Regional social and economic development is characterized by presence of wide imbalances in structure of industry specialization, which are largely due to spatial development of individual territories. As part of a statistical study of agro-industrial complex development in regions of Russia, uneven agricultural development of certain territories, their involvement, as well as degree of participation in single national economic complex of the country are reflected. At the level of statistical significance, two of the region’s most important in terms of accumulated agro-industrial potential are identified - Krasnodar Territory and Rostov Region. Based on the account of a wide range of socio-economic indicators, the subjects of the Russian Federation were ranked by integral indicator of development of agricultural sector and by urbanization level. The regions dominating for certain types of agricultural indicators were identified and their general dynamics over a long period of statistical observations were reflected. In the process of the research, a general conclusion is made step by step about development opportunities of agro-industrial complex in the regions in strategy for sustainable development of rural territories not only at the territorial level, but, more significantly, at the federal and local levels. In order to develop rural territories, among other things, it is necessary to create imperative social conditions that will preserve existing national economic potential and ensure fulfillment of not only production, but also demographic, cultural, historical and laborfunction in the village.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

This paper analyzes agricultural development in terms of policy and implementation in Nepal. More than two-thirds populations in Nepal reside in the rural area and most of them depend on agriculture. Subsistence form of agriculture is common in Nepal. Rural Area and agriculture are interrelated; like two parts of the same coin. The contribution of agriculture to national Gross Domestic Product is remarkable; however, it is declining over the decades. In fact, the agricultural sector cannot attract young people; the trend of migration from rural to urban is significantly increasing. The poverty is exceedingly marked in rural Nepal. The Government of Nepal emphasizes agriculture development in for poverty alleviation. Order to alleviate poverty, rural development, and national economic growth through the policy level. However, available data and qualitative analysis reveal that the outcome from the agricultural sector is not satisfactory due to several factors. In such situation, more than half of the population has been facing food insufficiency. Because of weak policy and implementation, the agriculture sector s been suffering poor outcome. In that way, the government of Nepal along with concerned authorities should effectively implement agriculture policies in order to reduce poverty and rural development. The agriculture-rural accommodating policies and successful performance are crucial for poverty alleviation and rural development.

AbstractThe success of agricultural development programmes in developing countries largely depends on the nature and extent of the use of mass media in the mobilisation of people for development. The media, which offers unique opportunities to disseminate information, can play an important role in informing citizens about social, academic, and economic issues, amongst others. This is also true in the agricultural sector. Radio for example, is an inexpensive medium, and therefore enjoys a wide range of diffusion, even among rural and less literate people who have access to fewer information resources. The purpose of this study was to investigate how the print and electronic media sources are contributing to the communication of information relating to agricultural development in Zimbabwe. A questionnaire was distributed to all media houses in Zimbabwe. The results indicate that there is a significant coverage, by the media, of issues relating to agriculture and the agriculture industry. The broadcast media in particular, make efforts to reach out to a range of audiences who speak minority languages such as Kalanga, Venda, Sotho, Doma, Yao, and Shangaan. However, the media face challenges, including a lack of subject specialists, language barriers, constraints on financial and material resources, and poor road infrastructure that inhibits travelling. This study recommends training, short courses on agriculture reporting, and courses that provide information on the available resources to improve the quality of news and information regarding agriculture-related issues reaching mainly rural audiences of farmers in Zimbabwe.

The paper features digital technologies in satellite farming and introduces a quantitative methodology to evaluate various types of their effectiveness. The authors determined the main types of efficiency and components of evaluation and substantiated the algorithm of analysis. The paper also contains a list of related economic, environmental, and social components, as well as a set of formulas and dependencies. The methodology for assessing the effectiveness of digital technologies has a two-block structure. The first block determines the needs and opportunities for the implementation of digital technologies and helps to define the enterprises that may benefit from digital technologies. The second block involves a direct evaluation of the results and efficiency of the digital technologies to be implemented and substantiates management solutions. The paper describes approaches and procedures that help to assess the biological, technological, and economic benefits of digital technologies for an agricultural enterprise. The authors quantified the structure of the environmental effect of the introduction of digital technologies and introduced some dependencies can determine profitability and cost recovery indicators. The research used the methodological approach to assess the environmental and social efficiency of digital technologies for an agricultural enterprise. The approach corresponds with the requirements of sustainable agricultural development declared by the UN. The results can be used by enterprises of the agro-industrial complex and suppliers of digital technologies.

With the spread of the COVID-19 pandemic in most countries, after the adoption of emergency measures to prevent the spread of coronavirus infection, various economic measures have been implemented to support the population and stabilize the economy. Global changes are taking place in the world, which is associated with issues of cooperation, management activities using a wide range of methods, transformations in agro-industrial complex. To ensure food security of the country, the role of agricultural sector of the republic is increasing. The authors explored main directions of the effective development of vegetable growing in the southern region of the country. The issues of vegetable-growing subcomplex of agri-industrial complex have been identified. Based on the analysis, their assessment, as well as the potential of the industry's innovative activity are presented. There are great prospects for vegetable market, as the consumption of these products, which are rich in vitamins, minerals necessary for the organism, as well as a balanced diet, is increasing. The solution to the problems is in the transition to industrial technologies, the widespread dissemination of business ideas. The measures necessary to expand the scope of introduction of high-performance technologies in the vegetable sector are considered. The importance of public support for the growth of vegetable production is shown. The destabilizing factors of competitiveness of vegetable growing in Kazakhstan have been identified, proposals on improvement of the efficiency of this industry have been developed which are based on innovation. The authors state the need for innovative restructuring in breeding and seed production of vegetable crops, public variety testing, and control over the use of pesticides. The level of provision of the population with vegetable products, and processing industry with raw materials are determined by the development and location of vegetable growing in the republic, as well as labor provision and transport accessibility of sales markets.

The subject of the research is “green” economy technology utilized in agriculture, as well as trends and prospect of their introduction in order to ensure sustainable development of the field. Acceleration in the rates of agriculture and agro industrial complex development is determined by the effectiveness of progressive industrial technologies adaptation, as well as by the forming of material and technical basis of machinery and equipment contributing to improvement and optimization of labour conditions, by stimulation of the processes of investing and innovating at every enterprise. Stable agriculture performance greatly influence food independence, economic self-dependency of the country regions, sustainable growth of the territories specializing in agriculture. Innovative technologies present a key factor for competitiveness and the field development as they facilitate cost reduction, increase in efficiency, they also stimulate the demand for the produce of well-known Russian companies’ brands. The security of production and administrative decisions influence the mentioned advantages as they facilitate environmental measures maintenance, population health and the quality of manufactured food. The purposes of the work is detection of perspective directions of agricultural development basing on the innovative “green” economy technology, and their adaptation in production cycle effectiveness assessment. The research methods are formal logical, analysis of the regional experience in utilization of secure technologies in agriculture, social economic processes modeling. It is concluded that adaptation of innovative technologies of “green” economy in agriculture must be executed on basis of state support mechanisms including attracting funds through “green” bonds, admittance to participating in special actions and R&D.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

Abstract Entrepreneurship and innovation have a positive impact on competitiveness, including in the agricultural sector. Since much research is conducted on entrepreneurship and innovation, it is challenging to map the research trends and obtain directions for future research, especially in agricultural competitiveness. This study aims to provide a systematic overview by analyzing the research trend and main topic of entrepreneurship and innovation studies related to agricultural competitiveness. Next, this study also analyzes the potential topic for future research. Data collected from the Scopus database and bibliometric analysis using the Biblioshiny (R package) and VOSviewer software. The results showed that the number of publications on research interest in this area increases over time. The increasing research on this topic can be seen in the trends of documents produced. This study focused on four main topics: agricultural development, agricultural sustainability, agricultural economy, and agricultural technology. The hot topic mainly discusses in the last three years related to agricultural robots, investment, agro-industrial complex, biotechnology, technology transfer, crops, international trade, alternative agriculture, agricultural trade, and supply chain management. Further, the keywords: agribusiness, financial resources, manufacture, agricultural enterprises, strategy, organizational framework, industry, economic competitiveness, development, and social entrepreneurship still need to explore and potentially discuss in the future.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.
