.

Accountability is an essential issue in scientific studies and practice in the field of public administration. Accountability in managing village funds has become a demand for the village government, as Law Number 6 of 2014 has been implemented concerning villages. Problems arise when the accountability of village funds’ labor- insentive cash is related to the new regulation. This policy requires village funds to be used for cash labor following SKB 4: the minimum wage must reach 30% of the total development sector sourced from the Village Fund. Therefore, this study aimed to describe and analyze cash accountability for labor in village funds (a case study in Kendal Village, Sekaran District, Lamongan Regency). Qualitative interpretive research was applied with interviews, observation, and documentation from official government documents. Furthermore, this study showed that the village fund accountability in Kendal Village, Sekaran District, Lamongan Regency has gradually implemented participation and transparency principles. The fund had met the wage requirements following SKB 4. The village had to reach 30% of the total development of the fund. Its implementation was carried out in a self-managed wanner involving workers from the poor, unemployed, and families with malnutrition, as evidenced by the ID card of Kendal villagers. Eventhough they experience obstacles in determining yhe poor’s criteria, the budget activity implementer (PKA) tries to apply accountability in the implementation of development based on the cash-insentive principle.

Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

The main problem in the research is the role of village officials in the implementation of village administration Village Karyamukti District Mootilango Gorontalo District. The purpose of this study to determine the role of village officials in the implementation of administrative tasks of village government. The research method used is quantitative method, and research type is descriptive. Techniques of collecting data through interviews, observation and documentation. Informants in this study were the village head, three heads of affairs, and the village secretary. The results show that: First, the role of village officials in the implementation of administrative duties in the Village Karyamukti Mootilango Gorontalo Gorontalo district is still less than the maximum. The assessment is because of the three heads of affairs, both government, development, and general recognize that its role has not been maximal in carrying out its duties and functions effectively. Secondly, the factors that influence the effort of improving the village apparatus in the implementation of administrative duties in Karyamukti village are the discipline of work, education and training, facilities and infrastructure and the level of welfare of village government apparatus.

Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.

The community in Bali is greatly aided by the credit facilities with the existence of the Village Credit Institution (LPD). The institution is the lifeblood of the village’s economy. Looking through the importance of the LPD’s function, it is necessary to have a special institution having the power of empowering the LPD, so the Village Credit Institution Empowering Agency (LPLPD) is established. This study examines the role of the LPLPD in settling bad credit as well as the procedures for settling the bad credit at the LPD. This issue is examined by the normative legal research method. In empowering the LPD, the LPLPD performs its duties through technical strengthening related to administration and bookkeeping, checking, upgrading, LPD security budget management, LPD supply guarantee budget management, LPD liquidity support budget management, and control of LPD problems. LPLPD also seeks to prevent the risk of bad credit arising in the LPD through coaching that has been planned and scheduled in each district. LPLPD takes preventive or initial preventive action with technical guidance such as administrative guidance, bookkeeping including credit guidance. LPLPD does not participate in direct credit problem solving. On the other hand, these institutions provide solutions to LPD administrators to analyse the problem whether the credit process is due to the fault of the process or because the customer is not able to make payment. If the technical or the credit process that is wrong, it is the responsibility of the manager; however, if the process is correct but the customer causes a problem, the process must go through billing in accordance with the credit agreement. If there is already bad credit, the steps that must be taken are billing, restoration and if these are unhelpful then ultimately an credit guarantee auction is carried out.

Village funds are sourced from the central government budget which is trasferred directly to the village government. This direct transfer takes place after Law No. 6/2014 or also known as The Village Law. This larger village fund can only be accessed by the village government if it follows the rules set by the central government so that the actor in the village will use their assets to accomodate their interests related to village fund management. This study aims to explain the contestation of actors in managing village funds in two villages. This study uses a qualitative method with a case study approach conducted in Suko Village, Probolinggo Regency and Sukadamai Village, Bogor Regency. The results of this study are the village head is the actor who plays the most role in managing village funds using symbolic asset which is the position of the village head. This asset is the strongest because it has legitimacy from the state to be able to make decisions related to the village fund management.

The purpose of this study was to determine the potential of natural and cultural resources, to know the perceptions, participation and aspirations of the community and to develop a community-based ecotourism development strategy in Selelos Village, Gangga District, North Lombok Regency. This type of research is a descriptive qualitative case study and exploratory descriptive to find the potential in the form of biodiversity in the Selelos forest area. Data collection was carried out by observing the biodiversity in it, testing water quality, and using a questionnaire to 50 community respondents and 7 respondents from the village government. The results showed that Selelos Village has a forest area ecosystem that holds several potentials to be developed into ecotourism, including: waterfalls, springs, customary forests, and plantations (agro-tourism). In addition, it has a diversity of flora and fauna, there are about 13 high-level plant families with many species in it, as well as about 5 families of fauna and there are also endemic animals such as partridge and deer (senggah). Of the four springs quality tested, all of them are suitable as raw material for drinking water. Meanwhile, based on the questionnaire analysis, the community and village government will work together in developing and managing ecotourism. Based on the SWOT analysis, the strategy used in developing ecotourism is to take advantage of the strengths of opportunity (S-O), among others; mapping the potential of ecotourism, developing special ecotourism such as agro-tourism, synergizing ecotourism with local culture and customs, equipping, providing facilities and infrastructure, and improving human resources.

Training of health cadres on the prevention and control of Covid-19 is an important and strategic effort. Health cadres who have been trained can participate in screening suspected or suspected cases and can help carry out quarantine or self-isolation or immediately direct them to a hospital if they are suspected of being infected with Covid-19. The purpose of this community service is to increase the knowledge of health cadres related to the control and prevention of Covid-19 in Pujon Kidul Village using an online platform with YouTube videos. good use of media with a maximum combination of modules and videos in providing knowledge to participants. While the weakness is the accuracy and honesty of participants in filling out the questionnaire between before and after the training. Our online training model cannot control the existing situation and conditions, including during the evaluation. Suggestion: online model training needs to be strengthened by the village government by providing online media at the village hall so that it can be accessed by the entire structure of the Covid-19 task force team at the village level.

This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.
