Radical changes are taking place in the modern world. Globalization caused by technological changes has become the main trend of world development. On the one hand, increased interdependence of countries and regions, and increasing the gap between rich and poor countries, aggravated the socio-economic, socio-political, ethno-cultural conflicts within countries. Therefore, maintaining international economic security requires new approaches and a new level of interstate interaction. The Russian Federation is in such a situation, which determines the need for research and implementation of a scientifically based security system.

Using the main elements of the institutional analysis methodology, the author considers the impact of geopolitical factors on Russia's economic security. Based on historical and economic analysis, it is concluded that the decisions of the Crimean (Yalta) and Potsdam (1945) conferences that defined the contours of the multipolar model of the modern world should be followed. As a counteraction to the geopolitical challenges to the economic security of the Russian Federation in a multipolar world, it is proposed to consider the issues of spatial development as an institutional basis for the formation of a future model of global security.

2017 was declared the year of ecology in the Russian Federation. Its purpose is to attract public attention to the issues of environmental development of the country, conservation of biological diversity and environmental safety. This can be achieved by restoring not only the connection of man with nature, but also the knowledge of its language — codes of trees, flowers, and animals, which form one of the foundations of the world picture, lost over a long period of industrial development. In today’s rapidly changing conditions of economic development, which entail the emergence of new growth drivers, as well as the rapid pace of technological changes, new megatrends, new threats to the economic security and stability of territories and regional markets are emerging. In such a situation, only new approaches to the formation of strategies and justification of management decisions will make it possible to turn new threats into new opportunities and competitive advantages. The paper studies the concept and essence of the potential of digitalization of industry as a factor of sustainable development of the territory. The analysis of the dynamics of digitalization of the Russian Federation and the regions of the Volga Federal District is presented, the structure of the digital potential of the territories and their economic entities is presented. A method for calculating the potential of digitalization of the industry in the regions is proposed, and the main problems of its implementation are identified.

The article discusses the conceptual foundations of the analysis of national and international economic security. The author examined in detail the approaches to the definition of the concept of “economic security”. The conclusion is substantiated that today the most promising is the discussion of economic security in the context of the problem of “economic sustainability” at the national and international level. To develop priorities for economic security and determine the optimal course to achieve them, a conceptual apparatus for analyzing fundamental issues has been defined. In conclusion, key threats to the economic security of the Russian Federation are described.

Reasons of high inequality in the modern world are considered in the article. In developing countries it interacts with underdeveloped markets and inefficient government programs to slow growth, which in turn slows progress in reducing poverty. Increasing reach of global markets makes rising inequality more likely and deepens the gap between rich and poor countries. Because global markets work better for the already rich, we should increase the representation of poor countries in global fora.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.
